UNLOCKING THE POTENTIAL OF ALL CHILDREN Jude Fortuin graduated from Uviwe’s ECD centre, Ruth

McCullum, in 2012. The crèche is situated in Schauderville, a

community characterized by high incidences of gang related

crime, domestic violence, poverty, rape, teenage pregnancy, child

abuse and high school drop-out numbers. Jude is now attending

school at St Theresa’s where he is the head boy of the school. He

came to thank teacher Claire Windvogel for all the hard work she

has done and for always encouraging the children in her class to

become great achievers in life. Jude also stands in line to get a

bursary at Alexandria High School for 2018

A. ABOUT UVIWE CHILD & YOUTH SERVICES:

UVIWE is a registered ECD (early childhood development) & child protection organisation situated in

the vibrant city of Port Elizabeth in the Eastern Cape. We partner with various community stakeholders

to deliver developmental social change programmes. Our 100 year heritage confirms our ability to stay

connected to communities and to develop relevant and responsive child protection and youth

development programmes at local community level.

Our primary focus has always been the “protection of children’s rights” and to unlock young people’s

full potential to prevent school drop outs, but rather assist young people to become economically active

citizens. We work specifically in the Northern Areas of Port Elizabeth, in communities known for high

incidences of child abuse, gender based violence, rape, bullying, sexual assault, exploitation of children,

school drop outs and teenage pregnancy.

Uviwe’s child protection and education support model is constantly adapted to meet the changing needs

of families. We embrace an integrated model that focusses holistically on child protection, victim

empowerment, early childhood and youth development pogrammes. Training and capacity building

programmes focus on professional development of social services practitioners, as well as

strengthening community based child protection systems.

OUR APPROACH – children are not “beneficiaries” of services, but rather active participants in shaping their own futures. At Uviwe we work simultaneously on three levels of intervention, i.e. (1) at the level of the vulnerable

and “at risk” child, directly affected by crime, abuse and severe neglect, (2) at the level of the family and

(3) at the level of the community. Our child protection and youth development strategy embrace a

systems approach whereby sustainable social change is possible when “at risk” children can be

protected by building resilient families and strong child protection systems around them.

The child’s best interest remains at the core of all decisions in relation to programmes at individual,

family or community level. Child participation is encouraged and included as an integral part of the

“way in which we engage” with communities – especially in the development and evaluation of

programmes. Uviwe does not view children as passive “beneficiaries” of services, we rather believe in

the potential of all children, families and communities to be active participants in the process of

change. Youth are young citizens who can shape their own future with adequate social opportunities

UVIWE SERVICE PILLARS: Uviwe has a comprehensive service model that is adaptable to meet the changing needs of

communities. Our programmes are built on the following

community and should be protected and nurtured for a better

creating communities that are well skilled and economically

self-reliant)

strengths in every child, family and community and

acknowledging the positive effect it has on that child's

community)

4. accessing sustainable partnerships (Collaborating with

the community, other organisations, sponsors and those who share the same enthusiasm for the

upliftment of the local community)

B. WHAT MAKES UVIWE UNIQUE?

UVIWE - directly translated from isiXhosa means - “you are heard”.

We believe in every child, family and community’s ability to speak up and stand against crime, abuse

and neglect of its most vulnerable citizens. We set ourselves apart from other organisations as we:

(1) Stand out by virtue of our passion and commitment towards what we do;

(2) Our culture of transparency & accountability towards donors and the general public and

(3) We stay closely connected to children, families and communities.

Uviwe is a progressive community based organisaton. We are often on the forefront of innovative social

change programmes.

C. HISTORY OF UVIWE CHILD & YOUTH SERVICES OUR 100 YEAR HISTORY: It was in the middle of the First World War, and like all other cities, Port Elizabeth was also developing

into an Industrial City. Together with this development came all the social evils and problems such as

slum housing, severe poverty, child neglect, child labour in the factories,

high mortality rate, abandonment and parents lacking basic parenting skills.

Inspired by an address by the Lady Inspector (a nurse) from the Cape Town

Society, it was unanimously resolved that a Society for the Protection of

Child Life be established in Port Elizabeth. This Society was established at

a meeting in the PE City Hall on 30 September 1917. Today “the society” is

a registered child protection organization with valid NPO, CPO and PBO

status. We remain a community based organization with a practical social

development approach.

Since 1917 the organisation continued to play a leading role in child protection services in the Eastern

Cape. Our primary focus has always been the “protection of child rights issues”. We have strong “roots”

in both Child Welfare South Africa and Childline South Africa through earlier affiliation. During March

2013 our name change from PE Childline & Family Centre to Uviwe Child & Youth Services was

endorsed by the NPO Directorate. The protection of children’s rights remain at the core of our services.

Our service delivery model embraces early childhood development and youth development as critical

elements of the National Development Plan 2030.

D. SOCIAL CHANGE PROGRAMMES & IMPACT UVIWE’s programmes include child/youth participation and we learn from evidence based research

when we design and implement programmes. Our primary focus include:

Each centre has an average of 45 children who attends the ECD programme daily

The centres have to do fundraising, over and above the income from parent fees. Our

centres do not receive any subsidy from DSD

on risk behavior, lifestyle choices and Gender-Based Violence (GBV). Real life challenges and youth

related risk behaviours are addressed in relation to child rights, bullying, media & technology, healthy

** UVIWE’S social work department closed at the end of July 2017 when the Department of Social Development stopped all funding (R4.6 mil), and they took over the 1,169 statutory cases as part of their paradigm shift strategy.

F. FINANCIAL NEEDS Uviwe’s annual fundraising target is approximately R3 mil per annum. Our fund development strategy focusses on specifically on:

- Diversifying our income streams - Attracting 3 year cycle funding - Increasing our unrestricted funding and - Increasing self-generating income (services fees, rental income, training income)

Unrestricted funding is critical to ensure we can attract and retain competent staff, build a strong organization to ensure continuity and to use effective management information systems (data application programmes for M&E). The cost of an integrated communication and marketing strategy is also important, as well as day to day running costs. Financial resources are critical to sustain a competent organization to facilitate long term social change. Programme funding (restricted funding) is also sought after, especially over a 3-5 year cycle where implementation costs can be covered, as well as social impact measured over a longer term period.

G. GOVERNANCE STRUCTURE: Uviwe has a management board of 8 independent volunteers. Our board meets quarterly to oversee the organisation’s performance, financial stability and programmes. Our office bearers are:
