Memorandum of Understanding (MOU) Ms. Liebenow presented this item. Board members discussed the MOU. Ruben Ramos asked whether there was a need to prevent business associations from participating in demonstrations. The board agreed to remove this stipulation from the MOU. The board also requested the MOU state each business association is required to submit a budget for the allocated funds by June 30 each year. The board discussed the potential need to change funding allocations in future years depending on the needs of the associations.

3. Corridor Management Contract Renewal with Kelsey Liebenow for FY2022 Ms. Liebenow presented this item. The board discussed having a contract review process in place for future Corridor Manager agreement renewals to ensure an evaluation takes place and yearly raises occur based on the evaluation. Per the service agreement, the Corridor Manager reports to the Southtown CIA’s Executive Committee. Ms. Solis stated the Executive Committee could review the contract and provide evaluation each year but stated contracts that are recommended through other existing committees should be reviewed annually by the recommending committee. Ms. Liebenow stated she will accept $64,000 for the fiscal year 2022 contract.
Motion to approve the Corridor Manager contract renewal with Kelsey Liebenow for FY2022 for an amount not to exceed $64,000.

4. 739 Burton SE Letter of Support Ms. Liebenow presented this item and noted the recommendation from the Development Review Committee is to provide a letter of support for the special land use (SLU) request. Landon Bartley provided information about the SLU request and briefly described the percent of square footage that will be dedicated to the sale of alcohol. Mr. Bartley further explained the applicant is planning on 30%, while the Planning Commission will approve up to 50%. The applicant is going to ask for some flexibility to go above the 30%, if needed. Board members discussed concerns regarding the percentage of the business that would be dedicated to selling alcohol. The Development Review Committee voted to recommend a letter of support at 30%. Commissioner Senita Lenear commented a chat message was received that stated Garfield Park Neighborhoods Association (GPNA) would not be supporting this request. Ken Miguel-Cipriano, a GPNA board member, stated a letter of support would not be provided by GPNA due to the alcohol use. Board members continued to discuss concerns regarding the lack of support from GPNA and the alcohol percentage. The board agreed to table the item for a future meeting until more conversation could take place between the committee, GPNA, and the applicant. V. Reports 1. Budget Adoption
At their meeting on April 21, 2021 the Southtown Corridor Improvement Authority (the “Southtown CIA”) reviewed the fiscal year (FY) 2022-2026 Priority Plan, which contained the recommended FY2022 budget, including estimates of both tax increment revenues and expenditures. At that meeting, the Southtown CIA recommended the FY2022 to the City Commission for approval. On May 11, 2021, staff presented the City Commission with the budget as recommended by the Southtown CIA and the City Commission approved the budget without modifications. The final step in the budget process is adoption of the attached budget by the Southtown CIA as approved by the City Commission.

SUBJECT: Forms & Surfaces Trash Can Purchase
At their meeting on June 19, 2019, the Southtown Corridor Improvement Authority (the “Southtown CIA”) board approved the purchase of 30 trash cans with the Southtown logo and locking lids from Forms and Surfaces. The Design Committee recommends the board approve an order from the same vendor for an additional 30 trash cans to be placed throughout the district.
It is recommended the board motion to approve an expenditure up to $65,000 for the trash cans and shipping. Additionally, the board should authorize a 50% down deposit up to $32,500 to be paid to the vendor prior to delivery.
A summary of the cost of the receptacles and shipping is listed below:
Urban Renaissance Receptacle to match existing, per unit
• 30 units @ $1,661 = $49,830
Freight for receptacles = 15% (fixed rate) of materials purchased
• Freight for 30 units shipped = $7,178

SUBJECT: Trash Receptacle Installation Contract
At their meeting on September 18, 2020, the Southtown Corridor Improvement Authority (the “Southtown CIA”) authorized up to $1,800 to pay ActivCity, LLC for the storage and installation of 30 trash cans throughout the district. The Southtown CIA authorized an additional payment of $1,159.52 for additional work that was required for the installation of the original 30 trash cans at their meeting on December 16, 2020. The Southtown CIA’s Design Committee recommends the board continue to work with ActivCity by approving the attached contract for the necessary parts, installation, storage, and project coordination of an additional 30 trash cans. The attached contract also includes labor and parts to repair or move some of the original 30 trash cans that have been damaged or need a new location. The Design Committee recommends the board allocate up to $10,000 towards this contract for the full fiscal year 2022.

Services: Consulting and installation services – waste receptacles, scattered sites. ActivCity LLC is a City of Grand Rapids vendor and has general commercial liability insurance that meets City of Grand Rapids requirements.
Fee: Rates are fixed and not subject to increase. Fee rates were first proposed to Southtown CIA on 10/12/20. • Consulting fee per unit = $80 fixed rate. Rate includes support with
site selection, site analysis, site approval from Southtown CIA, verifying site is in right-of-way, site photos, site plan, site location map, site approval from The Rapid, and site encroachment permit from Engineering Dept.
• 30 sites @ $80 = $2,400.
• Installation fee per unit = $75 fixed rate. Rate includes supplies, deployment, travel time, mileage, moving from storage to loading dock, loading truck, delivery to sites, unpacking, surface-mounting to concrete, clean-up, and recycling of all packaging materials.
• 30 units @ $75 = $2,250.
• Concrete pad coordination fee per hour = $40. Expenses:
• Storage per square foot per month = $2.00 fixed price, and not to exceed one month. Price includes loading dock receiving and secure and insured storage.
• 30 units = 187.50 sq. ft. @ $2.00 = $375 per month.
• Stainless steel mounting anchor per unit = $3.18 fixed price. Upgrade of factory drop-in anchors to stainless greatly facilitates removal and reinstallation of receptacle because non-stainless anchors rust quickly requiring the bolts to be cut off and new anchors to be installed.
• 60 units @ $3.18 = $190.80.

Corridor Manager Report Kelsey Liebenow went over her Corridor Manager report. Presentation Jessica Solis provided a brief introduction to the Obsolete Property Rehabilitation Act Exemption (OPRA) for Grand Rapids Area Black Businesses (GRABB) located at 2012 Eastern Ave SE. Jamiel Robinson from GRABB gave an overview of his project, District 2012. Board members present were supportive of the project and asked how to formally offer support since there is not a quorum present at the meeting. Ms. Solis noted a letter of support for the OPRA is not required but stated notes from this meeting and subsequent agenda items for the City Commission can state “members present” from the Southtown Corridor Improvement Authority offered support for the project. Other Business Ms. Solis stated all City boards and commissions will have to begin meeting in person beginning in July. Board members discussed potential meeting locations. This meeting concluded at 11:40 AM.
