Minutes of the Meeting of the Planning Committee of Saint Ives Town Council held at the Town Hall, St Ives, on the Wednesday, 13 December 2017.

PL96.00 APOLOGIES FOR ABSENCE Apologies for absence were received from Councillor J W Davies (HDC commitment) and Councillor I Dobson (Personal). An apology had been received prior to the meeting from Councillor A Ayers-Wilson (Business Commitment) which was not reported to the meeting.

PL97.00 DECLARATIONS OF INTEREST No declarations were given.

PL98.00 PUBLIC PARTICIPATION Jane Amaral of the Civic Society of St Ives presented the Society's comments on several applications. 17/02268/FUL - Land rear of 12 Alabama Way - This application is on the same site as an earlier one, 17/00415/FUL The application makes no mention of the amount of use made of the pathway by members of the public. The route is lit by County Council light Nr L3GDX and is an integral part of the off road footpath to and from the bus stop on Hill Rise. Whilst there appears to be some confusion on the exact status, adoption was previously confirmed by CCC Highways. Land to the north of the site, and contiguous with it is shown on CC plans as in their ownership. At present the entire area is grassed open space and within the local area it is an important facility, especially for younger children. Access to the CC’s open space will be removed by this application. The proposed access route is very narrow, and the single dwelling is now much larger than either of the previous pair of dwellings. It is shown as a four/five bedroom house with four parking spaces. This has the capacity to create danger for pedestrians during vehicle movements. The Society consider the application should not be approved. 17/01729/FUL - 18 Stirling Road - These further changes to this application have detracted from what little interest was provided by the previous stepping back of the proposed dwelling. As a consequence the higher gutter line and ridge will be more noticeable, compared with the adjacent property. The application is still an overdevelopment of the site and the raised floor levels result in narrow steps and ramp to the front door. The ramp is too narrow to easily allow pram or wheelchair access into the property and the bin store location will require full bins to be lifted up the steps. Consequently the bins are likely to be stored elsewhere on the site in full view of passers by. The Society consider the application should not be approved. 17/02497/HHFUL - 1 Green End Barns - This application is similar to a previously approved proposal. The intention now is that it should not project to the front as much as previously. The Society’s only comment is that, if approved, a condition should prohibit use as a separate dwelling.

PL101.00 DEVELOPMENT MANAGEMENT COMMITTEE / UPDATED INFORMATION The Chairman reported that a Meeting of the Development Management Committee would be held on 18 December but that there were no items relating to St Ives on the agenda. An HDC Cabinet and Full Council Meeting that evening would be presented with a modified Local Plan which would go out to formal consultation. The Cabinet Agenda, available on the HDC website gave a summary of all comments received.

The Chairman also informed Members that as the Meeting scheduled for 20 December had been postponed any planning applications received in the interim period would either go to the next meeting or be determined by delegated powers if urgent.

PL104.00 PUBLIC PARTICIPATION Mr David Stewart of the Civic Society of St Ives provided the Society's comments:

17/02529/FUL - 14 Apartments, 22 East Street Development of this site for housing will be welcome but the Society consider this application to be overdevelopment and inappropriate for the site. Our principal concerns are the so called archway, in fact a flat beamed opening at first floor level, and the extent to which new buildings are planned to be built up to the site boundaries. Not only is the flat beamed opening proposed to be built within 2m of the footpath and consequently be an over prominent feature, it is around 3.2m in height, this will provide access for ambulances but not fire appliances or removal vehicles. Vehicles waiting on East Street will be an obstruction. This will affect not only East Street but the entrance and exit to the Poundland store for their delivery vehicles. The proposed entrance is also close to the pedestrian crossing waiting restriction zone.

The applicant seeks to build up to the site boundaries on parts of all sides. No other Mews development on East Street has sought to be built so close to, or to erect railed boundaries on, the edge of a very narrow footpath, only 1 metre wide. Furthermore there is no concession to the Telephone Surgery access, by way of offering a splayed entrance. The St Ives Conservation Area Character Assessment states at page 40 para 4.2 “Small-scale enhancement within the different localities and neighbourhoods involving elements such as street improvements are discussed above. However it is worth re-stating the need for improvements to paving .......... along most of the principal highways:” A pathway only 1 metre wide is not wide enough for baby buggies or wheelchairs to pass. Both are likely users of East Street as they visit the Surgery.

The Society urges the Town Council to seek developer contribution to widen the footpath and provide an improved entrance to the Surgery, meanwhile the Society consider the application should not be approved.

17/02568/FUL - Mixing Plants, Second Drove, off Meadow Lane Whilst this application is for a temporary period it is likely other developments will require the retention of the facilities.

The Society’s concerns are entirely around the increase in traffic the application details, 192 lorries per day, i.e. 16 per hour (para 3.8 of the Supporting Document) equates to one lorry in or out every 2 minutes. All these lorries will use the Meadow Lane/Harrison Way roundabout and those to the A14 construction site will pass the Busway crossing bottleneck.

Until the improvements identified, in the draft structure plan, for roads in St Ives are completed further development should not be permitted. The mixing plants would be better located adjacent to the A14 construction site.

Consequently the Society consider the application should not be approved.

If the application is approved consideration should be given to fully restrict parking on Meadow Lane, at least from the roundabout to east of the wider section at the P&R entrance.

Agenda item PL108.00 - Gifford’s Farm The Society has commented to the HDC Local Plan consultation that Stocks Bridge Way should be continued northwards to join Somersham Road at either Nuffield Road or, preferably, at Marley Road. We shall be pleased if you will support this proposal as you develop your ‘desires’ for any development at Gifford’s Farm.

As stated in the email to the Town Council the site is not allocated, however the Cambridgeshire and Peterborough Combined Authority have agreed to fund a study for a new river crossing. Specifically the Authority states the benefits sought from a new Strategic River Crossing are “Development work to inform future development requirements (new homes at Wyton (4,500), Gifford’s Park (2,200), Sapley Park (1,300) and Lodge Farm (3,820)) and capacity involving new strategic river crossing.”

Whilst the other sites would benefit more from a new river crossing near Huntingdon, Gifford’s Park would benefit from one in the St Ives area. Although a St Ives crossing would suffer from the lack of a local connection to the new A14. On balance the Society considers it to be more likely that a location nearer Huntingdon will be proposed. Especially as the proposed works to remove the railway viaduct in Huntingdon will reduce the capacity of the existing A14 river crossing. Consequently Gifford’s Park is unlikely to be approved in the near future.

However, regardless of any new strategic river crossing, St Ives is continually blighted by traffic congestion on the local roads. This will continue until the improvements identified, in the draft structure plan, for roads in St Ives are completed. Tonight you are to consider an application for 14 apartments, providing another 32 bed spaces. Each development adds to existing congestion, and further reduces the apeal of living in St Ives, The Society will be pleased if the Town Council promotes the local infrastructure improvements to the A1123 and A1096 that will provide real benefits to the town.

Application 17/02529 - 22 East Street Andy Brand and Linda Walker of the Abbey Group Cambridgeshire addressed the Meeting regarding the above application.

The Group owned the former ATS site in East Street which was a brownfield site in need of redevelopment. Members agreed in principle that use of the site for housing was desirable, they had no concerns about flooding in the area but considered that the developers should look at improving provision for delivery vehicles, bin lorries etc to park outside the properties without obstructing Bridge Street also that extending the width of the pavement outside the premises to improve pedestrian access should be investigated.

PL109.00 BUS STOPS Cambridgeshire County Council proposed to provide two new bus stops in Burleigh Road. The buses currently stopped on a request basis but residents had requested identifiable bus stop locations. RESOLVED: that the recommendation be made for stops on both sides of the road and that

signs be affixed to lamp posts.

St Ives Town Council Comments on the HDC Local Plan to 2036

General In producing comments on the HDC Local Plan, St Ives Town Council held a public meeting in the St Ives Corn Exchange on the 09 August 2017 attended by both local residents and those from the surrounding villages.

Their comments were discussed at a St Ives Town Council Planning Committee Meeting held on the 16 August 2017.

Overall, St Ives Town Council has serious concerns that the Local Plan does not address the long term future housing needs in St Ives and that there is insufficient funding identified to cover critical and essential infrastructure requirements.

These issues need to be addressed before the final plan is submitted, otherwise it would be difficult for St Ives Town Council to give support for the Local Plan.

Local Plan Section

Proposed change Justification / comment

Section 3.1 Additional challenge: Provision for local transport infrastructure, including improved access to local services to schools, shops, doctors and green space by non-motorised modes by provision of footpaths, cycle routes and public transport as a serious mode of choice.

The majority of journeys made by people are short, less than 5 miles ( HDC transport assessment), therefore improvements to local transport infrastructure has a greater potential impact on improving people’s lives than major projects.

Policy LP1 Strategy for Development The new housing allocation for St Ives is likely to be delivered within the next few years. This could result in no additional housing for around 15 years of the plan, this is not sustainable. St Ives has around 10% of Huntingdonshire population, yet only 2.5% of the proposed new housing. A public meeting held by the Town Council to discuss the Local Plan supported the idea that additional housing will be needed in the town to accommodate the demand for young people to stay in the area and for existing residents that wish to change their type of accommodation and newcomers to St Ives.

There was concern that the HDC housing need assessment considered the district as a whole and not individual parts.

St Ives Town Council would therefore wish to work with HDC to consider the need for new sites for the future and the associated infrastructure required to deliver such

sites. Such work could help the Town Council develop ideas for a Neighbourhood Plan or a local development framework.

We note that many of the major development sites are greenfield rather than brownfield sites.

Section 4.18 Note on Wyton Airfield St Ives Town Council is disappointed that this site is no longer part of the current Local Plan. The need for additional transport infrastructure including a new or improved river crossing will be required irrespective of the RAF Wyton development. We urge greater efforts by HDC to look at ways to bring this site forward.

The Town Council would request an update on this development

Section 4.66 Add maps to show the spatial planning areas

St Ives Spatial Planning Area The area between Hill Rise and the Marley Gap Brook, west of the Old Ramsey Road should not form part of the SPA. The area to the east of St Ives in Needingworth Parish but within the SPA needs to be defined – it is assumed to include the land east of Harrison Way and either side of the A1123 but retaining a gap between the SPA and the edge of Needingworth.

Policy LP20 Add a maximum of 30% of non-A1 premises to be maintained in the primary shopping area.

The Primary Shopping Area should extend along the Broadway.

Town Centre Vitality and Viability The current policy does not provide any safeguard to ensure that a range of A1 premises are maintained in a town centre. The Office of National Statistics 2017 survey shows that around 10% of households do not have access to the internet, a similar number in the 2011 Census do not have access to a car. Such people are dependent on local town centres for their shopping needs. It is therefore essential that a range of shops are maintained within a town centre.

Commercial re-development on the north side of Station road is needed.

Bus services bring workers and shoppers into the town centre from within St Ives

and adjacent villages must be protected to ensure the vitality of the town.

Policy LP24 Add specific requirement for bungalows, apartments and smaller properties to be included within the housing mix

Growing number of elderly people with a range of disabilities will need to be catered for. Bungalows contribute to this demand.

Policy LP36 8.55 Add “Proposals for single wind turbines to provide energy to an adjacent site will be considered if the potential planning impacts are addressed.”

The policy should also consider the prospect of water turbines and what conditions would apply.

The lack of sites for multiple wind turbines in the area is accepted. However, some commercial sites will want to include renewable energy provision but lack the space for PV panels. In these cases consideration should be given to single wind turbines where the output is intended to be used on that site.

SI 1 Add to site requirements m. Improvements to the A1123junctions at Hill Rise and HarrisonWay.

St Ives West The reduction in the number of houses on this site from the current plan is welcomed. There is concern on the impact on the A1123 road which is already congested with long traffic queues during the rush hour. The infrastructure plan includes upgrades to roads around St Ives but funding is not identified. Linking such work to sites in St Ives will help ensure such road improvements are delivered.

SI 1 Add to requirements n. Maintain the green space betweenSt Ives and Houghton.

St Ives West The provision of a gap between St Ives and Houghton has been part of previous HDC plans and needs to be retained. It is part of the Houghton and Wyton Neighbourhood Plan and has been accepted by the Planning Inspector.

SI 2 St Ives Football Ground An application has already been submitted and is likely to be determined before the Local Plan is adopted.

We note the requirement to provide an additional 137 spaces for secondary education. HDC should confirm that this site is not required to provide such school accommodation.

SI 3 Add to requirements Provide access to the north of the site to Somersham Road

Requirement “c” relates to an estate managers office – does this imply that the site is for supported accommodation?

The existing pavement from the site to the Town Centre is narrow and the slope on the Town Bridge can deter the elderly from walking.

The existing flood bank protection may allow more of the site to be developed.

Appendix E Include likely money to be available in each SPA from S106/ CIL if development in the Local Plan is to be delivered

Infrastructure requirements Town Council is concerned at the lack of funding identified for the various “critical” and “essential” schemes. Traffic congestion on all the junctions along the A1123, Harrison Way the busway crossing and the A1096 towards the A14 are of particular concern.

St Ives is impacted when the A1123 floods at Earith. Additional protection to the eastern edge of Earith is required.

The expected money from S106 / CIL needs to be identified so the actual funding gap can be identified. Developments outside St Ives at Alconbury Weald, Warboys and Ramsey will impact on St Ives as noted in the Transport Assessment, so funding from these schemes must be spent in St Ives. The Local Plan cannot be considered deliverable unless this amount is identified and a programme for implementation of these schemes produced.

Appendix E Education requirements

We support the provision of additional pre-school spaces. Much of the provision in St Ives is in temporary buildings and these need replacing with permanent structures to improve the quality of the accommodation.

The Town Council is concerned that local pupils from St Ives and surrounding villages may not be able to attend a local secondary school in St Ives. This would result in additional traffic congestion as pupils travel further afield to school. This

would be counter to the sustainable development principles outlined in the Local Plan.

St Ives Neighbourhood Plan

Introduction

Following the decision at the December Council meeting to produce a Neighbourhood Plan, the

Planning Committee Chairman and Vice Chairman have met with the Town Clerk to discuss the next

steps. The following items were considered

Neighbourhood Plan Working Group

Other councils that have produced a Neighbourhood Plan (NP) have had a working group to manage

the process and do most of the work.

Possible group members could include, but keep number to around 8 people.

• 4 x Town Councillors

• 1 x HDC Councillor

• 1 x CCC Councillor

• Representative from the St Ives Civic Society

• Possible additional members with the right skills

The Civic Society have been included as they have shown an interest in planning matters over the

years and have people with suitable planning knowledge. Other groups in St Ives would be included

in any consultation but would not be on the Working Group.

The group would be expected to

• Develop a programme and budget for the NP

• Progress and monitor the progress of the NP

• Meets every month

• Chair has meetings with Town Clerk / HDC officers on regular basis

• Provides regular updates in The Bridge, social media etc

Neighbourhood area

Work on the NP can not start until the Neighbourhood Area (the area covered by the NP) has been

agreed with the Planning Authority (HDC). This will be the first task of the Working Group.

The default area is one that matches the St Ives Town Council boundary, although it could be less or

could with agreement extend into adjacent parish council areas. As Houghton and Wyton PC have a

NP underway, it is not possible to have overlapping plans.

The Town Clerk is contacting HDC to confirm the process and contacting adjacent parish councils to

seek their views on the Neighbourhood Area.

Data to establish a baseline for St Ives

The second task for the Working Group is to collect data about the current state of the town. This

will help identify local issues and trends that need to be covered by the NP. Much of this data is

available from the 2011 Census, HDC and CCC reports including:

• 2011Census: Population, age profile, employment, education etc ( Generally available on

line)

• 2011 Census: Commuting patterns ( HDC or CCC should have this)

• Useful stuff from CCC traffic model – traffic flows, delays, accidents

• HDC Retail study

• HDC green space report

• HDC infrastructure strategy part of 2036 LP

• Education capacity / needs

• Housing waiting lists

• Town centre footfall figures /empty shops

• Local employment – space available /business surveys / confidence

• Tourist figures / impact

• Wildlife surveys

Recommendation

• That the Working Party be set up as detailed above and the Town Clerk contact HDC and CCC
