Reference is made to your application dated February 14, 2017, received by this office on February 17, 2017, to relinquish Right-of-ay No. OCS-G02139 and decommission associated pipeline Segment No. 1127 in place.

This office also received your request dated December 14, 2017 to withdraw this application which was later retracted by an email dated January 11, 2018.

Our records also show the pipeline Segment No. 1127 was placed out of service on January 7, 2016. Since a request for a Cessation of operation for the Right-of-Way was not submitted to this office within 90 days from the date the pipeline was placed out of service, the Right-of-Way No. OCS- OCS-G02139 is deemed to have expired effective April 5, 2016, pursuant to 30 CFR 250.1014.

In accordance with 30 CFR 250.1751, your request to decommission this pipeline is hereby approved, and in accordance with 30 CFR 1010 (h), the requirement that the pipeline be removed is hereby waived.

You must complete the aforementioned decommissioning operations within 60 days of the date of this letter. Please be reminded that, pursuant to 30 CFR 250.1753, you must submit a written report to this office within 30 days after decommissioning a pipeline. Your report should

include the date the decommissioning was completed and an indication that the decommissioning was completed in accordance with the procedure approved.

After further discussion, Fieldwood would like to retract the request to withdraw the abandonment/relinquishment application. Reinstating the ROW and testing the line is not cost effective for us.

Fieldwood plans to abandon and relinquish the ROW as proposed in the original application dated Februarv 14, 2017.

Melissa please confirm you want to withdraw your application to relinquish right-of-way and decommission the pipeline.

you will have to submit an application to reinstate the right-of-way since it was out of service since 1/2016 and request for cessation of operation was not submitted.

once your withdrawal is accepted and you wish to decommission again, you will have to resubmit an application to decommission the pipeline along with the paygov fee.

In the event i did not get response on this issue by 01/12/2018, i will have to accept your request to withdraw your application and order you either to reinstate the ROW or resubmit an application to decommission the pipeline.

Proposed Pipeline Modification Procedure

Genera/ Information

BOEMRE Segment No.: SN 1127 ties into SN 1128 @ #=1,924,814 & Y=136,048 (Valve 14) Pipeline Description: 14" OIL MAOP: 1440 Total Pipeline Length: 26,207' Pipeline Capacity: 4990 bbls

Abandonment Procedure - Note: Segment 9288 ties into segment 1127 subsea which also ties into segment 1128 also subsea. Segments 9288 and 1127 will be flushed and pigged concurrently. Items highlighted in yellow apply to both segments. SN 9288 abandonment procedures will be submitted separately

1. Mobilize and setup Dive Support Vessel (DSV) to El 297 14-in SSTI and Flushing Vessel to El 281 A.

2. DSV at the El 297 14" SSTI will • close Valve 3, and Valve 4 • pin open Check Valve 5 and Check Valve 9 • notify the platform that the pipeline is ready to be bled down

3. Flushing Vessel will bleed down SN 9288, prepare the riser for flushing and notify DSV that they are ready to flush.

4. DSV will open Valve 3 and Valve 4 and notify the platform that the valves are open

5. Flushing vessel will • use a Gel Pig to pig the pipeline and push it with sea water from the platform • use an in-line flow meter to confirm the volume of water pumped • continue flushing until the Gel Pig reaches Segment 9556 tie-in (Total Volume 9110 bbls)

6. While the pipeline is being pigged, the DSV will relocate and set up over Valve 16

7. DSV will close valve 16 once the Gel Pig reaches segment 9556 and notify the platform

8. Flushing Vessel will then bleed down the pipeline

9. Once the pipeline has been bled down, DSV will • Close Valve 16, valve 15 and Valve 14 • Remove concrete coating from the pipeiine starting 10-ft and ending 50-ft upstream Valve 14 • Tap 14-in pipeline and confirm 0 pressure, 40-ft upstream • Cut out a 10-ft section of pipeline 45-ft upstream from 1128/1127 Valve 14 • Install end connector ~ 35-ft from Valve 14 with 14-in ANSI 900 flange with 2-in tap, s/s ball valve

and plug. • Install plumber's plug in on SN 1127 end. • Bury both pipeline ends to 3-ft of cover and • Place a pallet of sand/cement bags over SN 1127 end • Place a pallet of sand only bags over SN 1128 end.

10. Relocate DSV to El 297 ssti and Close Valve 3, Valve 4 and Valve 6 • Bury SN1127 (Valve 2 and Valve 1) three feet below the mudline and cover it with sand only bags • Abandon Segment 9288 (See step 10 Sn 9288 procedures)

11. Demobilize DSV.

Note: Valve 14 is located at SN 1128/1127 coordinate point
