the youth in nation building, . . . Shallpromote and protect their physical, moral,spiritual, intellectual and social well-being. . . shall inculcate in the youth patriotism

and nationalism and encourage theirinvolvement in political and civic affairs.

Katipunan ng Kabataan

The KK shall be composed of allcitizens of the Philippines actuallyresiding in the barangay for at leastsix (6) months, who are fifteen (15)but not more than eighteen (18) yearsof age, and who are duly registered in

the Katipunan ng Kabataan roster orin the official list in the custody of theSangguniang Barangay Secretary.

The KK shall meet at least once

every quarter (or three months) or at

the call of the Chairman of thesangguniang kabataan or upon

written petition of at least one-

twentieth (1/20) of its members, to

decide on important issues affectingthe youth of the barangay.

Rights andResponsibilities:

1. The right or duty to vote and be

elected or voted upon during the SKelections

2. The right or duty to participate in theplanning and implementation of the

programs, projects and activities ofthe barangay as may be adopted bythe SK or Sangguniang Barangay

Creation and Election:

There shall be in every barangay asangguniang kabataan to be

composed of a chairman, seven (7)

members, a secretary, and a treasurer.

Powers and Function

The Sangguniang Kabataan shall:

1. Promulgate resolutions necessary to carry outthe objectives of the youth in the barangay inaccordance with the applicable provisions ofthe LGC;

2. Initiate programs designed to enhance thesocial, political, economic, cultural, intellectual,moral, spiritual, and physical development ofthe members;

3. Hold fund-raising activities, the proceeds of

which shall be tax-exempt and shall accrue to

the general fund of the sangguniang kabataan:Provided, however, That in the appropriation

thereof, the specific purpose for which such

activity has been held shall be first satisfied;

4. Create such bodies or committees as it may

deem necessary to effectively carry out its

programs and activities;

5. Submit annual and end-of-term reports to the

sangguniang barangay on their projects and

activities for the survival and development ofthe youth in the barangay;

6. Consult and coordinate with all youth

organizations in the barangay for policy

formulation and program implementation;

7. Coordinate with the appropriate national

agency for the implementation of youth

development projects and programs at thenational level; and

8. Exercise such other powers and perform such

other duties and functions as the sangguniang

barangay may determine or delegate or as

may be prescribed by law or ordinance

Meetings of the SK:

The Sangguniang Kabataan shall meet

regularly once a month on the date, time, andplace to be fixed by the said sanggunian.Special meetings may be called by thesangguniang kabataan chairman or any three(3) of its members by giving written notice to all

members of the date, time, place, and agendaof the meeting at least one (1) day in advance.Notices of regular or special meetings shall befurnished the punong barangay and thesangguniang barangay.

Qualifications:

citizen of the Philippines

A qualified voter of the katipunan ng kabataan

a resident of the barangay at least one (1) yearimmediately prior to election

at least fifteen (15) but not more than eighteen(18) years of age on the day of the election

able to read and write Filipino, English, or thelocal dialect

must not have been convicted of any crimeinvolving moral turpitude (rape, theft, slander)

Term of Office:

The Sangguniang Kabataan

Chairman and Members shall hold officefor a period of three (3) years, unless

sooner removed for cause as provided by

law, permanently incapacitated, die orresign from office.

SKChairman:

The registered voters of the Katipunan ngKabataan shall elect the Chairman of the

Sangguniang Kabataan who shall automaticallyserve as an ex-officio member of the

sangguniang barangay upon his assumption tooffice. As such, he shall exercise the same

powers, discharge the same duties and

functions, and enjoy the same privileges as theregular sangguniang barangay members, and

shall be the chairman of the committee on youthand sports development in the said sanggunian.

Powers and Duties of the SKChairman:

1. Call and preside over all meetings of the KK

and the SK;

2. Implement policies, programs, and projects

within his jurisdiction in coordination with

the sangguniang barangay;

3. Exercise general supervision over theaffairs and activities of the SK and the

official conduct of its members, and such

other officers of the SK within his jurisdiction

Powers and Duties of the SKChairman:

4. With the concurrence of the SK,appoint from among the members ofSK, the secretary and treasurer, andsuch other officers as may benecessary; and

5. Exercise such other powers andperform such other duties andfunctions as may be prescribed by lawor ordinance.

Powers and Duties of the SK Secretary:

1. Keep all records of the KK and SK;

2. Prepare and keep the minutes of allmeetings of the KK and SK;

3. Prepare all forms necessary for the

conduct of registrations, elections,initiatives, referenda, or plebiscites, in

coordination with the barangay

secretary and the Comelec; and

Powers and Duties of the SK Secretary:

4. Perform such other duties and

discharge such other functions as thechairman of the sangguniang

kabataan may prescribe and direct.

Powers and Duties of the SKTreasurer:

1. Take custody of all SK property and

funds not otherwise deposited with thecity treasurer;

2. Collect and receive contributions,

monies, materials, and all otherresources intended for the SK and KK;

3. Disburse funds in accordance with an

approved budget of the SK;

4. Certify to the availability of funds

whenever necessary;5. Submit to the SK and to the

sangguniang barangay certified and

detailed statements of actual incomeand expenditures at the end of every

month;

6. Perform such other duties and

discharge such other functions as thechairman of the sangguniang

kabataan may prescribe and direct.

Privileges of SKChairman:

The same privileges enjoyed by other

sangguniang barangay officials under the

LGC subject to such requirements and

limitations provided in the Code.

Free Insurance (disability, death and burial),

etc.

Privileges of all SK officials:

Free tuition and matriculation fee while

enrolled in public tertiary schools,including state colleges and

universities within or nearest their area

of jurisdiction.

Succession and Filling of Vacancies:

1. Refusal to assume office

2. Failure to qualify

3. Conviction of felony

4. Voluntary resignation

5. Death

6. Permanently incapacitated7. Removal from office

8. Absence without authorization for more thanthree (3) consecutive months

Grounds forDisciplinaryActions (Art. 124):

1. Disloyalty to the Republic of the Philippines

2. Culpable violation of the Constitution

3. Dishonesty, Oppression, Misconduct inOffice, Gross Negligence, or Dereliction ofDuty

4. Commission of any offense involving moralturpitude or an offense punishable by atleastprision mayorwhich is from six (6years and one day to twelve (12) yearsimprisonment

5. Abuse of authority

6. Unauthorized absence for fifteen (15) consecutiveworking days, except in the case of members of thesangguniang panlalawigan, sangguniangpanlungsod and sangguniang barangay which is

four consecutive absence in sessions7. Application for, or acquisition of, foreign citizenshipor residence or the status of an immigrant ofanother country

8. Such other grounds as may be provided by theLGC and other laws (RA 6713, RA 3019, AdminCode of 1987, Revised Penal Code)

An elective officialmaybe removed from office onthe grounds enumerated above byorderof the

propercourt

Task Forces based on SK Constitution and By-

Laws (Article XVIII):

1. Green Brigade Headed by the FirstKagawad and shall have a membership of ten

percent (10%) of the KK Members;

2. Livelihood and Entrepreneurship

Headedby the Second Kagawad and shall have a

membership of ten percent (10%) of the KK

Members;

3. Disaster Coordination and Health

Headed bythe Third Kagawad and shall have a membership

of twenty percent (20%) of the KK Members;

4. Education Services, Moral Recovery Activities

and Anti-Drug Abuse Campaign Headed bythe Fourth Kagawad and shall have a membership

of twenty percent (20%) of the KK Members;
