Southern Regional Power Committee Bengaluru Minutes of the110th Meeting of Operation Coordination

Committee held at SRPC, Bengaluru on 6th August 2015 1. Introduction

1.1 The 110th Meeting of the Operation Coordination Sub Committee was conducted at SRPC, Bengaluru

on 6th August 2015. The list of Participants is furnished at Annexure-1A.

1.2 Shri S R Bhat Member Secretary, SRPC welcomed the participants to the 110th OCC Meeting. He

informed that since the last meeting of OCC, there had been a couple of positive developments,

PGCIL had successfully charged 400 kV Vijayawada- Nellore 3 & 4 lines and he appreciated

APTRANSCO/A P administration for their assistance rendered for completion of these lines. LC had

been taken by SR II, PGCIL for re-conduct ring works with HTLS conductor for 400 kV NLC TSII –

NLC TS I Exp line. A meeting with TANTRANSCO/TANGEDCO had been held at Chennai on

20.07.2015 in order to review various pending issues. He stated that present hydro storage position in

Southern Region was a cause of concern as it was around 1700 MU less compared to last year though

it was 1500 MU more at end of June 2015. He expressed concern that meeting demand would be

difficult by SR constituents if monsoon worsens. He informed that AP had requested for postponement

of Simhadri St-II Unit-3 due to deficient monsoon and it would be deliberated during the course of the

meeting. He also informed that M/s Tractabel, consultant would hold meetings with the utilities

between 24.08.2015 to 28.08.2015 in respect of Task- I for reviewing the Recommendations of

Enquiry Committee on Grid disturbance on 30th & 31

st July 2012. Proposed schedule for utilities had

already been sent along with the Task-1 Questionnaire and requested all the utilities to attend. He

informed that SR II, PGCIL would give a presentation on Significance of Replacement of Porcelain

Insulators with CLR insulators.

1.3 Superintending Engineer (O), SRPC took up the Agenda for discussions.

2. Confirmation of the Minutes of the 109th

Meeting of OCC of SRPC held on 8th

July 2015 The Minutes of 109

th OCCM of SRPC were confirmed.

3. Monthly Outage Plan/ Annual Outage Plan

3.1 ISGS/CGS

3.1.1 Planned Outages of CGS/ISGS stations during the month of August/September 2015 are enclosed at

Annexure-3A.

3.1.2 It was noted that Unit I of KKNPP had been taken out of bars for refueling from 24.06.2015 for the

period of 60 days. In the meeting, SO-D, KKNPP informed that there was some delay and now the

unit was planned to come back by end of September 2015.

3.1.3 In 109th OCC, it was observed that as per the 5 month LGBR of states, all the states would be facing

deficits during the month of October 2015 and constituents did not agree for rescheduling of Talcher

Unit-III shutdown to October 2015. Talcher, NTPC was suggested to take a short shutdown of 15-25

days in July 2015 & major modification works could be taken up in June 2016. Subsequently NTPC

vide letter dated 13.07.2015 had further requested SRLDC to kindly give consent for the shutdown of

the Unit- III from 15.10.2015. SRLDC vide letter dated 14.07.2015 (Annexure-3B) had communicated

to NTPC that they would not be able to consider the request as already noted in the 109th OCC.

NTPC vide letter dated 31.07.2015 (Annexure-3C) had informed that Unit - III of Talcher would be

taken under shut down from 0000 hrs of 01.08.2015 for 20 days. In the meeting, it was noted that

Unit-III of Talcher TPS had taken out under shut down from 1st August 2015 for 20 days.

3.1.4 In the 109th OCC Meeting, Annual Maintenance of Unit – IV of Ramagundam was approved from

05.08.2015 to 08.09.2015. NTPC vide letter dated 27.07.2015 (Annexure-3D) had informed that in

view of specific supplies of control and instrumentation in connection with the major renovation and

modernization works planned during the outage. It was requested by NTPC that approval may kindly

be given to start the shutdown from 25.08.2015. In the meeting, ED, SRLDC pointed out that Annual

outage plan had been approved 3-6 months back hence material supply issues should not arise.

Proper follow up with supplier to ensure timely supply of material was required and last minute

changes in the outage planning were to be avoided as it disrupts the complete outage planning and it

also impacted the ATC computations. AGM, NTPC informed that R&M program me had been

envisaged for 3 x 500 MW units and there was some delay in receipt of specific equipment as they

were old units. It was planned to change the present control systems (Solid State Electronics) to

DDCMIS (Distributed Digital Control and Management Information System). He requested to allow

the shutdown of Unit 4 of RSTPS from 25.08.2015.

3.1.5 In the meeting, AGM, NTPC requested to revise the shutdown of Unit-1 at NTPC, Ramgundam

schedule from 03.10.2015 to 27.10.2015 against the approved schedule from 01.09.2015 to

25.09.2015. After deliberations, rescheduling of Unit 1 of RSTPS was not agreed as SR loads were

likely to pick up from October and wind generation would also come down. NTPC was suggested to

adhere to the original schedule.

3.1.6 Subsequently, TANTRANSCO vide letter dated 12.08.2015 (Annexure-3E) had requested that the

overhaul of RSTPS unit 1 may be carried out during 01.09.2015 to 25.09.2015 as per original

schedule and not to postpone it to October 2015 as demand would pick up. TANTRANSCO vide

letter dated 12.08.2015 (Annexure-3F) had requested to postpone the OH of NLC TS I Exp Unit 2 to

November against the original schedule from 22.09.2015 to 31.10.2015.

3.1.7 Kaiga GS vide letter dated 16.07.2015 (Annexure-3G) had informed that due to unavoidable delay in

mobilization of resources, KGS Unit 4 would be taken out from 28.07.2015 for Bi-ennial shutdown

maintenance activities for about 40 days even though it was planned from 22.07.2015.

3.1.8 NLC TS II vide letter dated 28.07.2015 (Annexure-3H) had informed that due to delay in receipt of

spares for DCS installation works the Unit 4 could be taken for shut down from 01.08.2015 to

30.08.2015 deferring from 27.07.2015 to 14.09.2015 as approved in the OCC Meeting. In the meeting

it was noted that the unit has been taken for maintenance from 31.07.2015 to 29.08.2015.

3.1.9 APTRANSCO vide letter dated 28.07.2015 (Annexure-3I) had requested to defer the proposed

shutdown of Unit- III of Simhadri (500 MW) for overhaul from 01.08.2015 to 15.09.2015 in view of the

bad monsoon in the state. SRPC vide letter dated 30.07.2015 (Annexure-3J) had suggested to

NTPC that in view of the request of APTRANSCO the maintenance may kindly deferred by a few

days and the exact date could be finalized in the 110th OCC Meeting scheduled on 6

th August 2015.

In the meeting, in view of deficient monsoon it was agreed that Unit- III of Simhadri TPS would be

availed from 28.08.2015 to 21.09.2015.

3.1.10 In view of the overlapping of many units during the month of September 2015, NTECL, Vallur was

requested to prepone 10 days shut down of Unit 3 to August 2015. NTECL agreed to prepone the

shut down after 15.08.2015 for 10 days and exact dates would be communicated.

3.1.11 On a query from ED, SRLDC about the low generation levels at NTECL, Vallur , DGM, NTECL

informed that there had been some issues in blending as domestic coal supply/receipts were less.

There were coal handling plant problems which would be resolved within 10 days. Second Grab Un

loader would be commissioned by end of September 2015. There were also some logistic issues with

Indian Railways and they were not receiving sufficient rakes, only 55% of coal supply had been

realized against the FSA for unit 1, 2 & 3 for the first quater. Their Management was taking up with

Railways for more number of rakes and they were also in touch with Damra Port to enhance the

domestic coal supply. For the year 32.5 LMT imported coal had been firmed up and the supply was

as per schedule. Full generation i.e 1500 MW was expected that by October 2015.

3.2 ISTS/State Sector Transmission Lines and Elements

3.2.1 Outage proposals for the months of August/September 2015 in respect of Central and State

Transmission lines and elements were approved and posted on SRPC website

(http://www.srpc.kar.nic.in/website/2015/operation/plout06-08-15.xls).

3.2.2 All utilities were requested to kindly adhere to the NLDC outage procedure while submitting

transmission line/element shut down proposals. As per the outage procedure, utilities are to submit

the SD proposals for the subsequent month by 3rd

of the current month. Shutdown requests for the

same month need to be avoided.

3.2.3 SRPC/SRLDC expressed concern on number of shut down proposals of line/element being received

under maintenance /construction categories, which are not approved in the OCC forum. SRPC

pointed out that in the CERC Order on Grid Disturbance need for planned approvals through OCC

forum had been emphasized. All utilities were suggested to kindly get all outages including those

relating to construction, approved through the OCC forum.

3.2.4 SR- II, PGCIL vide letter dated 16.07.2015 (Annexure-3K) had requested SRPC that NLC may kindly

be advised to agree for 47 days shut down of 400 kV line between Neyveli TS I Expansion to TS II for

reconductoring works. It was mentioned by SR- II that in the earlier OCC Meetings after discussions

NLC had agreed for the above proposed shutdown on a condition that TS I expansion should have

direct link to Nagapattinam 400 kV substation instead of existing link through IL & FS station and the

same had been carried out.

3.2.5 NLC vide letter dated 21.07.2015(Annexure-3L) informed that due to prevailing conditions in the

plant the proposed reconductoring work of NLC TS II- TS I Exp (Tie line) may be taken up in the first

week of August 2015 with the condition that the healthiness of NLTC TS I Exp-Papakudi-Trichy to be

ensured by PGCIL during the proposed work period.

3.2.6 It was noted that the reconductoring works for the tie line (NLC TS II - TSI Exp) had started from 3rd

August 2015 for 45 days. SR-II informed that insulators would also be changed with CLR insulators

along with the reconductoring works.

3.2.7 Kudgi Transmission Limited vide letter dated 20.07.2015 (Annexure-3M) had informed that they had

planned to commence stringing of 765 kV Narendra(New) – Madhugiri Transmission Line section

between tower Loc No. 46/1 and 47/0 which crosses BTPS - Hiriyur 400 kV D/C line between Loc No

238 and 239. It was requested that Shutdown of BTPS -Hiriyur 400 kV D/C line may be approved for

01.08.2015 and 02.08.2015 from 0900 hrs to 1600 hrs on daily basis.

3.2.8 EE, KPTCL informed that the shutdown of 400 kV BTPS-Hiriyur D/C line was not availed. He added

that 400 kV BTPS-Hiriyur D/C line could be availed from 13.08.2015 to 14.08.2015 as BTPS unit

would be under shutdown from 6th August 2015. It was agreed that KTL & KPTCL may mutually

finalize the date.

3.2.9 It was noted that All India Workmen strike had been announced on 2nd

September 2015 in which

12000 employees were likely to participate. Hence it was decided not to approve any transmission

line or element shut down during 01.09.2015 to 03.09.2015. Accordingly the transmission

line/elements shut downs proposed on the dates 01.09.2015 to 03.09.2015 had been shifted to other

dates.

3.3 LGBR for upcoming five months

3.3.1 It was noted that this issue had been deliberated in the special meeting held on 07th July 2015. All

states were requested to furnish PSSE base case for December 2015. AP & TS were also requested

to kindly furnish the nominations details for the Study Group.

3.3.2 SRLDC informed that Karnataka, Kerala & Tamil Nadu had submitted the PSSE base case for

November 2015 and Tamil Nadu had furnished the PSSE base case for December 2015.

3.3.3 AP & TS were requested to furnish the nominations details for the Study Group and PSSE base cases.

4. Availability and Requirement

4.1 DE, APTRANSCO informed that they had considered generation from SDSPP (Krishnapatnam JV)

unit 2 from October 2015 and generation from Hinduja PP was considered from November 2015.

Generation under Gas pooling scheme had been considered maximum of 100 MW (From GVK-II,

GMR, Gowtami & Konaseema). Hydro generation of around 300-400 MW was taken. He informed that

the deficit, if any, would be met through STOA/IEX purchases.

4.2 ADE(S), TSTRANSCO informed that they would meet the demand with the help of generation from

Gas Pooling scheme, inter & intra state purchases etc. They had considered generation with pooled

gas/RLNG of about 400 MW for August & September 2015 and agreement were yet to be firmed up

from October 2015 onwards. It was observed that Hydro generation was considered more by

Telangana for the months August, September & October 2015.

4.3 It was noted that Jhajjhar power (NR) of 222 MW & 167 MW would be available from 01.07.2015 to

30.09.2015 for TS & Kerala. Subsequently 374 MW & 319 MW had been allocated to TS & Kerala up

to March 2016.

4.4 EE, KPTCL informed that they would be in deficits in the coming months as there had been

inadequate inflows due to deficient monsoon. The requirement figures shown in the 5 month LGBR

were less (by 15-20% ) as these figures were given by individual ESCOMs. ER power (200 MW) from

DVC would start from December 2015. Tender for about 500 MW of CPP purchases from October

2015 till March 2016 was being processed.

4.5 EE, KSEB informed that there would be nominal deficit for coming 5 months. The deficits would be met

through URS, additional purchases from power exchange/STOA& through load shedding, if required.

He added that they had tied up with LKPPL St-III for 210 MW under Gas Pooling scheme for the

months of August & September 2015 which was considered accordingly in the 5 months LGBR. It was

noted that load test for LKPPL St-III was to start from 06.08.2015.

4.6 EE, TANTRANSCO informed that they would be in deficits from October 2015 onwards. Hence from

October 2015 onwards, they would increase the CPP purchases upto 25-30 MUs/day (1000 MW) in

order to meet deficits. Further deficits, if any would be met through bilateral purchases and R & C

measures.20% power cut on demand and energy for high tension industrial and commercial

consumers during non peak hours (22:00 hrs to 18:00 hrs(next day)) has been withdrawn from

05.06.2015. 90% power cut on demand and energy for high tension industrial and commercial

consumers during peak hours (18:00 Hrs to 22:00 hrs) had been withdrawn from 05.06.2015 up to

30.09.2015. Delta (Cauvery) supply had been increased to 12 hrs from 04.06.2015.

4.7 MS, SRPC expressing concern stated that all the states had shown surplus coming months (109th

OCCM) and subsequently there were requests by states to postpone the maintenance, even

generators are requesting rescheduling, hydro generation has been considered as normal, unrealistic

demands have been considered etc. He stated that more emphasis needed to be taken by all the

concerned utilities to finalize a more realistic load generation balance.

4.8 It was noted from 5 month LGBR furnished by the constituents that all states had considered Normal

monsoon and KKNPP generation from September 2015. All the states were requested to revise the 5

month LGBR by considering deficient monsoon and KKNPP generation from October 2015. All the

constituents were also requested to furnish details of the Gas pooling arrangement.

4.9 Subsequently, TSTRANSCO vide letter dated 07.08.2015 (Annexure-4A) submitted the revised 5

month LGBR (with and without hydro generation).

5. REVIEW OF THE POWER SUPPLY POSITION

5.1 Grid Highlights

Frequency remained within IEGC range during July 2015 (49.90 -50.05 Hz) for 70.12 % of time.

Average frequency for the month was 49.99 Hz.

Frequency remained below 49.90 Hz for 11.97 % of time during July 2015.

Frequency remained above 50.05 Hz for 17.91 % of time during July 2015.

Andhra Pradesh, Telangana, Kerala & Tamil Nadu imported 259 MU, 978 MU, 50 MU & 287 MU

respectively intra-regionally through bilateral exchanges.

Andhra Pradesh, Telangana, Karnataka, Kerala& Tamil Nadu imported 374 MU, 443 MU, 8 MU,

75 MU & 484 MU respectively inter-regionally through bilateral exchanges.

Utilities located in Andhra Pradesh, Telangana, Karnataka, Kerala & Tamil Nadu imported 257

MU, 84 MU, 113 MU, 60 MU &43 MU respectively through Power Exchange.

Utilities located in Andhra Pradesh, Telangana, Karnataka, Kerala, SEPL, MEPL & TPCIL

exported 13 MU, 39 MU, 126 MU, 3.27 MU, 108 MU, 68 & 70 MU respectively through Power

Exchange.

Andhra Pradesh, Telangana & Karnataka exported 72 MU, 25 MU & 325 MU intra-regionally.

The following assets under “ Transmission System associated with System Strengthening –XVIII

in SR grid “ along with Communication Signal from sending end to receiving end, metering,

telemetry and protection system had been put under COD 8th August 2015 (charged on 4th

August 2015) :

400 kV Vijayawada (Nunna PG)- Nellore (APTRANSCO) Ckt-III along with 1 x 63

MVAR line reactor.

400 kV Vijayawada (VTPS)-Nellore (APTRANSCO) along with 1 x 63 MVAR line

reactor.

MVAR capability testing at NTECL Vallur, NCTPS and SDS Krishnapatnam was taken up

between 20th -22nd July 2015

Black Start Restoration Workshop for Andhra Pradesh was successfully completed on 23rd July

2015.

Operating Procedure of SR 2015 was released on 31st July 2015.

9.6 MW Wind Generation capacity was added in Tamil Nadu during the month of July 2015.

6. MAJOR ISSUES

6.1 Replacement of Porcelain Insulators with CLR insulators

6.1.1 SR- II, PGCIL made presentation on significance of replacement of porcelain insulators with CLR

(Composite Long Rod) insulators. The presentation copy is at Annexure-6A.

6.1.2 AGM, SR II, PGCIL stated that they were planning to replace all the porcelain insulators in their lines

located in Coastal area, pollution prone areas etc without any burden cost on any utility. He stated that

the replacement was agreed in Northern & Western regions. He requested OCC that the outage of the

lines for replacement of insulators could be considered as deemed available and not attributable to

PGCIL.

6.1.3 It was noted that it was earlier agreed in SRPC meeting to replace the insulators with CLR insulators in

pollution prone areas for specific lines and accordingly the outage periods for replacement of insulators

was not being attributed to PGCIL.

6.1.4 After deliberations, it was agreed to replace all porcelain insulators with CLR insulators and to use CLR

insulators for all upcoming lines in view of more reliability and other advantages. States were requested

to appraise their Management of the need for CLR insulators and similar action could be envisaged for

state lines also. Generator switchyards/SS located in pollution prone/sea proximity could also consider

such replacement. Hotline crossing could be considered for critical lines, railway crossings etc.

6.2 Supply of Additional Energy Meters to KKNPP

6.2.1 In the Special Meeting held on 07.04.2015 to discuss issues pertaining to KKNPP, the need for

additional Energy Meters in place as fall back arrangement in case of discrepancies arising in the meters

identified for accounting was emphasized and KKNPP was advised to approach CTU. KKNPP vide letter

dated 06.07.2015 (Annexure-6B) had informed that they are yet to receive SEMs. KKNPP had

requested Power grid to kindly arrange to supply five numbers of SEMs along with their connection lugs

with required assignment of CTs & PTs ratios on priority so that the same could be installed at their end

since this is the best opportunity for installation as KKNPP unit I was under shutdown.

6.2.2 AGM, SR II, PGCIL informed that they were not having stock of SEMs. Requirement for SEMs has

increased and stock gets depleted very fast.

6.2.3 MS, SRPC requested PGCIL to provide SEMs to KKNPP on loan basis as KKNPP could complete the

work during the outage of unit.

6.3 Revised Voltage grading

6.3.1 Revised Voltage grading had been communicated to PGCIL vide SRPC letter dated 14.07.2015

(Annexure-6C) for implementation at their end. TSTRANSCO vide letter dated 02.07.2015 (Annexure-

6D) had requested the concerned to revise the Stage-1 over voltage settings on 400 kV feeders.

6.3.1 Chief Manager, SR- I, PGCIL pointed out that as per the guidelines, voltage protection set points should

not be more than 110% for 400 kV line and 107% for 765 kV lines but in the revised voltage grading,

voltage set points are at 110 % for some 765 kV lines. He informed that presently 765 kV lines were

being set maximum of 106-108% with time grading.

6.3.2 SE (O), SRPC requested PGCIL to provide supporting documents in this regard. PGCIL agreed to

furnish the supporting documents. It was noted that TSTRANSCO in their letter had proposed 112%

voltage settings also for some 400 kV lines.

6.3.3 ED, SRLDC pointed out that they were not getting voltage data of 765 kV lines at NPS and Kurnool 765

kV SS for the voltages above 800 kV as they were capped / blocked at 800 kV. They were able to see

only 800 kV for all the voltages above 800 KV. Full range voltage data from Tiruvalam 765kV SS was

configured at SRLDC.

6.3.4 CM, SR I, PGCIL informed that their RTAMC was getting these data with the same settings and assured

to look into the issue.

6.4 New/SR Grid separation on 28th

July 2015 at 11:50 hrs

6.4.1 Sholapur – Raichur Circuit II tripped during availing shut down of Bus I at 765 kV Sholapur Substation.

Subsequently Sholapur-Raichur Ist circuit tripped on Over Current relay operation as per Logic of SPS -7.

SRPC vide letter dated 29.07.2015 (Annexure-6E) had requested to kindly furnish the reasons for

tripping of Raichur-Sholapur Circuit II & the reason for non triggering of SPS I as the power flow on

Sholapur-Raichur circuit I crossed 1000 MW for more than 2.5 seconds with Circuit II out. It was also

requested to furnish the logic of SPS 1 and SPS 7 along with the details from where the signals were

being sampled.

6.4.2 CM, SR I, PGCIL informed that Raichur-Sholapur Ckt 2 tripped at Raichur end after receipt of DT from

Sholapur end during the bus isolation at Sholapur. Spurious DT signal might have been received from

Sholapur end and the line tripped at Raichur end. He confirmed that the line had not tripped due to any

problem at Raichur end. SPS settings were programmed as per the approved logic only and the reasons

for non- operation of SPS 1 was to be studied. He informed that they requested M/s Siemens for PLCC

check and representative would attend it soon. He requested for shut down of both Raichur-Sholapur

ckts for one day for ensuring PLCC and SPS healthiness.

6.4.3 OCC approved the shutdown of 765 kV Raichur-Sholapur D/C lines for PLCC and SPS healthiness

checks for 13.08.2015 from 09:00 hrs to 16:00 hrs. PGCIL/NLDC was requested to disable all the SPSs

wrt Raichur-Sholapur during the shutdown period. PGCIL was requested to accommodate more

schedule on HVDC Kolar by utilizing extended mode of operation (2500 MW) in order to compensate the

ATC curtailment due to Raichur-Sholapur DC line on 13.08.2015.

6.4.4 AGM, SR- II, PGCIL stated that presently the extended mode of operation (2500 MW) of HVDC Talcher-

Kolar was for 10 hrs in a day. More than 10 hrs of operations could not be possible due to temperature

constraints. It was again requested to PGCIL to consider extended mode of operation more than 10 hrs

as temperatures had come down at Talcher & Kolar.

6.4.5 It was noted that TTC/ATC of WR-SR was being revised many times due to line/element shut downs in

WR. Many of these shutdowns were not coming to SR OCC for approval which was a matter of concern.

OCC opined that shutdown (planned ones) of vital elements located in other regions affecting import

ATC to SR needed to be put upto to SR OCC for approval.

6.4.6 SRPC vide letters dated 04.08.2015, 10.08.2015 & 11.08.2015 (Annexure-6F) communicated to NLDC

regarding SPS related issues.

6.4.7 SRPC vide letter dated 11.08.2015 (Annexure-6G) had communicated to NLDC regarding coordinated

outage planning.

6.5 PSS Tuning of Generators 6.5.1 In the 27

th SRPC Meeting held on 12

th May 2015, it was agreed to form a group comprising members

from CTU, SRLDC, and Generators & SRPC Secretariat in respect of PSS Tuning in line with Northern

Region. A Meeting at 1100 hrs of 21st August 2015 in SRPC Conference Hall has been convened in this

regard. The Meeting notice communicated vide SRPC letter dated 28.07.2015 enclosing extracts from

Minutes of NRPC Meetings is at (Annexure-6H).

6.5.2 All the generators were requested to attend the meeting.

6.6 Task Force 6.6.1 As agreed in the 26

th SRPC Meeting a Task Force was formed to study and validate LGB projections,

Inter Regional Import Requirements ISTS requirement, Intra State requirement etc. 1st Meeting was held

on 19th March 2015 The second Meeting is proposed to be held on 4

th September 2015 at 1000 hrs in

SRPC Bangalore The Meeting notice communicated vide SRPC letter dated 29.07.2015 is at

(Annexure-6H1). It was requested that the following. It was requested that the following Review material

may kindly be made available by 24th August 2015:

Status of synchronizing/commissioning of the new ISGS/CGS Stations

Status of synchronizing/commissioning of the state sector and IPP projects.

Status of Associated Transmission Systems (ATS) of upcoming generators.

Status of various Transmission Systems in SR

Status of upcoming inter-regional Transmission Schemes

Evacuation schemes linked with renewable projects

Various transmission and operational constraints in NLDC operational feedback for April-June 2015

6.6.2 All the utilities were requested to furnish the above details by 24.08.2015. SRLDC pointed out that

wherever generators were not absorbing the reactive power as per the capability, additional bus reactors

should be planned by the concerned generators. The proposals in this regard would be discussed in the

Task Force Meeting.

6.7 Early restoration of 200 MVA, 400/132 kV ICT II at NTPC Ramagundam

6.7.1 200 MVA, 400/132 kV ICT II at NTPC Ramagundam tripped on 30.06.2015 on Buchholz Relay at

16:47 hrs and was yet to be restored. It was requested by TSTRANSCO vide their letter dated

13.07.2015 (Annexure-6I) that restoration of the ICT may kindly be done at an early date in view of

increased Agriculture loads (Khariff Season) since this ICT was essential to cater the agriculture loads in

and around RSS(Malayalapalli), Jagityal and Karimnagar areas.

6.7.2 AGM, NTPC informed that the restoration of 200 MVA, 400/132 kV ICT would require 7 to 8 months. He

added that TSTRANSCO had offered 315 MVA, 400/220 kV ICT for replacement and NTPC Corporate

approval was awaited for the same. The status update would be intimated soon.

6.8 Procurement of 3rd

ICT at Kalivandapattu 400 kV PGCIL S/S- request for prioritized and speedy action

6.8.1 TANTRANSCO vide letter dated 21.07.2015 (Annexure-6J) had informed that at present two Nos 315

MVA Inter Connecting Transformers (ICTs) are available at Kalvindapattu 400 kV PGCIL SS

(Melakottiyur) and the ICTs are loaded above 80% most of the time. To overcome ICT overloading

constraints, in the 33rd

meeting of the SCPSPSR held on 20th October 2011 at New Delhi, the Committee

has approved for transformer augmentation by 1 x 500 MVA in addition to the existing 2 x 315 MVA

transformer at Kalivandapattu 400kV SS. In the SRPC Meeting held on 12th May 2015 at Hyderabad,

TANTRANSCO requested PGCIL to expedite 3rd

ICT at Kalivandapattu 400 kV SS since it would provide

some relief to Kadaperi 230 kV SS connected to Chennai area. PGCIL informed that ICTs were being

planned based on the loadings and Kalivandapattu ICT would be prioritized and the ICT would come by

March 2016. It was requested by TANTRANSCO to take possible speedy action to procure &

commission the 500 MVA ICTs and 230 kV bays at the earliest on priority, so as to draw more power

from Kalivandapattu 400kV SS & also to give relief for transmission elements in the Chennai area as

informed in the 26th SRPC meeting.

6.8.2 AGM, SR II, PGCIL informed that Kalvinthapattu ICT 3 was expected to commission by March 2016.

PGCIL was requested to expedite the same.

6.9 Scheduling of power from LANCO Kondapalli to TS DISCOMS 6.9.1 TSTRANSCO vide letter dated 31.07.2015 (Annexure-6K) had informed that under STOA Approval

No.16707, SRLDC has been scheduling 325 MW of power to TSDISCOMS. On 29.07.2015, the Unit of

Lanco Kondapalli has tripped and accordingly SRLDC has revised the schedules of TSDISCOMS on

synchronization of the unit, the power generating from LANCO was scheduled to TSDISCOMS the next

day i.e on 30.07.2015 from block No 33 onwards. It was observed that while scheduling this power, the

full quantum of power was scheduled from Block 33 without ramping up the generation even though the

generator requested for scheduling in ramp up manner. SRLDC was scheduling power with ramp up as

communicated by the generator while coming back into service. The practice being followed all these

years was useful to the system for load generation balance as the power would be scheduled in a ramp

up manner instead of sudden scheduling of bulk quantum of power. It was requested by TSTRANSCO to

consider this as Agenda item in the forth coming OCC Meeting discussing in a practical manner for

better load generation balance.

6.9.2 ED, SRLDC stated that there was no ramp up concept stipulated in present IEGC regulations. Earlier

some operators would have considered the ramp up schedule on few occasions with mutual

understanding. In line with IEGC Regulations, SRLDC would not consider schedule with ramp up during

restoration of a generator selling power on STOA.

6.9.3 ADE, TSTRANSCO pointed out that instead of sudden scheduling of bulk quantum of power schedules

with ramp up would be beneficial for smooth system operation and requested to consider the same.

There were other clauses like 5.2 (j) which was also to be complied.

6.9.4 MS, SRPC stated that there were no provision in present Regulations to consider ramping in the

restoration schedule when generator comes back into service. He suggested that the constituents could

approach Hon’ble CERC for amendment in Regulation 6.5 of CERC (IEGC) Regulations.

6.9.5 ED, SRLDC stated that for smoother grid operation ramp should be considered for restoration schedule,

but it should come as a Regulatory provision.

6.9.6 Subsequently, SRPC vide letter date 10.08.2015 (Annexure-6L) had communicated to Hon’ble CERC

for amendment in Regulation 6.5.19 of CERC(IEGC) Regulations.

6.10 Wind generation withdrawal in Tamil Nadu system on 26.06.2015

6.10.1 It was noted that there had been wind generation withdrawal of around 800-1,000 MW on account of

fault at Udumalpet 110 kV S/S on 26.06.2015. This incident had caused additional power flow of around

990 MW on 765 KV Raichur-Sholapur links and operation of SPS which had led to relief being provided

by all SR constituents. A Special Meeting was held at Chennai on 20th

July 2015 to discuss Wind

Withdrawal and other pending issues pertaining to Tamil Nadu grid. Minutes of the Meeting are available

at SRPC website.

After deliberations, the following was agreed in the meeting held in Chennai:

TANTRANSCO/TANGEDCO agreed to implement a scheme which would trigger

instantaneously during sudden withdrawal of wind generation.

Details of the finalized scheme would be furnished by TANTRANSCO/ TANGEDCO in

the 110thMeeting of OCC (06.08.2015).

The scheme could be reviewed at a later date.

The scheme could be a graded scheme (tripping of loads with respect to loss of

generation).

The scheme needs to be in place at the earliest, say by end of August 2015. Till this

scheme is commissioned, contingency plan for sudden withdrawal as an additional logic

(already agreed and noted in various Sub Committee Meetings of SRPC)be

commissioned along with the ADMS. Once the instantaneous scheme is commissioned

the additional logic in ADMS could be removed.

The above would be informed to Hon’ble CERC.

Protection healthiness needs to be ensured. Protection review needs to be carried out

each year before the beginning of wind season.

Details of bus bar protection/bus sectionalizer for dedicated wind pooling stations to be

furnished by TANGEDCO.

As an interim measure, TANTRANSCO/TANGEDCO was also suggested to reduce

Zone-II time settings to 200-250 ms at wind pooling station/ other 110 kV

stations not having bus bar protection. This would affect the protection co-ordination of

230/110kV grid in T.N. Hence, it was felt prudent to take a call on this after collecting the

no. of 230 and 110kV Stations in T.N which are not having bus bar bar protection.

6.10.2 It was noted that SRPC vide letter dated 28.07.2015 (Annexure - 6M) had furnished the status update

on Instantaneous scheme for sudden withdrawal of wind and on ADMS (5.4.2 (d) of IEGC).

6.10.3 EE, TANTRANSCO informed that 500 MW of loads have been identified for instantaneous tripping. The

tripping signal would be initiated through RTU during bus dead condition at Udumalpet & Kayathar SS.

On a query he informed that they were planning to extend this scheme to other wind substations also

which would be implemented in due course of time.

6.10.4 TANTRANSCO was requested to furnish schematic details of the scheme. It was pointed out that the

scheme needed to be instantaneous and timing details (picking to tripping) are also required to be

furnished.

6.10.5 EE, TANTRANSCO informed that the matter regarding reduction of Zone-II time settings to 200-250

msec would better be discussed in PCSC meeting.

6.11 Issues in respect of Congestion Charges

6.11.1 It was noted in 109th OCC meeting that Congestion Charges Statement with particulars in line with

CERC (Measures to Relieve Congestion in Real Time Operation), Regulations 2009 is being issued to

the constituents of SR based on the Notice for Application of Congestion Charges issued by

NRLDC/SRLDC as per Format – IV. In line with deliberations, SRPC vide letter dated 26.06.2015 had

taken up the issues with NLDC and had requested that these issues be examined and SRPC may be

informed accordingly for any amendment required in the issued accounts and also procedures to be

followed for the upcoming accounts. NLDC reply dated 31.07.2015 is at Annexure-6N It was agreed

that SRLDC would be communicating the notices via email and post the same on SRLDC website. This

would be considered as issuance of message. SRLDC agreed that they would endeavor to

communicate the message through alternate means i.e. fax/telephone. Subsequently SRPC vide letter

dated 09.07.2015 (Annexure-6O) had taken up the issue waiving off the congestion charges for the

first week of June 2015 with NLDC.

6.11.2 NTCEL vide E-Mail (copy at Annexure-6P) had requested to waive off the congestion charges since

they didn’t receive any communication regarding application of congestion charges on 17.06.2015. NLC

TPS II, Stage II vide letter dated 13.07.2015 (Annexure-6Q) had referred to SRPC letter dated

09.07.2015 enclosing Statement of Congestion Charges payable by NLC TPS II, Stage I and II for

deviations from the schedule for the period from 15.06.2015 to 21.06.2015. It was mentioned that

Warning Notice (Notice Number: NLDC/2015/06/31 dated 19.06.2015, Time of Issue:13:47 hours) and

notice for withdrawal of Congestion Charge pertaining to Third Event only had been received by FAX at

TPS II Control Room. For 1st and 2

nd event, no action was taken at TPS II and actual generation w.r.t

Schedule was maintained by monitoring Grid Frequency. In order to honor the regulations, Congestion

Charges were paid by TPS II to the Pool Account at the same time had also requested to kindly waive

off the charges and the matter may be resolved early. It was also requested that the messages

regarding Congestion may be communicated as discussed in the 109th OCC Meeting for implementing

congestion regulations effectively.

6.11.3 SE (O), SRPC informed that the reply from NLDC for the SRPC letter dated 09.07.2015 was still

awaited.

6.11.4 DGM, NLC pointed out that SRLDC was sending congestion notices to Director level and requested

SRLDC to send the messages station-wise. He suggested that congestion notices/revisions could be

shown in SRLDC website as being shown similar to scheduling revisions.

6.11.5 NTPC/NTECL/NLC expressed concern that they were paying the congestion charges even without

receiving the notices in some of the incidents. Any payment being made by them was being audited

and was required to be justified. Cases of non-receipt of the congestion notices were also there during

the 2nd

/3rd

week of June 2015 also and requested SRLDC to withdraw congestion notices for 2nd

& 3rd

week of June 2015 also.

6.11.6 AGM, SRLDC informed that they had circulated a test mail for confirmation of E-mail IDs to all the

utilities and reply messages had been received from most of the utilities. He requested other utilities to

confirm the email id by sending reply. SRLDC circulated the list e mail id of all the generators, SLDCs

and other utilities for sending congestion related notices in real time and is enclosed at Annexure-6R .

6.11.7 Subsequently, SRPC vide letter dated 10.08.2015(Annexure-6S) had communicated to NLDC on

congestion related issues.

6.12 Implementation of URTDSM (PMU) project in Southern Region

6.12.1 It was noted that the schedule for completion of the project was 24 months from the date of award.

6.12.2 In earlier Meetings, PGCIL had informed that PMU installations would be commenced from June 2015

and PGCIL was planning to commission Sriperambudur PMU first. PGCIL had confirmed that the

communication facilities were available for the locations where PMU had been planned. PGCIL had

informed that 120 PMUs were ready for dispatch to the locations from Chennai. These 120 PMUs were

planned to be installed at 36 locations (SR I- 15 & SR II- 21). It was also informed that the material was

ready at Alstom, Chennai and inspection call had been raised at their Corporate.

6.12.3 PGCIL informed that inspection/FAT had been completed and commissioning of PMUs would

commence from September 2015. PGCIL was requested to speed up the activities to assure timely

completion of the project.

6.13 Video Conferencing facility at SLDCs

6.13.1 In the 109th OCC Meeting the following was informed:

APTRANSCO informed that there was space problem for VC facility at the new location due to

space constraints (SLDC had area of just 200 sqfts). VC facility could be ensured at the new SLDC

at Vijayawada. SRLDC requested APSLDC to have VC facility at present location which would

enable them to get in touch with the Operator. Later on full fledged facility at Vijayawada could be

developed.

TSTRANSCO informed that VC facility would be implemented along with new SCADA which was

expected by August 2015. Presently civil works were under progress in SLDC.

KPTCL informed that they were having VC facility but communication between SLDC and SRLDC

was required to be addressed. PGCIL/KPTCL were requested to coordinate in this regard.

TANTRANSCO informed that their communication wing had taken up the requirement with M/s

Alstom and there was progress in this regard. In the Special Meeting held on 20.07.2015 TN SLDC

had informed that technical bid had been opened and facility would be in place shortly.

PED informed that they would take up the issue and revert back with details.

6.13.2 DE, APTRANSCO informed that they were looking for new location in Hyderabad as present location of

SLDC had limited space.

6.13.3 ADE, TSTRANSCO informed that new SCADA and civil works were under progress.

6.13.4 It was noted that VC facility at Kerala SLDC had been tested and commissioned.

6.13.5 EE, PED informed that Management approval had been received and they were pursuing with M/s

Alstom.

6.13.6 EE, KPTCL informed that communication between SLDC and SRLDC to be arranged by PGCIL.

PGCIL/KPTCL were requested to interact.

6.13.7 EE, TANTRANSCO informed VC facility on additional cost was being ensured M/s Alstom.

Communication aspect PGCIL needed to take care.

6.13.8 AGM, PGCIL pointed out that Band Width/data Channels would be provided by PGCIL but connectivity

to end equipment (SDH equipment) should be done by the concerned utilities.

6.14 PMU installed at Back to Back HVDC locations 6.14.1 SRLDC along with NLDC letter dated 19

th June 2015 communicated regarding PMU installed at Back to

Back locations. It was noted that PMUs installed under pilot project at Sarasaram, Gazuwaka and

Bhadravathi HVDC Back to Back stations were generally taking inputs from bus of one region only.

These PMUs have provision of two voltage inputs. The need for measurement of angle between buses

of both the regions was felt during the mock test. It was informed that it had been decided to wire the

voltage input from adjacent region bus also. It was requested that SRLDC may kindly arrange the PMU

inputs and confirm to NLDC. In 109th OCC meeting, PGCIL informed that at Gajuwaka around 2 kM of

cable may be required to extend the voltages to the respective PMUs. However, they would try to

ensure the needful and explore alternate means. With respect to Bhadravathi PMUs, SRLDC would

follow up it with WRLDC.

6.14.2 CM, SR I, PGCIL informed that South Bus voltage had been extended to PMU (ABB make) installed on

East bus side of Vizag SS. Cable had been laid and was ready for termination. Subsequently, SR I,

PGCIL vide e-mail (Annexure-6T) had sought the details of terminals of the PMU where the bus

voltages were to be extended along-with the schematic diagram.

6.15 IMD Workshop conducted by SRLDC

6.15.1 AGM, SRLDC informed that a workshop had been conducted on 31st July 2015 with IMD participation

(Indian Metrological Department) on weather forecast matters. States representatives had also

participated in that work shop. IMD had presented their forecasting techniques and processing of

weather data. He informed that one training program was tentatively proposed during 1st week of

September 2015 at Chennai and requested all the states to send the nominations. IMD wanted to install

Auto weather meters at one substation in each of the district and had requested states cooperation in

this regard. IMD would furnish the weather data at no additional cost.

6.15.2 Record notes of the discussion with IMD of 31.07.2015 are at Annexure-6U.

7. GRID FREQUENCY

7.1 High frequency

7.1.1 High Frequency Grid Operation

It was noted that the Regional Grid had operated above IEGC range i.e.50.05 Hz for 17.91% of the

time. It was also noted that the frequency on some of the days was higher for considerable periods as

shown below:

Constituents were advised to kindly avoid uneconomic operation at high frequencies.

7.1.2 High frequency excursions w.r.t. 5.2 (j) of IEGC during load change over and remedial measures

to arrest such instances

7.1.2.1 SRLDC had been communicating to all the states instances of sudden load change over under

violation of the Clause 5.2(j) of IEGC and requesting to take necessary measures in this regard. It

had been agreed that all the utilities would study/analyze the messages issued w.r.t sudden

changeovers and revert back with analysis/comments within 3 days after receipt of the SRLDC

messages. Since there could be time stamping issues, it was decided that data 5 minutes prior and 5

minutes subsequent wrt the incident would also be posted. Comments/analysis would be discussed in

Minutes of the 110th OCC Meeting of SRPC held on 6th August 2015

the forthcoming OCC Meetings. In the event states did not revert back on SRLDC observations, the

same would be deemed as accepted.

7.1.2.2 In earlier meetings, SRLDC pointed out that as per SRLDC calculation methodology, Karnataka

demand is sum of hydel, thermal, renewable etc and import from ISTS. All data except drawal from

ISTS was being taken from ICCP data being provided by Karnataka. But in the analysis being

furnished by KPTCL, data mismatches with SCADA were being reported. It was pointed out that the

accuracy depends on the accuracy of ICCP data and requested KPTCL to ensure correct data.

KPTCL was requested to give analysis on sudden changes in demand on 10 minute basis.

7.1.2.3 It was reiterated that there could be many reasons for sudden changes in demand and mere

submitting the reasons was not sufficient. States needed to initiate measures/steps to mitigate

sudden changeovers.

7.1.2.4 Analysis of KPTCL on sudden change in demand furnished by SRLDC for the period from

23.06.2015 to 02.07.06 is at Annexure-7A.

7.1.2.5 It was noted that there were under drawal instances during the month of July 2015. Graphs are

available at Annexure-7B.

7.1.2.6 All SLDCs/constituents were again requested to kindly adhere to the Regulations in place or take up

with appropriate forum for any exemption / amendment. SRLDC pointed out that the issue of sudden

changes in load / generation was being taken-up with SRPC through 1.5 Notices as per IEGC for

more than two years. Following remedial measures to arrest high frequency operation in the Grid

were noted:-

Implementation of staggered Load changeover by the constituents/DISCOMs.

Moderating own generation

Restricted Governor Mode of Operation of all eligible machines to be in place.

Proper load management to prevent the sharp rise in frequency.

ADMS implementation

Exploring the possibility of running in pump mode the Kadamparai and Srisailam units

Planned and advance intimation for surrender of ISGS

Reduction in purchases/MTOA/STOA transactions

7.1.3 Operation of Nagarjunasagar / Srisailam / Kadamparai units in pump mode

7.1.3.1 Kadamparai Units

7.1.3.1.1 TANGEDCO vide letter dated 31.07.2015(Annexure-7C) communicated the status of pump mode

capability of Kadamparai units. The reported status is given below:

Unit III: had been under shut down from 29.09.2014 and the replacement of Static Frequency

Converter by Digital Frequency Converter had been completed on 05.05.2015. However the

Digital Excitation Equipment erection in Unit III was programmed to be taken up during the

last week of August 2015 and on completion of the works Unit III would be ready for

operating in pump mode also.

Unit IV: Under break down due to stator and Rotor earth fault that occurred on 29.09.2014.

The work had been awarded on 10.03.2015. The rectification works were being carried out &

would be completed within 6 months from the date of award i.e on or before 09.09.2015

7.1.3.1.2 EE, TANTRANSCO informed that Unit IV was expected to come to bars by September 2015.

7.1.3.2 Srisailam/NSR Units

7.1.3.2.1 TSTRANSCO informed that trash rack works had been completed at Nagarjunasagar tail pond but

there was not sufficient water level for testing. Rectification works for sickle plate problems of

penstock for Srisailam LB units had also been completed but Unit 5 was having some isolator

problem. Except Unit 5 all units were equipped to operate on pump mode.

7.1.3.3 It was noted that Srisailam and Kadamparai machines had consumed 0 MU & 19.34 MU respectively

in pump mode during the month of July 2015.

7.2 Low Frequency

7.2.1 It was also noted that the frequency of grid operation was at times in the lower range of IEGC. The grid

had operated below IEGC range i.e. 49.90 Hz for 11.97 % of time. It was also noted that the frequency

on some of the days was less than 49.90 Hz for significant duration as shown below:

SRLDC stated that proper demand side management measures needed to be initiated by the

constituents to curtail low frequency operation.

7.2.2 DE, APTRANSCO informed that there was no load shedding carried out in Andhra Pradesh during July

2015. Bilateral Purchases of more than 872 MU had also been made from other states/regions/MPPs.

There were no scheduled power cuts in the state during July 2015.

7.2.3 ADE, TSTRANSCO informed that no load shedding had been carried out in Telangana during July

2015. Bilateral Purchases of more than 1472 MU had also been made from other states/regions/MPPs.

There were no scheduled power cuts in the state during July 2015. One day power holiday per week to

Industries had been lifted from 20.11.2014.

was no scheduled load shedding carried out during the month of July 2015.

7.2.6 EE, TANTRANSCO informed that load shedding around 13.49 MU upto 1,021 MW had been carried

out in Tamil Nadu. Bilateral Purchases of around 790 MU were made from other States/Regions. 20%

power cut on demand and energy for high tension industrial and commercial consumers during non

peak hours (22:00 hrs to 18:00 hrs(next day)) has been withdrawn from 05.06.2015. 90% power cut on

demand and energy for high tension industrial and commercial consumers during peak hours (18:00

Hrs to 22:00 hrs) had been withdrawn from 05.06.2015 up to 30.09.2015. Delta (Cauvery) supply had

been increased to 12 hrs from 04.06.2015.

7.2.7 MS, SRPC expressed concern and stated that sustained O/D needed to be curtailed proactively by

SLDCs. SLDCs needed to adhere the real time instructions of SRLDC and the grid could not be

subjected to sustained O/D and large O/Ds. Appropriate Load Generation Balance block-wise needed

to be planned to avoid violations.

8. VOLTAGE PROFILE

8.1 Low voltage

8.1.1 It was noted that the following nodes were facing low voltages (01.07.2015 to 27.07.2015):

8.1.2 States were to provide Under Voltage Relays and also take up capacitor installation in these areas.

8.1.3 UV Relays

8.1.3.1 In earlier OCC meetings, the following had been deliberated:

KPTCL had informed that manual UV relay scheme was operational. When the node voltages

go below 380 kV, an alarm is activated in control room and load would be shed by the operator.

KPTCL was suggested to implement the automated scheme at the earliest as agreed in 26th

TCC/ 27th SRPC meeting.

TANTRANSCO had informed that they had furnished the list of feeders identified for UV relay

scheme. The implementation of UV relay scheme was being undertaken and it would take 3-6

months since tendering process was involved.

was needed to be furnished for effective monitoring by the forum.

KSEB had informed that management approval had been sought for changing the settings of

the UV relay scheme based on the earlier OCC recommendations and the approval was

awaited.

Keeping in view the recent Voltage Collapse triggering of UVR at lower voltage set points as a

protection measure (additional settings) could be deliberated in the PCSC meeting.

8.1.3.2 The following was deliberated in the Special Meeting held on 20.07.2015 at Chennai:

TANTRANSCO informed that UVR scheme would be in place by 31st August 2015. They

were sensing the 400 kV voltages for initiating the scheme.

It was suggested that the set points could be with reference to the tap position and could be set at 380 kV.

8.1.3.3 EE, KPTCL informed that Automated UV relay scheme was under implementation.

8.1.3.4 EE, TANTRANSCO stated that PGCIL concurrence was sought for extension of Myvadi voltage to

Udumalpet for the implementation of UV relay scheme at Udumalpet. Subsequently, TANTRANSCO

vide letter dated 11.08.2015 (Annexure-8A) had requested PGCIL to extend under voltage

conditions(dv/dt or V+t to Myvadi 230 kV RTU) of Myvadi 400 kV Bus.

8.1.3.5 EE, KSEB informed that the Management approval for revised set points had been got. Regarding

protection UV settings it was noted that it could be deliberated in PCSC meeting.

8.1.4 Installation of Shunt Capacitors(Status as on 31st

July 2015 at Appendix)

8.1.4.1 SRPC requested that the information regarding installation/healthy capacitors in the required format

needed to be regularly furnished every month.

8.1.4.2 SRLDC requested that installation & ensuring healthiness of capacitor banks at distribution level should

be ensured by all the constituents. It was noted that Tamil Nadu and Kerala were furnishing the status

of healthy capacitors. AP, TS and Karnataka were also requested to furnish the status of healthy/faulty

capacitors regularly in OCC Meetings.

8.1.5 Status Review of Changing ICT tap position as recommended in 103rd

OCC Meeting

8.1.5.1 In earlier OCC meeting, KSEB had informed that tap change at Madakathara SS had not been carried

out due to OLTC problems and they had taken up the issue with OEM. Transmission wing was planning

for replacing all BHEL make OLTC with new OLTC’s. SRLDC pointed out that KSEB needed to take

steps and repair/replace the OLTC at the earliest.

8.1.5.2 Regarding tap changing of 400/220 kV ICT Banks at Madakkathara KSEB vide letter dated

25.07.2015(Annexure-8B) had informed that 6 nos of OLTCs of 105 MVA transformer units are to be

replaced and was expected to be completed by May 2016. It was expressed by KSEB that on the onset

of Monsoon the voltage profile had changed and further with the commissioning of Mysore-Areakode

feeder expected by August 2015 the reactor loading at Madakkathara was expected to change

drastically. It was requested that KSEB may kindly be allowed to operate the ICTs at the present taps

till the works were completed.

8.1.5.3 SR-II, PGCIL informed that ICT taps had been changed as proposed by SRLDC for the period January-

June 2015.

8.2 High Voltage

8.2.1 SRLDC highlighted the severity of high voltage problem at the following nodes as given in table:

8.2.2 In the earlier OCC Meetings the following had been deliberated:

SDSPP (Krishnapatnam JV) GT tap position was set at voltage level of 409 kV to be changed to

tap corresponding to 400 kV voltage level.

In respect of MVAR absorption at Srisailam LB, TSGENCO action plan of the units to absorb 80

MVAR in generation mode and 60 MVAR in condenser mode.

It was also noted that KGS, VTPS & KTPS had not changed the taps as per recommendations.

SRLDC had stated that recommendation of MVAR testing needed to be followed up earnestly.

PGCIL also was requested to explore the possibility of NGR bypass of line reactors of Kurnool-

Nellore through switching arrangement.

TANTRASCO was suggested that taps of NCTPS units be set at 400 kV and TTPS units to be

set at 230 kV.

8.2.3 TANTRANSCO vide letter dated 14.07.2015(Annexure-8C) had informed that Tap settings of Unit II of

Generator Transformer of NCTPS Stage -II has been changed from 9B(420 kV) to 13(399 kV) at 1700

hrs on 9th July 2015 and Unit I Tap position will be changed during the shutdown period.

8.2.4 MS, SRPC stated that the recommendations finalized in the Special Meetings were required to be

implemented. He requested all the SLDCs to kindly monitor VAR absorption/injection of generating

units in their respective control areas in real-time.

8.2.5 Hon’ble CERC Order dated 23.12.2009 merited attention in this regard. It had been stated in the Order

that all agencies needed to provide required reactive compensation thus avoiding the need for

exchange of reactive power to/from ISTS and maintain ISTS voltage within specific range.

8.2.6 Regional entities to implement the steps to contain the rise in the voltages in their respective control

area stations as given below:

Ensure Bus reactors and Line reactors are switched in.

Capacitor banks especially at high voltage areas are switched off.

Optimizing the GT and ICT tap positions as per the advice of SRLDC/SRPC.

All the generating units on bar are made to absorb reactive power as per their capability limits.

Operate generating units on synchronous condenser mode for VAR absorption, whenever

feasible.

Release loads in high voltage areas keeping in view the drawl of the control area.

Maintain drawl from grid close to schedule.

Operate available hydro units on pump mode in high voltage nodes keeping in view the drawl of

the control area.

Load re- arrangement, wherever feasible, may be taken up to optimize loading on trunk lines.

Line opening would be the last resort by SRLDC after receipt of message from the constituents.

Concerted action/follow up by SLDC.

8.3 Status of commissioning of Balance Bus/ Line Reactors/STATCOM as agreed in the Standing

Committee meeting

8.3.1 EE, KPTCL informed that the reactors at Hoody, Nelamangala & Talaguppa would be commissioned by

August 2015.

8.3.2 SRLDC pointed out the reactor which was shifted from Hoody and commissioned at Guttur was not

service from 8th July 2015.

8.3.3 EE, KPTCL informed that the Guttur reactor had been taken out of service for attending isolator works.

8.3.4 EE, KPCL informed Reactor at Raichur would be commissioned by August 2015. Bus isolator works and

mulsifier works were going on it was at final stage of completion.

8.3.5 SCE, KGS, NPCIL had informed that activities wrt 2x125 MVAR reactors at Kaiga were under progress.

8.3.6 Possibility of Reactor at Srisailam

8.3.6.1 It was noted that a Joint Meeting with CEA, TSGENCO & TSTRANSCO was held on 16.04.2015.It was

decided that the best Techno economical alternative would be finalized after consultation with CEA.

8.3.6.2 ADE, TSTRANSCO informed that a letter had been addressed to CEA regarding the voltage

management at Srisailam and the reply from CEA was still awaited. It was noted that the reactor at

Sattenapalli or Kurnool had been proposed instead at Srisailam due to lack of space.

8.3.7 Non-availability of Lanco Bus Reactor

8.3.7.1 In 108th OCC meeting, SRLDC enquired about the Lanco Bus Reactor which was not in operation since

longtime. SR I, PGCIL & APTRANSCO was requested to update in this regard. It was noted that the Bus

Reactor at Lanco, Vijayawada was being utilized to curtail over voltages for the benefit of SR grid after

enabling some commercial mechanism.

8.3.7.2 In the meeting, it was noted that Bus reactor was not in service and the isolator was switched off by M/s

Lanco due to some technical problems as informed by Lanco telephonically.

8.3.7.3 It was noted that LKPL vide letter dated 05.06.2015 (Annexure-8D) had informed that during routine

testing of DGA analysis of Bus reactor in April 2015, the significant parameters values had increased

abnormally and the same was referred to OEM i.e M/s Alstom. OEM had suggested to switch off the

reactor for inspection and rectification to avoid any further increasing level of the fault.

8.4 Reactive Power Planning

8.4.1 In the 23rd

SRPC meeting held on 26th October 2013, Utilities had agreed to furnish the schemes relating

to Reactive Power Planning including at distribution level within one month. The time schedules for

implementation would also be indicated.

8.4.4 SRPC requested all the utilities to furnish schemes/updates relating to Reactive Power Planning

including at distribution level. It was noted that the same was a NPC agenda and utilities needed to be

ready with the schemes.

9. Network Protection/Security issues

9.1. U/F & df/dt Relays Schemes

9.1.1 Implementation of SRPC recommended quantum 9.1.1.1 In 109th OCC meeting, it was noted that implementation of SRPC recommended quantum by

considering average feeder flows was pending by APTRANSCO, TSTRANSCO &

TANTRANSCO. The status of implementation as below:

APTRANSCO and TSTRANSCO confirmed that they would implement the complete scheme

by 22.07.2015 as agreed earlier.

TANTRANSCO informed that 130 MW of feeder loads were yet to be connected out of 568

MW of feeder loads identified additionally.

9.1.1.2 TANTRANSCO vide letter dated 17.07.2015(Annexure-9A) had submitted implemented AUFR feeders

list along with additional feeders to be implemented. Subsequently the feeders connected under df/dt

scheme were also submitted (Annexure- 9B).

9.1.1.3 APTRANSCO vide letter dated 24.07.2015(Annexure-9C) had communicated that AUFR and df/dt

schemes had been implemented as per SRPC recommended quantum by considering average feeder

loads along with AUFR & df/dt feeders list.

9.1.1.4 TSTRANSCO vide letter dated 31.07.2015 (Annexure-9D) had communicated that AUFR and df/dt

schemes had been implemented as per SRPC recommended quantum by considering average feeder

loads along with AUFR & df/dt feeders list.

9.1.1.5 It was noted that all the States had implemented AUFR and df/dt schemes fully. The details of

recommended and implemented quantum wrt AUFR & df/dt schemes by all SR constituents are shown

in the table below:

9.1.1.6 All the Constituents were requested to furnish all the feeders implemented in AUFR & df/dt schemes

along with the status of SCADA mapping as per the Formats given at Annexure-9E.

9.1.1.7 Puducherry vide letter dated 14.07.2015(Annexure-9F) had informed that the AUFR Relay Mittal

feeder in 110/22 kV Bahoor S/S in Puducherry UT had been tested and contact problem in the trip relay

was set right.

9.1.1.8 APTRANSCO vide letter dated 30.07.2015 (Annexure-9G) informed the feeder wise tripping details

along with quantum of relief obtained AUFR st-1 & df/dt st-1in the month of May 2015.

9.1.2 SCADA mapping of feeders of AUFR & df/dt schemes

9.1.2.1 It was noted that KPTCL and Puducherry had implemented 100% SCADA mapping whereas for

APTRANSCO, TSTRANSCO, KSEB & TANTRANSCO, implementation of 100% SCADA mapping was

still pending.

9.1.2.2 In 109th OCC meeting, KSEB informed that new RTUs had been installed but the communication issues

were to be resolved.

9.1.2.3 APTRANSCO, KSEB, TSTRANSCO & TANTRANSCO were requested to complete 100% SCADA

mapping to SRLDC at the earliest.

9.1.2.4 AP, TS, TN & SRLDC were requested to coordinate for SCADA mapping of additionally implemented

feeders.

9.1.3 In accordance with clause 9 (2) of CEA (Grid Standards) Regulations, 2010, all constituents shall submit

a detailed report of operation of AUFR at different frequencies to SRLDC and SRPC on daily basis. It

was noted that only KSEB and PED were submitting the daily report regarding operation of relays.

9.2. Special protection Systems

9.2.1. Sharing of SPS relief by Telangana

9.2.1.1. In 26

th TCC/ 27

th SRPC Meeting PGCIL had agreed to extend the DTPC signal to Veltoor, 400/220 kV

Gajwel S/S, 220 kV Budidampadu S/S and 220 kV RSS S/S of TSTRANSCO for the provision of relief

under various SPS signals. In 108th OCC meeting, SR I, PGCIL had informed that the extension of

DTPC signal to the locations in Telangana would require 6 months’ time.

9.2.1.2. In 109th OCC meeting, PGCIL had informed that one set of DTPC was sufficient to extend the signal to

4 locations where as for more than 4 locations hardware was required to be upgraded. TSTRANSCO

was requested to identify loads for KKNPP U2 SPS and inform to SR-I, PGCIL at the earliest.

9.2.1.3. TSTRANSCO vide letter dated 30.06.2015 (Annexure-9H) had requested SR-I to arrange for the

extension of DTPC signal to 400 kV Velttor, 400/220 kV Gajwel SS, 220 Budidampadu and 220 kV RSS.

9.2.1.4. Chief Manager, SR I, PGCIL informed that administrative approval had been received in this regard.

Tendering was under progress and it would take 6 months time for completion of the activities.

9.2.2. Implementation of SPS trip signal -5 (for KKNPP Unit-2) 9.2.2.1. The following relief was agreed in the 107

th OCCM:

9.2.2.2. It was suggested that Tamil Nadu and Kerala could identify the loads in or around Tirunelveli area and

Karnataka could identify the loads at downstream of Hiriyur- Nelmangala.It was noted that AP was not

required to add loads further since existing loads being used for other SPS signals could be utilized for

Trip signal-5. KSEB had informed that they had identified that the loads and it had been put up for

Management approval and 2 Nos of additional DTPCs at Kalamaserry & Brahmapuram were required

for extension of the signals.

9.2.2.3. All states were requested to work out the identification of feeders and to submit the feeders list to

SRLDC/SRPC/PGCIL by end of August 2015. SR-II, PGCIL was requested to assess the hardware

requirement for KKNPP U2 SPS and initiate action in this regard. OCC agreed that cost could be

appropriately booked in any ongoing project.

9.2.2.4. All the Constituents were again requested to implement trip signal-5 and test the SPS before September

2015.

9.2.3. Modification in SPS of Talcher-Kolar & Raichur-Sholapur

9.2.3.1. In the Special Meeting held on 07.07.2015, the following modifications in HVDC Talcher – Kolar SPS

were agreed to be recommended to NLDC as given below:

9.2.3.2. It was noted that in the meeting held on 30.06.2015 with HVDC Kolar, it had been agreed that the loads

identified for Raichur-Sholapur SPS (SPS-1& 3) would be mapped to KKNPP Unit-2 loads(TS-5)

dissociating it with Talcher-Kolar TS-3 as had been recommended by NLDC. The modifications would be

carried out only after the KKNPP Unit-2 SPS (TS-5) loads are connected and tested.

9.2.3.3. SRPC vide letter dated 10.07.2015 (Annexure-9I) had communicated to NLDC for approval regarding

the modifications of Raichur –Sholapur SPS which would minimize the SPS operation in Southern

Region.

Time Delay in Raichur-Sholapur SPS I: A small Definite Time Delay may be introduced to

ensure that SPS does not operate during initial swing of Power Oscillation which exceeds 2000

MW.

Triggering of SPS during loss of Line rather that power flow exceeding present value: In

order to minimize frequent tripping of SPS(4,5 and 6) it could be modified to trigger only in the

event of loss of line rather than power flow exceeding present value.

9.2.3.4. The issue was discussed in the 46th PCSC Meeting held on 30.07.2015. It was noted that on account of

increased loading in Raichur-Sholapur link, SPS-1 and SPS-7 are triggered during tripping of one line.

CTU had granted notional LTA & MTOA subject to conditions and scheduled power was likely to

increase on this link. After deliberations some modifications were agreed in the Meeting. SRPC vide

letter dated 30.07.2015 (Annexure-9J) had requested NLDC that the suggested modifications

mentioned in the letters dated 30.07.2015 & 10.07.2015 may kindly be considered which would help

minimize SPS operations besides optimizing grid operation.

9.2.3.5. NLDC vide letter dated 31.07.2015 (Annexure-9K) had informed that suggestions regarding the

modifications of SPS settings would be considered after carrying out the studies by considering

upcoming lines 765 kV Aurangabad-Sholapur & 765 kV Narendra-Kolhapur (initially charged at 400 kV)

and also considering 2675 MW of notional quantum of LTOA & MTPA granted by CTU towards SR.

9.2.4. SPS operations 9.2.4.1. APTRANSCO vide letter dated 10.07.2015, 10.07.2015 & 24.07.2015 (Annexure-9L) had

communicated the load relief obtained during SPS Trip Signals. APTRANSCO desired to be kindly be

intimated about the operation of inter-trip scheme and quantum of relief obtained in other constituents of

SR.

9.2.4.2. SE(O), SRPC pointed out that loss of 50 MW import on 132 kV Proddutur feeder 1 & 2 and 24 import on

Boyareddypalli had been shown instead of relief by APTRANSCO. DE, APTRANSCO stated that he

would revert back after ascertaining the details.

9.2.4.3. It was noted that SRLDC would furnish SPS operation details along-with relief obtained in each OCC for

previous month.

9.2.5. Investigation of operation of various SPSs during the trippings on 24.05.2015

9.2.5.1. It was noted that after tripping of 400 kV Chittur-Thiruvalam I & II and subsequent loss of generation of

around 1500 MW in SR, the HVDC Talcher- Kolar pole I & II tripped on valve cooling problem after

around 5 minutes. This caused increase in flow on each circuit of 765 kV Sholapur-Raichur D/C to

around 1573 MW resulting in tripping of these lines from Raichur end.

9.2.5.2. WRPC vide letter dated 30.07.2015 (Annexure-9M) had informed that this issue was discussed in 125th

PCM and WRPC meetings and it was suggested that some of the issues needed to be investigated at

ER and SR end to avoid stressful operation/tripping of WR-SR 765 kV Sholapur-Raichur D/C. SRPC

was requested to kindly check and identify loads such that they are independent for each of the

SPS(HVDC Talcher-Kolar SPS, Generators/lines trip SPS and WR-SR NLDC SPS) for load shedding in

SR and also the outcome may kindly be shared at the earliest to ensure secured operation of SR-NEW

integrated GRID.

9.2.5.3. SRPC vide letter dated 03.08.2015 (Annexure-9N) had replied to WRPC in this regard. SRPC vide leter

dated 10.08.2015 (Annexure-9O) had communicated to NLDC in this regard.

9.3. Automatic Demand Side Management Scheme (Petition No. 250/MP/2012) & GSES (Petition No. 265/MP/2012)

9.3.1 Automatic Demand Management Scheme in line with clause 5.4.2 (d) of the IEGC was to be provided by

all the constituents by 01.01.2011. It was noted that Hon’ble CERC had issued show cause notice under

Section 142 to many constituents (all the SLDCs of SR) in its ROP in Suomoto Petition No.

005/SM/2014.

9.3.2 The following had been noted in the earlier Meetings:

KPTCL and KSEB had implemented ADMS and operational.

APTRANSCO had informed that works were in progress and would be completed along with the

new SCADA. By end of July 2015, three feeders would be implemented in ADMS.

TSTRANSCO had informed that the logic for ADMS had been given to M/s Alstom and would be

implemented along with new SCADA which was expected by July 2015.

TANTRANSCO had informed that parallel operation of new SCADA (M/s Alstom) had commenced

and their P & C wing was taking up this work. The scheme was scheduled to be completed by July

2015. Most of the feeders in the state had been utilized under various schemes i.e AUFR+df/dt,

SPS, Islanding, ADMS etc. and overlapping of feeders was inevitable.

PED informed that they had implemented ADMS. They had divided the loads in 3 stages, 1st stage

was consist 30 MW loads, 2nd

& 3rd

stage would consist 25 MW each. It was also informed that

time delay for ADM scheme had been given as 5 minutes.

9.3.3 APTRANSCO, TSTRANSCO & TANTRANSCO informed that ADMS would be implemented by August

2015.

9.3.4 SRPC/SRLDC pointed out that the timelines given had exceeded and the present status could be

reported to Hon’ble CERC. AP, TS & TN were requested to furnish status report on ADMS.

9.4. Grouping of loads (IEGC clause 5.4.2 (e)) 9.4.1. As per IEGC, to maintain the frequency within stipulated band and also to ensure network security, the

interruptible loads were to be arranged in four groups of loads, This was for the purpose of scheduled

power cuts/load shedding, loads for unscheduled load shedding, loads to be shed through UF relays,

df/dt relays and loads to be shed under any SPS scheme. These loads are to be grouped in such a

manner that there is no overlapping between different groups of loads.

9.4.2. The issue was noted for compliance by the concerned utilities. SRLDC requested all the states to kindly

furnish the updated details in this regard.

9.5. Tripping Details/Reports

In various forums SRLDC had raised concern that it was not getting tripping information/data within 24

hrs as per IEGC/CEA regulations and sometimes the information from both the ends was not being

received. Also at times, line details only were being received without DR & EL details. SRLDC was

unable to analyze events on account of non-receipt of details of tripping in a timely manner. SRLDC had

stated that all tripping details should be uploaded on the SRLDC web portal. Para 29 of Hon’ble CERC

Order dated 20.02.2014 in respect of Petition No. 146/MP/2013 was brought to attention of the OCC.

Non furnishing of timely tripping details would be treated as non-compliance. Procedure for timely

furnishing information was needed to be streamlined by the utilities. It was noted that tripping information

details were to be uploaded within the stipulated time frames.

9.6. Declaration of availability and healthiness of various protection / defense mechanism 9.6.1. SRLDC stated that the healthiness certification was not being received in timely manner from all the

constituents.

9.6.2. SRPC stated that healthiness certificates and other reports were being sought as per directives of higher

bodies. Validated certificates needed to be communicated in a timely manner.

9.7. Contingency plan for loss of wind generation & LVRT Implementation by TN (CERC Petition No. 120/2011) & Karnataka

9.7.1. As per the CERC order dated 22nd

February 2014 (Petition No. 120/2011) TANTRANSCO had been

directed to take necessary steps to implement ADMS to deal with the emergency situations such as

sudden variation of wind generation or forced outages etc. and submit the monthly progress report to

SRLDC and SRPC in this regard.

9.7.2. All the wind generators being commissioned after 15th

April 2014 should come up with LVRT feature.

LVRT characteristics to be adopted are available in CEA connectivity Regulations. Necessary system

needed to be in place to ensure compliance. Issue was also discussed in the Special Meetings held on

16th January 2015 (with respect to Karnataka) and 22

nd January 2015 (with respect to AP & TS), 24

th

February 2015 (w.r.t Tamil Nadu) & 20th July 2015 (w.r.t Tamil Nadu) (Minutes of the Meeting at SRPC

website). It was agreed by TANGEDCO that they would verify whether generators connected after

15.04.2014 were equipped with LVRT feature as mandated under CEA regulations and would take

appropriate action in this regard. It was also agreed that TANGEDCO would revert back on possibility of

LVRT features for existing machines also.

9.7.3. In earlier OCC meetings the following was noted :

SRLDC had pointed out that SLDCs were responsible for ensuring that machines are equipped

with LVRT and other technical requirements in integrated grid operation. Analysis should be

carried out by SLDCs during grid incidents. It was noted that as per the recent CERC orders

w.r.t NTPC Solar, LVRT (Wind & Solar) / HVRT (Solar) feature was to be ensured. All the wind

generators being commissioned after 15th April 2014 should come up with LVRT feature.

Existing generators were also not exempted from providing the LVRT feature. It was also noted

that in one of the petitions, CERC had included the Wind Generators’ Associations as

respondents.

TANTRANSCO had informed that Contingency plan for sudden loss of wind generation was

being implemented in ADM scheme with additional logic. Provision of LVRT feature for new wind

generators was being taken care by the RES wing.

KPTCL had informed that a circular had been placed for mandatory implementation of the LVRT

in the upcoming wind generators. 300 MW of wind generators were LVRT equipped which were

commissioned after 15.04.2014.

APTRANSCO had informed that their power system was taking up with wind and solar farms

and the letters were addressed to wind and solar farms regarding implementation of the LVRT &

HVRT features.

9.7.4. The issue was deliberated in the Special Meeting held with TANTRANSCO/TANGEDCO on 20.07.2015

in which the following was noted:

SRLDC/SRPC had expressed concern that a number wind generators (71 out of 149)

commissioned after 15.04.2014 had come up without the LVRT feature. They were not meeting

the technical requirement of CEA Connectivity Regulations.

TANGEDCO informed that they had brought out a notification that NOC would not be given to

new wind generators without LVRT features from 01.04.2015.

After deliberations it was agreed that TANGEDCO would ensure strict compliance of CEA

Connectivity Regulations including LVRT, flicker, harmonics, DC current, etc. TANGEDCO

would ensure and furnish a compliance report that LVRT characteristics have been implemented

in the LVRT equipped machines as outlined in the CEA Regulations. TANGEDCO would also

study the LV set points and would optimize the set points/delay as per the characteristics of the

machine and a compliance report would be furnished.

9.7.5. EE, TANTRANSCO informed that the MRT wing was entrusted to check the LV set points and checking

was being done.

9.7.6. EE, KPTCL informed that one letter had been addressed to all zonal Chief Engineers regarding the status

and set points of LVRT. The reply was awaited.

9.7.7. MS, SRPC informed that Hon’ble CERC had directed all the utilities of SR to furnish the details of all

Wind Turbine Generators in a specific format. The details needed to be furnished to the Commission,

copy of which could be furnished to SRPC/SRLDC.

9.8. Formulation of plan for procurement and Placement of Emergency Restoration System (ERS) in the country

9.8.1. As per ERS requirement outlined in MoP letter dated 05.12.2014 status update on ERS is given below:

9.9. Status review of Implementation of Protection Audit/PCC recommendations as mentioned in Phase I and Phase II by 01.05.2014 & 01.09.2014 respectively as per CERC Order No.146/MP/2013

9.9.1. It was noted that as per CERC order on Petition No. 146/MP/2013 with I.A 36/2013, Phase-I activities

were to be completed by 01.05.2014 while Phase-II activities were to be completed by 01.09.2014.Time

schedule and status was to be communicated to SRPC/SRLDC on bimonthly basis.

9.9.2. It was noted in ROP of Hon’ble CERC (date of Hearing 15.01.2015) with regard to TN petition No. 374/

MP/2014, TN & other SR constituents had been directed to submit implementation of protection audit

recommendations in their respective states by 31st March 2015.

9.9.3. SRLDC/SRPC had stated that all the concerned utilities needed to furnish the status on balance works of

Phase-I and Phase-II on priority as had been noted in the recent CERC hearing. Non completion of the

work would be viewed seriously by the Hon’ble Commission. As noted earlier it should not be linked with

the PSDF funding.

9.9.4. It was noted that as per the RoP of CERC petition 95/MP/2015, AP was given extension up to 31.12.2015

and as per CERC order for petition No. 83/MP/2015, TS was also given extension upto 31.10.2015 for

phase-I activities and upto 31.08.2016 for phase-II activities. It was also noted that as per RoP, Protection

Sub Committee would monitor monthly progress of all the states in this regard. Periodic Protection Audit

was to be carried out and bimonthly report was to be sent to Hon’ble Commission. In compliance of MoP

Order dated 16.07.2014, the process of appointment of two consultants to conduct the study/analysis to

ensure secure and reliable operation of National Grid was underway. A Grid Study Committee under

Chairmanship of Member (GO&D), CEA had been formed. 25 stations identified for SR are available at

SRPC website along-with earlier Protection Audit Report.

9.9.5. It was noted that M/s Tractabel Enginnering, Romania was the consultant for Protection audit and for

detailing the modalities for execution of the consultancy contract for the works under Package A and

Task-1 requirements, M/s Tractabel would be visiting to SRPC for interaction with the constituents. The

state/constituent wise schedule for interaction with Consultant had been communicated vide SRPC letter

dated 05.08.2015 (Annexure-9P). The requisite Task-1 Questionnaire had also been circulated to all the

utilities for status update.

9.9.6. It was noted that for Task -2 involved review of Protection Audit exercise undertaken at 762 SS and

Physical audit of 10 % of SS. Checklist submitted by Consultants was to be filled for 76 SS identified for

Physical audit.

10 SCADA & COMMUNICATION ISSUES 10.1 In earlier OCC meetings, the following had been deliberated:

It was noted that Talcher-II data was to be integrated in SRLDC new SCADA system.

SCADA inputs were necessary from Renewable sources.

Daily SCADA validation with all SLDCs and ISG stations between 1000-1200 hrs was continuing.

SRLDC had requested PGCIL to complete the DCPCs related works and to implement the main

and redundant channels in two different paths.

APTRANSCO had informed that hotline facility was made available from APSLDC to SRLDC.

10.2 A Special Meeting with PGCIL on the issues of data channels was conducted on 13.02.2015,

17.03.2015, 29.05.2015 & 04.06.2015 (with constituents) at SRPC, Bangalore. The Minutes of the

Meeting are available at http://www.srpc.kar.nic.in.

10.3 DE, APTRANSCO requested for pending input details in respect of AP system. SRLDC stated that they

would furnish the details.

10.4 AGM, SRLDC informed that they were not getting Talcher St-II data as ERLDC was also not getting the

data. AGM, NTPC informed that there was PLCC Processor card problem and they had communicated

to PGCIL for checking of the card. PGCIL, Kolkatta was attending the problem. Status would be

communicated in this regard.

10.5 DGM, NLC informed that presently NLC TS II Exp was connected to SRLDC through PLCC, he

requested OPGW link connectivity to SRLDC.

10.6 DGM, NTECL Vallur pointed out that PLCC data link was not being maintained properly by PGCIL.

Frequently the link was failing particularly in Kalvindapattu section. A letter had been communicated to

PGCIL in this regard.

10.7 SR-II, PGCIL was requested to attend the issues raised by NLC TS II Exp. and NTECL. Correspondence

in this regard could be furnished for further deliberation/follow up in OCC.

10.8 It was noted that in the 4th Meeting held on 04.06.2015 on communication issues Powergrid had agreed

to provide bandwidth of 100 Mbps between Nelamangala and SRLDC. 100 Mbps bandwidth had been

provisioned between SRLDC and Nelamangala through the fibre links Nelamangala – Bidadi -

Somanahalli-NRS-SRLDC. PGCIL vide letter dated 13.07.2015 (Annexure-10A) had requested SCADA

KPTCL to kindly arrange to extend the connectivity from SDH equipments at both the ends.

10.9 AGM,SR II, PGCIL pointed out that Band Width/data Channels would be provided by PGCIL but

connectivity to end equipment (SDH equipment) should be done by the concerned utilities.

10.10 KSEBL vide letter dated 08.07.2015(Annexure-10B) had informed that the installation of IP Phone

“Orange “ exchange, meant for hotline communication for SLDC operation had been completed at

Kalamassery end during June 2015. The testing and commissioning of exchange was yet to be done by

the vendor. Some of the issues w.r.t this was pointed out by KSEB. It was requested by KSEB that

PGCIL may kindly intimate the contractor for resolving the issues at the earliest and the contact details

may also be made available at the earliest. PGCIL was requested to sort the issues raised.

10.11 Compiled Telemetry status – Utility wise- as directed by Hon’ble Commission

10.11.1 Hon’ble Commission vide order dated 19.12.2013 on Suo-moto petition No. 56/3M/2013 had directed all

the utilities to provide the required telemetry within six months of this order.

10.11.2 It was requested that UPCL, MAPS, KGS & KKNPP may please furnish the compliance status of

pending SCADA inputs the earliest. Details in this regard were available on SRLDC web site.

10.11.3 In 108th OCC Meeting, KGS had informed that they had completed all the pending SCADA inputs except

for status of tap position. KGS was requested to provide the status point of tap position by alternate

means as being done by KKNPP.

11 PHYSICAL AND CYBER SECURITY/CRISIS MANAGEMENT PLAN/BLACK START PROCEDURE

11.1 Physical and Cyber Security

11.1.1 Status update on Crisis Management Plan(C&DMP) of Power Sector is to be furnished every quarter.

Information regarding Cyber Security was to be furnished to Chief Engineer, DPD, CEA, Sewa Bhavan,

and New Delhi-110066. Report on Physical Security, other Mock Drills for CMP, Mock Drill for Black Start

Restoration was to be furnished Chief Engineer, DMLF, CEA, SewaBhavan, New Delhi-110066. A copy

of the reports was to be sent to SRPC Secretariat ([email protected] and [email protected]).

Information required by CEA (vide letter dated 26.11.2013) regarding Security of power installations was

to be furnished to CEA.

11.1.2 In the Meeting, SRPC informed that APTRANSCO, TANTRANSCO, TANGEDCO, KSEB, NPCIL, KPCL,

NTECL, NLC, SRLDC, KPTCL, TSTRANSCO & TGGENCO had submitted the CISO Nominations.

Others utilities were requested to kindly furnish the same at the earliest.

11.2 Black Start Procedure

11.2.1 In the earlier Meetings, SRLDC had expressed concern that all the states/constituents were not following

point to point exercise as given in the standard format communicated for Disaster Management with clear

observations and recommendations. SRLDC requested all the utilities to furnish reports in the format of

Disaster Management. Few utilities like Kerala were only furnishing reports in the circulated format.

SRLDC had requested for the thorough involvement of SLDCs during black start mock exercises.

11.2.2 It was noted that mock exercises would be done for remotely controlled sub stations also and requested

PGCIL to finalize and furnish the procedures to SRLDC.SR I & SR II, PGCIL informed that corporate

approval for the black start procedure for remotely controlled stations was still awaited.

11.2.3 APTRANSCO informed that they had conducted mock exercise between Srisailam RB-Podili-Nellore.

11.2.4 KPTCL informed that mock exercises at Sharavathy, Gerusoppa, Kadra & Kodasalli had been conducted

and they had extended the supply to next station during the exercise. The report in this regard would be

submitted soon.

11.2.5 EE, TANTRANSCO informed that higher officials were aware of the point to point mock exercise

requirement but there were apprehensions by generators which were being addressed by P&C and

through operational studies.

11.2.6 SRPC requested all the constituents to furnish the Mock drill schedule July – December 2015.

11.2.7 The details of Mock Drill carried out during July 2015 is at Annexure-11A.

TSTRANSCO vide letter dated 29.07.2015 had submitted the quarterly mock drill reports

conducted by various generators.

KPCL vide letter dated 04.08.2015 had submitted the mock drill reports of the following stations.

Kadra & Kodasalli PH 11.3 Priority for Railways/Metros in the matter of Restoration of Supply

11.3.1 In the earlier OCC meeting, KPTCL informed that hotline to SLDC from metro control centre and railways

were still pending.

11.3.2 It was noted that Railways/Metros/ SLDCs needed to establish the hot links between TPC and SLDC

wherever pending.

11.3.3 It was noted that a meeting with Chennai Metro Rail Ltd (CMRL) and TN SLDC regarding CMP was held

on 03.07.2015. The copy of the minutes is available at

11.3.4 TANTRANSCO was requested to follow up the recommendations finalized in the meeting.

11.3.5 It was noted Hyderabad Metro & Kochi Metro were scheduled to come by end of 2016. TSTRANSCO &

KSEBL were requested to appraise them of the grid/operational requirements.

12 RGMO 12.1 RGMO response had been deliberated in the Meetings held on 29.06.2013, 25.07.2013,

21.08.2013(Special TCC), 30.09.2013, 29.01.2014, 23.06.2014& 27.08.2014. Issue had been further

highlighted in the 26th

TCC/ 27th SRPC Meetings held on 11

th/12

th May 2015 at Hyderabad. Inadequate

response was an area of serious concern and there was no noticeable improvement.

12.2 In earlier OCC Meetings, the following had been noted:

All new generating stations were to ensure RGMO before COD as per new Terms and Conditions

of Tariff Regulations.

SRLDC had requested all the ISG generators to extend the RGMO status point to SRLDC and all

the state generators to extend it to SLDC and further to SRLDC.

In case RGMO is taken out of service for any reason, generating station must intimate SRLDC

with the reasons.

SRLDC/SRPC had pointed out that all SLDCs were to ensure all the new units have RGMO,

communication links, Main & Standby data channel and SCADA facility in place before

declaration of COD.

SRLDC had expressed concern regarding the RGMO response of the generators in the region

which was in the range of only about 20-40 % of the expected relief of the capacity on bars.

RGMO feature was yet to be implemented for MTPS St-III unit (600 MW). In respect of

Krishnapatanam JV, APGENCO was suggested to implement the RGMO feature before declaring

CoD of Unit 2 and RGMO performance in respect of Unit 1 was to be furnished after analysis for

the posted incidents.

RGMO feature for the units of NLC TS II expansion was available but fine tuning was required to

be done.

NTPL had informed that RGMO feature had been implemented in both the units but

communication was to be ensured by PGCIL for RGMO status point to SRLDC. PGCIL & NTPL

were requested to coordinate.

SRLDC had informed that NLDC had appreciated FGMO/RGMO performance of hydro

generators in the Southern Region at hearing by Hon’ble CERC in Petition No. 84/MP/2015.

Regarding the extension of RGMO status point to SLDC :

APTRANSCO informed that they had extended the RGMO status point of all the

generators to SLDC except Upper Sileru & Machkund stations for which action was being

initiated. They were taking up Krishnapatnam status point extension.

TANTRANSCO informed that RGMO status point had been provided in TTPS & NCTPS

units but for MTPS it was pending since the units were old.

KPCL informed that they were taking up with the management and they would extend

the status point of all thermal units except Unit 4 of RTPS as it was under Japanese

OEM. Status points of all hydro units to SLDC would be made available soon.

SRLDC informed that RGMO status of Ramagundam TPS, Simhadri TPS, NTECL Vallur

was coming to SRLDC but no NLC station status was coming.

12.3 DGM, NLC informed that they were ready for extension of RGMO status point and PGCIL had been

requested to extend the data links at NLC TS I Exp, NLC TS II & NLC TS II Exp. SRLDC confirmed that

they had no problems at their ends as IEC data points were ready and requested PGCIL to coordinate.

12.4 EE, TANTRANSCO informed that RGMO for MTPS St-III was being followed up and there was some

dispute with supplier.

12.5 SRLDC presented the RGMO analysis for the incident 28.07.2015 11:52 Hrs when frequency fell from

49.95 Hz to 49.56 Hz. Presentation copy is at Annexure-12A. The units which responded are given

12.6 The flowing were noted from the RGMO analysis:

NCTPS St-II units were in service but no performance was observed.

No performance was observed from SDSPP (Krishnapatnam JV) units.

Vallur Unit 1 had performed appreciably.

Karnataka Hydro had performed well due to good Sharavathy response

Thermal Units performance: AP-11%, TS-20%, KAR-10%, TN-29%, CGS-17% & SR- 17%

Hydro Units performance: AP-8%, KAR- 87%, TN-15% & SR-50%

RGMO data received from NTECL Vallur, APTRANSCO & METTUR TPS only.

12.7 CM, NTPL informed that RGMO of Unit 1 was in service but the unit was in trial stage only. The trial

operation of Unit 2 had started today(06.08.2015) but the unit tripped due to some issues.

12.8 SRPC requested SLDCs to analyze the RGMO instances posted by SRLDC for the generators in their

control area and take up action as per 84/MP/2015. Inadequate Response to be taken up with SERC

(Petition No.302/MP/2013). Action on recommendations finalized in the Special Meetings needed to be

taken by generators/states. All generators were kindly requested to take all steps to ensure intended

RGMO/FGMO response.

13 TRANSMISSION NETWORK ISSUES AND SYSTEM OPERATION ISSUES

13.1 High Loading of 400kV Kolar-Hosur, 400kV Udumalpet-Palakad & 765kV Raichur-Sholapur Lines

13.1.1 All constituents were requested to maintain their LGBR and restrict over drawal/under drawal and

adhere to SRLDC instructions. Spatial Load Generation Balance was also critical.

13.1.2 In the Meeting for formation of control areas held on 07.07.2015, it had been agreed that 1200 MW

would be monitored on 400 kV Hiriyur – Nelamangala lines and caution/violation messages would be

accordingly issued to KPTCL to maintain upstream generation and downstream loads. It was also

agreed that 980 MW would be monitored on 400 kV Udumalpet- Palakkad lines and caution/violation

messages would be accordingly issued to KSEB to control its downstream loads.

13.2 Prolonged Outages

13.2.1 Status review of prolonged outage of grid elements in SR & Realistic Action plan for revival of the

prolonged outage was awaited from some of the constituents. Monthly reports are required to be

13.2.2 SRPC requested that all the utilities should revert back with action plan for Prolonged Outages as

mandated.

13.3 Closing of 220 kV Upper Sileru- Balimela line

13.3.1 Upper Sileru - Balimela line had been idle charged from 8th January 2015 from Upper Sileru end. AP had

informed that the line could be closed from 2230 hrs to 0500 hrs.

13.3.2 It was noted that a Meeting had been conducted in MoP regarding Upper-Sileru –Balimela line.

13.4 Over Loading of 230 kV Hosur - Shoolagiri line

13.4.1 In earlier Meetings, KPTCL had informed that they were planning alternate arrangements for

Yerrandahalli which was likely to be in place by July 2015. 400 kV Mylasandra SS had been planned as

part of alternate arrangement. Contract had also been awarded however there were some disputes in

land acquisition. Another 66 kV line had also been planned. With commissioning of Mylasandra S/S,

loading on Somanahalli - Hosur would get reduced. 66 kV cable laying works between Velankeni-

Naganathapuram were under progress. Works on 66 kV Nagnathpuram - Electronic city (OH line) D/C,

Sarjapura-Atibele, Sarjapur – Chandapura & Sarjapur - Bommasandra were also under progress.

TANTRANSCO had informed that approval had been accorded for 2nd

circuit of Hosur-Shoolagiri and

Uddanapalli S/S (near Hosur) .Contract and civil works had been awarded for Gurubarapalli S/S near

Shoolagiri.

13.4.2 KPTCL was requested to expedite alternate arrangements for supply to Yerrandahally.

13.5 Preparation of High Wind and Monsoon season- Action Plan to deal with heavy line loading

expected in Thirunelveli-Kayathar, Udumalpet and Hiriyur areas

TANTRANSCO & KPTCL were requested to control the line loadings during high wind season and were

suggested to be ready with action plan.

13.6 Reconciliation of Schedule within same shift by Regional Entity.

SRLDC informed that they had circulated the draft procedure but no comments had been received so

far.

13.7 Strict Compliance of IEGC 6.5.33

In case of any discrepancy detected in the final implemented schedule issued for the previous day, it

must be informed to SRLDC within 5 days by all the Regional Entities/Traders for timely verification & re-

conciliation. SRLDC had informed that in case of any discrepancy detected in the final implemented

Entities/Traders for timely verification & re-conciliation as per IEGC 6.5.33. It was pointed out that some

utilities were reporting the discrepancies even after REA preparation.

13.8 Release of Revised Operating Procedure by SRLDC for 2015-16

SRLDC informed that they had uploaded revised operating procedure for 2015-16 and it was available at

SRLDC website. Any changes in the operating procedures would be revised as amendments.

13.10 KKNPP Related Issues

13.10.1 Following issues regarding KKNPP were under deliberation:

KKNPP vide letter dated 25.07.2015 (Annexure-13A) had informed that single phase A/R

functions in 400 kV KKNPP- Tirunelveli lines were enabled and kept ON at KKNPP end from

24.07.2015.

It was noted that A/R was put in place for 3 lines of 400 kV KKNPP- Tirunelveli line but not for

400 kV KKNPP-Madurai line.

SCADA Inputs to be ensured from KKNPP

KKNPP informed that tenders were opened and SCADA inputs would be provided by February

Need for additional Reactors.

It was noted that in the 26th TCC/27

th SRPC, NPCIL had informed that they were agreeable for

150MVAR absorption from grid and regarding the installation of additional reactors, KKNPP

would take up with CTU.

KKNPP vide letter dated 30.07.2015(Annexure-13B) had taken up with CTU in this regard.

13.11 Non operation of Auto reclosure

400 kV Ramagundam -

Chandrapur Line

NTPC had informed that they had got corporate approval for implementing single phase A/R scheme. Three phase A/R implementation approval was awaited.

SR-I informed that their Corporate had given approval for single phase A/R scheme when both lines are in service. During tripping of one line, power through HVDC to be curtailed to 550 MW(PDO). 3 phase A/R would be in service during one line in service.

SR I & NTPC were requested to coordinate for the implementation of A/R scheme and to complete the scheme at the earliest.

230 kV Neyveli –Villianur &

230 kV Neyveli – Bahoor

NLC and PED confirmed healthiness of A/R feature for both the lines. PLCC communication was an issue.

In 108th OCC meeting, SR-II, PGCIL had informed they were agreeable

for PLCC upgradation at their own cost and proposal had already been initiated and would take 5-6 months form completion. It was noted that A/R scheme could be implemented without PLCC (without carrier) in the interim period through extended Zone-I protection.SR II, PGCIL was requested to implement A/R schemes of both the line through extended Zone-I protection until PLCC is commissioned. PGCIL agreed to enable A/R scheme with 80% Zone-1 scheme.

SR II, PGCIL informed that procurement of Protection Couplers was under progress and PLCC upgradation would take 4 months for PLCC up gradation. Some issues on 80% Zone-1 was also raised.

PGCIL, SR II was requested to coordinate with NLC and Puducherry for extended Zone-I protection

400 kV Kaiga - Guttur SRLDC/SRPC expressed concern for non-implementation of A/R scheme since long time even though A/R was implemented in other nuclear stations in India.

In 26th TCC meeting held on 11.05.2015, NPCIL had agreed to

implement the scheme. KGS was requested to implement the scheme at the earliest. SRPC vide letter dated 16.06.2015 had communicated to KGS in this regard.

In 109th OCC, it was noted that NPCIL Corporate had agreed for

implementation of A/R scheme for KGS connected line.

In the meeting, KGS informed that A/R scheme was enabled for Kaiga-Narendra II line and they would implement for all the 400 kV lines in phased manner.

SRLDC requested that A/R should be enabled for all the Inter-Regional/Inter-State lines/ 220kV/ 400 kV

feeders.

14 LGBR & OUTAGE PLANNING

14.1 Status Review on development of load forecasting tools by SLDCs as per IEGC Clause 5.4.2

14.1.1 The issue was noted for compliance by the states/SLDCs.

14.1.2 The following was noted from the Order dated 19.12.2013 on Petition No. 249/250/251/MP/2012

“We direct all STUs/SLDCs of the Northern Region, Southern Region and Eastern Region to forecast

their demand and make adequate arrangements to avoid dependence on Unscheduled Interchange for

meeting their demand or for injecting short term surplus power, irrespective of the frequency”

14.1.3 There was need for further involvement of DISCOMs for their 96 block load forecast and by state

generators of their 96 block generation forecast. SLDCs needed to play more proactive role in this regard.

14.2 Outage deviation report for the period April –June 2015 in respect of Generating Units/Transmission Elements of Southern Region

SE (O), SRPC requested all the constituents to furnish the reasons for outage deviation w.r.t. the

planned outage as it needs to be communicated to Hon’ble CERC.

14.3 LGBR for July 2015- March 2016

The review LGBR for July 2015-March 2016 is available at SRPC website.

15 OTHER ISSUES 15.1 ATC/TTC calculation by SLDCs

SRLDC pointed out that ATC / TTC computations needed to be furnished by State utilities. LGBR for the

next five months was also needed to be furnished by all the constituents before 5th of every month for the

purpose of ATC computations. If the constituents furnish the LGBR details in the specified format in

specified format or submission of network data in PSSE format (.raw file) on day ahead basis, ATC

computation could be done by SRLDC with better accuracy on day ahead basis.

15.2 Collection of data regarding Power Supply to Rural Areas

15.2.1 CEA vide letter dated 09.04.2014 had informed that in the Meeting held at MoP on 09.04.2014 it had

been decided to collect the data invariably from DISCOMs in a simplified format. SRPC vide letter dated

11.04.2014 enclosing CEA letter dated 09.04.2014 had requested that the data in this regard in the

requisite format may please be arranged to be communicated to SRPC Secretariat at the following E-mail

addresses:

15.2.2 SRPC requested all concerned to kindly ensure that data in respect of previous month is communicated

by first week of the month.

15.3 Implementation of RRF Mechanism

In the 91st OCC Meeting provisions of CERC Order dated 07.01.2014 in respect of Petition No.

356/SM/2013 were noted. Forecasting and scheduling of Wind Generation was to be continued and the

data needed to be preserved.

It was noted that Proposed Framework on “Forecasting, Scheduling & Imbalance Handling for

Renewable Energy (RE) Generating Stations based on wind and solar at Inter-State Level” had been

brought out by the Commission.

15.4 Reporting the Status of implementation of the recommendations of the Enquiry Committee

15.4.1 All RPCs had been requested to update and forward the status of implementation of recommendations of

the Enquiry Committee on Grid Disturbances on 30th

and 31st July 2012 to CEA in the prescribed format

on fortnightly basis regularly i.e. the status as on last day of the month to be forwarded by the 3rd

day of

the following month and that as on 15th

of the month to be forwarded by 17th of the month. All members

agreed to submit the above information on fortnightly basis through RPCs.

15.4.2 SRPC requested all the constituents to kindly update and forward the status in a timely manner.

15.5 Energy Generation data Management from Renewable Energy Sources

15.5.1 SRPC stated that Monthly generation data in respect of Renewable Energy Sources was to be submitted

to CEA with a copy to SRPC. Action taken w.r.t to Minutes of the meeting held on 8th November 2013 was

to be furnished (Minutes annexed with 90th

OCC minutes).

15.5.2 In the Special Meeting held on 20.07.2015 the following was noted :

TANGEDCO had informed that a comprehensive scheme from the Energy Meters along with AMR

was under implementation. The scheme covered 4,500 existing Energy Meters along with 8,500 new

Energy Meters.

On a query it was confirmed that Real Time Data (2-4 seconds) would also be available at SLDCs.

The scheme was being planned through GPRS and a number of service providers were covered.

This would improve the visibility of wind generation significantly and assist in judicious decision

making by the operators at SLDC.

It would take another 4 months to complete the scheme. SRLDC stated that the scheme needed to

be integrated to New SCADA.

15.6 Data/ Information requirements of SRLDC

15.6.1 SRLDC requested timely reporting of the following:

Loss of generation due to coal shortage / technical problems needs to be furnished for onward

transmission to NLDC by 1000 hrs on a daily basis.

Providing split-up of details of Non-Conventional Energy Sources generation for Solar, Biomass,

Wind, Bio-gases& Small Hydels in monthly data.

Load Forecasting Day wise Block wise

Power Supply Position Report: Hourly Load Shedding & Daily L.S in MU to be submitted before

03:00 hrs for previous day for calculating correct shortage.

15.6.2 As discussed in previous OCC Meetings, SRLDC requested all constituents to furnish hourly load

shedding details (both scheduled & unscheduled) by next day as the same is required by various

agencies. AP & KAR were not submitting the details. Other constituents are submitting data occasionally.

15.7 Wind Generation

SRLDC presented the day-wise Wind Generation pattern in Karnataka & Tamil Nadu during the period

1st

July 2015 to 31st

July 2015. Wind generation in Tamil Nadu had varied between 36.831 MU

(28.07.2015) to 80.832 MU (08.07.2015). Wind generation in Karnataka had varied between 15.013 MU

(14.07.2015) to 30.168 MU (06.07.2015).

15.8 Coal Stock Position

15.8.1 It was noted that as per CEA norms, coal stock position is termed as critical (< 7 days) or super critical (<

4 days) of coal stock. It was noted that the coal stock position in the following thermal stations was less

than that for 7 days generation as on 05.08.2015:

Vallur TPP: 5 days 15.8.2 Generators were requested to take steps to improve/maintain the coal stock position.

15.8.3 Commercial Issues raised by SRLDC

15.8.4 EE, TANTRANSCO informed that SEM workshop for TN had been completed on 25th July 2015.

15.8.5 Copy of presentation of Commercial Issues raised by SRLDC is at Annexure-.15A.
