Current Jail Positions

Total Jail Positions: 238

Non Inmate Supervision: 69

Inmate Supervision: 169

Openings: 8

In Training: 9

Light Duty: 6

INFIRMARYRequires staffing of 1 detention officer if any inmates are present. Since opening, the infirmary has housed inmates regularly.

Requires 1 personnel to staff 3 shifts plus relief factor of 1.63. 3 x 1.63 = 4.89 to fully staff the infirmary.

This is a new position not present in the old Central Jail.

Central Picket “Control”Only 1 position was required in the Old Central Jail. The

Jail Commission now requires 2 personnel due to the 384 additional potential inmate capacity.

This required an additional position once the new jail

came online. 1 per shift: 3 x relief rate of 1.63 = 4.89

Central Picket “Control Room” – Previously 1 man, but now a 2 man.

Court Transfer HoldingTCJS requires this station to be manned at anytime inmates are being held in these cells. Inmates are

being transferred to and held in this holding area five days a week, during 3rd and 1st shifts, for court and on

Fridays for TDC transport.

This requires additional detention officers for two shifts.2 x 1.63 = 3.26

FY 15 SCSO

Detention Division Additional Staffing Request

In review of inmate population for the preceding 12 months (April 2013-March 2014) we have maintained an average daily population of 667 in-county and 84 out of county totaling 751. During this same time, we have recorded peak populations of 713 in-county and 136 out of county for a total peak population of 849. Using the 849 peak with an additional projected growth in population of 100 inmates which will result in an average daily population of 949, we would propose to staff two floors (288 beds) of the direct supervision addition which we feel would be adequate to house our current population including those housed out of county with room for an increase in population expected within the FY 15 budget. Based on the minimum staffing analysis conducted by the Texas Commission on Jail Standards in July 2013, we require 58 additional Detention Officer Positions which are as follows:

Jail Plans Regarding Housing Of Federal Inmates

By housing 96 Federal Inmates in existing portion of Smith County Central Jail at $45.00 minimum per day per inmate = $1,576,800 per year gross.

Once salaries for additional personnel & inmate meals are factored in, this would allow for an excess of $1,117,000 net annually. Medical is paid by the Federal Government.

This allows Smith County to recover funding that has been expended out of county over the past several years to house our inmates.
