1 PURPOSE & SCOPE
1.1 To describe the Company’s practice for identifying, implementing and maintaining SHE
training needs.
1.2 This procedure applies to all employees, contractors, labour hire employees and visitors at all
Company workplaces.
1.3 This procedure does not include the process and requirements for induction.
2 DEFINITIONS
2.1 Competent - A person who has acquired through training, qualification or experience, or a
combination of these, the knowledge and skills to carry out a particular task.
2.2 Competency - A competency refers to an individual's demonstrated knowledge, skills, or
abilities performed to a specific standard.
2.3 General training - Training as determined by the SHEQ Manager that underpins the general
SHE requirements of the Company’s SHE Management System. For example:-
a) Roles and responsibilities training (and its variations)
b) Risk management training
c) Incident investigation training
2.4 Specialist training - Training as determined by the SHEQ Manager that underpins the SHE
requirements to an employee’s exposure to specific operational risks. For example:-
a) Chemical management training
b) Manual handling and ergonomics training
c) Radiation safety training
d) Plant safety training
2.5 Task-specific training - Training as determined by the Workplace Manager that underpins
the control of risks associated with specific tasks or activities. For example:-
a) Safe work procedures
b) Task specific training
c) On-the-job training

3 RESPONSIBILITIES
3.1 The SHEQ Manager has overall responsibility for the implementation of the procedure.
3.2 The Workplace Manager is responsible to implement and ensure adherence of this
procedure within their area of responsibility.
3.3 The SHEQ Co-ordinator is responsible to ensure the effective execution as per this
procedure.
4 PROCEDURE
4.1 Training Program
a) The SHEQ Manager shall be responsible for developing and maintaining the SHE Training
procedure, the training program requirements and the associated guidance material for
the Company.
b) Training program requirements shall include:-
i) outlining a generic training plan
ii) identifying employee training needs
iii) recording employee training
iv) determining general training and its associated content
v) determining specialist training and its associated content
vi) defining the generic requirements of task-specific training
vii) determining the requirements of refresher training
viii) consulting employees about their training needs
ix) determining competency requirements of trainers
x) reviewing the training program
c) The Human Resources Director shall be responsible for ensuring the development and
maintenance of a training program in accordance with the Company Training Policy.
4.2 Employee Training
a) The SHEQ Manager is responsible for identifying general and specialist safety, health,
environmental and quality training needs for the Company.

b) For individuals under their control, the Workplace Manager shall be responsible for
identifying employee:-
i) general training needs;
ii) specialist technical training needs; and
iii) task-specific training needs;
c) Training needs shall be determined by the type of work/activities undertaken by the
individual.
d) The training needs shall preferably be determined or reviewed when an individual
commences with the Company.
e) The training needs of individuals already at the Company shall be reviewed when:-
i) the type of work/activities are altered; and
ii) the work environment is altered or new.
4.3 Recording Employee Training
a) The SHEQ Manager shall be responsible for identifying safety, health, environmental and
quality training records that are documented, maintained and stored.
b) Training record requirements shall be published in the SHE Training Guidelines and
include:-
i) individual training needs (Training Needs Analysis)
ii) evidence of individual competency such as:-
certificates, records of attendance, qualifications etc.

c) The Human Resources Department shall be responsible for ensuring that training
documents are maintained in accordance with the SHE Training Guidelines.
4.4 General Training
a) The SHEQ Manager shall determine and publish the general safety, health, environmental
and quality training requirements in the SHE Training Guidelines. General training shall
include:-
i) course title

iii) required competencies (learning outcomes)
iv) required verification of understanding
b) The Workplace Manager shall ensure that all individuals under their control undertake
general training.
4.5 Specialist Training
a) The SHEQ Manager shall determine and publish specialist training requirements in the in
the SHE Training Guidelines. Specialist training shall include:-
i) course title
ii) content
iii) required competencies (learning outcomes)
iv) required verification of understanding
v) The SHEQ Manager shall be responsible for the:-
vi) delivery of SHE specialist training courses; or
vii) identification of suitable external specialist training providers; or
viii) identification of internal specialist courses not provided by the SHE Common
Services.
b) The Workplace Manager shall ensure that all individuals under their control undertake
specialist training where it has been identified in the training needs.
4.6 Task-Specific Training
a) The Workplace Manager shall determine and establish task-specific training for
individuals under their control. Task-specific training shall address SHE risks that cannot
be adequately covered through general or specialist training. The Workplace Manager
shall be responsible for determining the:-
i) course title
ii) content
iii) required competencies (learning outcomes)

iv) required verification of understanding
b) The Workplace Manager shall be responsible for:-
i) delivery of task-specific training, and
ii) ensuring records of task-specific training are main tained.
4.7 Refresher Training
a) The SHEQ Manager shall determine refresher training needs for general training and
specialist training. The process for determining refresher training needs shall be
published in the SHE Training Guidelines and include:-
i) course title
ii) content
iii) required competencies (learning outcomes)
iv) required verification of understanding
b) The Workplace Manager shall determine refresher training needs for task-specific
training.
c) Examples where refresher training may be required include:-
i) changes to legislation;
ii) changes to guidance material and information; and
iii) periods of extended leave.
4.8 SHE Training Needs Consultation
a) The SHEQ Manager shall be responsible for consulting on the generic training needs for
all classifications of employees.
b) The Human Resources Director shall be responsible for consulting with employees to
identify their training needs. Consultation can be undertaken in a number ways including
through the local SHE Committee.
c) The Workplace Manager shall be responsible for consulting with employees to identify
their SHE training needs. Consultation can be undertaken in a number ways including:-
i) group: consult with a group of employees on a range of common SHE training
requirements

ii) individual: consult with an employee on the training requirements specific to their
work activities, e.g. through the Performance Development Framework process.
4.9 Trainer Competency
a) Any person who provides training, instruction and/or assessment for general training,
specialist training and/or task-specific training shall be competent for the training they
are delivering.
b) The SHEQ Manager shall maintain records that demonstrate Common Services SHE staff
who conduct training are competent to:-
i) develop general training and specialist training;
ii) deliver general training and specialist training; and
iii) assess general training and specialist training competency (learning outcomes).
c) The Human Resources Director shall maintain records that demonstrate individuals who
conduct training are competent to:-
i) deliver general training
ii) assess general training competency (learning outcomes)
iii) develop task-specific training
iv) deliver task-specific training
v) assess task-specific training competency (learning outcomes).
4.10 Training Programme Review
a) The SHEQ Manager shall review the Company training programme, including the generic
training plan:-
i) at scheduled intervals;
ii) following significant changes to the Company’s business operations
iii) following changes to legislation
iv) following an incident that requires review of the training program and the generic
training plan.
v) The Human Resources Director shall review the Budget Division specific training
plan:-
vi) at scheduled intervals

viii) following changes to legislation
ix) following an incident that requires review of the training plan
x) following advice from the SHEQ Manager.

Explanation: these matrices are designed to assist with Training Needs Analysis within each Division/Department. They show the general requirements only. Company and
Department-specific inductions must also be completed. Additional EHS Training may be required for specific hazards or situations. These should be identified through an
assessment, risk register and aspects register in the Division/Department. Refresher training requirements are specified in the Training Guidelines. Further assistance is available
