1.0 Project Background

M/s. SSM Builders & Promoters is among the leading Realty and Infrastructure developers of

Chennai has proposed to construct Residential Group Development Project entitled “SSM

Nagar Housing Complex” at S. No. 310/2, 311/2, 311/3, etc., Nedungundram Village,

Chengalpattu Taluk, Kancheepuram District. The area of the plot is 1,96,605.54 Sq.m and

total built- up area of the project is 2,86,171.63 Sq.m comprising of 13 Residential Blocks

(Block A to F & L – Stilt + 4 Floors, LIG Block G to K & M – G + 3 Floors), 1 Club House

(G + 3 Floors) and 6 Commercial Blocks (Block 1, 4 & 6 – G + 1 Floor, Block 2, 3 & 5 – G +

3 Floors) with total number of dwelling units 2952.

The daily fresh water requirement is 1357 KLD which will be drawn from Ground water. It is

proposed to provide sewage treatment plant with total capacity of 1785 KLD capacity for

treatment of sewage. The treated sewage is proposed to be used for toilet flushing (677

KLD), gardening (183 KLD) and the balance 815 KLD will be discharged through nearest

CMWSSB STP. Total solid waste generation is expected to be 8942 kg/day. Segregation of

solid waste into biodegradable, and non-biodegradable will be done and the Bio degradable

waste will be treated in Bio Methanation Plant and manure will be used for gardening. The

non bio degradable/recyclable wastes will be handed over to authorized recyclers.

The power requirement is 16.63 MW. The back-up power for common area, lifts, STPs and

water pumps may be achieved by suitable DG sets. The emissions from the DG sets will be

let out through stacks of adequate heights as per CPCB norms. The increase in the ambient

noise levels due to the operation of DG sets will be controlled by providing acoustic

enclosure. Thick greenery is proposed to be developed all along the boundary of the project

site which will attenuate ambient noise levels and other pollutants.

Storm water drainage for the proposed development is adequately designed with rainwater

harvesting arrangements to augment ground water table. Energy conservation measures

proposed for the project includes use of energy efficient fixtures & equipment and solar

power for street lights, common area and partially for individual units. Environmental

monitoring is a vital process of any development which will be required during the

construction and operational phases of the project. All necessary parameters are being

monitored periodically as per the guidelines of MoEF&CC/CPCB and Tamil Nadu Pollution

Control Board.

2.0 Project Status

Construction of 13 Types (59 Blocks) of Residential Blocks comprising of 7 Types Blocks

with Stilt + 4 Floors (Block A to F & L3) and 6 Types Blocks with Ground + 3 Floors (LIG

Block G, H, I, J, K and M), 1 Club House - Ground + 3 Floors and 6 Commercial Blocks

(Block 1, 4 & 6 – Ground + 1 Floor, Block 2, 3 & 5 – Ground + 3 Floors) has been completed

and partly occupied. In the Club House, the construction activity yet to be started.

3.0 Environmental Clearance

The project proposal falls under category 8(b) of the EIA Notification 2006. Based on this,

the proposal was appraised by the SEIAA of Tamil Nadu during April 2016 and accorded

Environmental clearance. Subsequently, we have obtained Consent to Establish from Tamil

Nadu Pollution Control Board (TNPCB) and started the construction.

4.0 Environmental Monitoring

As per the conditions stipulated in the Environmental Clearance issued by the SEIAA of

Tamil Nadu, environmental monitoring is being carried out at the project site so as to ensure

that the pollutants do not exceed the prescribed limits. The parameters monitored and the

frequencies of sampling are presented below.

4.1 Ambient Air Quality Monitoring

During construction phase, pollutant emission are likely to occur from the site due to soil

excavation, movement of vehicles, DG emission etc., the ambient air quality is being

monitored for parameters as per NAAQS as per CPCB Notification dated 18th November

2009. Ambient air quality monitoring is being carried out at two locations within the project

site. The test reports of ambient air quality for a period of six months are enclosed herewith

as Annexure - II.

4.2 DG Stack Emission Monitoring

For providing power for the construction activity, diesel generators are operated during

working hours. DG stack emission is being monitored for velocity of the gas discharge,

volume of the gas discharge, Particulate Matter (PM), Sulphur dioxide (SO2), Oxides of

Nitrogen (NOX) and carbon monoxide. The test reports of DG stack emission for a period of

six months are enclosed herewith as Annexure - II.

4.3 Ambient Noise Level Monitoring

During construction phase the ambient noise level is likely to increase due to excavation,

construction and movement of vehicles. Ambient noise level is being monitored at four

locations. The test reports of noise levels for a period of six months are enclosed herewith as

Annexure - II.

4.4 Ground Water Sampling and Analysis

During construction phase, the ground water may get contaminated due to the runoff carrying

construction wastes. Hence the ground water is being tested for basic parameters including

heavy metals. The test reports of ground water samples are enclosed herewith as Annexure -

II.

4.5 Soil Sampling and Analysis

Soil quality during construction phase is likely to get polluted due to the construction wastes

and spillages. Hence the soil samples are being collected and analyzed for different

parameters including heavy metals. The test reports of soil samples for a period of six months

are enclosed as Annexure - II.

Environmental Clearance Letter No: SEIAA/TN/F.1571/EC/8 (b)/458/2013 dt. 04.04.2016

PART A – Conditions for the Construction Phase:

basic details at least in two local newspapers

widely circulated, one of which shall be in

the vernacular language of the locality

concerned, within 7 days of the issue of

clearance. The press releases also mention

that a copy of the clearance letter is available

with the State Pollution Control Board and

also at website of SEIAA, TN. The press

release should also mention the directions of

the Hon'ble NGT and clear status of the

project components. The copy of the press

release should be forwarded to the Regional

Office of the Ministry of Environment and

Forests & Climate Change located at

Chennai and SEIAA-TN.

(English) and Maalai Sudar (Tamil) on

18.05.2016 and copies of the same were

submitted to the MoEF&CC and SEIAA-TN

on 21.05.2016.

In the case of any changes in the scope of the

project, a fresh appraisal by the

SEAC/SEIAA shall be obtained before

implementation.

There is no change in the scope of the

project.

iii)

A copy of the clearance letter shall be sent

by the proponent to the local body. The

clearance letter shall also be put on the

website of the proponent.

TFL s should be properly collected and

disposed off/sent for recycling as per the

prevailing guidelines/rules of the regulatory

authority to avoid mercury contamination.

We installed only LED bulbs in 1890 units

out of 2952 units for lighting the areas

including outside the building as an integral

part of the project instead of CFL/TFL bulbs.

Further we will install the same LED bulbs in

the remaining units also. We have made an

agreement with TNPCB authorized E-Waste

recycler M/s. Quality Business System for

disposal of the used LED bulbs.

ix)

Lightning arrester shall be properly designed

and installed at top of the building and

wherever is necessary.

All required sanitary and hygienic measures

for the workers should be continued for

construction activities and they have to be

maintained throughout the construction

xiv)

Construction spoils and other hazardous

materials must not be allowed to contaminate

water resources. Such hazardous waste such

as paint residues, container containing such

residues, broken electrical appliances and

hardware if any shall be disposed to the

Authorized recyclers or TSDF respectively

with the authorization from TNPCB.

filling/site leveling within the project site.

The containers containing paint residues

have been taken back by the suppliers. Other

waste materials such as electrical appliances

and hardware will be disposed to the TNPCB

xv)

The Environmental Management Plan as

provided in EIA study report shall be carried

out and results to be communicated on

biannual basis to the TNPCB, Regional

Office MoEFCC with a copy to SEIAA.

xvi)

Ready-mix concrete shall alone be used in

The STP's constructed shall provide safe

access to the various units of STP's for safe

replacement of damaged equipment

Treatment Plants (STP) facilitated with safe

access to the various units of STP's and safe

movement in the area to ensure the easy

maintenance and replacement of damaged

equipment / accessories as per appropriate

exhaust, using ducting has been provided to

avoid accumulation of gases such as Methane

and Hydrogen Sulphide (H2S).

capacity of 1785 KLD and the storage

4833 KLD which is 3 days storage capacity.

xxii)

Online flow measurement system shall be

installed both at the Inlet and Outlet of the

STP's, and to monitor the effluent quality at

least for the basic parameters, such as pH,

suspended solids and BOD for self

monitoring and self regulations besides

ensuring compliance of the norms. The data

will be transferred directly from the analysis.

We have installed online Electro Magnetic

Flow Meter (EMFM) for flow measurement

for both inlet and out let of each of the STP’s

and the flow meter readings are recorded.

The online monitoring system has been

installed for monitoring of basic parameters

such as pH, suspended solids and BOD of the

sewage.

xxiii)

All the plumbing lines carrying raw water,

untreated effluent / treated effluent etc. shall

be colour coded.

We have provided colour coding as per IS

code no.2379-1990 for all the plumbing lines

such as Sea green, french blue and signal red

colour for carrying raw water, Black colour

for black water, Black with white colour for

grey water (untreated sewage) and Sea green

with light brown colour for treated sewage

etc.,

xxiv)

Fixtures for showers toilet flushing and

drinking water should be of Low flow type

by adopting the use of aerators / pressure

reducing devises and sensor based control

Fixtures for showers, toilet flushing and taps

are of low flow type. All taps are with

aerators. We have used CERA brand for all

the fixtures and showers.

xxv)

Use of glass shall be reduced up to 40% to

reduce the electricity consumption and load

on air conditioning if necessary, high quality

double glass with special reflecting coating

shall be used in windows.

It is a Residential project. There are no

centralized air conditioning systems in the

project. Glass is used only for window and

French doors.

Roof should meet prescriptive requirement

as per Energy Conservation Building Code

by using appropriate thermal insulation

material to fulfill the requirements.

As per Energy Conservation Building Code,

we have used M25 grade Ready Mix

Concrete (RMC) in the terrace slab in order

to reduce the heat ingress into the building.

In addition, special paint (Brand: Sun Cool

Coating) with higher values of Solar

Reflective Index (SRI value 108) is used

over the terrace surface to reflect the solar

radiation and thereby reducing the heat

ingress into the building. We have provided

SRI Painting on the roof of C1 Block and we

will follow the same for other roofs.

xxvii)

Opaque wall should meet prescribed

requirement as per Energy Conservation

Building Code which is mandatory for all air

conditioned spaces by use of appropriate

thermal insulation material to fulfill the

requirement.

Complied.

It is residential building. There is no

centralized Air conditioning system in the

project. However air conditioning equipment

in the individual house will have an

appropriate thermal insulation material to

fulfill the requirement.

xxviii)

Adequate fire protection equipments and

rescue arrangements should be made as per

prescribed standard.

Complied.

We have provided 71 nos. of fire

extinguishers for all the blocks. Also the

rescue operation training program Mock

Drills such as fire drill, safety drill have been

conducted for the staff at regular intervals as

informed.

xxix)

Proper and free approach road for fire-

fighting vehicles up to the buildings and for

rescue operations in the event of emergency

shall be made.

We have provided approach roads having

width varying from 7.2m to 18.0m enabling

free movement of fire fighting vehicles in all

directions for rescue operations in the event

of emergency. All the parking facilities are

provided only in the allotted area of the

individual units and we assured that parking

will not be allowed on the road side to ensure

free movement of the fire fighting vehicles.

xxx) All Energy Conservation Building Code

(ECBC) norms have to be adopted.

It is residential building. As per the Energy

Conservation Building Code (ECBC), energy

conservation measures such as LED bulbs,

Gearless lifts, timer based switches for

common areas, energy efficient pumps &

motors and low flow type fixtures have been

provided.

The Sewage Treatment Plant (STP)

also be put on the website of the company

along with the status of compliance of EC

conditions and shall also be sent to the

Regional Office of MoEF, Bangalore by e-

mail.

Green belt should not be concretised at any cost

and all the footpaths, cycle tracks etc., within it,

concretisation to permit infiltration/percolation

of water into the ground.

pavers allowing infiltration/percolation of water

The drinking water which is proposed to be

either drawn from the ground water through

bore wells or through the water supply from the

Chennai Metropolitan Water Supply and

Sewage Board should be treated to meet the

treatment plant / RO plant be setup for the
