FOREWORD

When we look back at any year, a number of key events and themes seem to stand out

and define it. For SCERT/ Sikkim, the year 2017-18 has been eventful, lots of hard work, and

a glorious year with learning and sharing with Heads of Schools, Educators, as well as the

students of the state.

I think, SCERT/ Sikkim has immensely lived up to its designate as ‘academic authority’

of the state. State Educators Conference has become a regular feature and is in its third year

of progress, where in the teacher educators of the state meet to freely share in their vivid

experiences, methodologies, and findings with the participants. Renowned experts from

various fields are also invited to SCERT to share their expertise with faculty in the form of in

house seminars. Besides this, Team SCERT also moves out of its comfort zone and visits

the remotest corners of the state to share with the educators the latest in pedagogy and

content of all the subjects in the form of research and training. The students are also made

partners of innovative learning by SCERT, by going to their respective districts and giving

them a platform for showcasing their talents in Science Seminar, Role Play and Folk Dance

Competition, State Level Science Math and Environment Exhibition (SLSMEE), to name a

few. The selected students after rigorous screening represent the state in the national level.

The heads of schools are also made partners of innovative practices and were invited

to SCERT for a month long ‘Leadership Course’. The programme was to build the leadership

capacities of school heads with the aim to transform the schools as, centres of excellence.

The programme was conducted by the State Resource Group (SRG) comprising of faculty

and officers from SCERT, HRDD and various other Departments, adhering to the resource

book prepared by National Centre for School Leadership (NCSL) and NUEPA.

The mammoth and daunting task SCERT undertook in 2017-18 was to bring out new

textbooks for the students of the state. The need was felt that our students are getting very

less exposure in their old textbooks, to the changes in the modern world and burning issues

that require immediate attention and ratification. Hence, the need. SCERT discussed this issue

with higher authorities of the state which was gladly accepted. SCERT then collaborated with

UNESCO – MGIEP (Mahatma Gandhi Institute of Education for Peace), New Delhi and Ajim

Premji University, Bengaluru, and started this new venture and is progressing rapidly to give

its students new textbooks of classes I, II and III. These textbooks will have SDG (Sustainable

Development Goals) a concept, used only by Sikkim in the entire country and probably the

world!

As days turn into weeks, weeks into months, SCERT works on tirelessly to live up to the

expectations of its clientele i.e mainly the diverse teaching community. Every hour some new

pedagogy is evolving and the old one is being overhauled or completely discarded and if we

are not constantly fine tuning ourselves, our teaching might become ‘obsolete’. Hence, SCERT

pledges its unanimous and unflinching academic support to all its fraternity in all their

endeavours of guiding the students from darkness to light!

Chapter - 1

Text Book, Curriculum Development and Publication

1.1 Review of School Term Books

State Council of Educational Research and Training (SCERT) - Sikkim has been developing

text books for the government schools of Sikkim since 1983 for classes I to V. English Text

books for classes VI to VIII have been developed since 1993. The government schools of

Sikkim use text-books published by National Council of Educational Research and Training

(NCERT) for other subjects for classes VI to XII. Since its first publication the state designed

textbooks have been revised and modified by SCERT as and when needed. However, for

publication of new edition of these Term Books, the text book development committee

comprising of faculty members from SCERT and District Institute of Education and Training

(DIET)-Gangtok reviewed and did minor modifications starting November 2017 to January

2018. English text books for classes VI to VIII was also edited and reviewed during the same

period by the English department of SCERT. All the subject textbooks have also been realigned

to the Learning Outcome prescribed by NCERT.

1.2 SCERT Newsletter - “REFLECTIONS”-Series II

A newsletter is essential for successful institutional operations and is a "picture" of an

institution and reflects on its operations. With this aim in mind, SCERT Sikkim launched its

own newsletter on August 2016 and christened it as “REFLECTIONS”(As human life is all

about reflections!)

The newsletter comes out quarterly and carries on its cover page National Curriculum

Framework (NCF)-2005 in chapters, to appraise the readers regarding its significance in the

present educational set up. This is followed by SCERT round up of activities. Various cells of

HRDD also contribute and the prominent ones are Rashtriya Madhyamik Shiksha Abhiyan

(RMSA) and Sarva Shiksha Abhiyan (SSA). Renowned educationists of the state and schools

with innovative practices are also shared with the readers to give them hope and confidence

that with the prevalent limitations some are still excelling and their feat is to be- emulated.

Educators and students also share their reflections and priority wise their write- ups are

definitely given a place in the newsletter.

After the job of printing, the newsletter are delivered to all the concerned officials of the

Department and also sent to respective Joint Director (JD) offices of the four districts of the

state for circulation in all the schools.

During 2017-18, four issues of Reflections have been published by SCERT.

SCERT-SIKKIM quarterly newsletter

1.3 Resource Material for D.El.Ed. Curriculum

The curriculum for Diploma in Elementary Education (Dl.El.Ed.) was modified as per the

December-2014 regulations of National Council of Teacher Education (NCTE) by SCERT and

DIETs in collaboration with Ajim Premji University, Bengaluru, in 2015-16.

During 2016-17, SCERT decided to prepare resource materials for each subject included in the

new curriculum. The coordinators for preparation of the study materials – Ms. Anjali Rasaily

and Ms. Ranju Pradhan -faculty SCERT took the responsibility and thus started the ground

work. A one day meeting of large group members was organized to develop the material on

17. 10. 2016 - subject wise core group members were formed and the faculty of DIETs and

Teacher Training Institute (TTI) Carmel took the responsibilities to prepare material for all

four semesters. On 29.10.2017 the coordinators and the core group members attended another

one day work shop under the guidance of Azim Premji University Bengaluru at Palzor

Namgyal Girls (PNG) School, Gangtok.

The prepared materials were then sent to the experts from Ajim Premji University and

accordingly the materials were modified as per their suggestions and feed- back. It was again

forwarded to them for further recommendation. Thereafter, the materials in its final stage

concluded with the following workshops-

1.4 Teen Tribune – Annual Newsletter on Adolescence Education

The maiden publication of newsletter on Adolescence Education was launched by Hon’ble

Minister for HRDD Shri R. B. Subba on the occasion of Teacher Educators’ Conference on

26th April, 2017. The newsletter for the year 2017 has also been prepared and printed for

circulation. The major objectives in publishing the newsletter is to-

reach out to as many schools with the Adolescence Education Programme

give space to the voice of the adolescents

1.5. Development of State Text books for the Primary Level

SCERT has undertaken the task to design and develop text books for the primary level in all

subjects - English, Environmental Studies and Mathematics for the academic year 2020. With

a view to also develop a team of core textbook writers for the state, SCERT is working in

collaboration with APU, Bengaluru and UNESCO – MGIEP (Mahatma Gandhi Institute of

Education for Peace), New Delhi as academic partners. While APU with its prior experience

of working with the curriculum of other state governments will offer capacity development

programmes on the perspectives and technicalities of textbook writing in different subjects,

UNESCO – MGIEP will be working on the embedment of Sustainable Development Goals

(SDG). It aims to guide the state in the embedding of the concepts of peace, global citizenship

and SDGs in the state textbooks for all subjects at the primary level. Thus, also playing a key

role in supporting the states’ effort to achieve Education for Sustainable Development.

The Partnership Agreement for this project was signed by MGIEP- UNESCO-and HRDD,

Govt. of Sikkim on 18th Feb 2018. In accordance with the agreement this is to be a one year

project wherein a series of workshops is to be conducted by APU and MGIEP-UNESCO during

the year 2018. Resource Persons from APU and UNESCO will provide assistance and guidance

to the textbook writers of the state in the development of the new textbooks and subject resource

persons from both the organization will be working with state subject groups during the course

of the year. The mode of work will include – face to face workshops along with post workshop

online support via Skype and email. APU will be working with the participants mostly on a

face-to-face workshop mode.

A total number of 45 subject writers including PGTs, TGTs, PRTs, DIET and SCERT faculty

members have been nominated to form the state textbook writers’ team. The first workshop on

“Review and Development of Textbooks” of 10 days was held from 12th February to 21st

February 2018. The workshop was conducted in 2 phases –the first phase, a 7 day introductory

session in whole group conducted by APU and the 2nd phase, a 3 day session conducted by

MGIEP-UNESCO within different subject groups. There will be a monthly workshop for the

textbook writing members till October 2018.

The last phase of this project will include piloting of the textbooks. Some schools will be

selected for pilot study. The said schools will be provided with the set of text books. Pilot

school teachers will be oriented for these new textbooks. On the basis of feedback and

recommendations changes will be made for the final roll out.

1.5 Compendium

Teacher Educator’s Conference was organized by SCERT in April 2017. With the theme on

Teacher Education, several papers were presented by teacher educators from the varied

institutes across the state. A compendium was prepared and published by SCERT in March

2018. Dr. Genevieve Syangbo was entrusted with the task of compiling and its publication.

Chapter - 2

Programs for Professional Development of Teachers, Teacher Educators

and Administrators of HRDD

SCERT regularly conducts various academic programmes and activities for professional

development of in-service teachers and teacher educators of the state. Subject specific training

programmes are organised on regular basis for in-service teachers teaching at different levels.

Key resource persons (KRPs) are also prepared from amongst teachers of government schools

who will take the responsibility of conducting training at the district and block level.

In addition to capacity building training and workshop programs, SCERT also conducted the

second phase of self-assessment programme for teachers called PINDICS for the professional

development of the teachers. The tool developed for this purpose by NCERT was

contextualized for the state of Sikkim during the first phase and was administered through

Block Resource Centre (BRC) Coordinators.

2.1 Programmes conducted to prepare KRPs and MRPs of the state

During 2017-18, SCERT conducted four programs for training KRPs in various subjects in

which 84 KRPS were trained. The details of these programs conducted by SCERT to prepare

KRPs is given below-

topics in which teachers were trained. The details of these programs conducted by SCERT is

2.4 Programme for Officials of HRDD

During 2017-18 SCERT in collaboration with NEIPA, New Delhi conducted a programme on

School Leadership Development for System Level Administrators for officials of HRDD. In

this program, 37 officials representing all 31 blocks and 3 from head office -HRDD were

trained. Besides the participants, Dr Rabin Chhetri – Director, Mr. Sekhar Chettri and Dr.

2.5 Performance Indicators (PINDICS) for Elementary School Teachers of

Junior High School, Secondary Schools and Senior Secondary Schools

Teacher self-assessment is a mechanism for enabling professional growth of the teacher. It is

an efficient technique for higher achievement and enhancing performance of the teachers. In

this context Performance Indicators (PINDICS) developed by NCERT is a form of self-

assessment which highlights teacher efficacy and efforts in their teaching practices.

PINDICS, a self-assessment tool for elementary teachers developed by NCERT, New Delhi

has been implemented in the state of Sikkim by SCERT in coordination with Sarva Siksha

Abhiyan, HRDD, Govt. of Sikkim. In the first phase, PINDICS was implemented in 2016 to

1139 elementary school teachers in the category of Primary (PRT), Graduate Teacher Arts and

Graduate Teacher Science and mathematics.

In the second phase, SCERT organized a one day orientation for 99 officials /school heads (two

school heads/ teachers from each block and to all the 31 BRC Coordinators of the state to make

them understand the guidelines and instructions. The orientation programme was conducted on

30th November, 2017 for east, west and north districts and for south district on 1st December,

2017 SCERT faculty members. The details are as below-

The oriented school heads/ teachers further administered the PINDICS tool to all elementary

teachers teaching in all JHS, SS and SSS in their respective blocks. The administration of the

tool is completed at the school level. The same has been compiled by BRC Coordinators at

their respective blocks and submitted to SCERT for data entry and analysis. The analysis of

the tool is in the final stage of completion. The compilation of final report of the study will be

done and submitted by end of March, 2018.

Since 2015 SCERT has been conducting educational research in the state. This year the

3.3 Science Seminar

3.3.1 District level Science Seminar Competition

National Council of Science Museums (NCSM) has been organizing nationwide science seminar for

students every year on the topics of current scientific and technological relevance. Similarly SCERT,

Sikkim organised district level inter school science seminar on 21st July 2017 for north, west and south

and on 29th July in east. This topic of the seminar competition was “SWACHH BHARAT: ROLE OF

SCIENCE AND TECHNOLOGY PROMISES AND CHALLENGES”.

3.3.2 State Level Science Seminar 2017

SCERT - Sikkim organised State Level Science Seminar Competition 2017 at Modern Senior

Secondary School on10thAugust 2017. The topic of the seminar was “Swachh Bharat: Role of

Science and Technology Promises and Challenges”. Twelve student participants - three from

each of the four districts, made their presentation before a large gathering of students, teachers

and officials from HRD Department. The participants of the seminar were: Priya Chhetri from

Govt Girls’ Sr. Sec. School Deorali and Stuti Pradhan from Rangpo Sr. Sec. School. The 12

participating students were winners from the district level seminar held at Soreng, Mangan.

Namchi and Gangtok last month.

Director, SCERT Dr. Rabin Chhetri in his welcome address highlighted the significance and

importance which the nation and various national organisation attach to the mission of Swachh

Bharat. Additional Chief Secretary, HRD Department Shri G.P. Upadhyaya who was present

as the Guest of Honour, in his address made notable suggestions to the winner on improving

her presentation for the event at the national level. Hon’ble Minister, HRD Department, Shri

R.B. Subba, who was the Chief Guest of the function highly, appreciated the level of

competence and confidence exhibited by all student presenters. He also praised the hard work

of escort teachers for their support and guidance. In his address, the Minister also expressed

happiness on the fact that Sikkim was successful in getting more than seventy percent of the

“Atal Tinkering Lab” sanctioned to North Eastern States.

Miss Pretisha Tamang of West Point Sr. Sec. School was adjudged the best speaker securing

1st position while Chetuk Lepcha from Govt Girls’ Sr. Sec. School, Deorali and Priya Chhetri

from Govt. Sr. Sec. School, Tharpu were adjudged 2nd and 3rd best speakers respectively. The

winners represented the state at the National level Science Seminar held on 9th November 2017

at Birla Industrial and Technological Museum (BITM), Kolkata.

Judges for the seminar were –Mr. Satyen Pradhan, Deputy Secretary RMD Department;

Ms. Lak Tsheden Theengh, Associate Landscape Co-ordinator, World Wide Fund and

Mr. Sonam Chopel Bhutia, Deputy Municipal Commissioner, Gangtok Municipal Corporation.

The programme was co-ordinated by Mr. Parijit Sutradhar, faculty member SCERT and

conducted by Dr. Shanti Ram Adhikari, Deputy Director SCERT.

3.4 State Level Science, Mathematics and Environment Exhibition

In order to stimulate creativity, inventiveness and the attitude for innovations in science and

mathematics, SCERT, Sikkim in collaboration with NCERT, New Delhi organized a three days

STATE LEVEL SCIENCE, MATHEMATICS AND ENVIORNMENT EXHIBITION

FOR CHILDREN- 2017-18 (SLSMEE) from 26.10.17- 28.10.17 at Sir TNSSS, Gangtok.

The event was inaugurated by Additional Chief Secretary, HRDD, and Shri. G.P. Upadhaya,

the Chief Guest of the day and graced by various Section Heads of the HRDD Department. In

his address the Chief Guest informed the gathering of teachers and children to have in them

curiosity, creativity and innovation which will lead to inventions and discoveries for a better

world. A mobile app, SLSMEE-2017, designed by SCERT was also launched for the event.

The programme was coordinated by Mr Rajiv Philip.

SCERT, Sikkim received a tremendous response and a total of 53 Secondary and Senior

Secondary schools of the state participated -East District -20; West- 11; North- 06 & South-

16). Two students’ and their escort teacher from school with their diligent prepared model and

displayed their exhibits in the stalls allotted to them. The themes for preparations were sent to

schools well in advance and were “Innovations for Sustainable Development” and the six

sub themes.

As it was a competition, the displays of 53 schools were judged by experts in their fields. The

judges doing the tough jobs were-

3.4.1 Eastern India Science Fair

The winners of State Level Science, Mathematics and Environment exhibition 2017-18were

selected to participate at the Eastern India Science Fair, organised by Birla Institute of

technological Museum, Kolkata from 9thto 13th January 2018.

A team comprising of 20 students, 3 escort teachers Ms. Namita Pradhan, Ms. Phurba Lhamu

Sherpa and Mr. Shyam Kumar Pradhan and 2 faculty – Mr. Rajiv Philip and Mr. Parijit Sutradhar

from SCERT were invited to participate. Deorali Girls Govt. Senior Secondary bagged the best

exhibit award in the state category. The exhibition had 13 states participating from the Eastern

Zone. The exhibition was a big exposure for our students as they had a first-hand experience

to interact with some renowned Scientist and students from other states. The children had the

privilege to visit Science City in Kolkata and other places of interest. Given below is the list of

3.5 State Teacher Educators’ Conference

Teacher Educators’ Conference was organised by SCERT on 25th and 26th of April 2017 at

Hotel Mount Siniolchu, Gangtok. The objective of the conference was to bring together teacher

educators of the state to present and share their research study on various contemporary

educational issues. The diverse themes covered in the conference included Training; Inclusive

Education; Pedagogy and Innovative Practices of schools in Sikkim. A total of 17 Research

papers were presented during the 2 day conference by participants from different educational

institutes– DIETs, SCERT, Harka Maya College of Education, Sikkim University, Loyola

College and Siliguri Pragati College of Education.

Day 1 of the conference was attended by the Honorable Minister of HRDD, Shri R.B. Subba

the Chief Guest for the day. The Minister in his address commended SCERT for creating an

opportunity for teacher educators to develop a shared understanding of the way forward

towards quality education. He also emphasized on the need to revolutionise primary education

by working with the Heads and providing suitable support in the teaching of Math and Science.

Other guests on the day included -Director RMSA and School Education; Director, Exams and

Textbooks; Joint Director SSA and Joint Director, Language. A Newsletter on ‘Population and

Adolescent Education’ was also launched by the Honorable minister.

The conference concluded on Day 2 in the afternoon. Dr. Rabin Chhetri, Director SCERT in

his concluding note thanked the participants for their contribution and stressed on the need to

work collaboratively. He also remarked on the importance of research in making policy

decisions while encouraging the teacher educators to continue doing meaningful research.

Guest speakers for the sessions included Dr. Basansy Kharlukhi from North East Regional

Institute of Education- NCERT, Shillong and Ms. Nimrat Khandpur from Azim Premji

Foundation who also chaired the technical sessions.

Chapter 4

Educational Research conducted by SCERT

Conducting Educational Research for helping the state to frame appropriate policies and plan

the process of Education in the state is one of the most important works of SCERT. In 2017-

18, SCERT conducted several research studies on areas of education and teacher education.

4.1 Research activities of SCERT

During the year 2017-18, six research projects were conducted by different faculty members

of SCERT in various topics. The reports of these researches have already been submitted to

HRDD and can also be seen in SCERT library and website.

6.2 Academic support of SCERT during Evaluation, Examination and

Recruitment process conducted by different sections of HRDD

SCERT is also entrusted to take up the academic part of the works which are undertaken by

other sections of HRDD. As in the past years, during 2017-18 also, SCERT did its part of

assigned job when Directorate of Examination & Scholarship and State Teacher Recruitment

Board (TRB) conducted several examinations – STET (February 2017 and October2017),

Hon’ble Chief Minister’s Merit Scholarship (HCMMS) Examination (December 2017),

National Talent Search Examination (NTSE) (September 2017). It also supported to conduct

final examination and entrance examination of D.El. Ed. Course conducted by DIETs (June-

2017). SCERT also provided support to STRB during the time of interview for science and

mathematics teachers and was represented by Dr. Shanti Ram Adhikari, Mr. Paritosh Pathak,

Mr. Parijt Sutradhar and Dr. Pema Subba were also nominated by SCERT to conduct classroom

demonstration for selection to the post of primary teachers for SSTRB.

Besides these routine annual programmes, SCERT being the academic authority of the state

was also given the responsibility by Examination and Scholarship section HRDD to revise the

State Teacher Eligibility Test (STET) syllabus. Two workshops were organized by SCERT on

6th May 2017 and 22nd May 2017 for the revision. In the first phase, SCERT worked on the

primary level syllabus. Previous question papers were reviewed to see the difficulty level,

repetition of questions, whether the syllabus were covered or not to name a few. Faculty from

DIET (East), SCERT participated in the revision of syllabus.

During the second phase, faculty from SCERT, DIET (East), Harka Maya College of Education

and Loyala College of Education were involved in the revision of the syllabus for graduate

level. Thus, keeping in mind the CTET syllabus, the syllabus for STET was revised as per the

provisions in NCTE guidelines and modifications made in the guidelines 2016.

6.3 Academic Support to SSA for Implementation of National Achievement

Survey

National Achievement Survey (NAS) under NCERT has been periodically conducted since

2001 to enable quality, equality and accountability in education system. NAS for the year 2017

was administered on 13th November, 2017 on nearly 2.5 million children from 120,000 schools

across all states and UTs in the country. For Sikkim state all four district participated with 403

selected sampled schools and nearly 11,733 students were administered the tests. The schools

were selected based on Population Proportionate to Size methodology adopted by NCERT.

SCERT was given the responsibility to organize workshops to train a total of 901 trainees from

teacher training institutes of DIET, TTI Carmel, B.Ed. Colleges and students from Degree Law

College who were appointed as Field Investigators (FI). Observers were also appointed on the

day of the administration of the test across the state who comprised of district and block

officials. Mr Suraj Bir Singh – SCERT and Tshering Wangdi Bhutia – Lecturer DIET – East

was entrusted with the task.

6.4 Implementation of Learning Outcome in the State

NCERT had organized a three day workshop on Learning Outcomes (LO) for five states of

north east comprising of Arunachal Pradesh, Tripura, Meghalaya, Sikkim and the host state,

Assam. The workshop was held at SCERT Guwahati, Assam from 4th July 2017 to 6th July

2017.The participants from the five states were from their respective SCERTs and DIETs. The

Sikkim team lead by Director- SCERT comprised of the following members-

In today’s learning in schools especially in primary and upper primary the focus has shifted

from increasing access to ensuring quality learning. In this context, NCERT after several

exercise developed LOs for elementary level. The below mentioned statements have also been

kept in mind which lead to its development.

NCF – 2005 reiterates learning is not linear and that it takes place in a continuum.

Right to Education Act (RTE-2009) recommends development of class –wise learning

outcomes.

NAS result show majority of students are not at class appropriate levels.

Therefore, the workshop in its fourth phase was conducted by NCERT to orient the five states

of north east on LOs and their implementation in classrooms to get desired benefits. The

workshop was followed by the state action-plan where participants from each of the five states

had to discuss and plan the implementation of the activities in their respective states within the

time frame provided by NCERT. The action plan for Sikkim was discussed at length facilitated

by Director- SCERT and Dr. Sima Saigal- State Coordinator with active participation of the

participants.

Three day workshop on Learning Outcomes (LO)

LO at the elementary level has been implemented in the state of Sikkim by SCERT in

coordination with Sarva Siksha Abhiyan, HRDD, Govt. of Sikkim. A number of programmes

Chapter-7

SCERT as Nodal Agency for various National Programmes

and Institutes

7.1 School Leadership Academy

National Centre for School Leadership (NCSL) established at the National Institute of

Education Planning and Administration (NIEPA), New Delhi under the aegis of MHRD, Govt.

of India has been continuously working to produce new generation leaders. Their main

objective is to implement school leadership development as a continuous professional

development activity for school heads in the country. As part of its agenda of institutionalizing

the programme in the states, Leadership Academies has been established at the state level.

Thus, SCERT has been identified as School Leadership Academy for the state of Sikkim. The

academy is expected to carry out school leadership activities in the state to build the leadership

capacities of school heads. The School Leadership Development is seen as a significant stride

towards strengthening leadership capabilities of school leaders. NCSL has developed the

Curriculum Framework for School Leadership and Resource Book as a guide for conducting

capacity building programmes for school heads. The Academy will have resource persons who

will facilitate the delivery of the programme in the states.

In this context, SCERT in collaboration with NUEPA has conducted 10 days workshop on

“Capacity Building of State Resource Group” from 10th to 19th July 2017. The workshop was

coordinated by Ms. Malati Rai and Mr Rajiv Philip from SCERT and with Dr. N. Mythilli as

resource person from NUEPA. The role of State Resource Group will be to build the capacities

of School Heads to enable them to become school leaders. The group comprised of the

7.1.1 One Month Certificate Course on School Leadership and Management

SCERT being the State leadership Academy of the state conducted “A One Month Certificate

Course on School Leadership and Management” from 17th August 2017 to 16th September

2017. A total of 30 heads of schools participated in the programme – There were 08

participants form east, 06 from west, 07 from north and 09 from south. The sessions were

facilitated by the State Resource Group (SRG) who comprised of SCERT officials and faculty,

senior principals, DIET faculty, HRDD officials and guest speakers from other departments.

The programme was to build the leadership capacities of school heads with the aim to transform

the schools to centres of Excellence. The heads have also prepared School Development Plan

which is to be carried out as practicum in their respective schools. SCERT will also organize

review and feedback workshop at various intervals along with on-site academic support by the

SRG as and when needed.

NEIPA in collaboration with NCERT organized a regional workshop for further strengthening

of School Leadership Development (SLD) with the objective to -

provide a platform for exchange of best leadership practices

Workshop for Resource Persons to Facilitate the Conduct of One Month Certificate Course on

School Leadership Management

7.2 National Population Education Project (NPEP)

SCERT Sikkim (erstwhile SIE) has Population Education Cell as part of National Population

Education Project (NPEP) since April 1986. The programs conducted by this cell seeks

empower adolescents to deal with risky situations, prevent HIV infections, reduce vulnerability

to the infection and substance dependence and influence positive behaviour development and

develop life skills.

A range of activities - Role Play, Folkdance Competition, Painting/Poster making and Slogan

writing is organised by Population Education Cell, SCERT. The main objective of these

programs is to educate the students and members of community about matters related to

Adolescence education. These programs are conducted in District, State and National Level.

7.2.1 District Level Role play and Folk Dance Competition under National

Population Education Project, NCERT, New Delhi -

Life skill development in Adolescence Education among learners is the most important

component under National Population Education Project. Different experiential learning,

curricular activities focused on crucial population education themes and adolescence education

concerns are being organised by SCERT at District level. Theme based Role Play and Folk

Dance competition were organised by Adolescence Population Cell of SCERT, Sikkim.

District coordinators were appointed from each DIET to ease organizational part of the event

at their respective district. The themes for the competition were as follows:

(1) Protection of Environment (2) Equal opportunity for boys and girls: removal of female

foeticide (3) Charms and challenges of adolescence (4) Drug Abuse (5) Respect and care for

elders

The programme was organized by Mr Shekhar Chettri-SCERT and Ms Parumita Rai- DIET

(S) for south, Mr. Parijit Sutradhar-SCERT and Ms. Aroona Pradha-DIET (W) for west ,Ms.

Ranju Pradhan –SCERT for North and Mr. Tshering W.Bhutia - DIET (E) and Ms Ranju

7.2.2 State Level Role West District

Play and Folk Dance Competition

SCERT, Sikkim organized a theme based State Level Role Play and Folk Dance Competition

on 30th August, 2017 at Modern Sr. sec School with the sole aim of creating awareness and

develop positive attitude towards population and development issues leading to responsible

behaviour among students, teachers, parents and community at large .Member of Parliament,

Shri. P.D. Rai graced the event as the Chief Guest and blessed the students with his pearls of

wisdom. Director SCERT, Dr. Rabin Chhetri, officials from various sections of HRDD,

officials from SCERT and DIET, teachers and students were present in the event. Yuksam Sr.

Sec School bagged the first position in the Role Play followed by Temi Sr. Sec School and

SadamSr. Sec School second and third respectively. The Folk dance category was taken by

Modern Sr. Sec School followed by Mangan Sr. Sec School and Singtam Sr. Sec School in the

second and third position. Modern SSS and Yuksam SSS would be representing the state at

Brochure on Adolescence Population Education was also launched by the chief guest in the

event. Further, the district coordinators were felicitated during the event for organizing the

district level competition successfully.

7.2.3 National Level Role Play and Folk dance Competition

The state level winners of Folk Dance and Role Play participated in the national level at

NCERT, New Delhi. Yuksom Senior Secondary School and Modern Senior Secondary School

participated for Role Play and Folk Dance respectively from 5th to 8thDecember 2017. Although

the two schools were not able to secure any position, their experience in the national level has

made a difference.

7.2.4 Question Box Activity, Poster Making and Creative Writing

Theme based poster making and theme based creative writing competition along with question

box activity was also organized across the state. Six schools from north, eight schools from

east, four schools from west and four schools from south took part.

7.2.5 Sensitization on Adolescence Education for Community Mobilization

A day long sensitization program on community mobilization was organized by Population

Education Cell of SCERT in collaboration with BACs of north and east districts. The main

objective of the program was to bring awareness and educate the community on adolescence

issues. The program also highlighted the important role of community for restricting minor

access to tobacco, alcohol, drugs and other narcotic items. The participants during the

programme included District/BAC HRDD officials, Health Education Officers, police

Glimpses of Sensitization on Adolescence Education for Community Mobilization

7.3 SRI SATYA SAI VIDYA VAHINI PROJECT IN COLLABORATION

WITH SCERT, SIKKIM

Sri Satya Sai Vidya Vahini (SSSVV) and SCERT- Sikkim has been working together for the

past one year to implement integral education by providing teachers with the content, training,

technology, infrastructure and teaching/learning aids. A mid- term review meeting was held on

20th September, 2017 in presence of Dr. Rabin Chhetri, Director SCERT, officials, faculty

members, SSSVV State team and heads along with some teachers of the pilot schools to

understand the status of the project. The heads of the five schools – Aho Kissan Govt Sec

School, Rongli Junior High School (JHS), Adampul JHS, Nandok JHS and Lumsey JHS

presented their report on the various activities being organized and the academic support being

extended to their respective schools.

The schools expressed their satisfaction and gratitude on receiving this opportunity of

implementing SSSVV program and also having received sufficient support from the academic

team. They also thanked the team for making provision of additional IT-support from various

agencies. The seven deliverables have been successfully implemented in all the schools. The

schools required IT support for the successful implementation of the project for which SSSVV

team and SCERT jointly approached Member of Parliament and Pharmaceutical Company to

support the schools. The details are as below-

As the financial year came to an end, SCERT organized an End-term Report Meet on 19th of

March, 2018 to understand the impact of the program in five government schools (names

mentioned earlier) adopted under SSSVV project. The heads of the schools presented their

status report on the programs and activities organized in schools by SCERT and SSSVV Team.

The schools during the academic session 2017-18 was supported through numerous huddles on

different pedagogical areas, club activities, communication skills, IT skills and other various

children oriented activities.

The way forward to the project was discussed at large in the meeting and the schools have

assured to sustain the project at their own capacity. Handholding from SCERT and SSSVV

team has also been assured for any kind of assistance and support in future. The schools also

received five sets of Deloitte material for Science Math and English on the same day.

8. State Coordination Meeting of NERIE

On behalf of NERIE, Umiam Meghalaya, and SCERT – Sikkim organized a “State

Coordination Committee Meeting” at the Conference hall of HRDD on 28th November 2017.

The meeting was held to understand the educational needs of the state. As per the need,

programme will be framed by NERIE, for the state of Sikkim during next financial year. Prof

B. Barthakur Principal NERIE and Dr. Sima Saigal State Coordinator for the state of Sikkim

were present as representatives from NEIRE. The meeting was chaired by Mr MT Sherpa,

special secretary cum Director, School Education and was also attended by Directors of various

sections and other officials of HRDD. Principal DIET (E) with two faculty were also present

in the meeting. Representation from SCERT included Director, JOINT Director, Deputy

Directors and two faculty.
