Tanjung Malim, known as the Muallim District is the State of Perak’s eleventh administrative district. The District covers 3,434 hectares with a population of 69,639 people. Home of national car maker Proton, Tanjung Malim is set to become Malaysia's next boom town with the recent acquisition of 49.9% equity by China's Zhejiang Geely Holdings Group. Thousands of new jobs are expected to be created with the economic spillover effects as Geely, backed by its world class research and development and design centres, is targeting to produce 500,000 cars for the Southeast Asian markets alone by 2020.

Tanjug Malim, which is about 80KM from the city of Kuala Lumpur, has the potential to be the next thriving satellite city.

PROTON CITY

Proton City aims to be home to Malaysia's automobile industry. The Proton plant has a workforce of more than 2,000 and most of them are expected to live in the area. When Proton City is fully developed, it would have a population of about 240,000.

Tanjung Malim is also known as Proton City which is an integrated township that spans across 4,000 acres, consisting of ingenious residential, commercial, institutional as well as industrial parcels that are spruced around seven alluring lakes, a state-of-the-art Proton Plant and the acclaimed Universiti Pendidikan Sultan Idris. Proton City aspires to be a self-contained eco-sensitive intelligent city with superior technological and educational capabilities that empower the City's economy, while providing a contemporary living environment that enriches its multicultural community.

It is a national progression that Connected Autonomous Vehicle (CAV) is positioned in Tanjung Malim as it is a testament to it being the city of choice for the automotive sector.

THE STORY BEHIND THE ECONOMIC CATALYST

3 PARAMETERS WERE SET TO GUIDE THE DISTRICT STRATEGY IDEATION PROCESS:• Non compete against existing policies or initiatives from other State or Government agencies such as the

economic corridors.• Environment and / or sustainability technology oriented.• Disruptive & forward looking technology oriented.

PKNP formed a dedicated WPS team to help create a Concept Masterplan in which focus areas would be identified to anchor the Economic Catalyst Projects in the 4 respective nodes.

NXGV25 was identified as the Economic Catalyst Project (ECP) to position Tanjung Malim as Southeast Asia’s leader in Connected Autonomous Vehicles (CAV) by creating a dedicated testbed using the existing township for international and local CAV players to perform rapid testing in hopes of having CAVs deployed in Malaysia by the year 2025.

All of this will result in less traffic, less congestion and fuel waste.

THE PHASES OF NXGV25

PHASE 1

NXGV Controlled Environment Testbed (CETB)The location of the CETB is anticipated to be in the vicinity of Universiti Pendidikan Sultan Idris (UPSI).

NXGV Live TestbedThe testbed will be designated in an approved area for live testing.

NXGV Regulatory SandboxThe sandbox will act as an incubator for testing of CAV regulations.

PHASE 2

NXGV Manufacturing and Related-Services FacilityThe Phase 2 of NXGV25 will focus on manufacturing and assembly of CAVs and/or production of their components e.g. LiDAR, processing units, GPS units etc.

The ‘End Game’ of NXGV25 will comprise 2 phases which focus onCAV testing and CAV manufacturing activities.

NXGV25 TESTBED

Below are key features of a dedicated testbed for this new fleet of technology:-

• Straight gravel roadway with a rural roadway crossing.

• Traffic circle, a smaller version of a roundabout.

• Signalised inter-sections in different configurations, with mast arms, wood and metal poles and pedestrian crossings.

• Active railroad crossings.

• Trunk line road, a rural roadway with a fully equipped railroad crossing, guard rail, and temporary and permanent pavement markings.

• Brick paver road simulated with stamped concrete.

• Underpass, simulated by a tunnel that blocks vehicles from wireless and satellite signals.

• Roundabout, an increasingly common approach to intersection design attended to improve safety.

• Open test area that can be configured for a wide range of scenarios, including parking lots and novel intersection geometries.

• 4-way stop intersection, with straight as well as tight and sweepingly curved approaching roadways.

• Overhead highway signs.

• Tree canopy, a simulated tree cover that reproduces the attenuation of signals that pass through trees.

• Metal bridge deck, a bridge surface that poses special challenges for radar and image processing sensors.

• Moveable building facades up to 2 stories high allow researches to test the effects of various materials and geometries on sensor performance.

• Meandering gravel roadway.

• Limited access freeway with access ramps, highway signage, guardrails, crash attenuators, and a concrete jersey-style barrier.

• Ramp metering.

• Calibration mound to calibrate inertial measurement sensors on vehicles.

• Open test area that can configured for a wide range of scenarios, including parking lots and novel intersection geometries. *For illustration purposes only

This ECP will create a dedicated test bed (open and enclosed) for vehicle manufacturers to test their respective CAVs which eventually can be deployed in various South East Asian countries. Malaysia is deemed to be the preferred environment for vehicle manufacturers amongst other South East Asian countries due to various factors, namely the demographic population, weather and city infrastructure and Tanjung Malim would be the perfect hub for the test bed to be deployed.

Direct Economic BenefitsRM24.9 bil GDP, mostly contributed by CAV assembly and components manufacturing catering to the regional market, averaging to ~RM1.7 bil annual GDP from 2024 - 2035.

InvestmentsRM4.4 bil investments in Tanjung Malim, with private sector investment of RM3.8 bil (85%) and Government investment (on basic public infrastructure) of RM631 mil (15%).

High Value Job Opportunities12,419 high value jobs to be created from the delivery of the CAV initiatives, CAV R&D activities and also from the high value CAV and CAV components manufacturing; with mean monthly income 70% higher than Perak’s mean household income.

Knowledge TransferThe technical know-how of the CAV technologies shared by the investors during the test bedding research and manufacturing operations.

Opportunities for other IndustryOpportunities for other industries will indirectly be created due to the acceleration CAV.

RECREATION• LATA SUNGAI BIL Lata Sungai Bil is a famous picnic area for locals and visitors from outside the Muallim district. The pristine river

and tranquil atmosphere draws in visitors to have picnics and to bathe in this river. Lata Sungai Bil is also famous to those who like camping, jungle trekking, fishing, picnicking and others.

• THE PROTON CITY EMBAYU LAKE The Proton City Embayu Lake is a famous recreation spot in Tanjong Malim. Embayu Lake Garden is located within

the Proton City residential area. It is a man-made lake equipped with modern and up-to-date facilities for visitors' recreational needs.

• ULU SLIM HOT SPRINGS Water found in natural hot springs contain a variety of different minerals & the therapeutic benefits of hot spring

water draw visitors here. Tanjung Malim District Council has developed the area with facilities such as rest stops and overhead walkway.

• TERATAK RIVER VIEW It is a resort opposite the Malaysia River. The river is between Perak and Selangor. The resort has facilities such as

chalets, camping places and hostels. Other facilities include halls, prayer rooms and other common amenities.

• GUNUNG LIANG A haven for hikers. This mountain is 6343 feet which is equivalent to 1933 meters and would take hikers up to 5

to 7 hours to ascent and 4 to 6 hours to descent. It is advisable for hikers to hike at midnight, just in time to get a glimpse of the beautiful sunrise.

known as pau, coffee and Chinese-Muslim fare.

• AMAN GADO-GADO (Dreassing and Salad) STALL Located at the MDTM food court adjacent to the police station . The main attraction of this restaurant is the

gado-gado and its delicious creamy corn drink.

• NASI LEMAK HJ. DIN (Rice cooked with Coconut Milk) STALL This stall is located in the Tanjong Malim food-court. It is definitely synonymous with the authentic Malay Nasi Lemak.

Its rice served with a unique chilli paste which is not too hot entices not only the Malays but the other races too.

• MA-NI THAI CUISINE & VILLA A hidden gem in Tanjung Malim offers guests the chance to savour Thai delicacies amidst the lushes green. This

Thai themed restaurant also comes with a villa for guests to stay the night over as it comes with 4 unique spaces – Purple villa, Green villa, Yellow villa, and Orange villa. The villa is an escapade for city dwellers as the serenity and elegance of the villa will blow you away.

• GARDEN SEAFOOD RESTAURANT This restaurant is always buzzing with many patrons because it provides sumptuous seafood dishes. The Garden

Seafood Restaurant is strategically located and has a clean dining area that is beautifully decorated. Its dining area is air-conditioned and its cosy atmosphere adds on to the special features of the restaurant.

YOUTH ATTRACTIONS• TANJUNG MALIM STREET ART The street art culture is flourishing across Malaysia. Many states, including cities like Tanjung Malim, are already

embracing street art as part of urban embellishment, especially on old buildings where travellers can take awe-inspiring photos. These works of art are painted along back alleys of old shophouses which can be easily located as it is positioned in the heart of Tanjung Malim city.

•SARANG ART HUB Visitors can explore the rooms and corridors of Sarang Art Hub, filled with the elaborate, eye-catching work of

Malaysian artists, before settling down for a hot meal. If you like to stay the night, there are guest rooms available at this venue, helmed by noted screenwriter Mamat Khalid and his wife as a hub for young local talents.

• HITZ CAFE Hitz Cafe is one of a few hipster cafes in Tanjung Malim town. It is near to the Universiti Pendidikan Sultan Idris and

it has become a hangout place for the students. The ambience of this cafe is vintage.
