Egypt Shriners Potentate 2016

Hello Nobles!

November was another great month for Egypt Shriners! We recognized and celebrated our

Veterans in two diff erent parades right here in Tampa. We created 18 New Nobles at our Fall

Ceremonial and honored our Legion of Honor. And to push membership further, we will hold a Cold

Sands Ceremony on December 7th.

On Friday, December 2, we will hold our quarterly dinner in the Terrace Room. The Theme this time

is American Comfort Foods. Dinner will be followed by Karaoke and Lip-synch Battles. Tickets are

$15 and they are available at the offi ce and on our website. Sorry, but we cannot take reservations

without your credit card.

We are looking forward to Holiday Parades on Saturday the 10th (in Brooksville & Inverness) and in Safety Harbor on the 17th.

On Sunday, December 18, we sponsor the Children’s Christmas Party. This party is for our Hospital Children, but Shriners Kids

are welcome to come and visit Santa. It’s another chance to see the Reason for the Season in the faces of the Children! Join

us, won’t you?

At the Oasis this month we will have Karaoke on the 9th and Dinner and a Movie on the 16th.

Right Now, on behalf of myself and Lady Cathy, the Divan Members and their Ladies, we want to wish you all a Merry Holiday

Season and a Happy & Prosperous New Year!

Speaking of the New Year, we are having a New Year’s Eve Party in the Oasis Lounge, starting at 9 p.m. Tickets are $40 per

couple. Come ready to party and we will have a champagne toast at midnight followed by breakfast. The party ends at 12:30

a.m. Rather than drive home, you should join us for Glamping

in the Belvedere Ballroom for an additional $20 per campsite.

See the ad in this issue and call the offi ce with your credit card

to hold your space.

In January, we hold our Annual Business Meeting and our

elections. We have good, qualifi ed candidates running who

want to lead Egypt Shrine in the coming years. Please come

out and show your support.

Scottish Rite NewsBy Worshipful Casey Fletcher 32°, KCCH

Our ancient brethren called upon many wise sages of the

past and drew from many sources of ancient writing in

establishing our masonic philosophy and constructing

our degrees and rituals. They endeavored to formulate a

framework for us to recognize and inculcate “right” action,

develop virtue and conduct a moral life.

At least three schools of philosophy or moral theory are

identifi able in our Work.

An Aristotelian “perfectionist” theory is evident in the

Symbolic Lodge. This philosophy or system provides

instruction on what kind of people we are to become,

what our character should be; how to act and be virtuous.

In the Entered Apprentice degree we study the four

cardinal virtues, Fortitude, Prudence, Temperance and

Justice. This instruction is directed inward – focusing us

on the cultivation of our individual character and virtue.

A second school may be called the Kantian school

(referring to the German philosopher Immanuel Kant).

In his view, morality is defi ned by the dictates of reason

and based upon free will, adherence to moral law and,

primarily, good intentions. Very generally, Kant asserted

an action was “right” or “moral,” if it were in our power, that

we would categorically declare it to apply to all people,

at all times and in all places. The rightness of an act is

dependent upon good intentions and fi delity to moral

law. Kant’s theory came to be called the “categorical

imperative” and is present throughout masonic ritual.

Hiram Abiff ’s decision in the Master Mason degree fi ts

into this school – he had an agreement with the other

Grand Masters. His decision to honor the agreement was

“right” and “moral,” regardless of the consequences. This

moral theory is also well-demonstrated in the 15th degree

of the Scottish Rite, Knight of the East. This degree (which

will be conferred on April 22nd of next year) is set in the

second Temple period. Not to give anything away, the

protagonist, Zerubbabel, follows Hiram’s example.

A third school of philosophy is called utilitarianism. Its

original advocates were the philosophers David Hume,

G.E. Moore, Jeremy Bentham and John Stuart Mill. This

school is often described as the “greatest good for the

greatest number” or “situational ethics.” Whether an

action is right or moral is determined by and dependent

upon its consequences. Utilitarianism thinking and

practice is quite noticeable in our society (to both good

and bad eff ect), but not so obvious in masonic ritual.

The notion of situational ethics is addressed in the 28th

degree, Knight Commander of Temple. In this degree, the

protagonist, Constance, must choose among mutually

exclusive obligations and values; his decision seems to

be based on the ultimate consequences (to others) of

his being faithful to one particular vow and breaking the

others.

Value can be found in each of these schools of

philosophical thinking and moral theory. Each has merit

and shortcomings; none provides a checklist of actions

that are obligatory or forbidden. They provide no simple,

single set of formulas. But each provides a framework

for moral thinking, reasoning, conduct and character

development.

These schools of philosophy and moral theory might be

compared and contrasted by saying: character matters,

intentions matter and consequences matter. Our ancient

brethren were quite adept at weaving them into our ritual,

furnishing us with much to think and refl ect upon and to

act and decide accordingly. They left it for us to fi nd the

unity and harmony among them.

The Scottish Rite degrees will next be conferred on April 22nd and April 29th. Petitions are available at http://tampascottishrite.org. The Valley of Tampa regularly meets at its Center in Tampa on the 2nd Monday of each month. Dinner is served at 5:45 PM and the regular meeting starts at 7:30 PM. Your writer will present an educational program on December 12th.

The Horizon DXA system features the latest innovations

in bone densitometry technology which includes a digital

high resolution ceramic detector array, as well as a high

frequency X ray generator. By its “One Pass True-Fan

Beam” the scanner can deliver rapid, dual energy bone

density measurements in a single pass which eliminates

beam overlap errors and image distortion. Because of

the elimination of lead in the aperture and cadmium from

the detectors, the DEXA System is the “greenest on the

market.” The radiation emitted during use is so low that

the X ray technologists do not need to wear any lead

protection and can be right next to the scanner with the

patient.

As a diagnostic tool, the DEXA scan can help clinicians

assess overall bone health, body composition and

cardiovascular risk; all very important factors in keeping

our kids up and running.

The acquisition of this $90,000 diagnostic equipment was

made possible due to the ongoing and incredible fund

raising eff orts of our very own 15 year old superstar Leigh

Dittman, who has raised in excess of $1 million over the

last 12 years for the Shriners Hospital for Children Tampa.

Leigh has received care since she was three weeks old

for Osteogenesis Imperfecta or OI (also called “brittle

bone disease”) and has been an absolute champion for

all things Shriners and a wonderful spokesperson for our

hospital. With this new equipment, a child needing bone

density scans (at least twice a year) can now have them

done within the walls of “their” hospital rather than having

to go elsewhere as was the case in the past.

This cutting–edge technology keeps Shriners Hospitals

for Children Tampa out in front leading the rest in providing

the best possible care for our children. Kinda makes you

proud doesn’t it. Thank you Leigh.

Brandon Shrine ClubBy Noble David Jones

Greetings Nobles, the BSC Birthday Luncheon was well

attended to honor the following Nobles: Jimmy Fischer,

Frank Goldston, Ed Kurs, Jeremy Stanaland and Steve

Wilson. Happy Birthday Nobles!

The BSC had our food trailer at the Hillsborough County

Fair and it was a successful club fundraiser. The BSC

Fair Committee Co-Chaired by Dave Forrest and Writer

consisted of Richard & Renee Woodruff , Sherman Hendry,

and Lady Carolyn Tedder and they did an outstanding job

of planning, set up and staffi ng for the fair. The following

Nobles & Ladies gave up many hours of their time and

energy manning the concession during the fair: Dave &

Barbara Forrest, David & Pat Jones, Gary & Jill Crossfi eld,

Richard & Renee Woodruff , Sherman Hendry, Richard &

Noble Robert Robaus which is a Nurse at our Tampa

Shrine Hospital earned two prestigious awards this year.

Robert was selected as the “ Nurse of the Year 2016” and

also “ Florida Hospital Association, Health Care Giver of

the Year 2016” Congratulations Noble Robert!

On Saturday Dec. 10th BSC will hold a clay shoot

fundraiser at the Fish Hawk Clay Shoot range in Lithia.

The Club Christmas Party will be held on Monday Dec.

12th at the clubhouse, 6:00 Drinks, 7:00 pm Dinner. It is

requested everyone bring a $10.00 gift card from Wal-

Mart or Target for the Masonic Home.

In closing let me welcome 4 new Nobles which crossed

the sands of the desert in this months ceremonial :

Highlands Shrine ClubBy Noble Jerry Higginbotham

Greetings from the Ridge. November was our Thanksgiving

Social with a delicious ham dinner for something diff erent.

It was a fun evening and a good time was enjoyed by all

November 18th and 19th was our annual paper drive for

Hospital activities. Noble Harry Pierce was the chair person

for this event. Thanks to the Nobility and their Ladies for

giving of their time to make this event successful again

this year.

November 16th was our annual Spaghetti Dinner fund

raising event. The chairman for this event was Noble Jim

Keaveny, kitchen, Noble Secretary Sam Wilkin, mailings,

tickets, etc. Thank you to all the hard working Nobles and

Ladies that sold tickets, worked in the kitchen, served,

etc., that made this event successful.

December is going to be another busy month with

2 Christmas parades. Parade schedule: Avon Park,

November 28th and Frostproof, December 3rd. The Board

voted not to attend the parade in Lake Placid due to the

distance and confl ict with our December 10th Social.

Attendance is continuing to increase at our famous $5.00

Saturday Morning Breakfast and continued bargains

off ered by our Shrine Stores and the Flea Market also

open Saturday Mornings. Nobles and Ladies, we need

your continued support by attending the breakfasts and

shopping at our stores. We have new items and bargains

coming in weekly at our Shrine Store so do your Christmas

shopping here. Also, it may be time to go through and

clean out your closets and bring your gently used clothing

and household items to the Shrine Club. Remember, your

discarded items may be just what someone else is looking

for. Thanks again for your support of this very important

function that raises funds to help cover the expenses of

the operation of the Shine Club facilities.

Continued activities such as Wednesday morning coff ees,

Friday evening darts, and Tuesday evening cards continue

on a normal schedule. Come visit, play and enjoy. Check

the newsletter for a more detailed schedule of activities

and events.

Our “Get to Know Us” hosted by Egypt Shrine to invite

and inform members of the area Masonic Lodges and

wives about Club and Egypt Shrine activities and purpose

has been reschedule to February 4th, 2017. Nobles, start

thinking of Brothers from your lodge to invite to this

important event. A meal will also be served.

Also, plans are underway for our annual Offi cer Installation

Banquet. 2017 club offi cers to be installed by our new

Egypt Potentate and Divan. More details next month.

Also, Nobles and Masons don’t forget that if you are

coming this way, we have very nice motor home and RV

accommodations with 4 RV spaces on our grounds with

30 & 50 amps and water. These spaces are reserved for

Nobles and Masons only. We are located at 2604 State

Road 17, Avon Park, Fl. For more information, call our club

at 863 382-2208.

Shrine Club and Egypt Shrine a very Merry Christmas and

Lakeland Shrine ClubBy Noble Roy “Woody” Woodside

Summer is over and we are looking forward to a cooler

more productive winter. The snowbirds are back and

assisting with the transport of our hospital children.

We had a great meeting in October where we elected

our new offi cers for 2017. The following offi cers will be

working hard to keep the club strong next year:

The dedication to transporting the Polk County Shriners

Hospital for Children patients continues and is clearly

shown by the number of trips that are made each year.

If you have never transported a Shriner’s Hospital patient,

you have never experienced the satisfaction that comes

with it. To watch the improvements made by these

children at each appointment is amazing. We become

part of their lives and have witnessed some going from

being laid out in a wheelchair unable to move, to getting

up out of that wheelchair and walking with a walker, to

eventually walking with only a cane or no assistance at

all. Getting to know the hospital and the strong dedicated

staff that help these children accomplish their dreams is

something you won’t experience anywhere else. We meet

on the fourth Thursday of each month at 7:00pm. Come

join us and be a part of an experience you won’t forget.

Our October 11th Second Annual Dinner was a great

success. The excellent pulled pork meal was well received

by all. Thanks again to our own Dennis Bryant for turning

out to be a master chef.

The Potentate and Divan attended and were very

gracious with their accolades about our club. We were

told that we are the fastest growing club in Egypt and

received high praise for this accomplishment. Our thanks

to the Potentate and Divan for these kind words. Our goal

is to work hard for the children in our hospitals. We made

a generous donation to the Egypt Shrine Transportation

Fund from the proceeds of the Dinner. In addition we

contributed to the annual Children’s Outpatient Christmas

Party.

Noble L. Edward Villiaume III petitioned and was inducted

into the club in due and ancient form.

Our new offi cers for 2017 were proposed and voted at the

November meeting and are as follows:

Public installation Potentates reception 01/14/2017 at the

ALA Carte Pavilion from 3 to 5 pm. We urge our member

nobles to attend.

We are still accepting donations of Fezzes for the Fez Wall

Our meetings are held on the second Tuesday of the

month 7:00 pm in our club room in the Barley Mo Brewing

Sultans of Egypt ShrineBy Noble Dave Hobbs

The Sultans are into a very busy month of rebuilding of

our fl oat that will be in the Krewe parades beginning in

February. The plans are to unveil the new fl oat at the East/

West Shrine Game Tailgate Party on January 21st.

The new fl oor has arrived and has been installed, and

there is a major work party scheduled for November 19th

to install the structures on the fl oor of the new fl oat.

We have posted some pictures of the demolition of the

Sultans FB page. It the committee has decided that there

will be no pictures posted of the rebuilding. So….if you

have a urge to see what it is, join us for a work party and

you will be on the inside… Plans are also underway for

the unveiling at the tailgate party for the East/West Shrine

Game in January. Then its parade season.. if you want to

have fun along with the other Krewe’s at the parade now

is the time to join us.

The elections for the offi cers for 2017 were held this

month and the following is the results:

The Sultans Have also been selected to be the Divan

Escorts for the Imperial visit in March 2017.

They are awaiting approval for the fl oat in the Gasparilla

Day Parade on January 28th, if the fl oat is not allowed

this year, they got a unanimous vote from the Krewe of

Mustang Sallies to join them for the parade.

We are still accepting applications and anyone interested

in becoming a member of the Sultans, there is a $25

application fee and a $50 annual due, as well as a

small outlay for the Sultan Uniform. We meet every 3rd

Wednesday of the month at 7:00 pm in the Directors Staff

Room in the “Stu” Lang Activities Building.

Our next scheduled meeting will be on Wednesday,

Sun City Center Shrine ClubBy Noble Don Churchill

In October the busy bees of Sun City Center Shrine Club

had their Fall Pancake Brunch along with working the

store fronts In the area for solicitations and ticket sales.

Nobles and Ladies had tired legs and were glad when

the fi nal pancake was served but at the November Stated

Meeting we were all smiles as our President, Noble Gene

Welper was able to present two checks. One for $6,000

to the Tampa Shrine Hospital Transportation fund And a

second check for $ 4,000 for the Tamps Shrine Hospital.

The other fund raising event was sponsored by Mann’s

Auto Service, Ruskin, Florida. They have a race track for

radio controlled race cars and each year they dedicate

one race day to raise money for the Shrine Hospital of

Tampa. A dozen Nobles worked the race track selling

cold drinks, snacks and coff ee. Prize money from the

races were also donated. Noble Paul Monnette, 99 years

young lead the way working The raffl e tickets and worked

5 hours. Thank You Noble Paul.

The Children’s Christmas Party, 300 or more First graders

from Local Elementary will be feed a lunch and receive

from Santa an early bag Of Christmas gifts on Tuesday

December 14th. Noble and Lady Jon DeCaluwe have

organized this event for several years.

Lastly a healthy Happy Thanksgiving to all and see you

at our next Meeting Luncheon Meeting on Wednesday

December 15th. This Special Christmas lunch arranged

by Noble Barry Meyers.

The Director’s Staff had a wonderful month of November.

We enjoyed starting the month off with the Town and

Country parade on November 5th. It was a great parade

as usual. The following week we participated in the

Veterans Day Parade at the VA hospital. Thank you to

all those who helped out. Finally, we had an enjoyable

Arch Degree. We are excited for our new nobles. Looking

towards the future we are excited for our holiday party

coming up this month.

Highlander’s Pipes & DrumsBy Noble Gregory Mathes

Over the last couple of months the Highlanders have

been piping and drumming throughout the Tampa Bay

area. Starting in July, the Highlanders had the pleasure

of marching in the Imperial Parade behind the Legion of

Honor. Some members competed in pipping/drumming

completion earning 1st & 2nd Place Awards. The unit

hosted a special open house for visiting piper/drummers

and their families, we had a packed unit room overfl owing

into the hallway.

September arrived with the 10th Annual Tartan Ball. This

year it sold out months before the event. Over 300 guests

enjoyed our Black Tie event held at the Scottish Rite.

Mark your calendars for September 9, 2017. Ticket sales

should start shortly after the fi rst of the year, we expect

another sale out! This Ball has become a premier Tampa

event kicking off the parade season with people on wait

lists for tickets.

As most Highlanders are Veterans, we were honored

to be asked by the Tampa Bay Navy League to perform

at this year’s Navy Ball held at the Renaissance Hotel

at International Mall on October 21st. It was truly a

memorable experience for all of us. Happy 241st Birthday

United States Navy.

October 29th, band members represented Scotland at

the St. Petersburg Folk Fair parade.

This Veteran’s Day, the Highlanders performed at the

MacDill Air Force Base Remembrance Day Celebration

attended by many foreign country representatives

assigned to Southern Command & Central Command

Headquarters. This has become a repeat event for our

unit and we are proud to assist.

Finally on Saturday, November 12th the Highlanders were

honored to lead the new Nobles from the Oasis over to

the Stu Lang building with a rendition of Scotland the

Brave.

The Highlander’s stated meeting is the fi rst Thursday

of each month and fellowship/band practices most

Thursdays from 6:30-9:00 p.m.

Guests are always welcome to our fellowship and

practices. We are always looking for aspiring musicians

to perform with us. Don’t know how to play the pipes or

drums, no problem- we have great instructors who enjoy

teaching new students. If you are free on Thursdays, just

will commence at 2pm.

The drawing for the Footlocker of Cheer was drawn and

the winner was from the Director’s Staff and Secretary of

the Sultans Noble “Capt” Ron Hoedebeck.

At the Stated Meeting, Legion member Noble Terry

Benton was presented his lapel pin and certifi cate for

being a 50-year member of DeMolay. A hardy salute goes

out to Terry for a job well done.

If you are active military of the U.S. forces or allies,

honorably discharged veteran, then the Legion of Honor

is looking for you to join our ranks. Ask any member for a

petition to send you on that path.

The Legion of Honor meets the fi rst Thursday after the

Council of Units Meeting at 1930 in the Legion of Honor

Room in the “Stu Lang Activities Center.” Our next

Regularly Scheduled Unit meeting will be on Thursday,

December 8th, beginning at 1930.

Hospital Benefi t Days – Paper Sales was the best as

the Guard received donations for Shriners Hospitals for

Children throughout the year. This is a yearly obligation

to support the hospitals and get a chance to received

compliments from the public as to the great work we do.

It makes the hard work and sore feet all worthwhile. A

“Tip of the Fez” to those who participated.

And don’t forget to call Treasurer Ed Templeton with your

Christmas Party reservations before December 10th.

Hope everyone had a wonderful Thanksgiving Holiday,

and with Christmas right around the corner, the “Drifters”

want to wish everyone a most “Merry Christmas” and

Happy New Year!

The Trike patrol will be participating in the Brooksville/

Inverness parade on Dec.10th then a week later in Safety

Harbor. This is especially exciting as our new member

James Mann will be participating for the fi rst time along

with a full group of “Sliders”.

It is also exciting to think that the Trike Patrol plans to

participate in competitive drills for the fi rst time with

our new bikes as well as the fi rst time in many years at

Imperial Session in July. All in all 2017 looks to be a break

out year for the “Sliders”

As many of you have seen our new Unit parade shirts you

will have to agree, they are certainly outside the box. We

also have many new ideas we plan to implement during

the course of the New Year. It is safe to say that no doubt,

“The Trike “Sliders” are NOT Your Father’s Unit”.

If you would like to join in on the FUN, but you’re in another

unit, no problem, stay there, and participate with us as an

Honorary Member of the Trike Patrol. Our meeting date

is the 3rd Wednesday of the month, and we meet in the

Trike Unit room, 6:30 PM.

BYLAWS OFEGYPT SHRINERS

Preamble

This temple is governed by the articles of incorporation

and bylaws of Shriners International, an Iowa corporation,

and the following bylaws not inconsistent therewith.

ARTICLE 1

Name, Seal & Jurisdiction

§1.1 Name. This temple shall be known as Egypt Shriners.

It was granted a charter on June 6, 1918 by Shriners

International.

§1.2 Location. It shall be located in the community

designated in its charter.

§1.3 Seal. The seal of Egypt Shriners shall consist of two

concentric circles between the circumferences of which are

the words Egypt Shriners, Tampa, Florida. An impression

and facsimile shall be deposited with the Imperial Recorder.

§1.4 Flag. The offi cial fl ag of this temple shall be as

described by the bylaws of Shriners International.

§1.5 Jurisdiction. The territorial jurisdiction of this temple

is governed by the provisions of the bylaws of Shriners

International.

ARTICLE 2

Temple Membership

§2.1 Prerequisites. Membership in this temple, including a

candidate’s petition and balloting thereon, is governed by

the bylaws of Shriners International. Every candidate for

initiation must be proposed by at least two (2) Nobles of this

temple at a stated meeting, and if no objection is off ered,

the petition shall be referred to a committee of investigation

consisting of three (3) Nobles of this Temple, who shall

be at liberty to report immediately or at the next regular

session of the Temple, as the Potentate shall designate. If

the candidate is rejected or if any elected candidate fails to

present himself for the initiation, the initiation fee shall be

returned. No Master Mason shall be initiated a member of

this Temple until he shall have a ceremony conferred upon

him creating him a Noble of the Order, paid the fee, and

subscribed to these bylaws.

§2.2 Affi liation. Affi liation into this temple is governed by

the bylaws of Shriners International. A petition for affi liation

must be accompanied by the petitioner’s demit from the

Temple of which he was formerly a member, and the ballot

shall be taken in the same manner as a petition for initiation.

§2.3 Associate Membership. Associate membership in this

temple is governed by the bylaws of Shriners International.

§2.4 Retention of Membership. Retention of membership

in this temple is governed by the bylaws of Shriners

International.

§2.5 Demit. The demit procedure is governed by the

bylaws of Shriners International.

§2.6 Suspension or Termination of Membership.

Suspension and termination of membership in this temple

are governed by the bylaws of Shriners International.

§2.7 Life Memberships. Life memberships in this temple

are governed by the bylaws of Shriners International. Life

Membership will be granted to any Noble, who has been

a continuous member of this Temple for fi fty (50) years

and no future dues will be required, only fees required by

Shriners International for meritorious service.

(a) Prepayment of Dues. The Life Membership fee will

be no less than a sum of twenty (20) times the current

dues and appropriate per capita and hospital levy to

Shriners International. A Noble may apply for his Life

Membership to be paid in installments. A two hundred

dollar ($200.00) non-refundable down payment will

accompany the application. The term of these payments

shall not exceed fi ve (5) years from the date of acceptance

by the Recorder. The Noble shall be responsible for his

annual dues until the Life Membership has been paid in

full. Dues paid in that period will not be credited toward

the balance of the Life Membership fee. The Fund for

the Prepayment of Dues is governed by the bylaws of

Shriners International.

(b) A Memorial Life Membership may be purchased by

any person, Club or Unit for a deceased Noble of Egypt

Shrine by paying a minimum of two hundred dollars

($200.00).

(c) An Honorary Life Membership may be purchased by

any person, Noble, Club or Unit in honor of a living or

deceased Noble by following the regulations concerning

Honorary Membership. The minimum fee shall be two

hundred dollars ($200.00).

(d) If a Life Member is suspended and is subsequently

restored to good standing, his Life Membership shall be

restored.

§2.8 Honorary Membership. Honorary membership in this

temple is governed by the bylaws of Shriners International.

§2.9 Discipline. The discipline of a member of this temple,

for any cause other than nonpayment of dues, is governed

by the bylaws of Shriners International.

§2.10 Complaints to Imperial Potentate. Complaints or

correspondence to the Imperial Potentate are governed by

the bylaws of Shriners International.

§2.11 Copies of Temple Bylaws and Shriners International Bylaws. Each member of this temple shall receive a

copy of these temple bylaws; and the recorder of the

temple shall allow each member access to a copy of the

Shriners International bylaws so that they may be read and

understood.

ARTICLE 3

Temple Meetings & Ceremonials

§3.1 Stated Meetings. A stated meeting shall be held on

the second Wednesday of each month (except the Annual

Meeting). The exact hour of all meetings, including the

annual meeting, shall be designated by the Potentate.

(a) Annual Meeting. The annual meeting shall be held on

the second Saturday in January.

§3.2 Ceremonial Sessions. Ceremonial sessions may be

called by the Potentate at any time.

§3.3 Special Meetings. Special meetings may be called

by the Potentate at any time, but notice must be given to

each member stating the business to be considered and

no other business than that specifi ed in the call may be

transacted.

§3.4 Sunday Meetings. No business meeting or

ceremonial session shall be held on Sunday, except upon

special dispensation of the Imperial Potentate for good and

suffi cient cause.

§3.5 Place of Meetings. The place of all meetings

shall be determined by the Potentate except as may be

otherwise required or restricted by the bylaws of Shriners

International.

§3.6 Notice of Meetings. At least one week’s notice must be

given of the time and place of all meetings and ceremonial

sessions. The notice may be given in the offi cial temple

publication or by letter.

§3.7 Rules of Order. Unless otherwise provided by the

bylaws of Shriners International, the temple bylaws or

resolution, parliamentary procedures shall be governed by

Robert’s Rules of Order.

§3.8 Admission. A Noble may not be admitted to this

temple unless he exhibits to the temple an offi cial Shrine

card for the current year.

§3.9 Quorum. A quorum consists of seven members of the

temple entitled to vote, one of whom must be the Potentate,

Chief Rabban, Assistant Rabban or a past Potentate of the

temple.

§3.10 Order of Business. The order of business shall be as

follows:

(a) Opening ceremony

(b) Reading of minutes of previous session

(c) Reading of communications

(d) Reading fi nancial statements

(e) Reading of petitions for membership

(f) Balloting on candidates

(g) Reports of standing and special committees

(h) Unfi nished business

(i) New business

( j) Conferring the ceremonial

(k) Closing ceremony

The order of business may be changed or suspended

whenever it is in the best interest of the temple.

ARTICLE 4

Offi cers

§4.1 Offi cers. The offi cers of this temple are those listed in

the bylaws of Shriners International. No person may hold

more than one of the offi ces at the same time.

§4.2 Nomination. Candidates for elective offi ce and

Representative must be placed in nomination from the fl oor.

There shall not be more than one nomination speech for a

candidate and the speech may not exceed fi ve minutes.

Seconding speeches are not required or permitted.

A majority vote of the members present shall determine

all questions not already provided for in these bylaws, or

the statutes of the Shriners International. For an election, if

there are three (3) or more candidates for an elected offi ce

and no majority is obtained on the fi rst ballot, the two (2)

candidates with the highest number of ballots shall remain

and a second ballot be cast to determine the winner.

§4.3 Election and Appointment. The election and

appointment of offi cers are governed by the bylaws of

Shriners International.

§4.4 Duties. The Potentate or these temple bylaws assign

the duties of offi cers not governed by the bylaws of Shriners

International.

§4.5 Enthronement and Installation. The enthronement

and installation of the temple offi cers are governed by the

bylaws of Shriners International.

§4.6 Vacancies. The existence of a vacancy and fi lling a

vacancy are governed by the provisions of the bylaws of

Shriners International.

§4.7 Delivery of Records. Each offi cer shall deliver all

books, papers and other property of the temple in his

hands to his successor in offi ce, or to such person and at

such time as the temple may direct.

§4.8 Board of Directors. The composition and duties of

the board of directors are enumerated in the bylaws of

Shriners International. The board of directors has these

additional duties.

(a) Leadership Search Committee. The board of directors

shall appoint a Leadership Search Committee as allowed

by the provisions of the bylaws of Shriners International.

(b) Temple Holding Corporation. The aff airs and business

of this corporation shall be managed and conducted by

a board of directors consisting of eight in number, seven

of whom shall be the persons who occupy the position of

the offi cial Divan of Egypt Shriners and one of whom shall

be the immediate past potentate of such temple, and

their designation as such offi cers in Egypt Shriners shall

constitute them the board of directors of this corporation.

ARTICLE 5

Initiation Fees, Dues, Per Capita, Hospital Levy

§5.1 Initiation Fee. The initiation fee shall be determined

at a stated or special meeting of the temple after notice

has been given to each member stating the proposed

amount of the initiation fee. It must be paid in full prior to

initiation. The fee for initiation is $125, which includes the

current year dues, except in the fourth quarter the fee for

initiation is $175 which includes the current year dues and

the succeeding year dues.

§5.2 Dues. The annual dues shall be determined at a

stated or special meeting of the temple after notice has

been given to each member stating the proposed amount

of the annual, dues. The annual dues shall not be less

than prescribed by the bylaws of Shriners International.

The annual dues do not include the hospital levy or the

annual per capita tax required by the bylaws of Shriners

International, each of which shall be added to the annual

dues. This temple may, by affi rmative vote, remit dues of

a member for good cause shown either to the temple or a

committee selected for that purpose. The annual dues for

regular members are $105 plus the hospital levy and the

per capita tax; the dues for associate members are $30.

(a) Suspension for nonpayment. A member who is one

year in arrears on his dues is suspended, pursuant to the

procedure recited in the bylaws of Shriners International,

unless this temple votes to remit his dues.

(b) Restoration. A member who has been suspended for

nonpayment of dues may be restored to membership

pursuant to the procedure prescribed by the bylaws of

Shriners International.

§5.3 Life Memberships. A member may be granted a life

membership in this temple as prescribed by the bylaws of

Shriners International.

§5.4 Per Capita Tax. Each member of this temple, other

than life per capita members and associate members, shall

pay Shriners International per capita tax as prescribed by

the bylaws of Shriners International.

§5.5 Life Per Capita. A member may pay the sum prescribed

by the bylaws of Shriners International and, thereafter, be

exempt from the annual per capita tax.

§5.6 Hospital Levy. Each member of this temple, other

than Permanent Contributing Membership purchasers,

shall pay the hospital levy as prescribed by the bylaws of

Shriners International. This temple may remit the hospital

levy of a member whose dues have been remitted because

of hardship and so advise the Imperial Treasurer.

§5.7 Permanent Contributing Membership. A member

may purchase a Permanent Contributing Membership

in the Hospitals as prescribed by the bylaws of Shriners

International and, thereafter, be exempt from the hospital

levy.

§5.8 Assessment. The temple may levy an assessment

on its members as prescribed by the bylaws of Shriners

International.

ARTICLE 6

Fiscal

§6.1 Fiscal Year. This temple must arrange its books of

account, annual report and audit to conform to the calendar

year.

§6.2 Budget. This temple must adopt an annual budget,

which must be in accordance with the Uniform Charts

of Accounts prescribed by Shriners International.

Its preparation, inspection, presentation, adoption,

appropriations, amendments, temple reports and Imperial

Recorder fi ling are governed by the bylaws of Shriners

International. There shall be no expenditure of funds

except as authorized by the budget.

§6.3 Review. This temple is required to have its fi nancial

statements and those of its affi liated and appendant

corporations, including Shrine club holding companies,

reviewed, unless an audit is required pursuant to Shrine

law, by a certifi ed or chartered public accountant, or the

equivalent in the state in which the temple is located,

selected by the temple at the close of each year. A copy

of the accountant’s report and accompanying fi nancial

statements must be fi led with the Imperial Recorder.

§6.4 Personal Benefi t. No part of the assets or funds may

inure to the benefi t of individuals personally except in

payment for services actually received or performed.

§6.5 Checks and Payment or Transfer of Funds. Transfers

of funds and payment of obligations of this temple shall be

made into and from depositories approved by the board

of directors, pursuant to procedures adopted by the board

of directors, and as otherwise governed by the bylaws of

Shriners International.

§6.6 Required Signatures. Signatures are required to

transfer funds and pay obligations of this temple, in

accordance with a resolution adopted by the board of

directors, and as otherwise governed by the bylaws of

Shriners International. One of the authorized signatures

must be the treasurer. All checks and payments must be

supported by vouchers or requisitions.

§6.7 Annual Reports. Each Noble, committee, unit or

other organization of this temple that is authorized to incur

indebtedness or to disburse or collect funds, shall make

a detailed fi nancial report, accompanied by receipts or

vouchers to the board of directors annually and at such

other times as may be required.

§6.8 Construction Program and Secured or Long Term Obligations. Prior to commencing a construction program

or incurring a secured or long-term debt, as defi ned by the

bylaws of Shriners International, this temple must follow

the bylaws of Shriners International.

§6.9 Sale of Temple Assets. Prior to this temple, or any

of its affi liates, selling, leasing, exchanging, mortgaging,

pledging or otherwise disposing of all or substantially all of

its property or assets, it must follow the bylaws of Shriners

International.

§6.10 Fidelity Bond. The temple must procure a corporate

fi delity bond as prescribed by the bylaws of Shriners

International.

§6.11 Insurance. The temple must procure insurance

policies, and the Potentate must appoint an insurance

advisory committee, as prescribed by the bylaws of

Shriners International.

§6.12 Indemnifi cation. The offi cial divan, committee

members, offi cers and employees shall be indemnifi ed by

the temple for all expenses reasonably incurred by them

in defending themselves from any proceedings instituted

or threatened against them provided the temple votes that

they have acted within the scope of their authority and are

not guilty of misfeasance or malfeasance.

§6.13 Reserve Accounts. The Temple will establish a

designated facility reserve account for the sole purpose of

maintaining, repairing, or replacing Egypt Shrine buildings,

grounds and equipment therein or thereon. This account

is known as the “Building Fund” and contributions can be

accepted from anyone wishing to make donations to the

account. All expenditures from this account will require a

majority approval of the Egypt Shriner’s Board of Directors

and a majority vote of the Nobility at a stated meeting.

ARTICLE 7

Committees

§7.1 Leadership Search Committee. This temple shall have

a Leadership Search Committee. Its appointment and duties

are governed by the bylaws of Shriners International.

§7.2 Insurance Advisory Committee. This temple shall

have an Insurance Advisory Committee. Its appointment

and duties are governed by the bylaws of Shriners

International.

§7.3 Finance Advisory Committee (optional). This temple

may have a Finance Advisory Committee.

(a) Composition. It shall consist of four at-large members

of this temple. Two of the four at-large members are to

be elected each year at the annual meeting for a term of

two years.

(b) Duties. It shall:

(1) Analyze and make recommendations as to the

fi nancial aff airs of the temple.

(2) Examine the proposed major fi nancial obligations

and expenditures before such obligations or

expenditures are incurred or made.

(3) Review all necessary current expenses.

(4) Examine whether any offi cer, department, committee,

organization, unit or individual having authority incurs

expenditures that exceed the appropriations set out in

the budget.

(5) Examine the system under which the fi nancial aff airs

of the temple, and every subordinate body thereof, are

administered and make such recommendations from

time to time as may be deemed for the good of the

temple or any subordinate body thereof.

(6) Review any bill for travel, hotel or entertainment

expense of any offi cer or representative to determine

if it is reasonable and necessary and within the budget.

(7) Have access to all fi nancial books, papers ad

accounts of the offi cers and review them on a periodic

basis, and recommend certifi ed public accountants for

examination and audit.

(8) Review the fi nancial institutions in which the funds

of the temple are to be, or already are, deposited.

(9) Investigate suitable investments and investment

institutions for the funds of the temple.

(10) Evaluate the proper coverage and limits of the

bonds for the treasurer and recorder, and any other

offi cers required to be bonded.

(c) Reports. This committee shall issue its fi ndings,

recommendations and reports to the board of directors

of this temple.

(e) Quorum. Three members of this committee shall

constitute a quorum for the transaction of business.

§7.4 Emeritus Committees. This temple shall have an

emeritus committee.

(a) Permanent Emeritus Membership may be conferred

upon a Noble of Egypt Shrine by a majority vote of

the members present at a regularly scheduled temple

meeting provided that Noble has served for ten (10) years

in the same appointment or elected offi ce.

(1) A credential’s committee, appointed by the

Potentate, shall fi rst certify the eligibility of any Noble

prior to his being elected to Emeritus status.

(2) Anyone serving a portion of the tenth (10th) year

in the same appointment or elected offi ce shall be

considered as having served ten (10) full years in that

position for his designation.

§7.5 Management and Planning Committee (optional). This temple may have a Management and Planning

Committee.

(a) Composition. It shall consist of thirteen (13) members

of the Temple, consisting of the Board of Directors, and six

(6) members from the Nobility. The Board of Directors will

select six (6) members. Two (2) of the members selected

will serve a three (3) year term. Two (2) members will

serve a two (2) year term and two (2) members will serve

a one (1) year term. Subsequently, members whose terms

have expired will be replaced as follows: the incoming

Board of Directors will appoint two (2) members to the

Management and Planning Committee in December of

each year. These members will serve a three (3) year

term. The remaining term of a committee member who

might by his death, resignation or other reason creates a

vacancy, shall be fi lled by a replacement Noble, who will

be appointed by the Board of Directors. No member shall

succeed himself more than once.

(b) Duties. It shall:

(1) Develop a comprehensive Five Year Plan for the

development and improvement of Egypt Shrine, its

membership, and its buildings and grounds. This plan

would be updated in December of each year, and it

could be presented to the membership at a temple

meeting during the fi rst quarter of each fi scal year.

(2) Make recommendations to the Chief Rabban by

October 1 for his use in preparation of the Temple

operations for the ensuing year.

(3) Report the Committee’s advice of the fi nancial

management of Temple’s aff airs for the current year,

including any signifi cant variances during the past

year from the Five Year Plan and the approved annual

budget

§7.6 Other Committees. The Potentate shall appoint such

other committees as may be required for the operation of

the temple’s aff airs. Their duties and responsibilities shall

not confl ict with any provisions of the bylaws of Shriners

International or these bylaws.

ARTICLE 8

Prohibited Practices

§8.1 Unlawful Activities. It is unlawful for this temple, or any

unit or club under its control, or any group of its members,

or any member acting for or on behalf of the temple, to

promote or take part in any engagement or enterprise

prohibited by the law of the land.

§8.2 Shrine Law. A Noble may not violate Shrine law.

The provisions of Shrine law are found in the articles of

incorporation and bylaws of Shriners International and any

general or special orders at the time in eff ect.

§8.3 Alcoholic Beverages. The consumption of alcoholic

beverages during parades and ceremonials is forbidden by

those Nobles participating therein.

ARTICLE 9

Temple Units & Shrine Clubs

§9.1 Approval. No temple unit or shrine club may be

organized, or continue to exist, without the express written

approval of the Potentate.

§9.2 Bylaws. No temple unit or shrine club may be

organized until its bylaws have been approved in writing

by the Potentate. No amendments to such bylaws are

eff ective until approved in writing by the Potentate. The

Potentate may direct such modifi cations of the bylaws as

he deems appropriate.

§9.3 Membership.

(a) Units. Temple units must be composed solely of

members of this temple. The fez of the temple must be

worn at all appropriate times except for such units which

do not normally wear fezzes.

(c) Clubs. Temple shrine clubs may include Nobles of

other temples. All members of the shrine club who are

regular or associate members of Egypt Shriners are

eligible to hold offi ce.

(d) Election of Offi cers. The temple units and shrine

clubs shall elect their offi cers for the ensuing year no

later than December 10. The list of the elected offi cers is

to be presented to the Recorder of the temple by the last

day of December for approval by the incoming temple

Potentate.

§9.4 Records. The temple units and shrine clubs shall keep

such fi nancial records and inventories as directed by the

Potentate.

§9.5 Funds. The assets of shrine clubs and temple units

belong to this temple. However, in the discretion of the

Potentate, he may allow assets to be in the custody of

shrine clubs and the temple units. Moneys in the custody

of shrine clubs and temple units shall be deposited into

accounts in the names of the shrine clubs and temple units.

§9.6 Financial Reports. The shrine clubs and temple

units must prepare and submit to the board of directors

all fi nancial reports required by Shrine law. The fi nancial

reports shall bear a certifi cation that they are true and

correct and that no money or property is held for the benefi t

of the reporting organization. Funds being accumulated for

any shrine authorized purpose shall be identifi ed as being

reserved for that purpose in the fi nancial reports.

§9.7 Government. The temple units and shrine clubs are

governed by the provisions of the bylaws of Shriners

International and these bylaws not inconsistent therewith.

§9.8 Organization of Nobles. An organization of Nobles

meeting as such, as defi ned in the bylaws of Shriners

International, are governed by such bylaws.

ARTICLE 10

Temple Publication

§10.1 Offi cial Publication. Unless otherwise provided in

Shriners International bylaws or these bylaws, a magazine

or newsletter may be established as the offi cial publication

of this temple. It shall be proper to publish all offi cial calls

and notices therein. The offi cial publication of this temple

shall be called the “SANDS”.

§10.2 Advertising. All advertising accepted for the offi cial

publication shall be non-off ensive and in compliance with

the bylaws of Shriners International and these bylaws.

§10.3 Staff . The Potentate shall appoint the editor and

approve the appointment of staff members by the editor.

ARTICLE 11

Amendments

§11.1 Amendments. These bylaws may be amended as

provided by the bylaws of Shriners International.

§11.2 Inconsistencies. In the event of an inconsistency

between these bylaws and the bylaws of Shriners

International, the bylaws of Shriners International

supersede these bylaws.

Dapper Dan the Circus Man is the name of our new

mascot. The winner of our naming contest is Marlys

Templeton.

Double D is already counting the days till the Circus and

all the Magical, Exciting and Fun time that it brings.

The dates for the 2017 Shrine Circus & Festival will be

April 27-28-29-30, 2017. The Circus will be held at the

Entertainment Hall at the Florida State Fairgrounds 4800

U.S. Hwy 301 North and performances will be held on

Thursday and Friday exclusively for the special needs

citizens of the Tampa Bay area. These two performances

will be given away as part of our Circus Daddy program.

We want to have 1000 guests at each of these shows.

The shows on Saturday thru Sunday will be sold in our

regular manner.

The real key to having a successful Circus is the support and help we get from our Nobility and

friends. Please get out and sell Banners, Plaques, Circus ads, hats, and pens.

The Circus is one of the most important fund raising eff orts put forth by Egypt Shrine. It benefi ts the

special needs citizens of our community as well as Egypt Shrine and it’s Clubs and Units.

If you need someone to speak at your Club or Unit Meeting to aid in your Circus sales, please give
