The SPCA Spring Garden Tour Is Ready to Bloom

SPCA Garden Tour, to be held Sunday, May 17, 2-5 pm, rain or shine. This event is a self-guided walking tour that showcases the creative landscapes of homes within Shepherd Park, Colonial Village, and North Portal Estates. Unique gardens of all sizes will be featured to inspire the gardener within you. The proceeds from the tour contribute to the many SPCA beautification projects throughout our neighborhood. The tickets, which remain $15 per person for general admission and $7 per person for

Next Community Meeting

Tuesday, May 12, 7:00 pm

The May meeting (Tuesday, May 12, 7:00 pm), our last community meeting of the year, is an important one.

At this meeting we will be electing our board and officers for the coming year.

The SPCA board is made up of all volunteers and is a wonderful way to meet and work with your neighbors on activities for the neighborhood. While we have many neighbors who have been serving on the board for years who will be returning for another year, we have a few slots open and are always looking for new faces and fresh ideas! The board gets together about once a month, and during certain times of the year, subcommittees also meet to plan the next upcoming event. We hope that you will consider running for office and that you will come out

to support the organization. If you don’t think you have the time to be a board member this year but would like to get involved, please contact us about volunteering for one of our upcoming events, including the garden tour, spring planting, and the picnic. One of the highlights of the March

SPCA meeting was an introduction of Wildredo Manlapaz, the new commander for MPD’s 4th District.

C o m m a n d e r Manlapaz brings a wealth of experience to the position. A graduate of the University of Maryland (BA in Criminal Justice) and currently enrolled in a Masters Degree program at John Hopkins University, Commander Manlapaz began his 20 years of police experience as a patrol officer assigned to the 1st and 2nd Police Districts and later began working in the Narcotics and Special Investigations Division Next, Manlapaz was promoted to Sergeant and assigned to the Fifth District, where he supervised the Narcotics Unit in the Mobile Force and established the Narcotics Strike Force, a unit targeting open-air drug markets and drug-related crimes. From 2006-2012, Manlapaz served in a variety of positions in the 3rd and 5th Districts and the Special Investigations Branch, moving up in rank from Lieutenant to Captain. He was promoted to Commander of our 4th District in November 2014.

Knowing we want excellence in the prevention of crime and crime solving, we are glad to have someone with Manlapaz’s expertise, and we look forward to working with him to protect our residents, children, seniors, businesses, and neighborhoods.

SPCA Says Thank You to Commander Missouri

As an expression of appreciation from SPCA, Commander Missouri was presented with a SPCA t-shirt and an engraved

commemorative clock. Commander Missouri served as the Commander of the 4th District for five years, before taking an Assistant Chief position of MPD in December 2014.

The Shepherd Park Citizens Association

kicked off spring with a flurry of activity (with lots more to come). At our community meeting on March 10 at Shepherd Elementary, presenters offered information about the status of the continuing renovations to Shepherd Elementary and updates on the development of the Walter Reed Site.

The following week brought more than 200 Ward 4 voters to St. John’s College High School for a candidate forum on March 18. If you missed the forum, you missed a hum-dinger of civility and thoughtfulness as the 12 candidates for the Ward 4 council seat answered questions about schools, libraries, transportation, economic development, and more. The SPCA joined with the Chevy Chase Citizens Association and Takoma DC Neighborhood Association to co-sponsor the event.

A little closer to home, the SPCA, along with Neighbors Inc., DC Latino Caucus, Takoma DC Neighborhood Association, Manor Park Citizens Association, Brightwood Community Association, and the Civic League of North Portal Estates, hosted another forum on Tuesday, April 7 at the Takoma Park Baptist Church, Piney Branch Road at Aspen Street. Moderated by Neighbor’s Inc. co-founder Joe Hairston, this forum featured more gusto and regular mid-remarks applause in a hot, crowded room, as candidates addressed subjects like trolleys, affordable housing, red-light cameras, campaign fundraising, and a whole lot more in just two hours.

Shepherd Park Development

Construction is well under way on one major project, and work is

scheduled to start soon on another near our neighborhood. Both projects will have significant impacts on our commute times and safety.

New Fire Station

Construction will begin this fall on a new fire station at the site located at 6825 Georgia Avenue NW, the corner of Georgia Avenue and Butternut Street, NW. The property was transferred to the District from the Federal government in the Walter Reed redevelopment process. Engine Company 22, currently located at 5760 Georgia Avenue, will occupy the station. The new 25,000 square foot building, scheduled for completion by the fall of 2016, will include EMS services as well as traditional ladder and engine trucks in its four apparatus bays. The location may reduce response times for ambulance services for our community.

16th Street BridgeThe District Department of Transportation (DDOT) has begun

construction on an estimated $12,000,000 project to replace the decades-old bridge that carries traffic over Military Road. DDOT will also install drainage infrastructure and upgrade traffic signals and streetlights on 16th Street NW.

We can already feel the impacts on travel times along 16th Street, NW and Military Road. DDOT has restricted travel to one lane, in both directions, around the clock since March 27. This lane restriction is expected to last until late July or early August. DDOT recommends that travelers use Georgia Avenue as the principal alternate route during the construction. Construction is expected to be complete on this project in the fall.

SPCA Needs Your Help for Spring Activities

Spring marks the busiest time of the SPCA calendar, with a flurry of

activities in May and June. Neighbors spruce up the public spaces, their garages, and their gardens, and come together for some fun as they usher in the summer season.

It’s also the season when we need lots of volunteers. See below for details. • Spring Plant-in (Saturday, May 16, 8:30 am): SPCA orders geraniums and other plants for the pots along Georgia Avenue, the welcome triangle at Georgia and Alaska, and the entranceway to the Shepherd Park/Juanita E. Thornton Library. We need volunteers to plant the flowers. It’s easy, fun, and so rewarding! This year, we’re

also soliciting individuals and/or groups to adopt a pot and water it once or twice a week throughout the summer. Contact Cynthia Prather, [email protected] to volunteer.• Garden Tour (Sunday, May 17, 2-5 pm): Volunteers are needed to distribute flyers, post neighborhood signs and distribute tickets. If you would like to help, contact Yvette Pearson, [email protected].• Yard Sale (Sat-Sun, June 6-7, 9 am-3 pm): Billed as the largest community yard sale in northwest Washington, the yard sale committee needs volunteers to help promote the event, post neighborhood signs, distribute copies of the map to all of the participating sellers. Contact Adrienne Antoine, [email protected] if you want to help.• Community Picnic (Sunday, June 22, 2-5 pm): With food and fun for 200-300 neighbors, the picnic is where the most volunteers are needed. People are needed to shop, set up tables, chairs, and tents, serve the burgers, sides, and desserts, monitor the face painting, moon bounce, and other activities, and clean up once the event is over. Kids Village: A Place for Learning and Discovery by June Confer

Located at the Washington Ethical Society (WES) at 7750 16th Street, NW, the Kids Village Learning Center,

LLC is owned by Ana R. Jones and Claudio Baptista from the Dominican Republic. A learning center for children 18 months to 3 years old, Kids Village is open 7 am to 6 pm all year round. Its sister center at 629 Sligo Avenue in Silver Spring also has 18 students from 3-5 years old. The 16th Street center opened in September 2014, the latest early childhood facility welcomed by WES. One half or more of the children are from Shepherd Park.

Both centers follow the educational philosophy of the early childhood schools set up in Reggio Emilia, Italy after World War II to help the children recover from the traumas of war and find the joys of play. Directed by Catherine Prevour, a long-time educator, the engaging environment of the school, with plenty of light, color, and multiple content centers and play areas, serves as the “third teacher.” Guided by loving staff members, the children can demonstrate what they already know and build on this prior knowledge to learn new things through exploration and problem solving. The teachers are looked on as co-learners, initiating topics for project-oriented experiences based on children’s interests, providing resources and direction, and participating in activities. Careful planning gives opportunity for the freedom of spontaneity. Children learn to respect all members of the center community and are encouraged to use creative ways to solve social problems. Parents are affirmed as their children’s first teachers and encouraged to be involved in their discoveries both at the center and at home.

Both English and Spanish can be heard throughout the day as much of the staff is bilingual or working on

fluency in the two languages. Children are encouraged to be communicators, using their “hundred languages” by expressing themselves through music, art, dance, writing, math, science, and reading. They learn it is okay to make mistakes and grow from them as new choices are made.
