Towards a Human-Centered Approach

Given UNESCO’s universal mandate and specialized interdisciplinary knowledge, its 25-year history of work on the ethics of science and technology, and its operational strategy for Priority Africa, Member States have called on the Organization to enrich the global reflection on artificial intelligence (AI) by considering its ethical implications and impact across UNESCO’s areas of competence.

Organized by the intersectoral AI task team, this side event will gather stakeholders working on developing principles, standards and frameworks in the field of AI, such as the African Union, the OECD, ISESCO, the IEEE, the United Nations High-level Panel on Digital Cooperation, and the Montreal Declaration for a Responsible Development of AI, to discuss potential synergies with UNESCO’s work in the development of a possible standard-setting instrument.

AI has a particular impact on youth, and the ways in which they conceive their futures in a world shaped by the technology of tomorrow. This side event will also ensure dialogue between leaders and youth in the field of AI at the international and regional levels.

Discussions will focus on how artificial intelligence is impacting human rights and sustainable development, notably in Africa, and specifically on how to ensure that young people are equipped with the necessary knowledge and skills to actively participate in an AI-powered world.

UNESCO’s Secretariat has established an intersectoral task team, lead and facilitated by the CI Sector, to coordinate the Organization’s work on AI. The task team has organized several high-level events to raise awareness among Member States, including the global conference held in March 2019 at UNESCO Headquarters. Two other major events have been organized: the High-Level Forum on AI in Africa, held in Morocco in December 2018, and the International Conference on AI and Education, held in China in May 2019. In addition, the World Commission on the Ethics of Scientific Knowledge and Technology (COMEST) prepared a preliminary study on the ethics of AI, including a specific section on the Organization’s Priority Africa, which was considered by the Executive Board at its 206th session. UNESCO’s General Conference will consider in November 2019 whether to develop a standard-setting instrument on the ethics of AI over the next two years.

BIOGR PHIESOpening Session

Audrey Azoulay, Director-General, UNESCO

Audrey Azoulay is the Director-General of UNESCO. Having worked in the sector of culture since the start of her professional career, she has notably served the European Commission providing her expertise on issues concerning culture and communication. In 2014, she worked as an advisor on culture to the President of the French Republic, and was appointed in 2016 as Minister of Culture and Communication. A graduate of France’s Ecole Nationale d’Administration and of the Paris Institut d’Etudes Politiques, she holds also a diploma in Business Administration from the University of Lancaster (UK).

Moez Chakchouk, Assistant Director-General for Communication and Information, UNESCO

Moez Chakchouk has served as UNESCO’s Assistant Director-General for Communication and Information since May 2018, where he is responsible for the Organization’s programmes on fostering freedom of expression and building inclusive knowledge societies. From 2015 to 2018, Mr Chakchouk was Chairman and CEO of the Tunisian Post, a leading institution for social and financial inclusion in Tunisia. In February 2011, after the Tunisian revolution, Moez was appointed Chairman and CEO of ATI (the former Tunisian Internet Agency), the leading internet operator in Tunisia since 1996. In 2015, he served as a member of the Global Commission on Internet Governance. He obtained an MS in Telecommunications and a PhD in telecommunications and applied mathematics in 2009 from Paris Descartes University, France.

Moez is a strong defender of human rights online and offline, has led technology transformations in his country and beyond, and participated in numerous international forums and conferences.

Delfina Belli, Student, Masters in International Economic Policy, Sciences Po Paris

Delfina Belli is currently pursuing a Masters in International Economic Policy at Sciences Po Paris School of International Affairs (PSIA). She is passionate about politics and global governance and has experience in political campaign management, event organization and multi-stakeholder dialogue coordination. She has completed her Bachelor degree in Global Governance in Rome with a thesis on economic convergence in the European Union and its impact on national elections.

Angel Gurria, Secretary-General, OECD

As Secretary-General of the OECD since 2006, Mr. Gurría has firmly established the Organisation as a pillar of the global economic governance architecture including active participation in the G7, G20 and APEC, and a reference point in the design and implementation of better policies for better lives. He has broadened OECD’s membership with the accession of Chile, Estonia, Israel, Latvia, Slovenia, Lithuania and Colombia, and has made the Organisation more inclusive by strengthening its links with key emerging economies. Under his watch, the OECD is leading the effort to reform the international tax system, to enhance anti-corruption and transparency efforts, to improve the different stages of education, and to develop digital strategy, among other fields. He has also heralded a new growth narrative that promotes inclusive growth, the well-being of people, including women, gender and youth, and has scaled up the OECD contribution to the global agenda, including the Paris Agreement on Climate Change and the adoption of the Sustainable Development Goals.

Dr. Salim M. Al Malik, Director General, ISESCO

Prior to being appointed as the Director General of ISESCO, Dr. Al Malik was the Advisor and General Director of International Affairs at the Ministry of Education (MOE), the Advisor on Health Affairs to the Minister of Education in Saudi Arabia, the Secretary General of the Saudi National Commission for Education, Science and Culture, and a consultant on allergy and immunology for the King Abdulaziz Medical City (formerly the National Guard Hospital). He also headed the knowledge-based industries sector at the Saudi Arabia General Investment Authority (SAGIA), where he led the development of its knowledge-based industry strategies.

He previously held the position of Deputy Executive Director of Medical Services (Medical Director) for the National Guard Health Affairs, Central Region. Furthermore, Dr. Al Malik is an expert in building strategic partnerships with international organizations, and worked in developing national initiatives in the fields of education, culture and health.

H.E. Dr. Amani Abou-Zeid, Commissioner for Infrastructure and Energy, African Union

Dr. Amani Abou-Zeid is the African Union Commissioner in charge of Infrastructure and Energy. For more than 30 years, Dr Abou-Zeid has served in leadership positions in international organisations and has amassed a remarkable mix of experience from across continents and stakeholders.

She has managed AfDB largest operational portfolio and implemented national and continental multi-sectoral development programmes, including implementing the world’s largest solar power plant . In 2018, she launched the Single African Air Transport Market, delivering on the first flagship project for African Integration under African Union Agenda 2063. This year , she launched Africa’s digital transformation strategy and many other continental initiatives and projects.

Dr. Abou-Zeid sets the example for women in STEM and in leadership and decision making positions and is long named and recognized as champion of gender equality and women empowerment.

Dr. Marc-Antoine Dilhac, Coordinator/Director, Montreal Declaration for a Responsible Development of AI

Marc-Antoine Dilhac is professor of philosophy at the Université de Montréal and member of Mila (Quebec Artificial Intelligence Institute) where he runs Algora Lab, an interdisciplinary research lab on the algorithmic society and the deliberative ethics of digital innovation. He held the Canada Research Chair in Public Ethics and Political Theory (2014-2019) and has specialized in theories of democracy and social justice, as well as in applied ethics. In 2017, he initiated the Montreal Declaration for a Responsible Development of AI (2018) and chaired its scientific committee.

His current research focuses on the ethical and social impacts of AI and how to create the conditions for an inclusive practice of democracy. Building on the participatory experience of the Montreal Declaration (2018), he co-founded with the Future Society the AI Civic Forum. Marc-Antoine Dilhac is co-director responsible for Deliberation at the Observatory on the societal impact of AI. He sits on the AI Advisory Council of the Government of Canada.

Dr. Clara Neppel, Senior Director, IEEE

Clara Neppel is the Senior Director of the IEEE European office in Vienna, where she is responsible for the growth of IEEE’s operations and presence in Europe, focusing on the needs of industry, academia, and government. Neppel serves as a point of contact for initiatives with regard to technology, engineering and related public policy issues that help implementing IEEE’s continued global commitment to fostering technological innovation for the benefit of humanity.

She joined IEEE in 2017 after working with the European Patent Office (EPO) where she was involved in various aspects relating to innovation, intellectual property and public policy in the field of information and communication technologies. Before joining EPO, Neppel worked in research, in the area of parallel database optimization, and in industry, as program manager for archiving solutions. She holds a Ph.D. in Computer Science from the Technical University of Munich and a Master in Intellectual Property Law and Management from the University of Strasbourg.

Imane Bello, Lecturer, Sciences Po, legal consultant

Imane Bello is a lecturer of Ethics and Politics of Artificial Intelligence Systems at the Institut d’Etudes Politiques de Paris (Sciences Po Paris). As a legal consultant in a law firm in Paris (Vigo Avocats), she further works on all matters related to technologies.

Imane holds a Bachelor’s degree from Sciences Po Paris, a Bachelor’s degree in Political Science from the Free University of Berlin, a license in law (French undergraduate degree) from the ‘Université de Nancy II’ as well as a Master’s degree in Global Governance Studies from the Sciences Po Paris Law School. Imane has worked and lived in France, Germany, Luxembourg, Peru and Israel and is fluent in French, English, German and Spanish.

“Adriana is an AI Policy Researcher at The Future Society, with a keen interest in AI applications to progress Human Rights, Emerging Economies and achieving the United Nations Sustainable Development Goals. Through her research, Adriana studies how augmented intelligence can accelerate the eradication of modern slavery. She is applying machine learning in analysing and benchmarking the businesses’ reports published following the Modern Slavery Act from the UK.

Adriana holds a Masters Degree in International Public Management at Sciences Po Paris School of International Affairs. She has also studied for a year at the University of Hong Kong and holds a diploma in International Relations and Advanced Quantitative Methods from the University of Essex in the UK.”

Dr. Amandeep Singh Gill, Executive Director, United Nations High-Level Panel on Digital Cooperation

Amandeep Singh Gill, Executive Director, Secretariat of the High-Level Panel on Digital Cooperation, is India’s Ambassador and Permanent Representative to the Conference on Disarmament in Geneva. He joined the Indian Foreign Service in 1992. Amandeep Gill is currently Chair of the Group of Governmental Experts of the Convention on Certain Conventional Weapons (CCW) on emerging technologies in the area of lethal autonomous weapon systems. He serves on the UN Secretary General’s Advisory Board on Disarmament Matters.

Amandeep Gill has a B Tech in electronics and electrical communications from Panjab University, Chandigarh and an Advanced Diploma in French History and Language from Geneva University. His PhD degree from King’s College London is on Nuclear Learning in Multilateral Forums. During 2008 - 2009, he was a visiting scholar at Stanford University’s Centre for International Security and Cooperation (CISAC).

Nicolas Miailhe, Co-Founder and Director, The Future Society

Nicolas co-founded The Future Society in 2014 and incubated it at the Harvard Kennedy School of Government. He also co-founded the AI Initiative (2015), the CitX Initiative (2016), and the Science, Law and Society Initiative (2016) under The Future Society. A recognized thought-leader, strategist and implementer, Nicolas has over fifteen years of professional experience building partnerships at the intersection of industry, academia, innovation, government and civil society across Europe, America, Africa and Asia.

He has lectured around the world, and advises cities, governments, international organizations, NGOs and industrial players. Nicolas is the co-Convener of the Global Governance of AI Roundtable (GGAR) organized yearly during the World Government Summit in Dubai, as well as a member of the AI Group of experts at OECD (AIGO), of the World Bank’s Digital Economy for All Initiative (DE4ALL), and of the Global Council on Extended Intelligence (MIT Media Lab).

Dr. Eva-Marie Muller-Stuler, Chief Data Scientist and leader of the Centre of Excellence for Data Science, IBM MEA

With over 15 years of experience in innovation and leadership, Dr. Eva-Marie Muller-Stuler brings a wealth of knowledge and expertise to her current role as Chief Data Scientist for IBM MEA. Her passion and drive are key elements in leading the Centre of Excellence for Data Science as well as implementing sustainable large scale A.I. projects, globally.

As a team-builder focusing on long term partnerships, Dr. Eva-Marie has pioneered highly successful engagements with governments and top-tier organizations alike, driving actionable, data-driven excellence. Dr. Eva holds a Doctorate from Philipps-University Marburg, and a Master of Science degree in Mathematics from the Technical University of Munich, where she became an expert in gaining insights from unstructured data and mathematical optimization. While on a scholarship of the Japanese Government, Dr. Eva spent a research year in number theory at the Tokyo Institute of Technology. She is the author and co-author of numerous papers and publications as well as a member of various mathematical societies including Women in Machine Learning.

Dr. Peter Paul Verbeek, Chair, World Commission on the Ethics of Scientific Knowledge and Technology (COMEST)

Peter-Paul Verbeek (1970) is Professor of Technology at the Department of Philosophy of the University of Twente. He is chair of the Philosophy of Human-Technology Relations research group and co-director of the DesignLab of the University of Twente. He is also honorary professor of Techno-Anthropology at Aalborg University, Denmark.

His research focuses on the philosophy of human-technology relations, and aims to contribute to philosophical theory, ethical reflection, and practices of design and innovation. Verbeek is chairperson of The UNESCO World Commission on the Ethics of Science and Technology (COMEST) and member of the Royal Netherlands Academy of Arts and Sciences (KNAW). His book publications include Moralizing Technology: Understanding and Designing the Morality of Things and What Things Do: Philosophical Reflections on Technology, Agency, and Design
