KABUL - The Integrity Watch Afghanistan (IWA) on Wednes-day said the Access to Informa-tion Commission (AIC) worked under government’s influence, a claim the commission rejected.Mohammad Ikram Afzali, IWA head, told a press conference here that the Afghan govern-ment had failed to implement the Access to Information Law properly and the relevant com-mission was under its pressure.The Presidential Palace, the At-torney General Office, the Su-preme Court and Parliament are major barriers to Access to Information Law and they have violated the law in this regard, he said.“Unfortunately AIC somehow defended the government’s po-sition on Tuesday and ignored the government’s shortcom-ings,” he said.“Most of government officials do not share information with journalists for their own per-sonal and political interests”, he said.Afzali stressed that creating a good law without implement-ing it was meaningless.AIC should act independently and should not accept pressures from the government, he added.

KABUL - President Ghani signed a decree ordering the merge of state-owned enterprises to estab-lish a single corporation naming ‘National Development Corpora-tion’.The ordinance document indicates that the President has ordered the merging of eight state-owned en-terprises to incorporate a national development corporation.The enterprises mentioned to be merged are Housing Construction Enterprise, Banahi Construction Enterprise, Afghani Construction Enterprise, Helmand Construction Enterprise, Ghori and Jabal Saraj cement production enterprises, Food Enterprise and Nangarhar Wadi Agricultural Enterprise.Ghani has appointed Abdul Rah-man Attash as the CEO of the ‘Na-tional Development Corporation’ and he has been authorized to at-tend the cabinet and high council meetings chaired by the President.According to the decree, the aim of

creating a new corporation is said to be the coherence and imple-mentation of the national projects in a better way.

The Ministry of Finance is tasked to transfer the new corporation’s initial investment funds within the next 60 days and the Administra-

KABUL - A program to provide loans to Afghan female entrepre-neurs without any interest was launched on Wednesday.The program was launched by Afghanistan Women Chamber of Commerce and Industry, where a female entrepreneur could get up to 3,000 US dollars loan from a private bank.At the program’s launch, a total of $18,000 was provided as loans to nine women from Kabul, Herat and Balkh provinces.They are expected to repay the loans in one year.

Reaching a Deal or Deadlock

Peace talks carry increasing significance for Afghan peo-ple, who have frequently urged the Taliban to stop vio-lence and negotiate with the Kabul administration. Af-

ter many ups and downs within the past year, the peace talks between the United States and the Taliban have not borne the desired result. With the backdoor talks in the Qatari capital of Doha, it is said that no breakthrough has been made in the US-Taliban talks. There are two ways for the talks, the US and Taliban will reach either an agreement or a cul-de-sac. However, if the talks reach a stalemate, the conflict will continue unabated and shatter Af-ghans’ hope for peace and stability. There are many reasons behind the possibility of the stalemate in the talks: For the one, if the Taliban play a foul game at the table, haggle over higher prices, and seek to impose their con-ditions on their interlocutors without seeking to declare cease-fire, peace talks are likely to reach a deadlock. Second, the role of global actors and regional stakeholders is very crucial in the talks. If regional and global actors do not put their weight behind the talks and pressure the Taliban to be genuine and reasonable at the peace table, negotiations will not come to fruition. Third, if the group’s supporters do not stop their financial and intelligence support to the Taliban, talks will not be productive enough. That is, if the Taliban are equipped financially, they will continue their insurgency and are unlikely to act genu-inely in this regard. To undermine the Taliban group, Ulema Council and reli-gious scholars have to challenge their fundamental ideology. Although Afghan religious scholars have issued fatwa earlier denouncing the Taliban’s acts of violence, such fatwas have not been preached and were simply reduced to written form. Recently, a number of religious scholars called in the Taliban war “haram” (prohibited by Islamic law) in Afghanistan and urged warring sides to negotiate to end the war. Calling it “ha-ram”, head of Ulema Kapisa Council Mirwais Karimi is cited as saying, “No one is allowed to interpret it in their own way. They can’t say that the war is legitimate.” Religious scholars from across the world, mainly of Pakistan, have to issue global fatwa against the fundamental ideology of the Taliban and their affiliates and other radical groups. The silence of Pakistani religious scholars regarding the Taliban’s fundamental acts and violent practices in Afghanistan, which have no religious basis, is really surprising to me. In short, it is really hard to put an end to the protracted war unless the Taliban are pressured and undermined financially and ideo-logically. In such a case, all segments of the society – including politicians, religious scholars, tribal elders, civil society activ-ists, etc. – should play their role actively and constructively. The Taliban are unwilling to go beyond reaching an agreement for US troop withdrawal in exchange for their pledge not to allow Afghanistan to be used to plan terrorist attacks against the US and to abjure ties with al-Qaeda, ISIL or other terrorist groups. On his recent trip to Kabul, US Special Representative for Af-ghanistan Reconciliation Zalmay Khalilzad briefed Afghan high-ranking officials including CEO Abdullah and his elec-toral team on five key issues: US-Taliban deal conditions, re-duction in violence and ceasefire, the continuation of NUG un-til the final election results are announced, creating a national consensus for the success of the peace process and US’ support to a transparent election result. It is true that there has been no breakthrough in the US-Taliban talks since the two sides still discuss the four issues and cease-fire and reduction in violence are still controversial. The US Secretary of State Mike Pompeo demanded “demon-strable evidence” from the Taliban that it can and will reduce violence before signing a deal that would be a prelude to intra-Afghan talks. It was said earlier that the US and the Taliban were close to signing a deal, it is not clear how close they are. The two sides have come close to a deal on multiple occasions over the past few weeks, but realities on the grounds halted the progress. Peace talks hit national headlines frequently and Khalilzad makes repeated trips in Afghanistan, Pakistan, and Qatar, however, there is still no tangible result. It indicates that reach-ing a deal with the Taliban group, which appears not to be genuine in the talks, is highly difficult. In short, peace talks are a really rocky and tortuous road. The Taliban are insincere, and their war supporters seem unwilling to discontinue their support to the group.

Recently, a sudden outbreak of novel coronavirus pneumonia emerged in China. All Chinese people have made great sacrifices and efforts to this end and are still fighting against the coronavirus.

As Chinese ambassador to Afghanistan, I have been closely following the trend of the coronavirus and maintained good communication with the Afghan government and the media. Here, I would like to brief my Afghan friends on the latest situation of the epidemic.For the government of China, outbreak containment is of paramount importance now. President Xi Jinping chaired leadership meetings and made important instructions. Acting with a high sense of responsibility to people’s health, the Chinese government has taken the most compre-hensive and strict prevention and control measures after the outbreak of the epidemic, many of which have far exceeded what International Health Regulations required. We make the best use of the socialist system’s ad-vantages, which enable us to concentrate resources to accomplish large undertakings and mobilize all of China in action to fight the epidemic. The miracle of building the Huoshenshan Hospital in 10 days and the touching story of more than 7000 medical workers rushing to help Wuhan despite difficulties and dangers have demonstrated China’s conviction and cour-age in resolutely defeating the epidemic.China has also been actively fulfilling its international obligations for the cause of global health and security. Since the novel coronavirus pneumo-nia outbreak, the Chinese Government, acting in an open, transparent and responsible manner, has been sharing timely information with its citizens and the international community, informed WHO of the epidemic situa-tion immediately, shared the virus genetic sequence with WHO and other countries in a timely manner, and actively responding to various concerns and seeking stronger cooperation with the world.According to a WHO report released on February 3, there are altogether 153 confirmed cases of the 2019-nCoV outside China, which is less than 1% of the number in China, and no case in Afghanistan so far. In con-trast, in 2009, the H1N1 flu in the US spread to 214 regions and countries, including Afghanistan. The 2019-nCoV mortality rate in China is about 2.1%, much lower than that of the 2009 H1N1 flu and other previous out-breaks. This shows that China has done its best and taken the most power-ful measures to control the spread of the epidemic and protect the health of people around the world. Another good news is that since February 1, the number of cured patients in China has exceeded the number of deaths. As of 24:00 on February 4, a total of 892 cases have been cured and discharged from hospital. This is an important sign that the epidemic is controllable and treatable. At present, the cure rate is still rising, and it is believed that we will see the turning point soon. The Chinese government and people are united as one, and we have the confidence, ability and resources to win this war against the epidemic as soon as possible.Afghan friends also have confidence in China’s war against the epidemic.

Although the modernization process has begun since the kingdom of Habibullah Khan and Amanullah Khan in Afghanistan, the ex-perience of democracy is attributed to two distinct periods, namely

the era Mohammad Zahir Shah and Hamed Karzai. Historically, after the death of Abdul Rahman Khan, his son Habibullah Khan took the power with releasing dozens of prisoners, inviting back the exiled Afghan figures and ended the dictatorial atmosphere in the country. With starting changes from himself, he divorced his fifth wife so as to show his firm determina-tion on enforcement of Islamic law. After a trip to India, he realized that his country was lagged behind civilization and progress. After that he got inter-ested in developmental activities and so he established Habibia high school and then commenced the publication of the Seraj al-Akhbar. The Habibiya School became the main center of Enlightenment where Indian, Turkish, and Afghan teachers promoted the ideas of independence and constitution-alism. The Independent and constitutionalist intellectuals formed a national secret group but they were arrested and executed by the king. When Mul-lah Mohammad Wasif, who considered as the leader of the Constitutional-ists, was executed he asked a pen and paper and then wrote that he had left his life and property for constitutionalism.Although the constitutionalists were repressed in the beginning, later in 1911 it revived with recommencement of Siraj al-Akhbar under leadership of Mahmoud Tarzi. Seraj al-Akhbar always took stance against internal des-potism, British colonist policies and overall raised the voice of second con-stitutionalists with modern European literature. With the fall of Amanul-lah, the constitutionalism and modernism movement were also fallen down. After years of closure, a more significant wave of democratization re-emerged under kingdom of Zahir Shah which is referred to as “decade of democracy”. The Constitutionalist ideas were at the forefront of the decade of democracy. The political experience of the decade of democracy is signifi-cant and can be summarized in several important points: the rise of politi-cal parties, draft of the constitutional law, establishment of newspapers and magazines, growth of secularists and communist intellectuals and freedom of social association and demonstration which showed a sort of pluralistic society. The second experience of democracy begins with the presidency of Hamid Karzai at the beginning of the 21st century. The international forces led by the United States and foreign organizations played key role in emer-gence of democracy and enhancement of the democratic values in the initial steps and so they were warmly welcomed by Afghan people. Despite nu-merous challenges in the next decade, Afghanistan could succeed to pre-serve democratic experience in Afghanistan. Now, after 19 years of ups and downs, significant achievements have been made in various fields. Today, the democracy of Afghanistan has gained a long and promising experience which can be explained by following components: The first and most important component of democratic achievement in last two decade is the freedom of expression. H.E. President Ghani, H.E. Chief Executive Abdullah, H.E. acting Foreign Minister Chakhansuri and H.E. Minister of Public Health Feroz have re-peatedly expressed their confidence through various channels that China will win the fight against the epidemic. The Afghanistan-China Friend-ship Association led by H.E. Ambassador Baheen, the Third Political De-partment of the MoFA, also expressed support. On Twitter, many Afghan netizens left messages to bless China to overcome the epidemic as soon as possible. All these have moved me very much, and I really feel the traditional friendship of helping each other and sharing weal and woe between China and Afghanistan. In addition, many countries and inter-national organizations have also cast a “vote of confidence” in China’s fight against the epidemic. WHO Director-General praised China for set-ting a new standard for outbreak response, said that there is no reason for measures that unnecessarily interfere with international travel.Some Afghan friends also asked me about the situation of Afghan stu-dents in Wuhan, Hubei Province. In this regard, I have maintained close communication with the acting Foreign Minister and the Minister of Pub-lic Health of Afghanistan. A few days ago, I paid a special visit to Minister of Public Health Dr. Feroz to brief him about Afghan students in Wuhan and said that China would ensure their health. Dr. Feroz was glad to hear that they are in good health. The embassy has kept in touch with some Af-ghan students studying in Wuhan. A student named Mujtaba published an open letter a few days ago, saying that although he was faced with the threat of the novel coronavirus, he was not panicked in Wuhan. He now has plenty of food, an orderly life and full confidence in the prevention and control of the epidemic. It is very touching that Afghan students are working together with the people of Wuhan to fight the epidemic, and the fine tradition of helping each other and sharing weal and woe be-tween China and Afghanistan is being passed on among young people. I want to stress that virus knows no borders. The epidemic is temporary, but cooperation lasts. In the face of the epidemic, many countries, includ-ing Afghanistan, have provided support and assistance to China in fight-ing the epidemic in different ways, for which we are grateful. In the face of a public health crisis, countries should not create and spread fear. They should work together to overcome the difficulties, rather than resort to beggar-thy-neighbor practice, let alone take advantage of others’ difficul-ties. China will continue cooperating with WHO and countries concerned including Afghanistan to safeguard the life and health of people of all countries. As a widely circulated poem in the Muslim world goes, hu-man beings are members of a whole, in creation of one essence and soul; if one member is afflicted with pain, other members uneasy will remain. China and Afghanistan are friendly and brotherly countries that have thousands of years of friendship. I believe that as long as the two coun-tries work together, we will win the war of prevention and control of the coronavirus outbreak together.

But according to statistics provided by the Ministry of Culture and Information, 2000 and 343 media have taken work permit in the country. Along with mass media, social media such as Face-book and Twitter have also a lot of users. Several foreign and international media are also active in Afghani-stan. Criticism from governance and also from political, cultural, and eco-nomic issues have no restrictions in the country. Therefore, the extent of such freedom has been unprecedented in Afghanistan.The second important component of democracy which achieved in last two decade is civil society institutions and including multiple political parties. In democratic systems, the civil institutions such as student unions, trade unions, social associations, research institutes and universities not only play as watchdogs role but also bridge between government and people with playing a preventive role against authoritarianism. The growth of such in-stitutions strengthens and stabilizes the democracy in the country. The in-ternational assistance through civil society organizations has strengthened civil society institutions contributing plurality of voices in the community. The voice of civil society plays important role in major political decision making such as the peace and social justice. In Afghanistan, the civil society has always stressed on preservation of democratic values, social justice, free and fair election and so on. This implies that the society has largely rescued from monopolistic condition. The third important component of democracy which achieved in last two decade is rule of law and constitution. The con-stitution comprises all rules and regulations about political power, transi-tion of political power and enforcement of political power. The constitution is the mother of the laws that define the framework of political system, limit the political power and specify boundaries of individual liberty. Moreover, all other laws are originated from the constitution. This constitution which considered as eighth constitution in Afghanistan ratified under President Hamid Karza in 2003 in 12 chapters and 162 articles. Though the current constitution of Afghanistan has some minor flaws, it is one of the best laws in the region and considered as an important achievement for Afghanistan. It defines the division of powers, freedom of expression, the rights and du-ties and freedom of citizens; it prohibited all forms of discrimination in the country. In light of the constitution, numerous laws have been adopted and amended in the past 18 years. As a result, Afghanistan has enriched in terms of having modern and democratic laws but there are serious challenges in law enforcement.Now that Afghanistan has more than 19 years political experience with enjoying freedom of expression, free election, freedom of demonstration, freedom of civil society, political party and so on there are serious concerns about returning to the past. In fact, there are many factors including Taliban, political interferences, religious and racial extremists that threaten democ-racy in Afghanistan. These factors are so powerful that requires grave mea-sures in this segment of the history.
