Speaking during the question hour in the Legislative Council here Bhat said, BPL cards are being distributed among the people belonging to upper strata income group. “People want to know what steps have been taken to control irregularities along with the distribution of such ration cards,” he added. Replying to his query, Minister for Consumer Affairs and Public Distribution (CA&PD), Chowdhary Muhammad Ramzan said ration cards under BPL and AAY categories are issued to families only after proper verification through a committee with Deputy Commissioner of the district, as its chairman and Joint Commissioner Municipality and Assistant Director , CA&PD as members in urban areas. He said that in rural areas ration cards under BPL and AAY categories are issued only after joint verification by district and tehsil committees. The Minister said efforts are on to digitize the supply chain management system which includes electronic registration and subsequent biometric identification of rationee and same will be enacted in the future. PDD lineman electrocuted, loses arm Srinagar, Oct 9: Doctors on Wednesday amputated the arm of a PDD lineman, who had sus- tained critical injuries while performing his duties last week here. The PDD lineman Ravi Kumar presently residing at Habba Kadal was electrocuted while repairing 11000 KV line at Karan Nagar. “He reaimed under observation for nearly a week. His arm had to be amputated to save his life,” said a medico. A PDD official wishing anonymity said linemen and other tech- nical staff working in the field “put their lives at stake” while carry- ing out the repair works. “Till date many of my colleagues have sus- tained injuries or have got crippled while performing their duties. There are no safety tools available with us,” the official added. NISAR AHMED THOKAR Islamabad, Oct 9: The chair- man of United Jihad Coun- cil (UJC), Syed Salahuddin on Wednesday said that if Kashmir was not addressed in its historical perspective the incidents like Samba, Hiranagar and Keran would continue to recur. Talking to Greater Kashmir, the UJC chief said: “The people of Kashmir are engaged in a legitimate struggle against highly equipped Indian forces. The war between oppressed and the oppressor has been going on in the over the past several years and it would continue unabated unless Kashmiri people achieve their cherished goal”. He was of the view that New Delhi’s obdu- racy is pushing the entire South Asian region into quagmire of uncertainty and a deadly war, which he said would have far reaching consequence on the overall security situation in the region. Expressing discontentment over the Indo- Pak dialogue process, he said, “The incongruous dialogue and so-called CBMs won’t really help to improve the alarming situation in the region”. “Given the vulnerable situation in the region,” he said. “It is incumbent upon the international community and the peace- loving people around the globe to persuade India to adopt a realistic approach to settle the long-pending Kashmir dispute in accor- dance with the wishes and aspirations of Kashmiri people.” Replying to a query he said, “The Mujahideen who gave tough time to Indian forces in Keran sector recently were not aliens but they were all local Mujahideen (fighters)”. Without going into the details of the inci- dent Hizb chief termed these attacks as suc- cessful “guerilla operations” and said that such attacks against the forces could increase further in future. New Delhi, Oct 9: Army Chief Gen Bikram Singh today met Defence Minister A K Antony and is expected to have briefed him about the 15-day long operations in the Keran sector in Jammu and Kashmir. The meeting between the two took place in the Army Research and Referral Hos- pital where the Defence Min- ister is recuperating after a recent prostate surgery. The Army chief met the Defence Minister for almost an hour this morning soon after attending the Territo- rial Army Day parade in the cantonment area here, sourc- es in the Army said. Gen Singh's meeting with Antony comes at a time when Army operation in the Keran sector has come under scru- tiny with several loopholes being cited in their conduct there. The Army is also likely to order an inquiry into the operations to find out if there was any mistake committed by the troops and command- ers there. The four-day Army Com- manders' Conference starting October 21 is also expected to discuss various aspects of the entire operation. The Army is also expect- ed to discuss the need for evolving strategies to tackle such infiltration attempts from across the Line of Con- trol and the International Border. The level of infiltration is expected to go up in the near future with the proposed withdrawal of American and NATO troops from Afghani- stan. The meeting is also expected to discuss growing activities of Pakistan Army special forces in the border areas and their increasing attempts to infiltrate and attack Indian Army patrols. NISAR AHMED THOKAR Islamabad, Oct 9: Denouncing New Delhi’s decision to stop Jammu and Kashmir Liberation Front (JKLF) Chairman Muhammad Yasin Malik from traveling to Nepal to meet his family, the supreme head of the outfit Ammanullah Khan on Wednes- day said that preventing a father from seeing his innocent daughter is “unethical, undemocratic and a serious violation of basic human rights.” Addressing a press conference here the JKLF founder said: “Deny- ing travel documents to Yasin Malik and barring him from visit- ing Katmandu to meet his spouse and 19-month old daughter is a violation of fundamental rights”. Khan said that it was aston- ishing to note that the immigra- tion authorities at Delhi airport asked Malik for passport or elec- tion card, whereas there was usu- ally no such binding on passen- gers to have travel documents or visa to travel from New Delhi to Katmandu (Nepal). He said that Malik presented state-subject certificate and a license to prove his identity but the immigration authorities rejected. He said that it was very unfortunate that on one hand the government of India was reluctant to issue passport to the JKLF chairman while on the other Indian High Commission in Islamabad had not taken any decision with regard to the issu- ance of visa to Malik’s spouse Mishal Malik and his daughter. “Mishal and her daughter Razia Sultana had formally submitted visa-application but till date there has been no official response from Indian High Commission”, he said adding India on one hand claims to be a secular and demo- cratic state while on the other it does not allow a father to meet his innocent daughter. Khan who was accompanied by other JKLF leaders said that Malik was not only one in Kash- mir to face such hurdles and dif- ficulties but there were hundreds and thousands of divided families who over the past several decades have not been allowed to see their relatives living on both sides of the line of control (LoC). The JKLF founder said that the governments of both India and Pakistan had promised to open up the LoC to let the divided families meet each other but this trans-LoC CBM had now reduced just for bartering onions and pota- toes only. He was of the view that these CBMs and the years’ long peace process between India and Pakistan failed to provide any relief to common Kashmiris. “These CBMs proved nothing but a smokescreen to hoodwink inter- national community”, he added. He demanded the interna- tional community and the world human rights bodies to impress upon India to let a hassle free travel across the line of control (LoC). Terming sufferings of divided families as an offshoot of unresolved Kashmir dispute he said, “The people of Jammu and Kashmir will continue to suffer unless the issue of Kashmir is resolved peacefully in accor- dance with Kashmiris’ wishes and aspirations”. He said that it was high time that the interna- tional community should play its much needed role to settle the issue amicably. The JKLF spokesman on the occasion condemned in strong terms the abduction and rape attempt on a mother of three children by Indian troops at Zalangam village of Kokernag. They said that this shameful act was heinous crime against humanity.
