Agenda for the 132nd Meeting of Operation Coordination Committee

to be held at SRPC Bangalore on 09thJune 2017

1 Confirmation of the Minutes of the 131st Meeting of OCC of SRPC held on 11th May 2017 at

SRPC, Bengaluru.

2 Monthly Outage Plan/ Annual Outage Plan

2.1 ISGS/CGS: Generating Units

a) Shut Down Proposals for June/July 2017

b) Shut Down carried out during May 2017 along with reason for deviation, if any.

2.1.1 Reschedule of TSTPS Unit-4 Overhauling

TSTPS Unit-4 planned shutdown from 01.06.17 to 15.07.17 (45 days) for overhauling & boiler modification was approved in 131st OCC meeting. NTPC vide letter dated 30.05.2017 (Annexure-2A) informed that due to a delay in mobilization of Tower Crane required for Boiler Modification work; Unit-4 shutdown is re-scheduled from 19.6.17 for 45 days (till 02.08.17).The major boiler modification is planned to overcome some of the design issue, which will improve the Heat rate and the boiler forced outage. it is requested by NTPC that the rescheduling of the planned outage of Uni4 from 19.6.17 for 45 days may kindly be approved.

2.2 ISTS/State Sector Transmission Lines and Elements

2.2.1 All utilities are to submit the S/D proposals for the subsequent month by 3rd of the current

month. Shutdown requests for the same month needed to be avoided. An outage

coordination group had been created ([email protected]) for

review of the previous OCC approved shut downs (construction/critical).

2.2.2 Non-availing the OCC approved shut downs

SRLDC to furnish the approved vs availed percentage of shut down approved for May 2017. States/Utilities to furnish the reasons for non availing the shutdown.

2.2.3 All the utilities to furnish the details/deviations with respect to their Annual Outage plan

schedule VS maintenance carried out on a monthly basis as this information is required

for the Annual Outage Plan Deviation Report being submitted to CERC.

3 LGBR for upcoming five months

3.1 The following details to be furnished for discussion:

Schedule of Hydro, Thermal Generation, RES, Purchases, Anticipated Consumption etc.

Shortfall/Surplus, if any and how the same is proposed to be met.

Arrangements to meet the Demand and Energy shortage for June 2017 due to poor

Monsoon and ongoing summer.

Status review of Development of State of the Art load forecasting tools as per clause

5.4.2 of IEGC.

Load Generation Balance in real time.

3.2 LGBR for upcoming five months & TTC/ATC computations

4 Review of Power Supply Position /Inflows

Constituents/ Generators to furnish the reasons for deviation:

a) Actual with respect to anticipated (MW & MU) for availability and requirement.

b) Generation variation category wise with respect to MoP targets/LGBR figures.

c) Inflows (MU) to major reservoirs: Actual w.r.t. 10 year moving average and w.r.t.

same month last year.

d) Reasons for demand -supply gap and its variation

5 MAJOR ISSUES

5.1 Presentation by States on Operational Issues

5.1.1 It had been decided in the 126th OCC Meeting that all States/Generators/Powergrid may

kindly submit the presentation in prescribed template and specific issues needed to be

highlighted separately which would be deliberated. The statistics furnished in the

presentation were valuable and used in preparing the minutes.

5.1.2 In the 131st OCC Meeting SRPC requested that States may kindly furnish the status of

SCADA visibility of newly commissioned Wind/Solar Generators to SLDC/SRLDC along with

LVRT Status.

5.1.3 KPTCL is requested to furnish the updated presentation.

5.1.4 SRLDC requested that states may kindly upload their presentation by 5th of every month so

that SRLDC can compare with their information/data which will help in better

discussion/analysis of the issues.

5.2 Staggering of Loads/Overdrawal during peak hours

5.2.1 In the 130th OCC Meeting SRLDC had informed that from March 2017 onwards the SR

demand pattern was experiencing sudden and abrupt load change over in the evening peak

hours. SRPC and SRLDC had suggested that SLDCs may conduct a Meeting with

DISCOMs and discuss and arrive at an effective load staggering pattern which would

smoothen the changeover. Reports/minutes/staggering details may be submitted to

SRPC/SRLDC. In the 131st OCC it was noted that SRLDC vide letter dated 26.04.2017 had

again taken up this issue with all the States.

5.2.2 After analyzing the demand pattern for the period from 26th April 2017 to 23rd May 2017,

SRLDC vide letters dated 24.05.2017(Annexure-5A)had again taken up the issues with

AP/TS/KAR and had submitted the following:

The demand pattern and the relevant details are brought out as Annexure I of the letter.

Sharp demand changes have wide impact on governor response and parameters of

generating units, grid frequency, line flows & voltages etc. Large set point changes in

HVDC Bi pole is also resorted to which has a cumulative impact on the life of the

converter transformer. Such large quantum of load throw off during change over causes

severe over voltages in the grid. The list of lines tripped/hand tripped due to over voltage

since 1st May 2017 during change over period is also enclosed as Annexure II.

It is therefore requested that the matter may please be taken up earnestly with State

Discoms for effecting the staggered change over. Load Despatch Control Room Officials

may also be sensitized to mitigate the deviations through optimum scheduling.

Co-operation is solicited and appreciated at all times in maintaining system parameters

within IEGC range and ensuring safe, secure and integrated operation of SR/All India

Grid.

5.3 Surrender of power by the beneficiary states and sale of the same in the market –

issues to be addressed – suggestions for consideration.

5.3.1 NLC vide letter dated 22.05.2017(Annexure-5B) had raised the Technical problems in

implementing IEGC fifth Amendment and issues of URS sale and submitted the following:

NLC is basically an integrated lignite mining and power generation company, owning &

operating their open cast lignite Mines, which feed the downstream Thermal Power Plants.

Hence, the performance of the Mine depends very much upon the performance of the linked

Thermal Power Plant. The „Technical Minimum” provision in the Grid Code that has come

into force w.e.f. 15.5.2017, apart from causing technical problems in the smooth operation of

the lignite fired units has an impact on the utilization of the lignite mined out from the lignite

Mines of NLCIL impacting the Company. Though, there is provision available for sale of

power surrendered by the beneficiary states, the following difficulties are being faced by

NLCIL.

i) Technical Problems:

a) Lignite being a low calorific value and high moisture fuel, reduction of load on the lignite

fired units to such an extent leads to instability in the furnace and calls for usage of fuel

oil.

b) The newly commissioned Circulate Fluidized Bed Combustion (CFBC) based Units of

TPS II Expansion are still under stabilization. With lot of modifications and

improvements, these units are now only being operated nearer to rated capacity and

variation in the loading of these Units leads to disturbance, including tripping of Unit

and in such an event, it takes a minimum of 15 days to restart the Unit again.

c) In case the Generator is given a schedule below the Technical Minimum and the

Generator is not able to operate the Unit, then there is an option to take Reserve shut

down of the Unit(s). This will lead to start/ stop of the Unit on a frequent basis and the

Units are not designed for such type of operation.

ii) Issues in sale of URS power:

Consent is given by the beneficiary for sale of URS power for shorter periods only.

Day to day consent is also required from the beneficiary before the sale of power is

undertaken by the Generator.

Actual surrender of the beneficiary at the end of the day is found to be much higher than

the quantum indicated to Generator as URS power for sale. This leads to availability of

lower quantum of power for sale by the Generator and the market is also deprived of the

same.

At present, Technical Minimum Schedule issued by the RLDC includes quantum of

traded URS power also. This becomes more pronounced when the surrender of power

is more.

The details of power surrender and the quantity offered for trade from 15.05.2017 to

21.5.2017 in respect of two Thermal Power Stations of NLCIL are furnished below:

From the above, the following points emerge:

If the beneficiary predict their requirement in a fairly accurate manner & offer the URS

power for trade prior to the day of operation, the quantum of power available for trading by

the Generator and also the quantum of power traded will be more.

By resorting to surrender during the day of operation, such quantum of power goes

unutilized, as the same could not be made available in the market

The provisions made in the Tariff policy for the sale of power in the market should be

complied with fully to ensure a level playing field for both the Generators and the

beneficiaries alike.

iii) Impact of the Company as a result of implementation of Technical Minimum:

The lignite produced in the Mines could not be utilized fully.

While the fixed chargers of Thermal Power Plants are recovered through the Declared

Capability (DC) of the Station, the cost of lignite is recovered through the energy charges

of the Station, which is dependent upon the schedule given by beneficiaries. The lower

the schedule, the higher will be the under recovery in Mines, as normative capacity

utilization of Mines is dependent upon the consumption of lignite by the downstream

Thermal Power Plant.

The trading of power as well as its price depends upon the market conditions and thus

there is uncertainty in the sale of surrendered power and this also impacts the revenue to

the company.

As a result of the above, the impact of implementation of “Technical Minimum” and more

so, keeping it at 55% becomes more pronounced in case of NLCIL which own both lignite

Mines and downstream Thermal Power Plants.

The power surrender in respect of NLC stations during the year 2016-17 was about 1300

MU and going by the current trend & the technical minimum at 55%, the anticipated power

surrender during this year 2017-18 will be between 2500 MU & 3000 MU and this will

result in considerable reduction in revenue to the company.

Support of required from the SRPC:

While NLICL is taking up with the CERC and the MoP for revision of “Technical Minimum

from 55% to 70% in case of lignite Thermal Power Plants of NLCIL, SRPC is requested to

take up the following issues with the beneficiaries:

The beneficiaries shall firm up their requirement closer to actual demand while furnishing

the surrender quantity to the RLDC prior to the day of operation, it is observed during last

one week of operation with technical minimum at 55%, that more than 25% of generation

is lost in NLCIL as the URS power was not available for trade, it is suggested that the

beneficiaries may be advised to provide atleast 90% of URS power for sale and keep 10%

with them for operational flexibility at their ends.

Surrender by each beneficiary should not be below the proportionate Technical Minimum

Schedule as per their entitlement so that the Generator does not suffer because of full

surrender of their share by the beneficiaries.

URS power shall be treated Independent of the Technical Minimum Schedule.

5.3.2 Subsequently SRPC vide letter dated 26.05.2017(Annexure-5C) had taken up the issue with

all the States. Station surer in MU in respect of NLC TS-II was tabulated. The surrender by

the beneficiaries in MU as also the consent was also shown in the Annexure. It can be seen

that against a surrender of about 152 MU, consent had been given for only about 48 MU.

5.3.3 It is requested by SRPC that requirement as close to actual demand may kindly be firmed up

while furnishing the surrender quantity to SRLDC, prior to the day of operation. Maximum

possible power may be proved as URS power for sale, while keeping some power for

operational flexibility. This would help ensure that the quantum of power available for trading

by the generator and also the quantum of power traded will be more. This matter is also

proposed to be discussed in the ensuing Operation Coordination Committee meeting in June

2017.

5.3.4 It was noted that NLC vide letter dated 18.05.2017(Annexure-5D) had requested Hon‟ble

CERC for upward revision of Technical Minimum on account of the difficulties encountered

during implementation of Technical Minimum at 55 %.

5.4 Request for certification of Intra – State transmission lines of APTRANSCO having

incidental flows due to Inter-State power transfers as “Non Inter State Transmission

System(ISTS) lines carrying Inter State Power

5.4.1 APTRANSCO vide letter dated 12.05.2017(Annexure-5E) had informed that in line with

CERC Regulations, APTRANSCO had requested for certification of Intra-State Lines with

incidental flows of power as Inter-State Transmission System (ISTS) lines vide letter dated

09.12.2016 Subsequently in SRPC meeting that was held on 24.02.2017, it has been

decided to consider a cut off of 50% as per the methodology below:

„The certification would be valid for a financial year. The base case of each quarter

submitted by DLC to validation committee for PoC Computation of the previous year

would be examined for certification in the current year. If in each base case the usage of

state owned line is more by other state than home state then those lines would be

certified as Non-ISTS lines carrying Inter State Power. The usage of lines would be

obtained through WebNet Software.‟

5.4.2 As per the methodology finalized by SRPC, for the certification of FY 2017-18, the base case

of 4 quarters of FY 2017-18, would be utilized to decide on the certification of Non-ISTS

lines. Moreover, the certification would be valid only for the financial year, ie., FY 2017-18.

5.4.3 For the year FY 2017-18, the data submission deadline for Q1 of FY 2017-18 was 31.1.2017

and the validation committee meeting for finalizing the data for Q1 of FY 2017-18 was held

on 21st February and SRPC certification and asset wise tariff, the Non-Interstate

Transmission System (ISTS) lines of Andhra Pradesh carrying Inter State Power could not

be included in the PoC Mechanism.

5.4.4 Andhra Pradesh has lost around Rs.50 Crores due to the non-inclusion of Non-ISTS lines

carrying Inter State Power for Q1 of FY 2017-18. Andhra Pradesh has to face similar

financial loss for Q2 of FY 2017-18 on delay of certification of the non-ISTS lines carrying

Inter State Power. Further on delay of the certification in itself will be limited use as it would

be valid only for the last two quarters.

5.4.5 To enable including of the Non-ISTS lines for the Q2 of FY 2017-18, APSLDC requested the

certification of Non-ISTS lines carrying Interstate Transmission Power latest by next week.

5.4.6 APTRANSCO vide letter 25.05.2017(Annexure-5F) had further taken up the issue with

SRPC.

5.5 Optimum harnessing of RE in Southern Region

5.5.1 CEA vide letter dated 30.03.2017 had brought out the Minutes of the Meeting held on

10.02.2017 in Ministry of Power for discussing matters related to optimum harnessing of

Renewable Energy Integration in SR without endangering Grid Security. It can be noted that

a number of actionable points had been finalized in the Meeting and time line for

compliance of the same also had been specified. Enclosing the Minutes of the Meeting,

SRPC vide letter dated 02.05.2017 had requested all the concerned that the matter may

kindly be arranged to be reviewed and urgent action be arranged wherever necessitated.

5.5.2 In the Meeting, MS SRPC suggested that a meeting may be scheduled to discuss on the

status of action taken w.r.t the Minutes of MoP Meeting.

5.5.3 Subsequently a Special TCC Meeting was convened on 20.05.2017 at SRPC Bangalore.

The minutes of the Meeting are at SRPC website.

5.6 Constitution of “Sub-Group under Technical Committee for Implementation of Frame

work on Renewable at the state level”

5.6.1 CERC vide their communication dated 02.05.2017 informed the following:

Technical Committee under the Chairmanship of Member, CERC, Shri A.S.Bakshi was

formed at the direction of Forum of Regulators (FOR) in November, 2015. This

Committee comprises of Technical Members of State Commission of renewable rich

States, viz. Tamil Nadu, Gujarat, Rajasthan, Maharashtra, Andhra Pradesh, Karnataka

and Madhya Pradesh. The objectives of the Committee include facilitating

implementation of Regulations for Forecasting, Scheduling and Deviation Settlement at

the State level, implementation of ABT framework and Ancillary Services in member

States, among others.

The Committee in its eleventh meeting held in Chennai on 28.03.2017 felt that with

increasing penetration of Renewable Energy (RE) in the backdrop of GoI‟s 175 GW RE

target, increasing inter-state transmission of power and commitment of 24x7 Power to

All, regional cooperation for optimum utilization of generation resources has become

critical.

Further, it was decided that Sub-Groups be constituted in the Northern Region, Western

Region and Southern Region (the three RE rich regions) headed by the Member

Secretaries of the respective Regional Power Committees (RPCs) to examine this issue.

Accordingly, Sub-Groups have been constituted by the competent authority comprising

the following:

1. Member Secretary, RPC, as Chairman of the Sub-Group

2. One representative from concerned SERCs of the Region

3. One representative from concerned SLDCs of the Region

(b)&(c) as above to be nominated by the concerned SERC

4. One representative from RLDC (concerned RLDC) to be nominated by NLDC.

5. One representative from NLDC/POSOCO

6. One representative from FOR Secretariat (optional/observer)

The Sub-Group may co-opt any external expert as it deems fit.

This Sub-Group shall inter-alia examine the feasibility and modality of cooperation

among states in the respective region for ensuring optimum utilization of generation

resources with least cost options for balancing across the region.

The Sub-Groups are to submit their findings before the Technical Committee at the

earliest.

5.6.2 SRPC referring CERC letter had requested to the concerned that the nominations as

detailed above may kindly be arranged to be communicated at an early date. (SRPC letter

dated 23.05.2017 at (Annexure-5G) It is also proposed to hold the first meeting of this sub-

group on 07.06.2017 at 1030 hrs. in the Conference hall of SRPC, Bengaluru. It is

requested that the nominated officers may kindly make it convenient to attend this meeting

on 07.06.2017. The points for discussion in the meeting will be circulated separately.

5.6.3 Further SRPC vide letter dated 24.05.2017 (Annexure-5H) informed that it is proposed to

co-opt expert from TSTRANSCO AND KESBL to this sub-group. It is requested that the

nominated officer may kindly make it convenient to attend this meeting on 07.06.2017.

5.6.4 Subsequently SRPC vide letters dated 31.05.2017(Annexure-5I) had communicated the

points for discussion in the Meeting scheduled for 07.05.2017.

5.6.5 SRPC vide letter dated 01.06.2017(Annexure-5J) had again taken up with the concerned for

the Nomination to the Sub Committee.

5.7 Terms and Reference for the proposed study on Renewable Integration

5.7.1 It was noted that in the 31st SRPC Meeting held on 25th February 2017

TANGEDCO/TANTRANSCO had agreed to take up the matter of funding this study by RE

Developers with them. SRPC vide letter dated 03.05.2017 had requested TANTRANSCO

that the matter regarding possible funding of the consultancy may kindly be arranged to be

taken up with RE Developer Associations.

5.7.2 In the meeting, it was noted that TANTRANSCO/TANGEDCO may call for a meeting with

RE Developer Association shortly.

5.8 Confirmation for the indicated plan for FGD/Phasing Out Plan for implementation of

new Environmental Norms for Thermal Plants issued by MOEF & CC.

5.8.1 It may be noted that a meeting on Preparation of Phasing Plan for implementation of new

Environmental Norms for Thermal Plants, issued by MOEF&CC in line with CEA‟s letter

No.CEA/Th./TPE&CC/ENV/55/2015/1473 Dated 22.12.2016 was held on 12.01.2017 at

SRPC, Bengaluru (Minutes available at SRPC website). After ascertaining the firmed up

Phasing Plan for FGD installation was communicated to CEA (the details available at SRPC

website). Subsequently, CEA has firmed up the FGD phasing plan and uploaded on its

website. Subsequently, a meeting to firm up phasing out plan for thermal unit which do not

have space for FGD was held on 25.03.2017. The minutes of phasing out plan are available

at SRPC website.

5.8.2 CEA has desired confirmation for the indicated plans. The matter may kindly be treated as

urgent and confirmation may be communicated positively by 1st June 2017. SRPC letter

addressed to all concerned is at Annexure-5K.

5.8.3 Subsequently, NTPL vide email dated 31.05.2017 (Annexure-5L) had confirmed that the

indicated plan in respect of both the units of NTPL for FGD implementation of new

environmental norms for Thermal Plant issued by MoEF&CC it acceptable to them. It is also

stated that they are in the process of getting approval to flat tender for Consultancy Services

to study about implementation of revised environmental norms.

5.8.4 SEMCORP vide letters dated 31.05.2017 (Annexure-5M) had confirmed that the schedule

of phasing plan-4 FGD implementation(for TPCIL and SGPL Units) indicated in the letter is

acceptable to SEMCORP.

5.8.5 Communications received from TANTRANSCO & NTPC are at Annexure5N.

TANTRANSCO was requested to furnish the information including all the Generators which

are identified in the letter for Phasing Out and FGD installation. All concerned are requested

to furnish the information positively by 02.05.2017.

5.8.5 Chairperson, SRPC vide letter dated 24.05.2017 (Annexure-5O) had submitted to

Secretary-Power, MoP that during discussions in the 31st SRPC meeting held on 25.2.2017,

regarding implementation of revised environmental norms, it was suggested that some

funding either from PSDF or any other fund could be kindly sought from the GoI to meet the

stipulated revised environmental norms. It was requested that the kind attention of MoP may

be bestowed on this issue of funding either from PSDF or any other fund to meet the

stipulated revised environmental norms.

5.9 Compliance of CEA Regulations for Grid connectivity of Renewable Energy Sources

5.9.1 CEA vide letter dated 12.04.2017 had informed that in compliance to the Clauses 6(3) and

6(4)(b) of Central Electricity Authority (Technical Standards for Connectivity to Grid)

Regulations 2007 CEA and Central Electricity Authority (Technical Standards for

Connectivity of the Distributed Generation Resources) Regulations 2013 on 30th September

2013 it is obligatory for all the grid connected renewable generators to provide necessary

facilities for data-communication and data-storage and other parameters as may be

stipulated. The said CEA Regulations also places onus on the generating plants including

renewable to coordinate with appropriate licenses on issues including but not limited to

protection safety and metering.

5.9.2 With the above perspective as emerging from the CEA Regulations in force, the SLDCs are

requested to take up the matter with all the renewable generators to ensure transfer of

data to the appropriate Load Despatch Centre, so that the real time generation data is

available with them for centralized monitoring. It was also requested that to indicate the

present status in this regard and the action plan with definite time frame to ensure real time

data telemetry from all the grid connected Renewable Generators/Plants to the SLDCs.

5.9.3 CEA had requested SRPC to take up the issue with the concerned SLDC/utility operating the

SLDC and desired that this may be kept as an agenda item for OCC Meetings for periodical

review of the status of real time data telemetry from all the Grid Connected Renewable

Generators/Plants to the SLDCs.

5.9.4 Subsequently CEA vide letter dated 08.05.2017 had enclosed MoP letter dated 06.04.2017.

MoP letter had conveyed the main decisions:

CEA to ensure that necessary rules and regulations regarding generation data

communication including RE generators are in place and being implemented in true

spirit along with the suitable monitoring mechanism/penal mechanism for non-

compliance.

The National level Registry to be maintained by Central Electricity Authority (CEA),

where generation capacity data of all kind of Generators (Conventional, Non-

conventional, Non-captive, Captive ISGS or In SGS) will be available. The State

level Registry shall be maintained at the respective SLDCs also generation capacity

data of all kind of Generators (Conventional, Non-conventional, Non-captive, Captive)

in the respective States will be available. The State level data should further be

communicated to CEA and NLDC for maintaining record at National level on real time

basis.

CEA observed that the data communication system for Discom embedded

Renewable Energy generators (Solar, Wind, Roof-Top Solar etc) is not available in a

number of cases, because of which real time generation data is not available. The

availability of data communication system is very vital considering Grid security

aspects.

Further, to have availability of data of installed Capacity (including RE capacity) in

the country, it is desirable that a data Registry-at State as well as National level be

put in place for compilation of generation data of all kind of Generators

(Conventional, Non-conventional, Non-captive, Captive ISGS or In SGS).

5.9.5 In view of the above, it was requested that in order to work out a necessary framework,

inputs be collected from the relevant stakeholders. It was requested to send to CEA the

relevant inputs including the suggestive framework of rules, appropriate mechanism, penal

provisions for non-compliance and a fool proof mechanism of implementation of the

framework.

5.9.6 SRPC vide letter dated 23.05.2017 had submitted to RES Division, CEA that during

deliberations in the subcommittee Meetings, it was noted that data availability for roof top

solar at the SLDCs would be difficult with available infrastructure at the DISCOM level and

disbursed and low installed capacity roof top solar installations. It was requested that it may

be kindly clarified whether data/communication availability of all Roof Top solar would be

required at the SLDCs.

5.10 State-wise allocation of 540 MW power from RGPPL to Railways

5.10.1 CEA vide letter No. 5/AI/CSA/GM/2017 dated 22.03.2017 had enclosed MoP Order No.

4/22/2011-Th-Vol-III) dated 17.03.2017 in which 540 MW power from Ratnagiri Gas

and Power Private Limited (RGPPL) has been allocated to Indian Railways.

Allocation to SR States (out of 540 MW) would be as under:

5.10.2 TSTRANSCO and TANTRANSCO were also requested to conduct Meeting with Railways for

ensure availability of infrastructure, firmed up scheduling mechanism etc.

5.10.3 Subsequently the following were noted:

SRPC vide letter dated 19.04.2017 had requested CTU that the likely time frame in which

the transmission corridor would be available for transmission of power to Railways may

kindly be arranged to be conveyed to SRPC at an early date. CTU vide letter dated

20.04.2017 had informed that ATC to SR from new Grid has already been allocated to

LTA/MTOA applicants for transfer of power to constituent states of Southern Region

including Telangana and Tamil Nadu. Transfer of 150 MW can be affected upon

commissioning of upcoming Nizamabad-Maheswaram 765 kV D/C line, which is likely to

be commissioned by October 2017.

TSTRANSCO had convened a Meeting with Railways, SRLDC & SRPC on 28.04.2017.

Minutes of the Meeting are at Annexure-5P.

TANTRANSCO vide letter dated 18.04.2017 had informed that the issue of consideration

of Open Access by Southern Railway as Deemed Licensee is sub-judice. At this stage

since the Petition on the above matter is pending with the Hon‟ble APTEL, New Delhi and

pending in principle approval from TANGEDCO, permitting Open Access to Southern

Railways as Deemed Distribution Licensee for availing allocated power from RGPPL is

not feasible.

5.10.4 Southern Railways representative informed that PPA with RGPPL had been signed on

25.04.2017 and requested TN for operationalization of the allocation. They have applied

for connectivity to CTU/STU(for 100 MW). Southern Railway may be required to have

agreement for 300 MW ie for their connected load.

5.10.5 Subsequently CEA vide letter dated 22.05.2017(Annexure-5Q) had endorsed MoP letter

dated 18.05.2017 in which 35 MW of power is allocated to KPTCL (SWR).

5.10.6 It was noted that the allocation to Karnataka does not link the effectiveness subject to the

availability of transmission corridor as per assessment of CTU as for Telanaga and Tamil

Nadu. SRPC vide letter dated 23.05.2017 (Annexure-5R) had submitted to GM. Division

CEA that the above may kindly be examined for clarity.

5.11 Scheduling of Simhadri Stage I Station

5.11.1 Simhadri Stage-I scheduling had been started by SRLDC from 01.05.2017 onwards.

5.11.2 In the 13st OCC SRLDC had pointed out the following issues in this regard.:

Main/Check meters at Simhadri Stage - I end of Interconnector is not installed.

Registration as User of SRLDC is yet to be carried out.

Direct data transmission to SRLDC.

5.11.3 NTPC had stated that the registration as User would be completed and time schedule for

Meters/SCADA would be communicated within a week’s time.

5.12 Monitoring of scheme funded from PSDF

5.12.1 NPC vide letter dated had furnished the Agenda from NPC for the 132nd OCC Meeting

(Annexure-5S). The details of the grant sanctioned from PSDF for the schemes in

Southern Region are furnished. It was requested that the status of implementation of the

above schemes physical as well as financial progress may please be reviewed and the

entities may be asked to kindly expedite implementation of the schemes. It was recalled that

the entities may furnish the information in the specified format by first week of every month

on regular basis to Member Convener, PSDF Project Monitoring Group(AGM, NLDC,

POSOCO) with a copy to NPC Division.

5.13 Request to issue certificate for claiming additional RoE as per CERC guidelines. in

respect of Transmission elements associated with the following Systems

5.13.1 Powergrid, SR I vide letter dated 12.05.2017(Annexure-5T) had requested for issuance of

certificate for claiming additional RoE as per CERC guidelines in respect of Transmission

elements associated with the following Systems

I. System strengthening in Southern Region for import of Power from Eastern Region

The system had been put into commercial operation w.e.f. 1.2.2017. The DOCO

notification is enclosed at Annexure-I. It was mentioned that the Vemagiri GIS

substation has been commissioned 9.27 months ahead of CERC completion schedule

(Detailed milestones and time line calculation enclosed at Annexure-II).

II. Wardha-Hyderbad 765 kV Link

The system had been put into commercial operation w.e.f. 24.4.2017. The DOCO

notification is enclosed at Annexure-I. It is mentioned that the Wardha-Nizamabad 765

kV D/C Line and 765/400 kV Nizamabad GIS has been commissioned 13.17 and 9.17

months ahead of CERC completion schedule (Detailed milestones and time line

calculation enclosed at Annexure-II & III). Consent of beneficiaries for the commissioning

has been obtained in the 31st SRPC Meeting held on 25.2.2017 at Bengaluru (copy

enclosed).

5.13.2 PGCIL requested SRPC Secretariat that as per the Clause 24.2 iii of CERC Tariff

Regulation for 2014-19 Block, kindly provide the necessary certificate to enable

POWERGRID get additional 0.5% ROE.

The relevant extract of the clause is reproduced for reference.

Quote:

“Additional RoE of 0.50% may be allowed if any element of the transmission project is

completed within the specified timeline and it is certified by the Regional Power

Committee / National Power Committee that commissioning of the particular element will

benefit the system operation in the regional / national grid.”

Unquote:

5.13.3 Subsequently, SRPC vide letter dated 24.5.2017(Annexure-5U) had certified that the

elements mentioned above are fulfilling the provisions of Regulations 24.2 iii of CERC

Tariff Regulation 2014. It was noted that in the 31st meeting of SRPC held on

25.2.2017, the Committee had agreed that the commissioning of these elements would

benefit the system operation in the Regional / National Grid.

5.14 Tripping of both HVDC poles at Gajuwaka on 28.04.2017

5.14.1 SRPC vide letter dated 31.5.2017 (Annexure-5V) brought the following to kind attention of

NLDC

HVDC pole-1 had tripped at 0844 hrs. and was restored at 1351 hrs.

HVDC pole-2 had tripped at 0907 hrs. and was restored at 1504 hrs.

However, the revision of ATC was carried out only in the 68th block. In this regard,

copy of NLDC message No.110 is attached.

It is felt that restoration of ATC should have been done progressively in stages after

deblocking of the poles one by one.

Each pole of HVDC Gajuwaka is capable of carrying 500 MW. Hence, during outage

of one pole, it is felt that the ATC should be 500 MW (capacity of surviving pole).

As per backing down details furnished by SRLDC, the ATC reduction is 600 MW as

against 650 MW informed by NLDC (SRLDC data attached).

The schedule should have been reinstated at the 4th time block after deblocking of

each pole.

SRLDC have shown combined ATC reduction of 600 MW whereas the reduction

should have been mentioned pole-wise as tripping times are different.

The above details are required in connection with certification of availability of HVDC

Gajuwaka for the month of April 2017.

It is requested that the above may please be examined and we may be advised of the

factual position.

5.15 Right of Way issue of 400 kV Nelamangala-Hoody Line/ commissioning of 400 kV

Yelahanka substation/220 kV evacuation system of KPTCL at Yelahanka substation

5.16 Status of operationalization of ICT at Maduari.

It was noted that the provision of one No. of 500 MVA additional ICT at Checkanoorani

400/230 kV S/s in PGCIL end 400 kV side was commissioned on 29.12.2017. LV side 230

kV Bay work is under progress and would be completed on 30.09.2017. Tender would be

opened on 16.05.2017.

5.17 Status of SPS proposal for ICTs at Trichy

The provision of one No.500 MVA additional ICT at 400 kV Alundur is under progress. At

Alundur 230 kV substation Bay shifting works civil works (Plinth, Structure works) are under

progress and yet to be commissioned by July 2017.

5.18 Completion of Karamadai bay – PGCIL and TN SLDC to update

In the 131st OCC Meeting PGCIL had informed that PGCIL informed that the works will

be completed by September 2017.

5.19 Daily Load Forecasting by SLDCs/RLDCS/NLDC

5.19.1 The mean absolute error (forecast Vs actual demand) during the month of May 2017 would

be reviewed.

5.19.2 In the 126 th OCC Meeting SRLDC had informed that the Pilot Project for RE forecasting had

been started. Pilot Project for load forecasting was yet to be commenced. RE connect was

entrusted the work. They wanted past three years data in specific format. The block wise

difference in forecast and actual and the reason for the inter block difference were also

needed. SRLDC had started the work. Weather input would be incorporated by RE connect.

5.20 Frequent tripping of Vallur-NCTPS lines

5.20.1 In the 131st th OCC Meeting the following were noted:

TANTRANSCO had informed that replacement would be completed within 10 days.

Works had started and the insulators on entire stretch of the line will be replaced. At

present 300 insulators are available and sanction for purchase of further 300 insulators

has been received from CMD. NTECL informed that the line shutdown is approved for 7th

May 2017 to 17th May 2017.

5.21 Scheduling of NTPC Ramagundam Solar Power Plant(10 MW)

In the Meeting, NTPC informed that written communication in this regard to MoP may kindly

be shared with SRLDC/SRPC.

5.22 Discussion on Scheduling on LVRT & other protection requirements & scheduling of

Solar Parks at Kaumuthi Solar Park

5.22.1 SRPC vide letter dated 07.02.2017 had taken up the issue with CE, CEA, Legal and had

requested to examine the issue and advise SRPC on whether the project needs to be

scheduled by SRLDC or by SLDC.

5.22.2 CEA, Legal vide letter dated 30.03.2017 had concluded that as per advice sought by the

SRPC the scheduling of the Solar Power Project can be scheduled under the

provisions of IEGC (Regulation 6.4.2(b) by SRLDC.

5.22.3 SRLDC vide letter dated 10.04.2017 had informed that SRLDC can schedule power from

AGEL and its subsidiaries. However in order to avoid any difficulties at a later date it was

suggested that M/s AGEL may seek Hon‟ble CERC‟s directions resolving the difficulties

mentioned in SRLDC‟s letter before SRLDC can begin scheduling of the generating station

under IEGC Regulation 6.4.2(b).

5.22.4 A Meeting to discuss further course of action on scheduling etc was proposed to be held on

05.04.2017 which was further postponed to 19th April 2017 as per TANTRANSCO request.

Further TANTRANSCO had requested to convene the Meeting after May 2017 which was

accepted. Date will be informed later.

5.23 Upcoming Wind/Solar Projects

5.23.1 In the 130th OCC Meeting SRPC/SRLDC had enquired the States regarding the proposed

addition of Wind/Solar projects in their respective system. The following were noted:

NTPC was requested to come back on status update of NP Kunta Stage II. In

Andhra Pradesh and Karnataka also Wind/Solar parks are expected to be come in

near future like at Ananthapur and Pavagada.

It was noted that procedure for RE Frameworks had been notified and is available

at NLDC website. It was requested to all the concerned to take up with generators

and whatever information as mentioned in the Notified Procedure are to be

collected/ensured from RE generators.

SRPC had informed that the progress of works of RE Generators and evacuation

system are available in TCC/SRPC Agenda. All the concerned were requested to

update the same and revert back at the earliest incorporating appropriate

changes.

It was felt by the forum that a separate RE Meeting may be convened with States

and Major Generators (may be generators with 500 MW and above Installed

Capacity) quarterly to have focused discussion on the progress.

In the meeting, States/RE Developers were requested to ensure that infrastructure to

implement RE Framework either at ISTS/InSTS level needs to in place from inception

stage itself.

5.24 Patrolling / Maintenance of critical lines and substations

5.24.1 In recent times insulator tracking, has been observed in the Transmission lines and

Substations located in the coastal and polluted areas. The format for furnishing the details

of schedule / Patrolling and Maintenance carried out of the critical Transmission lines and

Substations had been circulated.

5.24.2 Respective entities are requested to ensure the Patrolling and Maintenance carried out as

per schedule.

5.25 PSS Tuning of generators

5.25.1 4th Meeting to review the status of PSS tuning of the generators was convened on 13th

January 2017 and minutes of the Meeting are available at SRPC website. All the generators

to follow the action plan finalized in the 4th PSS meeting. PSS study group had analyzed the

SRT reports furnished and recommendations had been finalized. The Step Response Test

Reports in the specified formats to be submitted in soft form to SRLDC

([email protected])/SRPC / CTU ([email protected]) / SRPC (seoprnsrpc-

[email protected]; [email protected]).

5.26 Implementation of URTDSM (PMU) project in Southern Region

5.26.1 A follow up Meeting to discuss the URTDSM (PMU) issues was convened on 07.02.2017 at

SRTS II PGCIL, Yelahanka, Bengaluru. Minutes of the Meeting are at SRPC website.

Remaining 52 PMUs as per revised BOQ (out of 270) would be supplied once rate negotiation with M/s GE is completed. Currently a Committee is formed by LD&C PGCIL for rate finalization as extra PMUs are exceeding the overall quantity variation of SR & WR limit of 15 % as per original LOA.

Forum requested Project Coordinator/PGCIL to freeze the total number of PMUs for SR at the earliest in the interest of faster execution of project as in the previous meeting the number of PMUs had been revised to 240 from 212(as per LOA). Additional requirement could be covered in Phase II.

3 Contractual amendment

Negotiation is under progress with GE T&D. Amendment is expected to be released in April 2017(last meeting agreed for January 2017) and system expected to be commissioned by Sep 2017.

4 Requirement of Auxiliary Power Supply System (APS) as per revised BOQ (excluding input ACDB and one battery bank of the proposed two battery banks).

APTRANSCO, TSTRANSCO and TANTRANSCO, confirmed the requirement of Auxiliary Power Supply System. TANTRANSCO submitted their requirement. Site survey is under progress.

APTRANSCO confirmed the requirement. TSTRANSCO will be confirming the same within two days.

SR-II informed that once all constituents finalized the APS System requirement the revised BOQ of APS would be furnished by LD&C, PGCIL.

It was noted that KSEBL and KPTCL had already confirmed in the previous review meetings that they do not require APS System.

APS System was expected to be delivered during the month of May 2017. All constituents were requested to make site ready for APS System installation to avoid further delay.

5 Capacity of Battery & charger

KSEBL suggested to have clear SAT procedure with current limiting and constant voltage charging as stipulated by OEM of VRLA battery set. SR II informed that in SAT Procedure OEM requirements are fully considered.

6 Responsibilities under Entities

SR-II confirmed that Dismantling of panels, any civil works etc required to prepare site for installing APS System was not under the scope of the Project and thus was in the scope of respective constituents.

Supply, erection& commissioning of UPS, ACDB Input &Output panels, Battery Bank and associated cabling works for establishing APS system was under the scope of the Project.

Air Conditioning System was required and constituents were to make necessary arrangements.

7 Redundancy for PMUs PGCIL confirmed that all PMUs are provided with redundant communication path and schematic diagram of communication flow had been shared with the constituents.

8 SAT procedure Draft SAT procedure had been circulated among all constituents. SAT in SR earlier planned for January 2017 was postponed to April 2017. It was informed that FAT completed for three numbers SLDCs. SRLDC FAT call

Training had been firmed up by M/s GE and will be conducted in two batches starting from 27th February 2017. The details of module have been communicated to all. Training would be in two phases and it would cover both operation and maintenance aspects.

10 Availability of necessary communication ports for connection of servers under URTDSM

All constituents to make available necessary communication ports for connection of servers under URTDSM project by 20.02.2017 as decided in the last meeting. 130th OCC: TANTRANSCO, KSEBL and KPTCL to ensure availability of communication ports at PDS.

11 Training on Application part

PGCIL (LD & C) had stated that requirement of Training on Application part would be communicated to the Management

In the 132nd OCC Meeting the following were noted:

SR I had informed that 107 PMUs supplied, 93 commissioned and 78 integrated.

SR II had informed that 103 PMUs at 31 S/s had been installed and

commissioned in which 99 nos had been integrated.

SR I, PGCIL had informed that there were some issues at GMR Vemagiri (state

connected) to install the PMUs. At Kurnool due to conversion of sub station to

SAS station the works were yet to be taken up. APTRANSCO was requested to

render assistance to close the issue.

SR II had informed that a review Meeting with ALSTOM at SR II is planned on

11.05.2017.

5.27 Video Conferencing facility at SLDCs

In the 131st OCC Meeting SRLDC had expressed concern that there is a huge gap between

the guidelines in procedure and the actual, last minute demands were coming for

commissioning/charging of the elements even after Special Meetings and Workshops had

observed after commissioning of the elements, which is not rectified on priority after

certification by them.

5.30 Assessment of lift irrigation loads and necessary planning for using as demand

response

5.30.1 In the 130th OCC Meeting SRLDC/SRPC had enquired the states regarding the lift irrigation

schemes existing in their system which can be utilized for Load Generation

Management/RE issues/load change over. Running these projects at different loads can

very much help in load generation management. States were requested to kindly study this

in depth and can interact with Government Bodies/irrigation department to utilize these

schemes for effectively flexing the loads.

5.31 Non Availability of Kaiga 220 kV Voltage.

5.32 Ramp down/up during sudden solar increase/decrease during morning/evening

In the 129th OCC Meeting SRLDC expressed concern regarding the ramp down/up

during sudden increase/decrease during morning/evening hours. SRPC/SRLDC had

cautioned that Solar Capacity would be coming up very intensively in coming six

months and should be ready with contingency plan for managing the LGB during the

solar ramp up/ramp down period.

Subsequently a Meeting of Sub- Group of Southern Region formed under the

Technical Committee constituted by CEA for study of optimal location of the various

types of balancing energy sources/energy storage devises to facilitate grid integration

of Renewable Energy Sources and associate issues was conducted on 24.03.2017

with participation from CEA. The minutes of the Meeting issued on 20.04.2017

5.35.1NTPC vide letter dated 30.05.2017(Annexure-5X) informed that NTPC is planning to carry

out Performance Guarantee Test of Unit - 4 Dry Ash Handling System from 10:00 Hrs of

05.06.2017 for a period of 72 hrs. For conducting the same, the unit is to be operated near

Full Load as per system requirement. NTPC have made all necessary arrangements

including mobilization of men and material by supplier. NTPC requested SRLDC to kindly

give schedule generation above 750 MW for 72 hours (continuous) starting from 10:00 Hrs.

of 05.06.2017 to Simhadri Stage-II to enable the conductance of above PG Test of Simhadri

Stage II to enable the PG test as planned.

5.35.2 With reference to NTPCs request SRLDC vide letter dated 01.06.2017(Annexure-5Y) informed the following: SRLDC is issuing generation Schedule to Simhadri II based on the requisition given by

the beneficiary constituents during the day of operation. The constitutes has to see their load pattern, plan their generation before finalizing their requisition in Simhadri Stage – II.

SRLDC is of the view that the issue may be taken up by the concerned generator at OCC level meetings (preferably in the forthcoming OCC Meeting scheduled on 09.006.2017) so that the suitable date and time for conducting the PG Test of Simhadri Stage II Unit 4 could be finalized.

5.35.2 NTPC vide letter dated 01.06.2017(Annexure-5Z) had again requested SRLDC to kindly

give schedule generation above 750 MW for 72 hours (continuous) starting from 10:00 Hrs.

6.1 High Frequency

TANTRANSCO had informed that Kadamparai units were being put under

pump mode operation for 3-4 hours daily.

It was noted that a Special Meeting had been convened at SLDC, TSTRANSCO in

which the recommendation finalized w.r.t Nagarjunasagar pump mode operation are

given below:

TSGENCO to address all issues for filling up the Tail Pond Reservoir ie legal

issues, elevating the lift irrigation schemes etc. TSGENCO to test the pump

mode operation through their OEM M/s Hitachi.

It was felt that the issue of the discharges (quantum/time duration) /

mechanism for enabling pump mode operation/utilization of the water pumped

back could be referred to CEA /MoP for further guidance and suitable

directions. This would help in utilization of Nagarjunasagar units in pump

mode in optimal manner especially with the higher renewable integration.

The following were the recommendation finalized w.r.t Srisailam pump mode operation

It was felt that the issue of weir could be taken up with CEA /MoP for further

advice/guidance/funding. Though it could take 2-3 years for completion but in

perspective plan with high targets of renewables, this would be useful in pump

mode operation at Srisailam and balancing of RE.

It was felt that issue regarding discharges (quantum/time duration) /

mechanism for enabling pump mode operation/utilization of the water pumped

back could be referred to CEA /MoP for further guidance and suitable

directions. This would help in utilization of Srisailam units in pump mode in

optimal manner especially with the higher renewable integration.

6.2 Low Frequency

a) Summary statement of different violation messages issued by SRLDC to each

constituent as per new IEGC Amendment.

b) In the 124th OCC Meeting it was suggested that SRLDC may identify incidents of

UD/OD for Analysis by States. SRLDC to furnish the incidence for analysis, if any.

c) In the earlier OCC Meetings SRLDC had suggested that ADMS settings may be

changed to 49.9 Hz. and contingency plan w.r.t Tamil Nadu needs to be reviewed

considering generation loss at pooling station level. TANTRANSCO was suggested to

revert back.

In 132nd OCC Meeting KPTCL had informed that feeder details from BESCOM are awaited

for implementation of second stage. It was suggested that if BESCOM was not able to

identify the feeders, feeders at higher level may be identified to trip through SCADA.

7.1.1 Installation of Shunt Capacitors

7.1.1.1 The information regarding installation/healthy capacitors in the required format needed to be

regularly furnished every month. SRLDC requested that installation & ensuring healthiness

of capacitor banks at distribution level should be ensured by all the constituents.

7.1.1.2 PSS/E Base Case model has been received from the states of SR for low voltage scenario.

Complete converged network of SR had also been modeled by SRLDC/SRPC and

submitted to CPRI on 23rd March 2017 for capacitor requirement assessment. SRPC vide

letter dated 27.03.2017 had again requested constituents to make necessary arrangements

to contribute towards Consultant Fee charges for assessment study to CPRI.

7.1.1.3 SRPC vide letter dated 03.05.2017 had communicated to CPRI that SRPC is now pleased to

place a work order on CPRI for carrying out the assessment studies for Southern region

(except Karnataka). The total cost would be Rs.17.35 lakhs, excluding taxes, for the

Regional level study of Capacitor requirement for SRPC excluding Karnataka from the

scope of study. 4 states will be there as part of study namely Andhra Pradesh, Kerala and

Tamil Nadu and Telangana.

The terms of payment are as follows: 50% of the total consultancy charges after the preliminary data collection.

30% of the total consultancy charges on completion of base case load flow.

10% of the total consultancy charges after the submission of draft report.

10% of the total consultancy charges after the submission of final report.

SRPC will release the payment within two weeks of raising the invoices as per

the completion of tasks.

In this regard, Shri Anil Thomas, EE will be the Nodal Officer on behalf of SRPC. It was requested to CPRI that the study be taken up expeditiously.

7.2 High Voltage

7.2.1 High voltage at Vijayawada, VTPS, Uravakonda. Jammalmagadu. Hyderabad, Nagarjuna

Sagar, Gooty, Kurnool, Malkaram, Srisailam, Sattenapalli, Warangal, Gazwel. Bhoopalapalli,

Suryapet, Mamidippalli, Vemagiri, Chittur, Narendra, Almatty, Pugalur Mahaboobnagar,

Karaikudi and 765 kV stations namely NPS, Thiruvalam and Kurnool stations.

7.2.4.2 GT taps of all new units getting synchronized to grid should be kept at the nominal grid

voltage level of 400 kV or 220/230 kV. SRLDC would ensure the requirement for ISTS

connected generators while SLDCs should ensure it for their embedded generators.

7.2.4.3 A Special Meeting was convened on 04.04.2017 to discuss on the MVAR

absorption/injection. The minutes of the Meeting are available at SRPC Website.

7.2.4.4 Summary / Recommendations of the Special Meeting:

For some generators, it was noted that there was injection / absorption at the same

voltage levels though tap position and Vref were reportedly unchanged. All the

generators were requested to kindly analyse the response and take steps to

improve the performance.

It was noted that there were still some margins available as per Capability Curve

and generators could consider improving the MVAR interchange.

It was noted that few units were not keeping the Vref at nominal and were changing it

manually to control / restrict the MVAR interchange. This was to be discontinued

immediately.

SLDCs would discuss MVAR issues for embedded generators along with

RGMO/FGMO issues.

SRLDC would take up the status point availability to SRLDC of the GT taps for ISG

stations wherever not extended.

MVAR testing would be taken up for a few stations shortly and schedule would be

communicated by SRLDC.

7.2.4.5 The issue regarding KGS Unit III and IV had been discussed in the Special Meeting held

on 04.07.207/ OCC Meetings and it had been requested to KGS that report of OEM

about Unit III & IV Generator, clearly elaborating technical issues, precautions etc needs

to be furnished to SRPC/SRLDC. SRPC/SRLDC/KPTCL had expressed concern and

pointed out that KPCL/KPTCL had completed the identified steps in the adjoining areas

of KGS.

7.2.4.6 SRLDC had expressed that voltages still prevails at 420 kV . KGS needed to be

proactive and commissioning of the 2 x 125 MVAR reactors needs to be expedited.

Other units should support the grid with MVAR absorption to possible capability.

7.2.4.7 NTPL Unit I & II MVAR absorption was observed to be injecting MVAR upto 420 kV. As

per Capability Curve the limit is 180 MVAR at full load (500MW). It was felt that Voltage

set point/tap position may be reviewed by NTPL. SRLDC requested NTPL to look into it

and confirm regarding the tap position etc.

7.2.4.8 MVAR Interchange/MVAR capability testing

Nodal Officers may kindly ensure that the data reaches SRLDC/SRPC in time (by

fourth of every month) so that SRLDC can correlate it with SCADA data and analysis

could be done facilitating actions for further improvement.

Recommendations finalized in the Special Meetings were required to be implemented.

All the SLDCs to kindly monitor VAR absorption/injection of generating units in their respective control areas in real-time.

Hon‟ble CERC Order dated 23.12.2009 merited attention in this regard. It had been

stated in the Order that all agencies needed to provide required reactive

compensation thus avoiding the need for exchange of reactive power to/from ISTS

and maintain ISTS voltage within specific range.

8 Network Protection/Security issues

8.1 U/F & df/dt Relays Schemes

8.1.1 Implementation of SRPC recommended quantum

It was noted that all the States had implemented and df/dt schemes fully. All the

Constituents were requested to furnish the details of the feeders implemented in AUFR &

df/dt schemes along with the status of SCADA mapping as per the specified Formats.

In accordance with clause 9 (2) of CEA (Grid Standards) Regulations, 2010, all

constituents shall submit a detailed report of operation of AUFR at different frequencies to

SRLDC and SRPC on daily basis. It was noted that only KSEBL and PED were submitting

the daily report regarding operation of relays.

8.2 SCADA mapping of feeders of AUFR & df/dt schemes

8.2.1 As per CERC vide Order dated 27.11.2015 on Petition No. 60/MP/2014, SRPC vide letter

dated 29.01.2016 had submitted the status report duly certified by SRLDC and SRPC

w.r.t implementation of SCADA mapping of all the constituents to Hon‟ble CERC. SCADA

mapping confirmation report of KSEBL had also been submitted to Hon‟ble CERC.

APTRANSCO and TANTRANSCO were requested to initiate the action to achieve the 100

% SCADA visibility.

SRLDC vide their E-mail (Annexure-8A) noted that it has been reported several times

that there is a difference in the net SCADA observability of Telangana AUFR for several

stages. After checking was carried out for all the points with representative from

Telangana it has come to our observation that there are no missing data but several load

data are reporting in reverse ie., negative sign. A presentation with the attachments of the

display and the calculation is attached. Though the value is coming negative in display it

is being shown in positive. Kindly ensure that the data for the data for the corresponding

points and all other points are coming with the correct sign.

8.3 Special Protection Systems

8.3.1 It was informed by SRLDC that Mock Tests for Major Inter Regional links & KKNPP Units

had been carried out and reports had been issued.

8.3.2 All the concerned states/PGCIL was requested to take the action to rectify the issues as

mentioned in the Reports which are already forwarded to all. A compliance report needs to

be furnished by all regarding the action taken.

8.3.3 SRPC had observed that the requirement of SPS may be required to be reviewed. There is

no ATC/TTC linked with it.

8.4 System Protection using Optimization Technique (SPOT)- SRLDC proposal

In the 129th Meeting SRLDC had informed that a Meeting of SRLDC, SR II with ABB and

Kolar was held on 03.03.2017. In the 131st Meeting ABB had made a presentation on the

same. It was felt by the Forum that a separate Meeting may be held for further detailed

deliberation on the same to understand the Technical Feasibility of the proposed system.

SRLDC was requested to further take up the proposal.

8.5 SPS operations

The SPS Operations during the month of May 2017 if any to be furnished by SRLDC.

8.6 Automatic Demand Side Management Scheme (Petition No. 250/MP/2012) & GSES

(Petition No. 265/MP/2012)

8.6.1 It was noted that the issue of changing the frequency setting to 49.9 Hz was discussed in the

29th TCC/30th SRPC Meetings held on 26th /27th August 2016 and it was agreed to retain the

settings at 49.8 Hz till the next TCC/SRPC meetings.

8.6.2 SRLDC had pointed out that similar to existing ADMS logic (O/D), backing down of

generation during the sustained U/Ds during high grid frequency may be required.

8.6.3 SRLDC had pointed out that ADMS was set at much lower point at 49.80 Hz which needs to

be enhanced to, 49.90 Hz.

OCC forum had felt that it could be reviewed in the next TCC/SRPC Meeting

8.7 Grouping of loads (IEGC clause 5.4.2 (e))

8.7.1 As per IEGC, to maintain the frequency within stipulated band and also to ensure network

security, the interruptible loads were to be arranged in four groups of loads, This was for the

purpose of scheduled power cuts/load shedding, loads for unscheduled load shedding,

loads to be shed through UF relays, df/dt relays and loads to be shed under any SPS

scheme. These loads are to be grouped in such a manner that there is no overlapping

between different groups of loads.

8.7.2 The issue was to be noted for compliance by the concerned utilities. SRLDC requested all

the states to kindly furnish the updated details in this regard.

8.7.3 Tripping Details/Reports

In various forums SRLDC had raised concern that it was not getting tripping

information/data within 24 hrs as per IEGC/CEA regulations and sometimes the

information from both the ends was not being received. Also at times, tripping details only

were being received without DR& EL details. SRLDC was unable to analyze events on

account of non-receipt of details of tripping in a timely manner. SRLDC had stated that all

tripping details should be uploaded on the SRLDC web portal. Para 29 of Hon‟ble CERC

Order dated 20.02.2014 in respect of Petition No.146/MP/2013 was brought to attention of

the OCC. Non furnishing of timely tripping details would be treated as non-compliance.

Procedure for timely furnishing information was needed to be streamlined by the utilities. It

was noted that tripping information details were to be uploaded within the stipulated time

frames.

8.7.4 Declaration of availability and healthiness of various protection / defense mechanism

8.7.4.1 SRLDC had stated that the healthiness certification was not being received in timely

manner from all the constituents.

8.7.4.2 Healthiness certificates and other reports were being sought as per directives of higher

bodies. Validated certificates needed to be communicated in a timely manner.

9 LVRT Implementation

9.1 Hon‟ble CERC has passed Order in respect of Petition No. 420/MP/2014 on 05.01.2016.

The Order directs a number of actionable points by various utilities for compliance of LVRT,

CEA & CERC Regulations etc. Three Special Meeting were conducted at SRPC Bangalore

on 05.02.2016, 18.04.2016 & 05.07.2016 (Meeting minutes are available at SRPC website).

This issue was further discussed in the Special TCC Meeting held on 02.08.2016.

9.2 The following had been noted in the earlier OCC Meetings:

The following had been noted in the earlier OCC Meetings: SRLDC had pointed out that PMU at Pooling station was required to assess LVRT

performance.

TANTRANSCO had informed that P&C SCADA scheme was nearly complete and

would in place by December 2016. TANTRANSCO had informed that 40 % mapping

will be completed by June end.

TANGEDCO scheme at WTG level would be in place before next wind season (May

2017).

SRLDC had stated that the basic information which they have sought from new

generators had not received from any of the generator. SRLDC vide letter dated

20.01.2017 had requested all SLDCs to furnish the company wise installed capacity

and LVRT/HVRT characteristic at Renewable energy pooling stations.

SRLDC had requested that SLDCs may kindly prepare a geographic picture of the

Wind/Solar generators and extend it to SRLDC through ICCP. Later it can be

integrated to Regional Picture. In the REMC project extension of data s was to be

carried out by states and action now would make it easier subsequently.

9.3 All the constituents were requested to ensure provision and enabling of LVRT feature in all

the upcoming wind/solar generators before declaring COD. SLDCs were requested to

approve connectivity to new generators only on confirmation of availability of LVRT feature

and other CEA/CERC requirements. Monthly report of compliance needs to be furnished for

new wind/solar generators added to the grid.

Letter from KSEBL received. Approval for the depository amount to be paid to KSEBL is under process.

6 OPGW stringing on balance portion of KPTCL lines

Except Hassan-Santhigrama(7.4 kM) and mono-pole structure portion of Hoody-Nelamangala(5.3 kM), OPGW stringing is completed on all the lines of KPTCL. Work expected to be resumed in 3rd week of May 2017 and expected to be completed by end of May 2017.

7 Migration of SCADA periphery in line with SEM

Both AP & TS: Migrated to SEM based philosophy from 11:00 hours of 09.05.2017.

8 SCADA Data failure Protocol

RTU not reporting/data failure would be communicated to the concerned entity/user with a copy to PGCIL. User would take lead role in getting the issue resolved. User/SRLDC would ensure necessary verification at their ends as explained in the training. Parallely, PGCIL would look into communication issues. User/SRLDC would appraise PGCIL about the verification at their end for PGCIL to sort out the communication issues.

Official email ID for SCADA issues to be created for each entity/User involved for easier communication and proper delivery of information. All correspondences regarding any SCADA issue to be made through this mail ID only. Details to be communicated to SRLDC/SRPC within a weeks‟ time.

9.7.1 SRLDC had invited attention of the forum that CERC had brought out Order on Suo moto

Petition 007/SM/2014 dated 29.01.2016 regarding SCADA. It was directed by Hon‟ble

CERC that NLDC and respective RLDC are directed to update the status of telemetry

every month at their website and persistent non availability of data from the generating

stations/substations be taken up in RPC meeting for appropriate direction and action.

Also NLDC is directed to submit user wise latest telemetry by 31.08.2016. SRLDC

informed that they have started posting this information from February 2016 on their

website

9.8 Compiled Telemetry status – Utility wise- as directed by Hon’ble Commission

Hon‟ble Commission vide order dated 19.12.2013 on Suo-moto petition No.

56/SM/2013 had directed all the utilities to provide the required telemetry within six

months of this order.

It was requested that MAPS, KGS & KKNPP may please furnish the compliance

status of pending SCADA inputs the earliest. Details in this regard were available on

SRLDC web site.

For KKNPP only 2 points are pending w.r.t GT tap position. Re -tendering was going

on and it will take 5 more months to complete the works.

10 PHYSICAL AND CYBER SECURITY/CRISIS MANAGEMENT PLAN/BLACK START

PROCEDURE

Status update on Crisis Management Plan(C&DMP) of Power Sector is to be furnished every

quarter. Information regarding Cyber Security was to be furnished to Chief Engineer,

DPD, CEA, Sewa Bhavan, and New Delhi-110066. Report on Physical Security, other

Mock Drills for CMP, Mock Drill for Black Start Restoration was to be furnished Chief

to be sent to SRPC Secretariat ([email protected] and [email protected]).

Information required by CEA (vide letter dated 26.11.2013) regarding Security of power

installations was to be furnished to CEA.

12 Black Start Procedure

In earlier OCC Meetings, SRPC/SRLDC had expressed concern that black start mock

test procedure is not being followed properly, mock exercise by point to point method is

not carried out by all and schedules are also not being furnished. All the concerned

entities were requested to furnish the details of BSRP Mock test completed during 1st

half i.e Jan 2017 to June 2017 and schedule for second half ie July 2017 to December

2017 to be submitted at the earliest.

In case of postponement or non-conducting of mock drill exercise then it must be intimated

to SRLDC along with the reason.

12.3 Conducting mock exercise at KKNPP

In the 131st OCC Meeting it was proposed to conduct Mockdrill exercise for KKNPP

Units. Mockdrill will be conducted from 110 kV Kodayar to 230 kV KKNPP via

110/230 kV Sriperumbudur Station. SRLDC vide E-mail (Annexure-12A) had

requested TANTRANSCO and KKNPP that they may kindly come up with tentative

date to conduct mock exercise.

12.4 Priority for Railways/Metros in the matter of Restoration of Supply

The following were noted earlier:

KPTCL: to expedite on the actionable points of KPTCL/BMRCL which were finalized in

the Special Meeting.

KSEBL: Vide letter dated 06.06.2016 had furnished the Operating Procedure for

extending supply of power to Kochi Metro.

TANTRANSCO/Southern Railway: The follow up of actionable points finalized in the

special meeting in respect of Chennai Metro may be expedited.

TSTRANSCO: was requested to take proactive action in respect of Hyderabad Metro.

13 RGMO

13.1 RGMO response had been deliberated in various Special/OCC/TCC/SRPC meetings.

Inadequate response was an area of serious concern and there was no noticeable

improvement.

13.2 In earlier OCC Meetings, the following had been noted:

SLDCs were requested to analyze the RGMO instances posted by SRLDC for the

generators in their control area and take up action as per 84/MP/2015.

Inadequate Response to be taken up with SERC (Petition No.302/MP/2013).

Action on recommendations finalized in the Special Meetings needed to be taken

by generators/states. All generators were kindly requested to take all steps to

ensure intended RGMO/FGMO response.

As per the order in RGMO Petition No. 302/MP/2013, the units (including state

embedded) shall not be scheduled beyond their ex-bus generation corresponding

to 100% of their installed capacity.

13.3 In the Meeting it was noted that a Special Meeting had been convened on 04.04.2017 to

discuss on RGMO/FGMO issues. The minutes of the Meeting are available at SRPC

website. Summary / Recommendations are listed below:

It was noted that a number of units were not giving the desired performance. SLDCs

would call for a meeting of the embedded generators within 20 days and take

up issues in respect of RGMO/FGMO with MI performance and extension of RGMO

status to SLDC/SRLDC. Within 30 days, MoM (by 03.05.2017) would be

communicated to SRPC/SRLDC. Inadequate response could be taken up by

SLDC‟s with respective SERC‟s in line with Orders of Hon‟ble CERC in respect of

Petition No.84/MP/2015 and 302/MP/2013.

NLC, NTPL, CEPL, IL&FS, HNPCL, TPCIL, SGPL, JSWEL & UPCL would carry out

necessary changes/modifications through their OEM‟s/Concerned Entities to ensure

RGMO compliance as mandated in IEGC. Compliance Report would be

communicated within 30 days (By 03.05.2017).

It was noted that few generators had implemented dead band in the Operating

Frequency Range. It was noted that such dead band, if any, was to be

immediately disabled and confirmation was to be communicated by

03.05.2017.

It was noted that different logics were implemented by different generators for RGMO

compliance. It was therefore decided (Meeting planned on 12.04.2017) to have a

sub group meeting to have a better understanding of different logics. All Generators

to note that this was only for enhanced understanding. However, onus to deliver

mandated RGMO/FGMO with MI performance as per Regulations was on the

concerned generator only.

It was noted that some of the generators were disabling RGMO without informing /

getting concurrence from SLDC/SRLDC. IEGC provision states ‘5.2(f)(ii)(c) if any of

the generating units is required to be operated without its governor in operation as

specified above, the RLDC shall be immediately advised about the reason and

duration of such operation.’ The IEGC provision needed to be complied with.

SRLDC informed that after 03.05.2017, performance would be analysed and if there

was no significant improvement, they may be constrained to approach higher body

in this regard. The performance could be reviewed in the next Meeting in June 2017.

It was noted that higher resolution (second sampling or below) could be furnished for

better assessment of RMGO performance.

To maintain the continuity of the issues, it was agreed that Nodal Officer should invariably attend the meetings.

13.5 RGMO analysis for 26.04.2017, 09.05.2017, 18.05.2017 and 23.05.2017

13.6 Simhadri TPS vide E-mail dated 11.05.2017(Annexure-13A) had informed that with

reference to IEGC Fifth Amendment RGMO reference set point changed to 50 Hz. In all

Simhadri Units (1-4).

13.7 Finalization of RGMO logic as per feedback received from generators.

14 TRANSMISSION NETWORK ISSUES AND SYSTEM OPERATION ISSUES

14.1 Load ability of ICTs and revisit of the associated protection settings to prevent cascaded

tripping of ICTs / high loading of transmission lines

14.2 Insufficient action in controlling the loading of ICTs leads to N-1 criteria violation in

compliance of Regulation 3.1 f(8) of CEA(Grid Standards) Regulations 2010 and Regulation

3.5 a(i) of CERC Indian Electricity Grid Code Regulations 2010.

14.3 N-1 violation of Trichy, Madurai, Guttur, Hoody, Gazuwaka, Nellore & Narendra ICTs. It

was noted that continuous overloading of Trichy ICTs still persists.

14.4 High loading on 400 kV Vemagiri PG- Vijayawada & Vemagiri PG-Gazuwaka lines and

status of system strengthening beyond Vemagiri PG Station.

14.5 SR II, Powergrid vide E-mail dated 01.06.2017(Annexure-14A) had informed that they are

experiencing the Over loading of Trichy ICTs between 04:00 PM to 07:00 PM on daily

basis. In spite of alerting the Regional and State control centers, the over loading still

continues. It was noted that over loading of ICTs may lead to deterioration of oil /insulation

which may result in premature failure of ICTs.It is requested to proactively curtail the

loading of ICTs during peak hours in order to avoid over loading.

Any outage of ICTs due to rise in fault gases shall be attributable to TNEB.

14.6 SRLDC had requested all the constituents that whenever real time messages were issued

to control over ICT loadings, constituents should be committed to take necessary steps/load

shedding to curtail the overloading. SRLDC requested for urgent action to alleviate the

loading of 400/220 kV ICTs. A long term solution of augmentation/load reconfiguration

needed to be considered / implemented in view of grid security. Action Plan of constituents

to restrict the loading to permissible limit may kindly be furnished to SRLDC and immediate

action needs to be initiated.

15 Prolonged Outages

15.1 Status review of prolonged outage of grid elements in SR & Realistic Action plan for revival

of the prolonged outage was awaited from some of the constituents. Monthly reports are

SRPC had stated that declaration of COD letter from SLDC was required to be submitted to

CEA, Fuel Management Division for coal linkage etc.

SRLDC pointed out those new ISTS connected units should come out with detailed

metering scheme for various units commissioning schedule at least one year prior to

synchronization. The scheme needed to be discussed and finalized in the Meeting of

Commercial Sub Committee.

18 LGBR & OUTAGE PLANNING

18.1 Status Review on development of load forecasting tools by SLDCs as per IEGC

Clause 5.4.2

The issue was noted for compliance by the states/SLDCs.

18.2 The following was noted from the Order dated 19.12.2013 on Petition No.

249/250/251/MP/2012

“We direct all STUs/SLDCs of the Northern Region, Southern Region and Eastern Region to

forecast their demand and make adequate arrangements to avoid dependence on

Unscheduled Interchange for meeting their demand or for injecting short term surplus power,

irrespective of the frequency”

There was need for further involvement of DISCOMs for their 96 block load forecast and by

state generators of their 96 block generation forecast. SLDCs needed to play more proactive

role in this regard.

18.3 Outage deviation report for the period April 2017 –June 2017 in respect of Generating

Units/Transmission Elements of Southern Region

Outage deviation report for the period April 2017- May 2017 in respect of Generating

Units/Transmission Elements of Southern Region need to be submitted by all the

constituents which is to be communicated to Hon‟ble CERC.

19 Constituents/Generators are also requested to furnish the following Data/Information:

a. Minimum/Maximum Demand Ratio of Constituent States: Information and measures adopted may please be shared.

b. Forced/Planned outages of thermal units.

c. Status of Srisailam/Kadamparai/Nagrjunasagar: Pump mode operation.

d. Installed Capacity in MW as on 31.05.2017. Additions to Installed Capacity in May

2017.

e. Submission of details of new elements to be provided on monthly basis in the

agreed format by all the Regional Entities.

f. Load Shedding in MW & MU carried out during May 2017 on daily/hourly basis.

g. Capacity in MW of Wind Mills/Renewable (Category wise) added in May 2017 by

State Sector and Private Sector - to be furnished separately.

h. PLF & PAF of Thermal & Nuclear Power Stations/ISTS connected MPPs.

i. Details of Energy Exchanges by the states (including embedded IPPs/CPPs)

through Power Exchanges.

j. Constituents may apprise the OCC of surplus power available, if any.

k. Progress of works of generating units to be commissioned in 2017-18 and also

coming up in future.

l. Details of Power Cuts on Industries, Load Shedding and Power supply to

Agriculture Sector may please be furnished in the Proforma prescribed by CEA

vide their letter No. 1/AI/COR/GM-2004/3405 dated 23.11.2004.

m. Coal Stock Position to be submitted on monthly basis by Generators

(States/ISGS).

n. Uploading of hourly Load Shedding details (both scheduled and unscheduled)

effected in previous day by all the constituents in SR.

o. Loss of generation due to coal shortage/technical problem needs to be furnished

for onward transmission to NLDC by 1000 hrs on daily basis.

p. Collection of data regarding Power Supply to Rural Areas

In the Meeting held at MoP on 09.04.2014 it had been decided to collect the data

invariably from DISCOMs. It is requested that the data in this regard in the

required format may please be arranged to be communicated to SRPC

Data to be communicated by first week of the month for previous month.

q. Reporting the Status of implementation of the recommendations of the Enquiry Committee

Status as on last day of the month to be forwarded by 3rd day of the following

month, and that as on 15th of the month to be forwarded by 17th of the month All

the constituents were requested to furnish timely status updates

r. Energy Generation data Management from Renewable Energy Sources Monthly generation data in respect of Renewable Energy Sources was to be submitted to CEA with a copy to SRPC.

s. Reference from MNRE regarding compilation of data for meeting renewable energy Targets of 175 GW by 2020 MNRE/ MoP /CEA vide letters dated 02.03.2016, 22.03.2016 and 29.03.2016

respectively had communicated regarding compilation of data for meeting

renewable energy targets of 175 GW by 2020. The concerned State

Utilities/Generating companies are requested to furnish the data suggested by

MNRE. SLDCs are also requested to coordinate and furnish the data for the

generators in their control area.

It was noted that only APTRANSCO, TSTRANSCO, KSEBL and JSWEL had

furnished the information in this regard.

All the other utilities to furnish the information in this regard.
