Field Awards (FA). It took for long that for the first time, under the headship of Regional Director Atty. Maqtahar L. Manu-lon, the region was named fourth placer, recording four leaps higher from its 8th echelon during the previous year.

As anticipated by many, Region X (Northern Mindanao) still aced the contest since the Awards’ conception in 1993. NSO XIII (Caraga), IVB (MIMAROPA), IVA (CALABARZON) also clinched the 2nd, 3rd, and 5th places, respectively. The award was

presented during the National Planning Workshop held at Fort Ilocandia Resort, Laoag City last February 18, 2010. The awards were handed out by NSO Adminis-trator Carmelita N. Ericta. The awardees each received a plaque of recognition and modest cash prize.

Tracing back history, SOCCSKSARGEN showed improving performance at the on-set of 2007 as it placed itself in the 7th position. This victory is also attributed to the efforts showed by its field offices in the provinces of South Cotabato, Sarangani, Sultan Kudarat and Cotabato, which all share a 40 percent plus to the over-all regional performance.

In effect, the National Statistics Office, as the primary statistical arm of the government, will be the forerunner agency in the conduct of the 2010 Census of Population and Housing that shall start on May 17. Catchphrase adopted is “Kabilang Ako!”

It is a gigantic undertaking as it takes an inventory of the total population and housing units in the country and collect information about their characteristics. Data to be collected by tens of thousands of DepEd personnel, who are directed by BP 72 to serve as official field enumerators, will be used by the government, businesses and industries, and research and academic institutions in their formulation of policies, plans, programs, and studies to target beneficiaries and the general public.

This year’s census is the 13th census of population and the 6th census of housing that will be conducted in the country since the first census was done in 1903.

Official population counts by barangay based on the 2010 CPH will be proclaimed by the President no later than end of the year. Census data will be obtainable in print and electronic copies that can be accessed at URL address www.census.gov.ph.

On a national scale with eighty provincial offices, SOCSARGEN, led by Provincial Statistics Officer (PSO) Ruben D. Abaro, Jr. was cited as the Top 2 province along with other minor awards, namely: 1st for Partnership and Linkages; 2nd for Information Dissemination; and 4th for Civil Registration. For this year, Rizal in Region IVA cops the top rank. At any rate, NSO Sultan Kudarat and NSO Cotabato, headed by PSOs Rafael T. Sambrano and Engr. Belinda R. Penuela, also registered improving feat.

Consequently, a celebration tagged as “Taste of Victory” was instigated by the region last March 26, 2010 in Cotabato City. This fell together with Director Manulon’s birthday bash and awarding of the Top 3 winners of the region’s District Field Awards for 2009. Frontrunners were Statistical Coordination Officer (SCO) I Teddy Mundo as 1st Placer (Sultan Kudarat), SCO II Josephine L. Severino as 2nd placer and SCO II John B. Doria as 3rd placer (both of SOCSARGEN). They were awarded certificates and cash prizes.

Likewise, the region’s District Field Awards shares the same goals as Field Awards. Both were instituted to give recognition to outstanding performance in the field and to encourage the conduct of more relevant activities that will further the objectives of the agency as the country’s prime statistical body.

W as it real? Did it ever come to our mind that the performance of NSO Region XII excels in 2009? What was the impact of the

award among the staff? The three questions were among the few hurrahs asked by the staff when the recently concluded 2009 Field Awards for NSO Offices (regions and provinces) was announced in Fort Ilocandia, Laoag City during the 2010 National Planning Workshop of NSO on February 16-19, 2010.

Well, the trophy speaks for itself – res ipsa loquitor. It symbolizes victory and due recognition to the concerted efforts and services rendered by winning field offices. Among the secrets of the feat was the unity of personnel to work for common purpose and deliver what is expected of them as public servant. No one knows who gets what for one year. The field awards committee at NSO Central Office was candid and meticulous in grading reports according to the guidelines formulated by the office.

The region did not get the ace, just fourth of the seventeen regions in the coun-try. It is remarkable. It was not easy because the competition was tough and for the first time that the region landed in that rank. All the regions were doing well. They were not lucky enough to enter the top 5 circle.

When the award was communicated to the regional staff, they were stunned a while but was overwhelmed. They congratulated themselves for the job well done. Their spirit was high and acknowledged that “yes we can” if the will is there.

What’s more? The SOCSARGEN Provincial Office is the bastion of excel-lence in the region. In the last ten years or so, the province regularly landed in the top 15 best performing provinces every time Field Awards results is revealed. The year 2009 was different. It seized the number two slot and bagged the second prize in the performance competition, the ever highest rank it garnered since the introduction of Field Award System in the early 90’s. Special awards spiced up even more the feat when it ranked first on partnership and linkages; second on information dissemination and fourth on civil registration. The provincial staff headed by PSO Ruben Abaro, Jr. deserves commendation and greetings for the wonderful accomplishments they exhibited in 2009.

The other two provinces – Sultan Kudarat and Cotabato – both shined their performance as they have moved up and left their comfort zone - bottom twenty. Sultan Kudarat made a big jump from rank 62 to rank 29. During the victory party held at regional office dubbed as “Taste of Victory”, the three provinces challenged each other in the next field awards ratings. It goes to show that they are inspired, motivated employees and committed to deliver more as NSO personnel.

To the men and women of NSO in SOCCSKSARGEN – kudos! Keep up the good work and continue to aim for more trophies.

Median age increased to 20 years

In 2007, the household population of Cotabato had a median age of 20 years, that means half of the household population were below 20 years old. The median age in 2000 was 19 years.

Across age groups, children in age groups 0 to 4 years, 5 to 9 years, and 10 to 14 years, shared 12.4 percent each to the total household popula-tion. Age group 15 to 19 years followed with 11.0 percent.

Males outnumbered females in the age bracket 0 to 64 years. In contrast, there were more females than males among the household population 65 years and over.

Average household size slightly decreased

The number of households in the province increased by 50,407, from 188,581 in 2000 to 238,988 in 2007. The total household population also grew, from 957,294 persons in 2000 to 1,119,262 persons in 2007. The average household size in 2007 was 4.7 persons, lower than the average household size of 5.1 persons in 2000.

Midsayap remained the most populated municipality in the province

Among the 17 municipalities and one city in Cotabato, the municipality of Midsayap was the most populous with 11.0 percent of the provincial total population, followed closely by City of Kidapawan, the provincial capital, with 10.5 percent. Antipas had the least population share at 2.0 percent. (See figure below)

Males continued to outnumber females

Of the 1,119,262 household population of the province, 575,960 were males and 543,302 were females. These numbers resulted to a sex ratio of 106 males per 100 females, higher than the sex ratio of 104 males for every 100 females posted in 2000.

More than half of male population were never married

Of the 841,912 household population 10 years old and over, 44.1 percent were never mar-ried while 48.4 percent were married in 2007. The remaining 7.5 percent of the household population 10 years old and over was either widowed, divorced/separated, in common law/live-in marital arrangement, or had un-known marital status. Among the never-married persons, there were more males (55.8 percent) than females (44.2 percent). Alternatively, females out-numbered males in the rest of the categories for marital status.

Overall dependency ratio declined to 69 dependents per 100 working-age population

The proportion of household population in the working age group (15 to 64 years) was 59.2 percent, young dependents (0 to 14 years) comprised 37.2 percent, and old dependents (65 years and over) accounted for 3.7 percent.

The overall dependency ratio of the province in 2007 was 69, which means that for every 100 persons in the working age group, there were about 69 dependents (63 young dependents and 6 old dependents). This dependency ratio is much lower com-pared to the 2000 ratio of 77 persons per 100 working-age population.

One out of two persons was of voting age

More than half (55.9 percent) of the house-hold population belonged to the voting-age population (18 years old and over). This was slightly higher than the proportion of voting-age population (52.8 percent) in 2000. (See

figure below) The proportion of males of voting age (51.7 percent) was higher than that of the females (48.3 percent).

Population increased to 1,121,974 persons

The total population of Cotabato (formerly known as North Cotabato), as of August 1, 2007 was 1,121,974 persons. This figure is higher by 163,331 persons over the 2000 Census figure of 958,643 persons. The population count of the province based on the 2000 and 2007 censuses translated to an annual population growth rate (PGR) of 2.19 percent, lower than the 2.29 percent PGR for the period 1995 to 2000.

More females than males had attained higher levels of education

Of the household population five years old and over, 42.0 percent had attended or finished elementary education, 30.1 percent had reached or completed high school, 5.8 percent were college undergraduates, and 5.6 percent were academic degree holders.

The proportion of males was higher than that of the females in the following cate-gories for highest educational attain-ment: preschool (53.4 percent), elemen-tary (54.8 percent), and post secondary courses (51.7 percent). On the other hand, there were more females than males among those who had reached or completed high school (50.1 percent), college under-graduates (50.8 percent), academic degree holders (59.3 percent), and those with post baccalaureate courses (59.6 percent).

Among the household population 5 to 24 years old, majority (60.5 percent) had attended school at anytime during School Year 2007 to 2008. Of the total females aged 5 to 24 years, 62.0 percent had attended school at anytime during the said school year, while attendance for males was 59.0 percent of the total males aged 5 to 24 years old.

Number of occupied housing units increased by 27.1 percent

From a total of 185,939 occupied housing units in 2000, the number of occupied housing units reached 236,269 in 2007, showing an increase of 27.1 percent. The number of households for every 100 occu-pied housing units was 101 in 2007, the

same ratio recorded in 2000. Further, the ratio of persons per occupied housing unit in 2007 was 4.7 persons, down from 5.1 persons per occupied housing unit in 2000.

Occupied housing units with roofs made of strong materials increased

The proportion of occupied housing units with roofs made of galvanized iron/aluminum increased from 60.3 percent in 2000 to 71.1 percent in 2007. Meanwhile, the proportion of occupied housing units with outer w a l l s m a d e o f bamboo/sawali/cogon/nipa was 43.1 percent in 2007, up from 41.5 percent in 2000.

Part of the pre-enumeration activities for the 2010 Census of Population and Housing (2010 CPH) was the convening of local Census Coordinating Boards (CCBs) at national, regional, provincial, city and municipal levels as set forth in Batas Pambansa Blg. 72.

The CCBs, composed of ministries [departments], bureaus, offices, agencies, or instrumentalities of the government, shall act as core body to provide the facilities and assistance as may be required by the National Statistics Office (NSO) for the conduct of the national census.

Heading the census boards at the national scale is NSCB Secretary General Romulo A. Virola and NSO Administrator Carmelita N. Ericta as Executive Officer. Frontrunners in the regional level is the Regional Director of NEDA and supported by Governors and Mayors for provinces, cities and municipalities. Acting as Executive Officers are NSO Regional Directors, Provincial Statistics Officers, and District Statistics Officers.

For SOCCSKSARGEN, its Regional Census Coordinating Board (RCCB) XII was held at EMR Center, Koronadal City, South Cotabato on February 24, 2010 and was presided by Chairperson herself and NEDA XII Regional Director, Teresita Socorro C. Ramos. Six regional heads from the following agencies were present, namely PIA, OMA, PNP, DOLE, POPCOM, and DFA Regional Consu-lar Office XII. On the whole, a resolution in support to the census in the region was created.

In SOCSARGEN area, South Cotabato and Sarangani have already set up their Provincial CCBs since early March 2010. Near end of the year’s first quarter, about five municipalities in the two provinces have not yet convened their census boards in view of a few local chief executives’ hectic schedule for the upcoming May 10 national election. Meanwhile, Cotabato Province met up their census board at the provincial level on February 25 and will be completed by 6th April for all its eighteen cities and municipalities. Sultan Kudarat Province, on the other hand, kicked-off calling together their local census boards on March 17 at the Municipality of Lambayong. Closing stages will be done before the 3rd Level trainings set in on April 19.

Commitments and support of member agencies in the information dissemination, trainings of the enumerators that will be primarily composed of DepED teachers, transportation of census materials, security of census personnel during the actual enumeration, among others, were identified.

All convening of the census boards trumpets the 2010 CPH plans, enumeration period that will probably lasts until June 13, and the results of 2007 Census of Population (POPCEN), putting SOCCSKSARGEN data and indicators on the spotlight.

tion of the Key Findings of 2008 National Demographic and Health Survey (NDHS) for SOCCSKSARGEN (see composite figures below).

Guest-resource speaker was Statistician IV Benedicta A. Yabut of the Demographic and Social Statistics Division-Household Statistics Department of NSO Manila.

Invited discussants present were the following: Fatima A. Emban, M.D., MPH, Medical Specialist IV, Department of Health (DOH) Region XII; Hansel V. Amoguis, M.D., Rural Health Physician, Integrated Provincial Health Office (IPHO), and Venancio L. Ang, M.D., Head of Cotabato Province’s Health Insurance Program (CHIP), both of Amas, City of Kida-pawan, Cotabato; Salvacio B. Dagang, M.D., OIC-Provincial Health Officer II, South Cotabato Provincial Hospital; Efraim C. Collado, Assistant City Health Officer, City of Tacurong, Sultan Kudarat; Mr. Joselito T. Pama, Legal Officer Designate, Commission on Human Rights (CHR) Region XII; and Mr. Ulysses C. Quinto, Officer-in-Charge, Provincial Planning and Development Office (PPDO), Amas, City of Kidapawan, Cotabato.

Discussions focused on the survey findings on maternal and child health, knowledge and behavior on tuberculosis (TB) and HIV/AIDS, health financing, violence against women, women empowerment, and implications of survey findings on future policies and programs on health of women and children.

Open forum dealt on survey questions and methodology, ma-ternal and infant mortality rates, and data on TB and HIV/AIDS.

LEARNING IN SYNC. PSO Abaro of NSO SOCSAR-

GEN (in yellow jersey) and system developer and trainer, Mr. Johnny Martinez of NSO CRD, went through the system’s features during the regional training in Davao City last January 25, 2010.

L aunched in the first quarter of 2010, National Statistics Office’s Philippine Civil

Registration System (PhilCRIS 3.0), the latest version of civil registry information system, has been strewn across all NSO regions through trainings which began last January.

Trained NSO staff will take the responsibility to familiarize the staff of the Office of the Civil Registrars (OCRs) of the local government units (LGUs) with the installation, usage and maintenance of the software. LGUs’ adoption of PhilCRIS3.0 will be made through a Memo-randum of Agreement (MOA) with the NSO. Other entities such as courts, churches, and hospitals, which also handle registration of

vital events such as birth, death and marriages under their respective jurisdictions, can also make use of the system following the above requirements.

Run in MS Windows platform, PhilCRIS3.0, has been completely redesigned to deliver civil registry information management in a new, more user friendly and efficient way. This, in effect, will enhance LGUs’ capability to serve more their constituents. It has streamlined interface combined with simplified stand-alone or wired/wireless network setup and system installation. User will also enjoy ease in data entry, printing directly to new civil reg-istry forms, coding of items, query and re-

trieval, and generation of transmittal files. Aside from its better support for new printers, it is also capable of storing remarks or annota-tions for court decree and legal instruments.

Initially, the system will only allow new civil registry forms (forms revised on January 2007) and limited to processing of certificates of live birth, death, and marriage, including its corre-sponding attachment forms for Muslims and indigenous peoples (IPs). Other features and utilities of the system will be included in its next release.

Trainings for OCRs will be carried out until full review of the system, that is anticipated to set off no later than second quarter of 2010.

Life is full of choices! Some are made for you, the rest you make. You cannot choose to be born, but you can choose how to live. You are not free to select your DNA, but you can choose to pursue an MBA. The choices you make shape the life you will live.

This is a passage from a scripture which tells us the reality of life. It is our choice how to live our lives. The infinite love of our God gives us the freewill to choose our ways to live. This freewill can lead us to a right or wrong way that may turn our life into a miserable or overwhelming one. Knowingly or just being blinded, if we choose the wrong way, the circumstances will really be un-bearable and consequences can be depressing. This apparently would make life totally devastating.

Life is full of similar choices. To believe or not to believe, that is the question. To obey or not to obey-that is the choice. His way or our way-those are the options. Victory or defeat-that is the bottom-line.

NSO recognizes Maasim Mayor Lopez

The award trumpets recognition of the local chief executive’s untiring support and assistance to the Office of the Civil Registrar General - National Statistics Office (OCRG-NSO) and Municipal Civil Registrar’s Office (MCRO) of Maasim from 2001 to date including the conduct of Kasalan ng Bayan and Mobile Registration in said municipality.

Did you know that children born to

parents below marrying age can

now be legitimated?

R epublic Act 9858, ratified by President Arroyo on December 20, 2009, now qualify children born to minor or underage parents who subse-

quently get married to seek for legitimation. By law and principle, legitimization of a child brings about, for the most part issues relating to succession and inheritance.

The law amended Article 177 of Executive Order No. 209, otherwise known as the “Family Code of the Philippines.” Prior to the enactment of RA 9858, the Family Code only provided for the legitimization of a child who were born outside of wedlock to parents who were incapacitated at the time he/she was conceived.

Now, as amended, Article 177 of the Family Code will read as follows: “Children conceived and born outside of wedlock of parents who, at the time of conception of the former, were not disqualified by any impediment to marry each other, or were so disqualified only because either or both of them were below eighteen (18) years of age, may be legitimated.”

The NSO, as mandated by Philippine Civil Registry Act or RA 3753, is still in its process of developing an Adminis-trative Order to cover precise rules and illustrations for effective implementation and proper registration of children who will be legitimized under the new law.

May an illegitimate child, upon adoption by her natural father, use the surname of her natural mother as her middle name? This is the central issue in the case of Stephanie Nathy Astorga Garcia, G.R. No. 148311, March 31, 2005.

Can an unsigned handwritten statement of the deceased father of a minor be considered as a recognition of paternity in a “private handwritten instrument” within the contemplation of Article 175 of the Family Code as amended by Republic Act 9255?
