STATE OF WEST VIRGINIA, COUNTY OF PRESTON, Ss:
The Preston County Commission met in Regular Session at 9:30 a.m., November 18, 2019
in the County Commission Meeting Room.
The meeting was called to order by President Dave Price who invited those present to join
in the Pledge of Allegiance
President Price then declared the following Commissioners present: Don Smith,
Samantha Stone and Dave Price.
Also present was Kathy Mace, Interim Administrator and Linda Huggins, County Clerk.
The following persons registered their attendance during the meeting:

No one registered prior to the meeting to address the Commission.
Commissioner Stone moved to authorize payment of all properly presented and
approved invoices. Commissioner Smith seconded the motion. A roll call vote was taken
with Commissioners Stone, Smith and Price voting yes. Motion carried.
There were no Tax Corrections, Notice of Apportionments, Consolidation of Land or
County Court Splits.
Recognition of Scheduled Appointments
9:33 a.m. Road Update
Commissioner Stone said she received an update Thursday on the WV 72
slip. The contractor, BBR Drilling, should get the equipment mobilized next week
and drilling should begin the following week.
Dogtown Road is being milled and paved. The job should be done
Wednesday.
9:35 a.m. District No. 1 Update
President Price introduced Danny Layton, with a status update on PSD#1
Upper Deckers Creek rehabilitation.
Mr. Layton told the Commission that one of the things they attempted to do
last week was to run a lot of water. The district pumped continuously from Blue
Hole to Impoundment 6 which got the levels back up on Impoundment 6.
One of the concerns he had was when Impoundment 6 got lower the
manganese got worse because they were closer to the bottom which created issues
above it and they didn’t have water to back flush. Last Monday they started flushing.
from Reedsville to Masontown and the water was better. They have not done the
other side from Reedsville toward Arthurdale and Birds Creek to Dogtown Road.
He said by increasing the water levels at Impoundment 6 it has lowered the
manganese coming into the plant and Dalton Services will be coming in to remove
sludge from the pond, which should help. They have not had any complaints in the
last 6 days.
He said even if the dam project were to be completed by December 31, there
are still several steps to complete before they could begin using the water again and
it could be another 3 to 5 months.
He is meeting with James Marks from Kingwood Water Works on
Thursday to see if they can connect with them to get 50 to 70,000 gallons per day in
order to save the water that they have at Blue Hole and Impoundment 6. All looking
toward the future.
9:40 a.m. LaDeana Teets, Farmland Protection-Update
President Price introduced LaDeana Teets with Farmland Protection with an
update.
Ms. Teets said the McKee easement, with 101 acres, has been signed. This
land brings the total of farmland protection land in Preston County to 768 acres. She
said they have money left over to buy more property.
They will now be working on the Seese Property in Bruceton.
She said the group will be looking for two more board members in the spring,
one a public member and the other a farmer.
They hold six meetings a year on the third Tuesday of the month. They start
in January and take the summer off. (See attached.)
9:45 a.m. Laura Dulaney, Town of Bruceton-Stream Bank Erosion
Ms. Dulaney did not show up to today’s meeting but President Price said that
there is stream bank erosion near her boat business in Bruceton and he will speak to
the conservation agency and tell them about it.
9:50 a.m. Justin Wolfe, OEM/E911-Budget Revision
Justin Wolfe, Assistant Director-OEM/911 presented an internal budget
revision for his office in the amount of $368.00.

9:55 a.m. Connie Ervin, Assessor; Sheriff Loughrie: Duane Hamilton, OEM/E911 Aerial

President Price introduced Assessor Connie Ervin, Sheriff Dan Loughrie and
OEM/911 Director Duane Hamilton with concerns regarding aerial photography.
Assessor Connie Ervin said the aerial photographs are nearing 4 years old
and are out of date. These maps are used on a daily basis for tax purposes, flood
plain mapping and businesses of the county, the E-911 Center and the Sheriff’s
Department when it dispatches police and emergency personnel
Mr. Hamilton said is they are asking for approval to move forward with this
and look at getting on a five-year rotation plan. The cost is approximately $45,000
and could be spread over two fiscal years.
This subject will be revisited after some additional information is gathered.
Approval of Minutes – November 4, 2019
Commissioner Smith made a motion to approve the minutes of November 4,
2019. Commissioner Stone seconded the motion. A roll call vote was taken with
Commissioners Smith, Stone and Price voting yes. Motion carried.
Proceedings in Vacation -November 6, 2019 through November 12, 2019
Under NEW BUSINESS Commissioner Smith moved to dispense with the reading in open court of the
proceedings of the Clerk of this Commission, had in vacation on November 6, 2019 thru November 12,
2019 inclusive, and to approve and confirm the same as presented by the County Clerk, there having been
no exception or objections filed thereto. (See attachment)
Commissioner Stone seconded the motion. A roll call vote was taken with Commissioners Smith, Stone
and Price voting yes. Motion carried.
Estate Settlements – November 5, 2019 thru November 6, 2019
Commissioner Stone moved that the proceeding estate settlements and/or waivers thereof, having been
filed for a period of ten (10) days prior to the commencements of this term and there being no exceptions
or objections filed thereto, be approved and confirmed. (See attached.)
Commissioner Smith seconded the motion. A roll call vote was taken with Commissioners Stone, Smith
and Price voting yes. Motion carried.

Commissioner Smith made a motion to approve the 911/OEM budget revision as
presented by Justin Wolfe. Commissioner Stone seconded the motion. A roll call vote
was taken with Commissioners Smith, Stone and Price voting yes. Motion carried.

• Mr. Smith attended a Region VI broadband update meeting-briefed on the
finalization plan.
