NRCS ANNOUNCES LOCAL EQIP APPLICATION CUTOFF

Sherman County farmers and ranchers interested in financial and technical assistance for conservation measures on their working

lands have until January 15, 2016 to apply for the Environmental Quality Incentives Program (EQIP) funding for the first round

of funding in federal fiscal year 2016. A second application period may be offered if funding is available.

EQIP is a voluntary conservation program to help farmers and ranchers improve and enhance the condition of water, soil, and

other natural resources on private working lands. The program is designed to help producers protect the resources that support

their operations and contribute to environmental quality for the overall community.

The USDA-Natural Resources Conservation Service (NRCS) accepts applications for EQIP year-round. Funding

decisions, however, are made at cutoff points during the year, with the current ranking period closing on January

15, 2016 for Sherman County.

Applications that address local conservation priorities are evaluated and ranked for funding. The number

of applications accepted will be based on ranking and available funding. Conservation practices eligible for fund-

ing in Sherman County include:

Interested parties should call the Moro USDA-NRCS service center at 541-565-3551 or drop by the office at 302 Scott St. to ap-

ply.

Emergency Conservation Program (ECP) Sign-Up Announced For Drought Damage

A lack of moisture, over an extended period of time, has caused producers in Sherman County to suffer from the effects of severe

drought conditions. Farm and ranches experiencing severe drought conditions may be eligible for cost-share assistance under

ECP.

This disaster program is administered by the U.S. Department of Agriculture, Farm Service Agency (FSA), which provides cost-

share assistance if the damage is so severe that water available for livestock has been reduced below normal to the extent that they

cannot survive without additional water.

A producer qualifying for ECP assistance may receive cost-shares not to exceed 50 percent of the eligible cost of installing eligi-

ble temporary measures. Cost sharing for permanent measures is based on 75 percent of the total eligible cost. No producer is

eligible for more than $200,000 cost sharing per natural disaster occurrence. Approved practices may include:

· Constructing and deepening wells for livestock water

· Developing springs or seeps for livestock water

Producers who have suffered a loss from the natural disaster may contact the local FSA County Office and submit applications to

request assistance. Applications will be accepted from November 23, 2015 to December 23, 2015.

To be eligible for assistance, practices must not be started until all of the following are met:

· An application for cost-share assistance has been filed

· The local FSA County Committee (COC) or its representative has conducted an onsite inspection of the damaged

area

ODA selected Threemile Creek south of The Dalles as one of two Strategic Implementation Areas (SIAs) in eastern Oregon. ODA

staff evaluated properties for water quality concerns from aerial photos, followed up by observations from public roads. Most of

the properties were viewable from roads.

Tax lots that are agricultural or potentially agricultural are assessed for potential impacts to water quality. The

SIA consisted of 561 tax lots, of which ODA assessed 273. The final tally was 2 ‘significant’, 4 ‘moderate’, and

10 ‘low’ concerns.

Low = minimal potential for agricultural activities to impact surface or groundwater or

vegetation along streams is not adequate but unable to determine if

agricultural activities are impeding vegetation

Moderate = Likely potential for agricultural activities to impact surface

or ground water or agricultural activities may be preventing ade-

quate vegetation along streams

Significant = Field-verified likely potential for agricultural activities

to impact surface or ground water or agricultural activities may be

preventing adequate vegetation along streams

ODA will host an open house in The Dalles on January 12. ODA gave an overview on the SIA process to the Wasco County Farm

Bureau at their annual meeting in October; several landowners from the SIA were at that meeting.
