    IMMEDIATE HIRINGHumanitarian Response due to Super Typhoon Yolanda

    (Internationally known as Haiyan)Fixed-Term positions for immediate response

    at least two months for Magallanes, Tacloban, Ormoc, Leyte, or Estancia, Iloilo

    Preferably residents of Leyte, Cebu, or Iloilo

    Cebuano-, Waray- and Hiligaynon- speaking an advantage.

    As part of our on-going preparation for full humanitarian response to reach those affected by the November 8-9 Super Typhoon Yolanda, Savethe Children is hiring for the following local hires. Actual deployment and on-site field assessment will be determined during therecruitment period. Duty station unless otherwise indicated shall be on-site in any of Makati, Tacloban, Ormoc, Leyte, orEstancia, Iloilo.

    Context: Those affected by Super Typhoon Yolanda will require our immediate and progressive response of full humanitarian support of food,clean water, shelter materials, hygiene and sanitation and other essential relief. Our response will be in the sectors of Child Protection, Educatioin Emergencies, WASH, Livelihoods and Food Security, Non Food Items (NFIs), and Shelter. The target is to reach 500,000 individuals includingchildren in the areas of Leyte, Cebu, Iloilo, and Roxas.

    KEY AREAS OF ACCOUNTABILITY:

    Award Management

    Support the effective dissemination of award information so that all key contributing staff have a clearunderstanding of Save the Children processes and donor requirements and expectations throughout the lifecyclean award (opportunity to close-out).

    Assist with the coordination of Award Kick-Off meetings. Support the Award Manager to improve the reconciliation process (reporting assurance mechanism) between

    Finance, Procurement, Logistics, Distribution, M&E that will ensure accountable reporting to donors.

    Support and where appropriate coordinate the proposal development process. Support and where appropriate coordinate the internal processes for preparation of donor reports. Facilitate effective and prompt communication by relevant staff with members on their awards. Support program staff to comply with Save the Children partnership policies and procedures, and ensure all

    implementing partners undergo legal vetting and that the appropriate agreements are completed prior tocommencing work with Save the Children.

    Support award close-out, helping project managers to ensure all tasks are completed as per the close out checkand that all required close-out documentations are kept on file. Ensure award close out processes are officially completed in AMS.

    Donor Compliance

    Liaise with members to ensure that all appropriate donor formats are available in-country. Support the Award Manager to identify potential issues and amendment requests and ensure they are flagged

    promptly to donors via the relevant Save the Children member.

    Support the country office to ensure robust and comprehensive records are maintained for all awards to meetaudit requirements.

    Work with internal and external auditors as necessary.Award Management System (AMS)

    Ensure that all opportunities, proposals, contracts and amendments with donors are processed and approvedthrough AMS and the system is an accurate reflection of current award status at all times.

    Ensure all partners and sub-award agreements are uploaded into AMS. Ensure that all adequate attachments appear on AMS and are retained as part of the award audit trail.

    Additional

    Deliver high quality results in line with the agreed ToR and develop effective relationships with country programstaff.

    Comply with all relevant SC policies and procedures with respect to child protection, health and safety, equalopportunities and other relevant policies and procedures.

    QUALIFICATIONS AND EXPEIENCE

    AMS and Information Management Coordinator (Job Grade 4)

    KEY AREAS OF ACCOUNTABILITY: Coordinate with members/donors on specific assigned funding opportunities. Closely monitor progress of Fund Summary and PAL processes on successful proposals, create and/or

    review Fund Summaries on behalf of CO.

    Write cheat-sheet 1 page summary of each grant for ready field-team digestion. Support kickoffs of newgrants in Manila and field locations as required.

    Capacity build through kickoffs, cheat sheets, clear communication and later training sessions asrequired

    'Own' the Funding Tracker and maintain on daily basis (at least for first month) - also note Reporting taof Funding Tracker. Immediate task: transfer existing funding tracker into shiny new, more useful versio

    Ensure all definite pipeline opportunities on AMS. Push members directly create records foropportunities, and to create PALs for accepted awards. 'Contact Point' in AMS for Haiyan awards.

    Ensure a very high ongoing situational awareness of response activity -- checked against geographiclimitations/boundaries in (signed) contracts - flag required amendments immediately for action in

    response.

    Use 'Reporting' tab in Funding Tracker to track upcoming reporting deadlines and circulate at leastmonthly. Coordinate with wider PHL team to ensure consistent approach to messaging. Review donor

    reports for quality & compliance before submission to members.

    Support audit and close out.

    QUALIFICATIONS AND EXPERIENCE:

    Significant experience (+2 years) with a relevant degree or equivalent professional experience. Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all lev

In development, we work across five thematicpriorities: Education, Child Protection, Child Rights Governance, Humanitarian Response, Disaster Risk Reduction and Climate Chang e and Health and Nutrition,HIV/AIDS. We are present in specific sites across the country. We have responded in many large-scale emergencies including Typhoon Ondoy (Ketsana), Pablo
