Dear Conference Attendee:  Welcome to the SAME 2012 Small Business Conference (SBC) for DOD Engineering, Construction and Environmental Programs. Again this year, we have put together a unique conference that is designed to promote partnerships and contract opportunities between small businesses and Department of Defense (DOD) agencies as well as strengthen networking opportunities between small and large businesses.  

On behalf of SAME, I extend my sincerest appreciation to USACE for the continued support it has provided for Small Business and to the Secretary of the Army for his recognition of the importance of the Small Business Conference to both small business and the Army. We are pleased that the Secretary of the Army approved USACE participation in the SAME Small Business Conference, allowing 200 USACE professionals to attend—including Division and District Commanders, Small Business Chiefs, and Contracting Chiefs, or their representatives.   

For the 2012 SBC, the SAME Small Business Council organized an increased number of sessions that address timely issues specific to small business growth and success. These sessions will allow attendees to earn Professional Development Hours (PDHs), and like all 2012 SBC sessions, will be available after the conference on the Live Learning Center (LLC), an on‐line portal that makes it possible to view conference sessions that may have been missed, or need to be revisited, long after the conference is over.   The SAME 2012 SBC presents unparalleled opportunities to network with USACE, NAVFAC and Air Force leaders and representatives from nearly 200 companies in the Exhibit Hall. Exhibiting companies have a company profile in this program that provides valuable information on their business capabilities. For the Army, Air Force and NAVFAC, we have obtained contact information for leading authorities in the contracting, program and small business fields—and to facilitate making connections, photos are included. Thus, the Exhibit Hall serves as a foundation to pursue federal work and the Conference Program serves as a resource tool to keep partnering efforts alive and well long after the close of this conference.  The SAME Small Business Conference is a team effort. I extend a sincere “thank you” to our event sponsors for their continued support, to our speakers and moderators whose knowledge‐sharing make this event a great success, and to the members of the Small Business Council and the SAME HQ staff for their efforts in coordinating this event.      Robert D. Wolff, Ph.D., P.E., F.SAME Executive Director

Maj. Gen. Timothy A. Byers, USAF, is the Air Force Civil Engineer, Headquarters U.S. Air Force, Wash-ington, D.C. He is responsible for installation support functions at 166 Air Force bases worldwide with an annual budget of more than $12 billion. He also is responsible for organizing, training and equipping the 60,000-person engineering force, and for planning, development, construction, maintenance, utilities and the environmental quality of Air Force bases worldwide valued at more than $251 billion. This responsibility also includes ser-vices for housing, fire protection, aircraft crash and rescue, explosive ordnance disposal and disaster preparedness. Additionally, he oversees the Air Force Civil Engineer Center, based at Joint Base San Antonio-Lackland, Texas. Previously, Gen. Byers was Director of Installations and Mission Support, Headquarters Air Combat Command, Langley AFB, Va. Gen. Byers has served as a design engineer, readiness officer, contract management chief, programmer and environmental chief. His previous experience includes headquarters tours at both the Air Staff and major command levels, base command positions as a civil engineering squadron and mission support group commander. Gen. Byers earned a bachelor’s degree in Civil Engineering from the Univer-sity of Kentucky and a master’s degree in Engineering Management from the Air Force Institute of Technology, Wright-Patterson AFB, Ohio.

Rear Adm. Katherine L. Gregory, P.E., CEC, USN, became NAVFAC Commander and U.S. Navy Chief of Civil Engineers in October 2012. Previously, Adm. Gregory served as Commander, NAVFAC Pacific and was the Pacific Fleet Civil Engineer. Additional assignments include tours in Yokosuka, Japan; Naples, Italy; San Francisco; Adak, Alaska; and Pearl Harbor, Hawaii. She has served in staff assignments in Washington, D.C., where she was the Seabee Action Officer as well as Chief of Naval Operations Overseas Bases Planning and Action Officer. Within the Naval Construction Force (Seabees), Adm. Gregory served with Amphibious Construction Battalion One and Naval Mobile Construction Battalion One. She was Commanding Officer, Naval Mobile Construction Battalion 133; Commander, 30th Naval Construction Regiment; and Chief of Staff, 1st Naval Construction Division. Throughout her Seabee tours, she deployed to the Western Pacific, Mediterranean, Iraq and Haiti. Adm. Gregory is a 1982 graduate of the U.S. Naval Academy in Annapolis, Md. She holds graduate degrees from the University of Southern California and The George Washington University, and has com-pleted the Senior Executive Program at the London School of Business. She is a Seabee Combat Warfare Officer.

Lt. Gen. Thomas P. Bostick, P.E., USA, became the 53rd U.S. Army Chief of Engineers and USACE Commanding General in May 2012. Before assuming his current position, Gen. Bostick served as Deputy Chief of Staff, G-1, Personnel, U.S. Army. He has served in a variety of com-mand and staff assignments throughout his military career, including: Commanding General, U.S. Army Recruiting Command; Director of Military Programs, USACE, with duty as Commander, Gulf Region Division, Operation Iraqi Freedom; Assistant Division Commander (Maneuver), and later the Assistant Division Commander (Support), 1st Cavalry Division, Operation Iraqi Freedom; Commander, Engineer Brigade, 1st Armored Division, Operation Joint Forge, Bosnia-Herzegovina; and Commander, 1st Engineer Battalion, 1st Infantry Division (Mechanized). Gen. Bostick served as Executive Officer (XO) to the Chief of Engineers, XO to the Army Chief of Staff, and Deputy Director of Opera-tions for the National Military Command Center, J-3, the Joint Staff in the Pentagon from May 2001 to August 2002, including the events of 9/11. Gen. Bostick graduated from the U.S. Military Academy at West Point in 1978. He has earned master’s degrees in both Civil Engineering and Mechanical Engineering from Stanford University, and is a graduate of the U.S. Army War College.

Kim D. Denver, SES, became Deputy Assistant Secretary of the Army (Procurement) in June 2011. He directs the evaluation, measure-ment and continuous improvement actions for more than 270 Army contracting offices worldwide—offices that are executing contracts

for major weapons systems, base logistics support, construction and wartime operational contracting. He ensures execution of federal, defense and Army regulations for acquisition, procurement and related business practices. Previ-ously, Denver served as Director of Contracting, USACE National Contracting Organization from October 2008 to June 2011. Other assignments include: Director, Acquisition Center/Principal Assistant Responsible for Contracting, U.S. Army Program Executive Office for Simulation, Training and Instrumenta-tion (PEO STRI), Orlando, Fla.; Director of Contracts and before that Deputy Director of Contracts, PEO STRI. nella retired from the Army in 2004 at the rank of colonel. Tracey L. Pinson, SES, became Director of the Office of Small Business Programs, Secretary of the Army, in May 1995. In this role, Pinson advises the Secretary of the Army and Army staff on all small business procurement issues

and is responsible for the implementation of the federal acquisition programs designed to assist small businesses. She provides management and oversight for the Army’s Mentor-Protégé Program as well as the Historically Black Col-leges and Universities and Minority Institutions (HBCU/MI) program. Pinson also develops policies and initiatives to enhance HBCU/MI participation in Army-funded programs. From 1986 to 1995, Pinson served as Assistant to the Director, Office of Small and Disadvantaged Business Utilization, Office of the Secretary of Defense. During this time, she served as the program manager of the DOD Small Disadvantaged Business Program and the HBCU/MI Program. She also developed the implementation strategy for the DOD Mentor-Protégé Program, which attracted more than 250 participants with a budget allocation as high as $120 million. Jackie L. Robinson-Burnette is the Associ-ate Director, USACE Office of Small Business Programs. In this role she is the principal advisor to the USACE Commander and the Secretary of the Army, Director of Small Business Programs, on all USACE small business matters, to include

a $7.5 billion small business program. She also provides senior leadership to a network of more than 70 Contract Specialists that serve as USACE Small Business Advisors throughout the country. Robinson-Burnette graduated in 1992 from the Army Contracting Intern Program, Stuttgart, Germany. She is DAWIA level III-certified in contracting and is an Army Acquisition Corps member. She joined USACE in 2010 after more than 20 years of Army contracting experience. She has served as a leader on the Army Contracting Command Stand-Up team, and as the Deputy Associate Director for the Army Contracting Command Small Business Program. A. John Shoraka is the Associate Administra-tor of Government Contracting and Business Development, U.S. Small Business Administra-tion (SBA). His team supports thousands of small businesses every year as they compete for more than $500 billion in federal prime contracts

and billions more in subcontracts. Shoraka oversees the umbrella office with jurisdiction over the agency’s offices of Size Standards, HUBZone, Govern-ment Contracting and Business Development/8(a). Shoraka previously served as Region 3 Administrator for SBA, where he led delivery and management of small business programs, financial assistance and business development throughout the region. Before that he was Vice President at The Aries Group, a business and financial consulting firm based in Silver Spring, Md. Prior to joining SBA, Shoraka served as chair of the Small Business Association for International Contractors, where he represented 26 small business contrac-tors that provide services to the U.S. Agency for International Development. He also was an adjunct faculty member at Catholic University of America, where he taught courses in international business and management science. Shoraka holds a Bachelor of Science from the University of Maryland and an MBA from The George Washington University.

Col. Kevin J. Wilson, USA, assumed com-mand of the U.S. Army Engineer Research and Development Center (ERDC) in November 2010. Prior to joining ERDC, Col. Wilson commanded the then-newly established USACE Afghanistan Engineer District-South, Kandahar, Afghanistan. Before that, he served as Commander, USACE

Alaska District. Other assignments include: Joint Forces Army Engineer Officer responsible for coordinating Army Engineer Operations in support of Homeland Defense and Civil Support in the U.S. Northern Command; Com-mander, 249th Engineer Battalion (Prime Power); and Commandant, U.S. Army Prime Power School. In this role, he was heavily involved with military operations in Afghanistan and Iraq, and in disaster relief operations in sup-port of the Federal Emergency Management Agency after 9/11, in Guam for Typhoons Chata’an and Pongsona, and in Louisiana for Hurricane Lily. Col. Wilson also served as the Military Assistant to the Assistant Secretary of the Army for Civil Works. He was commissioned into the Army in 1983 through the ROTC program upon graduating from Bemidji State University in Minnesota. Robert D. Wolff, Ph.D., P.E., F.SAME, became the Executive Director of SAME in September 2002. He is responsible for a staff of more than 25 professionals and a budget of nearly $8 million. SAME has nearly 30,000 members, and 1,600 Sustaining Member companies, pub-

lic agencies and academic institutions. SAME is organized into 16 regions and has 108 Posts (chapters) located throughout the United States and abroad. Dr. Wolff reports to a Board of Direction with 43 voting members and an Ex-ecutive Committee of 12 voting members. Prior to becoming SAME Executive Director, Dr. Wolff served in a variety of increasingly demanding engineering and leadership positions in the U.S. Army, the U.S. Air Force and the private sector. He was an engineer officer in the Army for nine years after graduat-ing from West Point, serving in Germany; Fort Lewis, Wash.; Vietnam; and Cambodia. He then served another 17 years in the Army Reserves, retiring in 1992 as a Lieutenant Colonel. Dr. Wolff served 20 years as a civilian with the U.S. Army Corps of Engineers before being selected the senior civilian civil engineer for the Air Force as a member of the Senior Executive Service. He was later promoted to Director of Logistics Plans for the Air Force before retir-ing from civil service in 1998 and becoming a Vice President with CH2M HILL.

Col. Nicholas L. Desport, rA, LEED Green Associate, uSAF (ret.)SAmE Deputy Executive Director and Director of Programs

Col. Nicholas L. Desport, RA, LEED Green Associate, USAF (Ret.), is the SAME Deputy Executive Director and Director of Programs. Col. Desport’s 30-year Air Force career spans an array of command and leadership assignments. Most recently, he served as Command Civil Engineer

of Air Force Reserve Command, 2009–2012. He was responsible for installation support of 12 primary and 46 tenant units nationwide, with a $350 million annual budget and organizing, training and equipping a 5,900-person engineering force. Additional senior assignments include Deputy Director of Installations & Mission Support, HQ Air Mobility Command, Scott AFB, Ill.; Commander, Mission Sup-port Group, 437th Air Mobility Wing, Charleston AFB, S.C.; and Chief, Program Development Branch and Programs and Analysis Branch, HQ Air Force. Earlier in his career, he served as Civil Engineer Commander three times and also spent three years as a White House Social Aide. Among Col. Desport’s many achievements, he developed a detailed plan to combine $2 billion Air Force and $3.2 billion Navy assets at Joint Base Charleston, S.C., as directed by the 2005 Base Realignment and Closure Act. In handling this process, which had never been accomplished before, Col. Desport helped establish a model for joint basing and agency partnerships. As a Civil Engineer Commander, he deployed to a classified location immediately after Sept. 11, 2001, leading a team from 51 different locations to provide engineering and base support to build up an expe-ditionary base supporting Operation Enduring Freedom. Col. Desport graduated from Kent State University in Ohio with a Bachelor of Science and a Bachelor of Architecture and Environmental Design. He has a Master of Civil Engineering, Construction Engineering Management degree from the University of Maryland.

Anthony F. “Tony” Leketa, P.E., F.SAME, is Executive Vice President, Parsons Government Services, and President of SAME. Leketa joined Parsons in January 2005. He has held a series of successive leadership positions within Par-son’s federal government group including Senior Vice President, Division Manager, Installations

and Environment (I&E) Division, where he managed the vast majority of De-partment of Defense (DOD) contracts for the firm; and Vice President, Deputy Division Manager, Systems, Defense and Security Division. Prior to assuming his current position as Executive Vice President, Parsons Government Ser-vices, he served as President of Parsons Water & Infrastructure Group Inc., one of four business units of Parsons Corp., where he was responsible for the business unit’s global operations. Prior to joining Parsons, Leketa held a num-ber of critically responsible positions with USACE before retiring as a member of the Senior Executive Service. His last assignment was Chief of Interagency and International Services, HQ USACE, Washington, D.C. In this role, he provided executive-level oversight for a worldwide program of reimbursable technical assistance to other federal agencies, state and local governments, Indian Nations, industry firms as well as organizations in 92 countries. Ad-ditional USACE positions included: Construction Director, Coalition Provisional Authority, Baghdad, Iraq; Programs Director, South Atlantic Division; and Deputy District Engineer for Programs and Program Management, Baltimore District. Leketa is a retired Army Colonel, having completed a 30-year active duty and U.S. Army Reserve career in 1999.

Rear Adm. Gary A. Engle, P.E., DBIA, F.SAME, USN (Ret.), is Vice President, Infrastructure & Environment Division, Federal Business Line, URS Corp., and President-elect of SAME. At URS, he works federal and Department of Defense programs, and leads Navy and Marine Corps work for projects involving the full range of

facility and infrastructure services, including design-build, design, environmental, energy, contingency and base operating services, and infrastructure planning. Before joining URS, Adm. Engle completed a 28-year career with the U.S. Navy. He held a series of successively demanding positions with the Naval Facilities Engineering Command (NAVFAC), serving as Commander, NAVFAC including Pacific, Pearl Harbor, Hawaii, where he oversaw a $1.2 billion annual facilities engineering program, with three subordinate commands, and was responsible for 3,300 employees and 14 construction offices serving clients across the Pacific area of operations. Prior to that, he served as Chief of Staff, First Naval Construction Division, Norfolk, Va. Adm. Engle was second-in-command of a 16,000-strong Seabee military construction force, managing an $88 million budget and a $570 million equipment procurement program with direct staff of 220 personnel. He directed day-to-day operations and was a key part of estab-lishing of this command during the Iraqi War.
