piofughi, comunico i aeguenti element! relativi al funzio-

namento dei paaaaporti tipo "Nansen" e altri document! d i '

identità, allé queationi di lavoro e di d iaoc cupazione,ai

soccorai - infine - ai profughi rifugiati nel Regno.

1) Ai profughi ruaai ed armeni viene rilaaciato il

certificato d'identità, tipo "Nansen", previa, beninteso,la

valutazione delio Stato di apolidia dell'intereasato, valu-

tazione che viene fatta in baae agli eventual! document! pre-

aentati od, in mancanza, in baae allé dichiaiæioni di ri-

nunzia alla cittadinanza di origine. E cid per la impoasibi-

lità che hanno i profughi (i ruaai apecialmente) di preaen-

tare un attestato di perdita di nazionalità che dovrebbe ea-

aere rilaaciato dalle Rappreaentanze Conaolari del paeae di

origine.

A tutti gli altri etranieri, privi di cittadinanza o

di cittadinanza dubLia per cauae attinenti alla guerra e che

per tale particolare condizione aono ammeaai a heneficiare

della diapoaizione apeciale che pud eaaere invece invocata

- ope legia - dai profughi ruaai od armeni, viene rilaaciato

(previo il neceasario vaglio della posizione giuridica del ri-

chiedente nonchè dell1oaaervanza delle norme in vigors per il

rilascio del passaporti per l'estero) il "titolo di identità

e di viaggio” compilâto sulla base delle raocomandazioni fat-

te ai Govern! della 3A Conferenza Generale delle Comunicazio-

ni e del Bransito, tenutasi a Ginevra nell'agosto-setuembre

1927.

2°) Agli stranieri profughi rifugiàti... in Italia che in-

tendono assumere lavoro alle dipendenze di terzi viene fatto

trattamento analogo a quello che si pratica per gli altri stra­

nieri in genere; Essi debbono chiedere cioè, l'autorizzazione

relativa a questo Ministero che prende in esame ogni singola

istanza sentito il parere della Prefettura competente nonchè

quello di apposita Commissione interministeriale.

L'autorizzazione è della durata non superiore ad un anno

ma prorogabile. Sono esenti da tale formalità quei profughi che

possono dimostrare di risiedere ininterrottamente in Italia da

periodo anteriore al 14 Giugno 1928 o coloro che intendono eserci

tare attività lucrativa indipendente.

3°) Per quanto riguarda l’assistenza ai profughi è da ose

servare che tenuto conto dei principi a cui è ispirata la legi-

slazione italiana viene assicurato ndL Regno a favore degli stra­

nieri ammalati e dementi non rimpatriabili una assistenza uguale

a quella dovuta ai connazionali, indipendentemente da ogni rappor

to di reciprosità collo Stato di appartenenza dello straniero e

indipendentemente altresi dalla possibilité da parte del Gover-

no Italiano di rivalersi delle spese sostenute, sia verso lo stra

niero assistito, sia verso lo Stato di appartenenza dello assi-

stito medeslmo. In base ai cenr.ati criteri vengono assistiti, non

tenendo conto della posizione in cui si trovano di fronte alio

Stato al quale appartengono, i rifugiati, che, come é noto, sono

définiti dagli accordi di Ginevra del 12 „ 1926 e to eiu-Sgio 5

gno 1928 quegli stranieri "" che non godono più. la protezione

dello Stato al quale appartengono e non abbiano aoquistato

ovvero non posseggono aloun altra nazionalità"" (ad esemplo i

rusai dell'antioo regime, gli armeni, i turohi, gli assiri

e gli aesiro-oaldei). Rimangono âalvi i caai nei quali le oen-

nate person» siano oolpite da provvedimenti di e epulsione 0 da

altra misura analoga per superior! ragioni di ordine nazionale,

nei quali casi cessa l'onere dell*assistenza e subentra la ne-

cessità dell1allontanament0 dal Paese.

In replye to yotCF Note dated October 30th last

(C.L.177.1935.XII) concerning the problem of assistance

to refugees, I beg to communicate the following particulars

regarding the working of the system of Man sen passports

and other identity-papers, labour and unemployment problems,

and relief for refugees in Italy.

1$.Russian and Armenian refugees are provided with the

Nansen identity-certificate after their stateless condition

has been established. This is done on the basis of any

papers they may produce, or,failing such papers,on the basis

of .declaration# & renJuncitHb+en— crff the original nationality.

The reason for this latter arrangement is that refugees

(especially Russians) are not in a position to produce a

certificate of loss of nationality,as thiy would have to

be delivered by the consular representatives of the country

of origin.

All other aliens who have no nationality or whose

nationality is doubtful for reasons connected with the Y.ar,

and who, on that specific ground, are permitted to benefit

by the specie! &&«***** which may at the same time be lawfully

invoked by Pussian or Armenian refugees, are provided

and subject to the observance of the rules in force for the

issue of passports for foreign travel) with the "identity

and travelling document»" drawn up(on the basis of the

recommendations made to Governments by the Third General

Conference on Communications and Transit,held at Geneva in

August and September 1927.

2$.Alien refugees in Italy who desire to obtain

employment from other persons are trented on the same

lines as other aliens generally; that is to say, they

must obtain authority from this Ministry, which considers

each separate case with the advice of the competent

prefecture and of an ad hoc inter-Ministerial commission.

Authority is given for not more than one year,

but may be renewed. This formality is(required of

refugees who can prove uninterrupted residence in Italy

since before June 14th, 1928, or who propose to earn their

living independently.

3fc.As regards assistance to refugees, it may be

observed that,subject to the principles of Italian law,

sick and insane aliens who cannot be repatriated are

assured in Italy of a degree of assistance equal to that

due to Italians,irrespective of any reciprocal arrangement

with the country to which the alien belongs or of the

possibility of the Italian Government’s recovering the

expenses incurred either from the assisted alien or from

the country to which he belongs. On these conditions,

assistance is given,regardless of their position in relation

to the country to which they belong,to refugees,who, it will

be remembered, are defined by the Geneva Arrangements of

Kay 12th, 1926, and June 30th, 1928, as aliens "who do not

enjoy or who no longer enjoy the protection of the State to

which they previously belonged,and who have not acquired or

do not possess another nationality", (e.g., Russians of the

(') Ntc,

old re'gime, Arnenians, Turks, Assyriens, and Assyro-

Cheldpans). This does not apply to cases in which the

persons concerned are the subjects of deportation orders

or other similar measures on over-riding grounds of a

national character; in such cases the obligation to pro­

vide assistance lapses,and deportation becomes necessary.

Communications from the Danish and Italian Governments.

Note by the Secretary of the Committee.

The Secretary of the Committee for International Assistance to Refugees has the honour to communicate for information the following documents, which reached the Secretariat after the conclusion of the Committee's

(1) A Note from the Danish Government, dated December 16th, 1935, accompanied by a memorandum.

(2) A letter from the Italian Government, dated December 9th, 1935.

These communications, like the similar communica­tions submitted to the Committee, refer to the request for Information addressed to certain Governments by the Secretary-General on October 30th, 1935.

The Permanent Delegate of Denmark accredited to the League of Nations.

With reference to the letter C.L.177.1935.XII from the Secretary-General of the League of Nations, dated October 30th last, regarding international assistance to refugees, the Permanent Delegate of Denmark accredited to the League of Nations has the honour, acting under instructions from his Government, to transmit herewith to the Secretary-General a memorandum containing information in respect of Denmark on the system adopted for dealing with refugees in general, the working of the Nansen passport system, the various identity papers for German refugees, sclutioi.s found for labour and un­employment questions, relief, co-operation with private organi­sations working for refugees, etc.

There is in Denmark no special Government office or special commission dealing with questions relating to refugees. The competent Department is the Ministry of Justice, which deals with legislation regarding aliens in general, General rules or principles, in so far as they are considered neces­sary, are*adopted by co-operation among all the authorities concerned (the Ministry of Justice and the State police, the Ministry of Social Affairs, the Labour Directorate and the Ministry of Foreign Affairs), while the practical execution is mainly in the hands of the State police, with the Mind airy of Justice as the superior authority. Co-operation constantly takes place between the State police and the private organisa­tions , particulars of which are given below.

Nansen Passports. The Danish Government acceded in August 1923 to the proposal adopted at C-eneva or. July Srd-5th, 1922, regarding the introduction of identity certificates for Russian refugees, and in January 1S25 to the corresponding proposai for Armenian refugees put forward by the League of Nations. Consequently.,. the Danish State police has been authorised to issue identity certificates or Nansen passports to persons resident in Denmark who prove themselves to be of Russian or Armenian origin without having acquired nationality in any other country and who cannot obtain the necessary travel papers in any other manner.

In accordance with the proposal adopted at Geneva on May 10th-12th, 1926, the identity certificates issued have been provided with a special stamp (the Nansen stamp) for which a charge of 5 gold francs is made for the benefit of the Refugees Department of the League of Nations, except in cases where the applicants have proved that they are indigent.

The number of Nansen passports is constantly declining; these passports have been practically confined to Russian refugees, since there have been only Isolated cases of Armenian refugees residing for short periods in Denmark. Thus, 404 certificates ware issued in 1927 and ohly 211 in 1933, the de­cline being due to' departure, decease, acquisition of Danish nationality etc., and also to the fact that the State police has on various occasions in recent years omitted to issue new certificates to person's who did hot require them for travelling and who could barely afford to pay the fees. Consequently, and in view of the fact that the majority of the refugees have now resided in Denmark for fifteen y-=.arc and their conduct has been irreproachable, it has rcxv bsen decided net to issue Nansen passports'" to such refugees unless they themselves desire them. The necessary supervision of refugses is carried out by the State police', who note their place of residence and work etc.,

at suitable intervals.

Derjnark has taken steps to accede, with certain reser­vations, to the Convention reiasj ng to the Interna ii oral status of Refugees signed e: Genova on October 23th, 1933, and the accession will presumably take place in the near future.

Refugees possessing a valid German passport may enter Denmark and remain in the country without o permit for a period up to three months if they do not accept work, or a post or any other occupation. After the expiry of this period they may, in accordance with the practice hitherto followed, expect to obtain a further permit of residence for a limited period.

Persons endeavouring to enter the country at the usual frontier stations without being in possession of valid legitimation papers are as a rule refused admittance.But in a number of cases in which such persons have slipped over the frontier without valid papers and have subsequently proved that they are political refugees, the Danish author­ities have permitted them to remain in Denmark. Political refugees have been deported only when they have proved undesirable, and even in this case they have hitherto been granted right of residence until they have obtained a permit

to enter some other country than Denmark.

It is proposed to centime to follow -this practice in future, though the Danish authorities will still reserve the right to refuse a permit of residence to refugees, should this be found desirable for police or other reasons.

In accordance with the promise given last year by the Danish Government to the High Commissariat for Refugees coming from Germany, the State police issue identity certifi­cates for purposes of travel to refugees from Germany resident in Denmark who desire such certificates, if they prove to the State police that it is of importance for them to obtain such certificates and if they have either an invalid German passport or other invalid identity papers which they are unable to renew, or if they are not in possession of identity papers but can prove their identity in some other manner. The certificates, for which a fee of 4 kroner is charged, and which are valid for a period up to one year and may be renewed on request if the holders are still resident in Denmark, entitle the holders to return to Denmark during the period of validity, but, on the other hand, do not confer any independent right to remain in Denmark or to accept work or a post or other occupation, or prevent them from being repatriated in case of need.

Visas are also granted to refugees who are identified by corresponding foreign visas, the Danish authorities merely requiring" that the papers should be provided with a return visa of the country of issue, if no visa has been granted for admission to another country to which there is direct communi­cation from Denmark, or if the contents of the papers show that they are valid for return to the country of issue, as is the case with Danish identity certificates. The same charge is made for the visa granted to refugees as to other foreigners

requiring a visa.

The Danish authorities have also promised the High Commissariat for Refugees coming from Germany that, in respect of the grant of residence permits, they will not treat state-

As regards the repatriation or in liront refugees from Gcrnany living in Denmark, the Danish authorities follow the "erieni practice hitherto applicable regarding the re­patriation of indigent foreigners and possible compensation from the country to which they belong. According to this oractice the Danish authorities do not co-operate in the repatriation of foreigners who have in the meantime received assistance, but if the necessity for public assistance appears to be continuous, they refrain from repatriation as a rule only if the person in question has resided for a long timé in Denmark and can therefore be regarded as having acquired a real connection with the country (for which purpose os a rule twenty years uninterrupted residence is required), or if there are objections to repatriation, especially on humanita­rian grounds. The question whether humanitarian grounds con be adduced push as to make repatriation undesirable is decided after a careful study of each case on its merits ; for instance cases may be cited, in which the persons in question are re­sident in Denmark with near relatives or in which repatriationwould expose them to special disadvantages in their own country.

The above remarks also apply to refugees from theSaar, but so far as we are aware no such refugees have hithertoresided in Denmark.

Co-operatlon with P rivate Organisatlons.

There are five organisations in Denmark whose special purpose is to grant assistance to refugees from Germany, namely, 1. the Matteotti Committee (Social Democratic Associa­tion in Denmark); 2. the International Bed Relief Association;3. the Committee for Assisting Refugee Intellectual Workers ;4. the Committee of May 2nd, 1933, and lastly 5. the Committee for Assisting the Victims of Hitler Fascism.

The State Police has been in constant touch with the first three of these Committees, and it has been specially pointed out to these organisations that persons desiring to be regarded as political refugees must report to the State police as soon as possible after their arrival.

The Committee of May 2nd, 1933 has taken up the question of Jewish refugees and granted them financial support during their residence in the country. .

In addition to the five organisations for assistance, the State police has been in constant touch with the Jewish Palestine Organisation "Hcchaluz", which, in conjunction with the Royal Agricultural Society and the Agricultural Travel Bureau, places young Jewish men and women for a limited period on farms as students of agriculture, of gardening or of poultry farming, or as women agricultural students, the "Hèchaluz"Society giving the State police a guarantee that the persons in question will not be in any way a burden to the country, either financially or in any other respect, while the Society also arranges for their departure after the training is concluded.

Se référant à la note C.L.177.1935.XII du Secrétaire général de la Socidté des Nations, en date du 30 octobre der­nier, concernant 1'assistance internationale aux reluçies, le Délégué permanent du Danemark près la Société des Hâtions a l'honneur d'ordre de son Gouvernement, de -'aire parvenir, ci- joint, au Secrétaire général un ménorandum contenant, en ce qui concerne le Danemark, les renseignements sur le système adopté pour examiner les questions intéressant les réfugiés en gene­ral, sur le fonctionnement du régime des passeports riansen et sur les divers papiers d'identité pour réfugies allemands, sur les solutions données aux questions de travail et de chômage, sur les secours, etc., ainsi que sur la coopération avec les organisations privées s'occupant des réfugies.

Il n'existe pas au Danemark de bureau d'enregistrement spécial ni dô commission spéciale chargés des quastioni- re1 atives aux ré­fugiés, L’autorité compétente à cet égard est le ministère do_ la Justice dont rol've la législation sur Ion étrangers en v-nu- ral. Les règles ou principes généraux dont 1'institution est^ju- géo nécessaire sont établis au moyen d'une coopération entre you- tes les autorités intéressées (Ministère de la Justice et Policu d'ïtat, Ministère des Affaires sociales et Direction du Trav'/il, Iv'.inistèro des Affaires étrangères) et 1' application en est assu­rée par la Police û'::tat, sous l'autorité supreme du ministère de la Justice, ,-jntre la I oil ce d '.Jt.it et 1.: s "r,-'-v. isation?: px’ivees se poursuit une certaine collaboration au sujet de 1 .quelle nos indications seront données ci-après.

Passenorts Nansen. Le Gouvernement danois a adhéré en août 1923 au projet adopte à Genève le 3 - 5 juillet 1922 concernant la création de certificats d'identité pour les réfugies russes jt, en janvier 1925 au projet analogue de la Société des Pat ions re­latif aux réfugiés arméniens. En conséquence, la Police d'rJtrt danoise a été habilitée à délivrer des certificats d'identité ou passeports Iîansen aux personnes résidant au Danemark qui peuvent établir qu'elles sont d'origine russe ou arménienne, qu'elles n ont acquis la nationalité d'aucun autre pays et qu'il ne leur est pas possible de se procurer d'autre manière les papiers nécessaires pour voyager.

Conformément au projet adopté à Genève le 10-12 mai 1C20, les certificats d'identité délivrés ont été revêtus d'un timbre spé­cial (Timbre Nansen) qui a donné lieu à la perception d'un droit de 5 franos-cr au bénéfice du Service des refuflés de la Société des Nations, sauf dahs les cas où les postulants ont établi '-lu ils étaient indigents.

Le nombre de passeports Nansen n'a cessé de décroître ; ces passeports ont été délivrés presque uniquement h desréfugits rus­ses car les cas de séjour temporaire de réfugiés arméniens au Da­nemark ont été peu fréquents. C'est ainsi qu'on 1C27 il a ete dclivré 404 certificats, mais, en 1933, 211 seulement, co qui est dû, d'une part aux départs et décès, à 1' acquisition de la natio­nalité danoise, etc. et, d'autre part, au fait qu'a plusieurs re­prises , ces dernières années, la police d'Etat n'a pas délivré de nouveaux certificats ù des personnes qui n'avaient pis besoin des nièces d'identité recuises nour voyager et qui n'ave. lent, gin: re las k o von s Je -.y-yer ?o '•roit afférent .au :v,s-e -ovt. .n for r • ' ,étant donné que la plupart des réfugies resident au Danemark cepuis 15 ans et que ltur con'vite est restée i-r r.rochable, il ne leur est plus délivré de passenort Nansen a moins ou',ils n'en expriment le d>'Sir. Le Danemark a pris des dispositions en vue d'adhérer, sous cer­taines réserves a la convention signoe a Geneve la e.6 octobre l.oo concernant le Statut international des réfugiés_ et cette adhesion aura lieu probablement dans un avenir très procn&in.

Los réfugiés munis d'un passeport allemand valide peuvent pénétrer au Danemark et y séjourner jusqu'à 3 mois sans permis de séjour, à condition de ne pas y accepter de travail et de ne pas y avoir d 1 emploi ou d'autre occupation. a 1 1 expiration de ce délai, conformément au système pratiqué jusqu'ici, il peut leur être délivré un permis de 3éjour pour une période déterminée.

Les personnes qui tentent de pénétrer dans le pays par les postes frontières habituels sans être en possession de pièces d'identité valides sont en principe refoulées. Cependant, dans certains cas où les Intéressés, après avoir franchi la frontière sans pièces d ’identité valables, ont prouvé par la suite qu'ils étaient des réfugiés politiques, les autorités danoises les ont autorisés à rester uu Danemark. L'expulsion de réfugiés politiques n'a eu lieu que lorsqu'il s 'agissait d'indésirables et, même dans ces cas, on a accordé jusqu'ici 1'autorisation de séjour Jusqu'à ce que les inté­ressés se soient procurés un permis d'entrée dana un pays autre que le Danemark.

Les autorités danoises ont 1 1 intention de continuer a appliquer le même système, tout en se réservant également pour l'avenir le droit de refuser le permis de séjour à -des réfugiés pour des raisons de police ou autres.

Comme suite à 1'engagement pris par le gouvernement danois l'an dernier vis-à-vis du Haut Commissariat pour les réfugiés provenant d'Allemagne, la police d ’Etat délivre pour les voyages des certificats d'identité aux réfugiés d'Allemagne résidant au Danemark qui en expriment le désir, lorsqu'ils sont en mesure de prouver à la police d'Etat que ce certificat leur est nécessaire et qu'ils sont munis d'un passeport allemand non valide ou d !une autre pièce d'identité non valide dont ils ne peuvent obtenir le renouvellement, ou bien lorsque, ne possé­dant aucune pièce d 'identité, ils sont néanmoins en merure d établir leur identité. Ces certificats qui donnent lieu à la perception d un droit de 4 couronnes et dont la validité, allant jusqu à un an, peut être renouvelée lorsque le porteur réside

encore au Danemark, lui donne le droit de rentrer au Danemark pendant la période de validité, tout en ne lui conférant aucun droit spécial d'y séjourner ou d'y aocepter du travail un emploi ou une autre occupation, et sans non plus mettre obstacle a son rapatriement en cas de besoin.

le pays dont ils sont légalement ressortissants les réfugiés d'autres nationalités que la nationalité allemande ; en effet, les autorités danoises ont jugé qu'olles devaient se réser­ver d'examiner dans chaque cas do ce genre si l'octroi du per­mis do séjour ost suffisamment justifié (voir également ci- après) .

Quant à la question du permis do travail, les réfu­giés ont généralement été placés sur le mémo pied quo les au­tres étrangers et, dîaprês la pratique habituelle, ce n'est que dans dos cas relativemont pou nombreux que lo permis do travail a été accordé, notamment à dos réfugiés qui ont épou­sé dos Danoises, à dos savants, on vue do travaux scientifi­ques dans dos institutions scientifiques, aux collaborateurs do journaux et périodiques étrangers, à des spécialistes., lorsqu'une main d'oeuvre danoise équivalente n'a pu être four­nie aux employeurs on question, ainsi qu'à certains indus­triels ou commerçants, principalement lorsqu'il s'ost agi do créer do nouvelles entreprises pour la fabrication ou le com­merce d 'articles d'exportation, ou pour la fabrication d'ar­ticles qui, précédemment étaient importés.

Dans plusieurs cas, dos réfugiés ont reçu un permis do séjour afin do pouvoir faire lours études à 1 'université do Copenhague mais, pour quelques-uns d'ontro .eux, co permis a été limité au droit do passer los examens, et il leur a été signi­fié qu'une fois lours études terminées ils no devraient pas ospê- ror obtenir 1 'autorisation do travailler au Danemark.

En outre un assez grand nombre do jeunes Juifs dos deux soxes qui, avec l'appui du comité juif créé spécialement à cet effet, se proposent d'émigror on Palestine ont été auto­risés à rechercher et à accepter au.Danemark, par 1 !intermé­diaire du Bureau do voyages do 1 'Agriculture ("Landokonomisk Rojsoburoau") du travail on qualité d'apprentis non payés, dans l'économie agricole ou domestique ; ces autorisations ont été accordées on général pour une durée totale d'un an, afin do mettre los intéressés en mesure d'obtenir le certificat néces­saire pour 1 'entrée on Palestine. Par contre, on raison dos difficultés auxquelles se heurte le placomont cornmo apprentis dos jeunes Danois eux-mêmes, los autorités danoises so sont vues contraintes, on général, de refuser le permis do travail aux jeunes réfugiés qui désiraient faire leur apprentissage au Danemark, mais, dans certains cas, elles ont autorisé do jeunes Juifs dos doux sexes à so procurer une formation pratique dans un métier manuol pondant six mois, afin do pouvoir ubtenir le permis d'ontror on Palestine.

Assistance aux réfugiés indigents. Par lo traité du 11 décembre 1873. lo Danemark et 1'Allemagne ont pris 1 'engage­ment réciproque do fournir dans leur territoire aux indigents ressortissants do l'autre partie qui, on raison d'une maladie physique ou montalo ont besoin do soins et d'un traitement mé­dical, uno assistance conforme aux principes qui déterminent l'octroi do la même assistance aux nationaux, jusqu:à co quo ces indigents puissent être rapatriés. Cependant, on vertu dos règles législatives actuelles, 1'assistance publique ost généralement accordée aux étrangers dans la mémo mosuro qu'aux nationaux, jusqu'à co quo lour rapatriement éventuel puisse avoir lieu,

Quant à la question du rapatriement des réfugiés d'Allemagne indigents qui résident au Danemark, les autorités appliquent la méthode suivie jusqu’ici en ce qui concerne le rapatriement des étrangers indigents et le remboursement éventuel des frais par le pays dont ils sont ressortissants, c ’est-à-dire qu’elles n'interviennent pas pour le rapatriement des étrengers'bénéficiant d'une assistance temporaire, mais si le besoin du recours à l ’assistance publique s'avère per­manent il n'est généralement fait exception à la règle du rapatriement qUe si les intéressés, en raison d'un séjour de longue durée en Danemark (soit en général 20 années de séjour ininterrompu) peuvent être considérés comme ayant acquis des liens véritables avec ce pays, ou bien si des raisons d'huma­nité particulières s'opposent au rapatriement, La question de savoir quand il existe des raisons d'humanité telles qu'on puisse renoncer au rapatriement est réglée dans chaque cas à la suite d'une enquête détaillée; mais on peut mentionner,, à titre d'exemple, les cas où les intéressés vivent en Danemark chez de proches parents, ainsi que ceux où le rapatriement les exposerait à des inconvénients particulièrement graves dams leur pays d'origine.

Les indications qui précèdent s'appliquent égale­ment aux réfugiés de la Sarre, mais, pour autant qu'on le sache aucun de ces réfugiés n'a Séjourné jusqu’ici au Danemark.

Collaboration avec les organisations privées.

Il existe au Danemark cinq organisations ayant pour objet particulier de venir en aide aux réfugiés d'Allenr gne, à savoir: 1°) le Comité Matteotti (Union social-démocrate du Danemark), 2J) le Secours rouge international, 3°) le Comité d'aide aux travailleurs intellectuels réfugiés,4°) le Comité du 2 mai 1933, 5°) le Comité de secours aux victimes du fascisme d ’Hitler,

La police d'Etat n ’a cessé de se ma. in tenir en con­tact avec les trois premières de ces organisations et celles- ci ont été rendues attentives au fait que les personnes qui désirent être considérées comme réfugiés politiques doivent être déclarées à la police d'Etat le plus tôt possible après leur arrivée au Danemark.

Le Comité du 2 mai 1933 est venu en aide aux réfu­giés juifs et leur v. assuré des secours matériels pendant leur séjour dans le pays1.

En réponse à votre note du 30 octobre dernier(C.L.177.1935.XII) concernant le problème de l'assistance aux réfugiés, j'ai l'honneur de vous communiquer les indications suivantes sur le fonctionnement du régime des passeports Nansen et autres papiers d'identité, sur les questions de travail et de chômage et enfin sur les secours accordés aux réfugiés en

1. Il est délivré aux réfugiés russes et arméniens un certificat d'identité Nansen, après que leur qualité d ’apa­tride a été dûment constatée. Cette constatation se fait sur la base des papiers qu'ils peuvent présenter ou, à défaut, sur la base d'une déclaration de renonciation à le nationalité d'origine. Cette dernière procédure a été adoptée par suite de l'impossibilité où se trouvent les réfugiés (en particulier les Russes) de présenter un certificat de perte de la nationa­lité, qui devrait être délivré par les représentants consulai­

res du pays d'origine.

A tous los autres étrangers qui n'ont pas de natio­nalité ou dont la nationalité est douteuse pour des raisons en rapport avec la guerre et qui, pour ce motif particulier, sont admis à bénéficier do la disposition spéciale qui peut être in­voquée -ope legis- par les réfugiés russes ou arméniens, il est délivré (après que la situation légale du requérant a été éta­blie et sous réserve de l'observation dos règles en vigueur con­cernant la délivrance des passeports pour l'étranger) le "titre d'identité et de voyage", établi sur la base des recommandations faites aux Gouvernements par la troisième Conférence, générale dos communications et du transit qui s'est tenue à. Genève en août et septembre 1927.

L'autorisation est accordée pour une période d'une année au plus, mais elle peut être renouvelée. Cette formalité n'est pas exigée des réfugiés, qui peuvent établir qu'ils ont résidé sans interruption en Italie au moins depuis le 14 juin 1928 ou de ceux qui ont l'intention d'exercer une activité lu­crative indépendante.

En oe qui concerne l'assistance aux réfugiés, il convient d'observer que, compte tenu des principes dont s'inspire la législation italienne, los étrangers malades et déments non rapatriables, bénéficient 3n Italie d'une assis­tance égale à celle qui est duo aux Italiens, indépendamment de tout accord de réciprocité avec le pays auquel appartient l'étranger et indépendamment aussi de la possibilité, pour le Gouvernement italien, de recouvrer les dépenses encourues soit de l'étranger assisté, soit de l'Etat auquel il appartient.
