EXECUTIVE SUMMARY
NWPGCL, a Government of Bangladesh Enterprise and one among the power generating
entities, has been entrusted to address the Master Plan of the Government of Bangladesh to
generate 24,000MW by 2021. In order to achieve the plan of the Government, an initiative was
taken by NWPGCL to construct Rupsha 800 MW Combined Cycle Power Plant at Khulna
District to meet the power demand.
The Project consists of four components namely:
a) Component 1: Rupsha 800 MW Combined Cycle Power Plant;
b) Component 2: Natural Gas Supply Pipeline;
c) Component 3: Power Transmission Interconnection; and
d) Component 4: Capacity strengthening of NWPGCL.
During the monitoring period from July to December 2019, the Project activities gained
momentum and the following Environmental and Social Safeguard milestone activities were
accomplished:
Department of Environment granted approval of the EIA Report for Component 1, 2 and 3
of the Project
Three-tier Grievance Redress Committee was formed by NWPGCL on 27th August 2019
External Environmental Monitoring Consultant service contract was signed on 26th
December 2019
Practical Action had been awarded the Social Inclusive Development works on 28th June
2019
Five hundred (500) pamphlets in local language were issued to the primary and secondary
stakeholders on 25th July 2019 in respect of all three components of the Project
All Five (5) persons affected by the Component 1 had been redeployed by BICI
New School construction works in progress to relocate the school which has to be
demolished.
BDT 600,000 compensation was paid to the affected persons/households by Component
2 in the presence of Honourable Mayor of Khulna City Corporation.
Roads and Highway Department had been paid compensation of BDT 2.37 million and
Khulna City Corporation had been paid compensation of BDT 73.96 million towards laying
of gas pipeline in relation to Component 2

Component 2
Gas Supply Infrastructure Package (P3) EPC Contractor M/s China Petroleum Pipeline
Engineering Company Limited received the materials on 30th June 2019 and started the
works on 1st October 2019 and the construction work in progress.
Component 3
The EPCC Bid for Transmission Line Infrastructure Package (P2) evaluation is under
progress. Signing of the contract is expected to be held during mid of February, 2020.
Component 4
Practical Action is working to finalize the assessment for Socially inclusive development
of communities neighboring the Project site
Building demolition work had been monitored to record social and envioronmental impact from
time to time by the Assistant Manager (EHS) of Rupsha 800MW CCPP Project with
supervision of the Manager (EHS) of Corporate office of NWPGCL.

1.0 INTRODUCTION
North West Power Generation Company Limited (NWPGCL), an enterprise of the Bangladesh
Power Development Board (BPDB) has taken the initiative of Development of a new Rupsha
800 Megawatt (MW) Combined Cycle Power Plant (CCPP) in Khalishpur Upazila, Khulna
District in the administrative division of South-Western Bangladesh, to enhance the power
generation capacity of Bangladesh in order to address the growing demand for electricity in
consistent with the vision of Government of Bangladesh “Power to All by 2021”. The Rupsha
800 MW CCPP is designed to use natural gas as the main fuel and high-speed diesel (HSD)
as back-up fuel to be used only for about 500 hours maximum annually during maintenance
or emergency.
The objectives of this initiative include to increase the reliability of supply by minimizing load
shedding, to reduce the increasing gap between demand and supply of electricity throughout
the country, to enhance the stability and reliability of the national grid system, to reduce the
system's loss by local generation and to develop human resource through technology transfer.
By and large, the objective is to make strides the economic development of Bangladesh by
giving a solid and steady control supply with this kind of power generation project initiatives.

1.1 Scope of the Report
The goal and objective of the social safeguard management and monitoring are to record
social impacts resulting from the project activities and to make sure implementation of the
“mitigation measures” identified earlier in order to reduce negative impacts and enhance
positive impacts from specific project activities during the period from July to December 2019.
Besides, it would also address any unexpected or unforeseen social impacts that may arise
during the construction and operation phases of the project.
The Environmental Management Plan (EMP) dealt exhaustively in the revised EIA covers
measures that will be conducted in every phase of implementing Component 1: Rupsha 800
MW Combined Cycle Power Plant, Component 2: Natural Gas Supply Pipeline, and
Component 3: Power Transmission Interconnection to ensure that adverse impacts are
minimized, and positive impacts enhanced. Aside from the mitigation measures, the EMP also
includes the required monitoring and implementation arrangements with cost estimates. The
EMP includes several plans for implementing mitigation and enhancement measures including
Emergency Response Plan (ERP), Occupational Health and Safety Plan (OHSP), and
Environmental Code of Practices (ECPs).
Broadly, the EMP aims to manage the potential adverse impacts associated with the
implementation of all three Components and specifically, the objectives include:

1) to facilitate the implementation of mitigation measures identified to minimize the potential
adverse impacts and to comply with the environmental requirements of GoB, ADB, and
IFC-WBEHS General Guidelines 2007 (if needed);
2) to maximize potential project benefits and reduce adverse impacts;
3) to draw the roles and responsibilities for NWPGCL, the EPC Contractors, Consultants, and
other staff who will be involved in the implementation of all three components; and
4) to incorporate stakeholders’ engagement initiatives such as the Communication Action
Plan.
Department of Environment vides its Memo No 22.02.0000.018.72.11.2019.534 dated 24th
November 2019 granted approval of the EIA report for Component 1, 2 and 3.
The objective of this report is to present the status of the Social Safeguard compliances of the
proposed Project in terms of EIA and RP. This report outlines the following:
a) Identification of all project components included in the Social Safeguard compliance
reporting;
b) Reporting of the project progress and implementation up to the date of reporting;
c) Identification of criteria for Social Safeguard compliance in terms of Resettlement Plan
(RP) vis–a-vis EIA;
d) Identification of criteria for compliance to ADB Loan Agreement and SPS 2009 and
compliance status to respective clauses;
e) Identification of all related social safeguard components to be managed and monitored
through the Environmental Management Plan;
f) Reporting of the safeguard monitoring results and recommendations for mitigation
measures in the event of a breach of respective regulatory limits for a particular safeguard
component;
g) Reporting on the status of implementation of Grievance Redress Mechanism (GRM) and
complaints received from stakeholders.
1.2 Brief Project Description
The Project has Four components (with Four inter-related components):
1.2.1 Component 1: Rupsha 800 MW Combined Cycle Power Plant
Rupsha 800 MW CCPP will be built in the Residential Area (Now Abandoned) of
Khulna Newsprint Mills premises. The power plant will use combined cycle gas turbine
technology, comprising two identical generating units, each nominally rated at 400 MW. Each
combined cycle unit will consist of one gas turbine and one heat recovery steam generator
(HRSG), forming a one-on-one configuration. At full capacity, the Rupsha 800 MW CCPP is
capable of meeting 5% of the forecast peak demand of Bangladesh in the year 2022.

1.2.2 Component 2: Natural Gas Supply Pipeline
A new 10 km gas pipeline from City Gate Station (CGS), Aronghata, Khulna to the
receiving and metering station to be located within the Rupsha 800 MW CCPP site, and a new
2 km gas pipeline from Fair Clinic Morh to NWPGCL’s existing Khulna 225 MW Power Plant.
Petro Bangla, the national gas utility and the single-buyer for the gas industry in
Bangladesh, will procure LNG from international sources and deliver re-gasified LNG to
Khulna City Gas Station (CGS). The regional gas distribution company, Sundarbans Gas
Company Limited (SGCL) will deliver gas from the existing Khulna CGS in Arongghata to the
Rupsha 800 MW CCPP. A new 24-inch (0.6 m) underground gas pipeline about 10 km long
will be installed from Khulna CGS to the Rupsha 800 MW CCPP. The gas regulating and
metering station (RMS) will be located within the proposed CCPP site. In addition, a new 20-
inch (0.5 m) underground gas pipeline 2 km long will be branched off from Khulna CGS to the
Rupsha 800 MW CCPP line, to serve the fuel (NG) demand of NWPGCL’s existing Khulna
225 MW Power Plant.
Owing to the non-availability of gas, the existing Khulna 225 MW Power Plant is
presently operating on diesel. The following sources from imported regasified liquefied natural
gas (R-LNG) and domestic supply will provide an adequate supply of natural gas for
Component 1:
i) FRSU Moheskhali - 500 MMSCFD of R-LNG developed by Accelerate Energy, USA-
Bangladesh
ii) Summit LNG Terminal Company Limited – 500 MMSCFD of R-LNG
iii) GoB and RasGas (Qatar) has signed a deal in September 2017 for a 15-year LNG sales
and purchase agreement to supply 1.8 million (M) tons LNG/year for 5 years and 2.5 M
tons/year for the next 10 years
iv) According to Petro Bangla, there will be additional supply (domestic) of 2,750 MMSCFD
v) By 2021, Bangladesh Petroleum Exploration and Production Company Limited (BAPEX)
will have 55 exploration wells and 31 development wells
The natural gas produced in Bangladesh is “sweet gas” (does not contain hydrogen
Sulphide) and thus, all the existing natural gas transmission and distribution pipeline networks
are designed for high-quality natural gas.
The layout of Component 2 is shown in Figure 5 and engineering drawing is shown in
Figure 6. It is pertinent to note that some minor adjustment in the pipeline route without
affecting overall alignment at the site by moving the pipeline to the middle of the city road
(instead of the side of the road) in order to minimize the impact on trees, community building,
school, unauthorized households and shops.

1.2.3 Component 3: Power Transmission Interconnection
Electricity to be generated in the Rupsha 800 MW CCPP will be stepped-up to the
transmission voltage of 230 kilovolts (KV). A new 29.3 km transmission line will be built from
Rupsha 800 MW CCPP to the existing Khulna South Substation. The conductor to be used is
a twin- Aluminium Conductor Composite Core Hamburg, and the line will have two circuits,
each capable of transferring 1,400 MW. The new transmission line will require to cross three
rivers for 29.3 km, mostly through rice fields. Upon reaching the existing Khulna South
Substation, the line will be terminated at two new line bays and termination equipment to be
installed under the Project. Thereafter, electricity produced at Rupsha 800 MW CCPP will flow
into the 230 KV transmission network, to serve the electricity demand in Khulna and elsewhere
in the country.
Occupying an area of 12.96 acres, the Khulna South Substation is part of the West
Zone Power System Development Project funded by ADB and the Nordic Development Fund
which was commissioned on 29th January 2007. The 4.7 km stringing is part of the 24-km four
circuits 230 KV Mongla to Khulna South SS transmission line project of the Power Grid
Company of Bangladesh (PGCB) funded by GoB. The 230 KV transmission line from Mongla
to Khulna South Substation has complied to the requirements of the Environmental
Conservation Rules (ECR) 1997 of the Department of Environment (DoE) for the red category
project. Together, these transmission lines form part of the power evacuation interconnection
facilities in southwestern Bangladesh.

1.2.4 Component 4: Capacity Strengthening of NWPGCL:
Strengthening institutional capacity has the following three major subcomponents:
(i) Implementation and operation of an ERP system;
(ii) Supply and installation of a universal power plant operations training simulator; and
(iii) Delivery of capacity enhancement through on the job training for NWPGCL staff in:
a) Project management, implementation, and supervision:
b) monitoring and evaluation;
c) operation and maintenance;
d) environment and socials safeguards;
e) gender equity; and
f) effective project communications.
Project management and construction supervision support will be provided for the
development of the Rupsha 800MW CCPP. Enterprise resource planning system support
includes both hardware and software for introducing a computerized management system for
NWPGCL. The enterprise resource planning system will substantially improve the business
process and NWPGCL’s efficiency and transparency by computerizing the Financial
Accounting, Budgeting and Costing, Human Resource Management, Procurement Inventory,
Planning and Monitoring, Operations and Maintenance and Project Management and
Accounting.
The Project will be provided with grant financing to improve livelihood of the
communities in the Project area by (i) increasing awareness on safe and efficient use of
electricity, (ii) delivering capacity building training on livelihood activities and employment
opportunities, and (iii) installing a 10-kilowatt solar system, two information technology
laboratories, and two science laboratories in schools near the Rupsha 800 MW CPP.

2.0 PROJECT STATUS
50 acres of land at the KNM premises required for the construction of the Rupsha 800 MW
CCPP. The affected land owned by KNM (government-owned) has been taken over by
NWPGCL.

4.0 IMPLEMENTATION OF THE GRIEVANCE REDRESS MECHANISM
4.1 Grievance Redress Mechanism
Public participation, consultation, and information disclosure shall be undertaken as part of
the local EIA process to discuss and address major community and environmental concerns.
Continued public participation and consultation shall be emphasized as a key component of
successful project implementation.
During the construction and operational phase of the Project, the complaints that may be
anticipated are mostly related to air, noise and vibration of the Power Plant. However,
unforeseen issues may occur. To settle such issues effectively, an effective and transparent
channel for lodging complaints and grievances has been established. The grievance redress
mechanism is scaled to the risks and adverse impacts of the Project. It will address affected
people’s concerns and complaints promptly, using an understandable and transparent
process. It will also be readily accessible to all sections of the community at no cost and without
retribution.
As per Clause 26 of Schedule 5 of Covenants from the ADB Loan Agreement, the Grievance
Redress Mechanism will be implemented during both the construction and operational period
of the project to ensure that all complaints from local communities are dealt with appropriately,
with corrective actions being implemented, and the complainant being informed of the
outcome. It will be applied to all complaints from affected parties. The mechanism will be
accessible to diverse members of the community, including more vulnerable groups such as
women and youth. Multiple means of using this mechanism, including face-to-face meetings,
written complaints, telephone conversations should be available.
Confidentiality and privacy for complainants will be honored where this is seen as necessary
or important. A grievance redress mechanism and procedures will be set up to provide an
opportunity for project-affected persons to settle their complaints and grievances amicably.
The grievances redress procedures and mechanism will ensure that project affected persons
are provided with the appropriate compensations and that all administrative measures are in
line with the law. It also allows project affected persons not to lose time and resources from
going through lengthy administrative and legal procedures. Grievances are first preferred to
be settled amicably.
NWPGCL has set-up a Grievance Redress Committee (GRC) that will address any complaints
during both the construction and operational period of the Project.

confidence in the system. The grievance redress committee reports its plan and activities to
the implementation Committee.

The GRC will maintain a Complaints Database, which will contain all the information on
complaints or grievances received from the communities or other stakeholders. This would
include the type of complaint, location, time, actions to address these complaints, and final
outcome.
The procedures to be followed and adopted by the grievance redress will be transparent and
simple to understand or uniform process for registering complaints that provide project
affected persons with free access to the procedures. The response time between activating
the procedure and reaching a resolution will be as short as possible. An effective monitoring
system will inform project management about the frequency and nature of grievances.
The GRC will arrange half-yearly meetings where the activities and the outcomes/measures
taken according to the Complaints Database are to be monitored and reviewed by a third-
party consultant to ensure the required transparency.
In addition to the above, if there are any grievances related to environmental management
issues in the project area, the GRC will record these grievances and suggestions and pass it
on to the relevant consultant for necessary action and follow-up. GRC will be responsible to
respond to the grievances within a time limit. The initial movement to identify the causes will
be taken within 48 hours. The GRC will not take more than two weeks to take the final initiative.
In case a dispute is not resolved by the arbitrational tribunal, then if any of the Party disagrees,
the aggrieved party has the right to appeal to the ordinary courts of law. However, the preferred
option of dispute settlement ought to be the option of settling the dispute amicably because
recourse to courts may take a very long time even years before a final decision is made and
therefore, should not be the preferred option for both parties.

by NWPGCL as detailed below as well as in Figure 11, 12 and 13:

5.0 STAKEHOLDERS ENGAGEMENT
5.1 Stakeholder Engagement Process and Consultations
During the monitoring period from July to December 2019, 500 pamphlets (Booklets) of all the
three Components in local language had been distributed on 25th July 2019 to the primary and
secondary stakeholders and extracts are attached in the Figure 14, 15 and 16.
Component 1: Rupsha 800 MW CCPP
The proposed site has been selected at the abandoned KNM premises to minimize the land
acquisition and resettlement impacts. The KNM (Khulna Newsprint Mills) and associated
worker housing/compound closed in 2002; with the compound/assets continued to be secured
by a small number of KNM employees. The project preparation technical assistance
considered options for the plant located within the KNM premises, including access routes
taking into consideration engineering requirements, and selected the option that minimized
involuntary resettlement and community impacts. Focus group discussions (women, parents,
and teachers) and meetings with the school committee and Imam were conducted (November
2016) to incorporate their feedback into the new school location and on how to ensure
continued and safe community access to the mosque.
Component 2: Natural Gas Supply Pipeline
The natural gas supply pipeline alignment has been designed to minimize resettlement
impacts. Criteria for route selection considered (i) length of route, (ii) number of bend, (iii)
number of structures to be affected, and (iv) number of the major road crossing. Local people
were consulted with regard to the route selection.
Component 3: Power Transmission Interconnection
A new 29 km transmission line will be built from the Rupsha 800 MW CCPP to the existing
Khulna South Substation. The new transmission line will require to cross 3 rivers and would
traverse mostly through rice fields.
Consultation during the preparation of the draft resettlement plan was undertaken via public
meetings and focus group discussions in Senate and Batiaghata unions of Khulna district. The
first round of consultation took place on 12th November 2016, with 3 meetings and participation
by 54 persons (including 21 women). Followed by a disclosure meeting in October 2017 with
64 attendees (52 men and 12 women). The project interventions and their likely environmental
and social impacts were shared with project stakeholders (both direct/indirect and/or
primary/secondary) in the meetings. Additional consultation will take place with affected
households when the route alignment is finalized. In the event that major changes are made

to the alignment, the RP will be updated and disclosed as per disclosure requirements laid out
in ADB’s Safeguard Policy Statement 2009 (SPS).

6.0 CONCLUSION
The Social Safeguard Monitoring Report consists of two semiannually social monitoring
reporting based on identified parameters in EIA and RP during the construction phase. Now
the project construction activities gained momentum and is at pre-construction stage for
Component 1 and 3 whereas in respect of Component 2, the works are in progress. There is
no land acquisition and resettlement issue for Component 1 as it is being established inside
the in the abandoned compound of Khulna Newsprint Mills Limited (KNM) Development. Also,
the Project do not pose any issues on livelihoods or income of any households or people since
all five affected employees had already been deployed by BCIC. The impact on the old school
premises and the Mosque are addressed exhaustively in the RP and the new school
construction is in progress and renovation of Mosque and graveyard under consideration.
Otherwise, no involuntary resettlement issues are triggered under ADB safeguard policy at
this site. So, the barest minimum negative impact was found on the socio-environment for
Component 1.
With regard to Component 2, the Khulna City Corporation and Roads, and Highway Authority
permission were obtained and due compensation has been paid to them by NWPGCL. Khulna
City Corporation secured the unauthorized structures and households near the Rupsha 800
MW CCPP boundary gate and compensation to the affected people has been made.
In respect of Component 3, the soon to be appointed EPC Contractor will conduct resurvey
on the transmission line route to minimize impacts on socio-environment aspect.
During construction activities of all three components, mitigation measures will be taken in line
with the ADB Safeguard Policy Statement 2009, DoE Bangladesh Guideline including
suggestive and recommended measures in the EIA Approval.
Finally, it can be concluded that the Project has no detrimental impact on the social
environment during the period under monitoring from July to December 2019.
