The Town of Smithfield is proudly participating in the 2012 America in Bloom program. America in Bloom is a na-tional awards program for towns and cities of all sizes that provides a framework for improving the overall quality of life. It is the only program of its kind that provides on-site, one on one mentoring and coaching by a team of expert judges. In our case the judges will be visiting here in Smithfield on June 21st and 22nd. The categories of judging include: Floral Displays – attracting attention with colorful plants; Landscaped Areas – designed tree, shrub, turf and perennial plantings; Urban Forestry; Environmental Effort – sustainable development and awareness; Heritage – preserving your past for future generations; and Overall Impression. For each category the judges will look for involvement from the town government, local businesses, residents and the overall commu-nity. We need to show off the community as a whole not simply public places here in town. Thus we encourage resi-dents to spruce up their yards and businesses to add an extra flower to the window box, add a touch of paint to the door or volunteer for an upcoming improvement project. We really want the town to look its best by mid-June! A local committee has been formed and it is chaired by local architect Russell Parrish. We thank last year’s Cham-ber of Commerce Leadership Isle of Wight class for researching and promoting this project to the town. Many groups are already involved including the Master Gardeners, Smithfield Woman’s Club, SHS Beta Club, Scouts, Smithfield and IOW Tourism, Smithfield 2020 and others with the town. Thank you!

Smithfield on the Move Challenge Have you accepted the challenge yet? Our Get Moving & Eat Healthy 8 week Community Challenge started April 1st but it is not too late to get started making healthier lifestyle choices or to participate in the program, which runs through June 2, 2012. On Saturday, June 2nd come to Windsor Castle Park at 10:00 a.m. and participate in a Cele-brate Your Health Walk, then join us at 11:00 a.m. in the picnic area for light snacks, pictures, sharing of success stories, and prize drawings. Smithfield on the Move has been made possible this past year by a grant from the Obici Healthcare Foundation. We also thank Riverside for their involvement and donation of office/meeting space at Smithfield Commons Shop-ping Center. We wish our community wellness consultant, Amy Henry all the very best in her new full time position with the YMCA in Newport News. Town staff will miss Amy, who has been a real inspiration and got us moving!

Planning Department

Code Compliance Corner Spring 2012

Hello again to all Smithfield residents from your planning technician/ code compliance officer, Joseph Reish. I would like to take this opportunity to thank all of the Smithfield residents for doing their part in keeping the Town looking great. Smithfield is truly a unique place with so much charm and beauty. For this newsletter, I offer a few suggestions to all the fine residents of Smithfield. Grass Height- Spring is here, warmer weather and longer days; it will soon be time to mow the lawn. Please keep in mind that unmaintained yards may be in violation of Town code if the height of the grass is allowed to become exceedingly tall. Not only does a well maintained yard keep your home looking good, it helps keep the Town looking good. Permits- Just about any structure being built in the Town requires a zoning permit or a permit waiver. Fences and sheds of anysize require a zoning permit, as do swimming pools, additions, decks, ect... Please be aware that a zoning permit is not the same as a building permit. Zoning permits can be obtained at Town Hall, 310 Institute Street, right here in Smithfield. There is a$25.00 fee for processing the zoning permit application, but that small fee can help you avoid a major headache if something is built without a proper permit. Historic District- If you reside in the beautiful historic district; please be aware that older houses and sheds often require moremaintenance than most modern buildings. All historic district structures are protected under Town Ordinance, therefore allowing a building in the historic district to fall into a state of disrepair (trim falling off, badly peeling paint, etc...) is a violation of historic district ordinance. With the warm weather approaching, now is a good time to paint and perform other maintenance.Don’t forget to get Board of Historic and Architectural Review approval before altering the appearance of any historic district building. Exceptions not requiring B.H.A.R. approval include any maintenance or repair that does not change the original look of the structure (painting the building the same color). If you are not sure about any work that you intend to start, please contact the planning department. Feel free to contact the Smithfield Planning Department with any questions or concerns, at (757) 365-4271. Thanks again for keeping Smithfield beautiful. We can all work together to keep Smithfield a wonderful place to live. Joseph Reish, Planning Technician/ Code Compliance Officer

Adjust your schedule to the sea-son: Summer Bermuda grass can be watered every 3rd day and winter lawn every 5th day.

Outfit all hose with automatic shut-off (pistol-style) nozzles.

Use sprinklers on turf, but use drip irrigation or soaker hoses on flowers, shrubs, gardens and trees.

Position sprinklers so they’re not watering the driveways and side-walks.

Adjust your lawnmower to cut grass to a height of 3 inches or more. Taller grass encourages deeper roots and shade the soil to reduce moisture loss.

It may surprise you to learn that up to 70% of household water is used outdoors. Studies show that homeowners use 2 to 5 times more water than is really needed in their landscapes. Most landscape water-ing can be cut in half with no visi-ble effects on the plants. Even if you have installed low water use plants, it is up to you to continually monitor the amount of water they receive. Saving water outdoors, then, can really make a difference.

Install a low-flow showerhead. They’re inexpensive, easy to in-stall and can save your family more than 500 gallons a week.

Use recycled water on plants. Sources—water left from boiled eggs, tea kettles, washed vegeta-bles.

Replace your old toilet, the larg-est water user inside your home. Use food coloring to check for “silent leaks”.

When doing laundry, match the water level to the size of the load.

Time your shower to keep it un-der 5 minutes. You’ll save up to 1.000 gallons a month.

Check your indoor water using appliances and devices for leaks.

Outdoor Saving Tips Outdoors Indoor Saving Tips

Indoors

Indoors, homeowners can reduce water use by about 30% by install-ing more efficient water fixtures and regularly checking for leaks. Fixing toilet leaks and dripping faucets can save more than 600 gallons a month.

WATER CONSERVATION

Pools, Fountains & Spas Make sure your swimming pools, fountains and ponds are equipped with re-circulating pumps.

Use a grease pencil to mark the water level of your pool at the skimmer. Check the mark 24 hours later. Your pool should lose no more than 1/8 inch each day.

Just how serious can a leak become? A pinhole-sized leak in a pool plumbing system with 40lbs of pressure will lose approximately 970 gallons of water in a 24-hour period. This comes to about 30,000 gallons a month or 360,000 gallons per year. That’s enough to drain and refill the average residential swimming pool more than a dozen times.

Rain Barrels Rain barrels conserve water that would have otherwise been running off into the gutter, and are especially beneficial to areas that

suffer from heavy droughts during the warmer months. By using water from a rain barrel to water plants, a homeowner can see sub-stantial savings on his utility bills. The homeowner can water his lawn and garden even if water use has been restricted in his area, as

the water comes from a storage source and not water lines.

The Town of Smithfield, Isle of Wight County and the Town of Windsor are collaborating to do more Rain Barrel Workshops this spring. Keep an eye out for more details or contact Meredith Marchant at 365-4200 or

[email protected].

Want To Help Stimulate The Local Economy? Be a Community Ambassador!

Smithfield & Isle of Wight Tourism is pleased to continue a new program to stimulate local economic prosper-

ity-The Community Ambassador Program (CAP!). As a part of the program, the Tourism Bureau is asking com-

munity leaders and local citizens to bring groups to which they belong, to Smithfield and Isle of Wight to support local

businesses.

Smithfield & Isle of Wight Director of Tourism, Judy Winslow, explains, “Almost everyone in this community

belongs to an organization – a sorority, a women’s club, a men’s group, a social club, a community assistance organi-

zation, a work related association, a church group, a special interest group, etc…. We’d like our local citizens to extend

the invitation for those groups to meet here in Smithfield and Isle of Wight in 2012 and beyond. We’d like them to

stay in our local accommodations, meet in our local conference center, eat in our local restaurants and shop in our lo-

cally owned shops. This is a wonderful way to help your neighbor, bring dollars into local coffers and share our com-

munity pride.”

Citizens who answer the call to act will be rewarded with a lapel pin that features the tag line of the program-

“BRING IT!”, as well as a Community Ambassador Program cap or tote bag and an invitation to a Thank You party

held in their honor. This year’s party for honorees will be held at the Visitor Center @ 319 Main Street, Smithfield on

Friday, May 11th from 5 p.m. until 7 p.m.

If you belong to a group that has meetings or know of other opportunities to bring a group to your hometown, become a Community Ambassador! Contact Smithfield & Isle of Wight Tourism with your group’s contact informa-tion, potential dates and group size, and the group’s needs….and the Smithfield and Isle of Wight Tourism staff will be delighted to handle all the details and logistics!
