My conclnnions are: 1st. That the Superintendent of the Poor, as the
authorized agent of the Oonnty, having aqtbopity to pnrchijse all the supplies necessary for the support of the County poor and the maintenance of the County poor House, can hind the Cuunty for their payment.
2d. That the contracts made by the Superintendent for these purposes are not subject to revision or supervision of the Bjard of Supervisors.
3d. That the Superintendent is to pay for such
