SBCA & AIA Members Continue Dialog with theCity of Santa Barbara Community Development Dept.

In an effort to improve the planning and permitting process we are having ongoing meetings with staff at the City of Santa Barbara. Community Develop-ment Department. The Community Development Department is responsible for planning & zoning, building and safety, and housing and redevelop-ment for the City of Santa Barbara.

We need examples/stories from our membership of experiences in the City plan check/permitting process that can help illustrate the problems and frustrations that we have experienced. The City is open to dialog and review of the process in order to better serve the community, and is adopting procedural improvements to that end. Please send plan check submittals that illustrate is-suescosting time and money to rectify, or examples that tell the story to the SBCA at [email protected]. Along with AIASB, we are continuing our dialog with the City Building Department to collectively find ways to improve the plan check/permit pro-cess. We are talking to them about:

PREVENTING HEAT-RELATED ILLNESSES

When the body heats up faster than it can cool itself, mild to severe illnesses may develop. It’s important to recognize the symptoms of heat-related illnesses and understand how to prevent, control and respond to their effects.

Air temperature, humidity and clothing can increase the risk of developing heat-related illnesses. So can age, sex, weight, physical fitness, nutrition, alcohol or drug use, or pre-existing diseases like diabetes. How can you prevent or control heat-related illnesses?

Drink water - Drink small amounts of water frequently, about a cup every 15-20 minutes. (Alcohol increases the loss of body fluids.)

Limit exposure time and/or temperature - Try to schedule hot jobs for cooler times of the day or cooler seasons of the year. Take rest breaks in cool areas. Add more workers to reduce workload or reduce the workday.

Acclimatization - Gradually adapting to heat will reduce the severity of heat stress. Engineering controls - Mechanize heavy jobs or increase air movement with fans or coolers. Wearing loose, lightweight clothing - Clothing can affect heat buildup. Salt tablets should not be used - Taking salt tablets can raise blood pressure, cause stomach ulcers, and seriously affect

workers with heart disease.

Someone with a mild reaction to heat may have a rash called "prickly heat" or painful muscle spasms, called heat cramps, during or after activity. A mild reaction may also include fatigue or dizziness. You may notice a change in physical or mental performance and an increase in accidents. A person with a moderate reaction or heat exhaustion, will have some or all of the following symptoms: excessive sweating, cold, moist, pale or flushed skin, thirst, extreme weakness or fatigue, headache, nausea, lack of appetite, rapid weak pulse, or giddiness and if not properly treated, the victim may collapse.

Anyone with mild or moderate symptoms should be moved to a cool, shaded place with circulating air. They should lie down and, if conscious, be given small sips of cool water at frequent intervals. If symptoms continue, a doctor should be called.

In severe cases of heat illness, a heat stroke may result. The victim’s face is flushed red and their skin is hot and dry with no sweating. They develop a severe headache with deep, rapid breathing. They have a very high fever and may become delirious. They may become unconscious, have convulsions, or lapse into a coma. This condition is fatal unless emergency medical treatment is obtained. Immediately call for medical help. In the meantime, get them out of the hot environment. Loosen clothing and pour water over the entire body. Get air circulating around the body.

Recognizing the warning signs and symptoms of heat-related illnesses and using preventive and control measures can reduce the frequency and severity of heat illness while increasing worker productivity.

PREVENCIÓN DE ENFERMEDADES RELACIONADAS CON EL CALOR

Cuando el cuerpo humano produce calor más rápido de lo que puede enfriarse, pueden ocasionarse enfermedades desde leves hasta graves. Es importante reconocer los síntomas de las enfermedades relacionadas con el calor y entender cómo prevenirlas, controlarlas y responder a sus efectos.

La temperatura del aire, la humedad y la ropa que se viste pueden aumentar el riesgo de sufrir enfermedades relacionadas con el calor. También pueden influenciarlas la edad, el sexo, el peso, el buen estado físico, la nutrición, el consumo de alcohol o el uso de drogas, o enfermedades preexistentes, tales como la diabetes. ¿Cómo se pueden prevenir o controlar las enfermedades relacionadas con el calor?

Beba agua. Beba pequeñas cantidades de agua con frecuencia, aproximadamente una taza cada 15 a 20 minutos. (El consumo de alcohol aumenta la pérdida de líquidos del cuerpo.)

Limite su tiempo de exposición y/o la temperatura. Trate de programar las tareas en horas del día que sean más frescas, o en épocas del año de menos calor. Descanse en lugares frescos. Añada más trabajadores para reducir la carga de trabajo o reduzca las horas de trabajo diarias.

Aclimatación. Adaptarse al calor gradualmente reduce la gravedad de sus efectos.

Controles de ingeniería. Mecanice las tareas pesadas o aumente el movimiento de aire por medio de ventiladores o enfriadores.

Vista ropa suelta y ligera. La ropa que se ponga puede aumentar la concentración del calor.

No se deben tomar tabletas de sal. El tomar tabletas de sal puede aumentar la presión arterial, ocasionar úlceras estomacales y afectar seriamente a los trabajadores que sufren de enfermedades del corazón.

Cualquier persona que sufra una reacción leve al calor puede tener una erupción de la piel conocida como "salpullido" o espasmos dolorosos en los músculos, conocidos como calambres durante la actividad física o después de la misma. Las reacciones leves también pueden involucrar fatiga o mareos. Puede que se perciban cambios en el desempeño físico o mental, así como un incremento en la tasa de accidentes. Una persona con una reacción moderada o agotamiento por el calor presenta uno o más de los siguientes síntomas: sudor excesivo, piel fría, húmeda, pálida o sonrojada, sed, debilidad o fatiga extrema, dolor de cabeza, náusea, pérdida del apetito, pulso rápido y débil, o mareo, y si no se trata correctamente la víctima puede desmayarse.

Cualquier persona que presente síntomas leves o moderados debe llevarse a un lugar fresco a la sombra, con circulación de aire. La persona debe acostarse y, si está consciente, se le deben dar tragos pequeños de agua fresca a intervalos frecuentes. Si los síntomas continúan, se debe llamar a un médico.

En casos graves de agotamiento por el calor, se puede presentar la insolación. La cara de la víctima se encuentra sonrojada y la piel caliente y seca sin sudar. Sufre un fuerte dolor de cabeza con respiración rápida y a fondo. Puede sufrir una fiebre alta y delirar. Puede quedarse inconsciente y tener convulsiones, o sufrir un coma. Esta condición es fatal a no ser que se obtenga tratamiento médico de emergencia. Llame inmediatamente para pedir ayuda médica. Mientras llega, saque a la víctima del ambiente caliente. Aflójele la ropa y viértale agua sobe todo el cuerpo. Haga circular aire alrededor del cuerpo de la víctima.

Requirements for Contractors Include Certification & Training

Firms must have one or more “Certified Renovator” assigned to jobs where lead-based paint is disturbed. To • become certified, a person must successfully complete an EPA training course conducted by an EPA-accredited training provider.

All renovation workers must be trained. They can be trained to • use lead safe work practices on-the-job by a Certified Renovator if the work is not HUD regulated, or they can become Certified Renovators themselves.

Firms performing renovation, repair or painting work must also • become certified. This can be accomplished by applying to EPA and paying a fee.

Beginning on April 22, 2010 renovation, repair and painting contractors must:be “RRP certified”• use lead safe work practices when working in homes built before 1978.•

The RRP rule affects contractors, property managers and others who disturb known or presumed lead-based paint during renovation activities done for compensation. The includes most repair, remodeling and maintenance jobs, such as window replacement, weatherization and demolition. The rule applies to any work that disturbs painted surfaces in residential houses, apartments and child-occupies facilities such as schools and day-care centers built before 1978. Fines for violating RRP Rule requirements can be up to $37,500 per incident.
