MINUTES OF THE REGULAR MEETING OF MAY 9, 2016

The meeting of the Personnel Commission of the Rowland Unified School District was called to order at 4:36 p.m., with the Pledge of Allegiance led by the Personnel Director, Joan Stiegelmar.

Updates/Reminders: • The Rowland USD 2016 Employee of the Year Recognition Dinner will be held on Wednesday, May

18, 2016 at 5:30 p.m. at Diamond Bar Center, 1600 Grand Avenue, Diamond Bar, CA 91765.RSVP’s were due on May 6.

• The Personnel Commission staff is getting ready for our annual celebration lunch for all classifiedemployees on Thursday, May 19, 2016 from 11:30 a.m. to 2:30 p.m. “Swing On By” for lunch andwear your favorite sports jersey. A BBQ lunch will be served consisting of: hamburgers, hot dogs, avegetarian option (burger), chips, salad, fruit, apple pie, cracker jacks, and more. We have more than403 who have already RSVP’d for the event. CSEA will have a table at the event and be handing outhomemade popcorn using their new popcorn machine.

• On Tuesday, May 24, 2016 at the Board Meeting at 4:30 p.m., the Board will recognize 47 employeeswho have served Rowland USD for 25, 30, 35, and 40 years. The Personnel Commissioners arewelcome to attend this celebration.

HEARINGS

The public hearing on the proposed Personnel Commission Budget for the Fiscal Year 2016 – 2017 opened at 4:44 p.m.

Questions were raised regarding the figures used in the Personnel Commission’s budget in relation to the fiscal year they were reflecting by District Administration, which included Dr. Julie Mitchell, Superintendent, Mr. Alex Flores, Assistant Superintendent – Administrative Services, and Mr. Dennis Bixler, Assistant Superintendent – Human Resources.

Ms. Joan Stiegelmar, Personnel Director, clarified and explained the figures found in the proposed Personnel Commission’s budget to the District Administration.

Mr. Bixler asked if the budget projection for the 2016 – 2017 fiscal year included the proposed increase in

hours to the Personnel Technician position. Mr. Bixler also asked how many hours the Personnel Commission was proposing to increase the position. Ms. Stiegelmar confirmed that the budget projection included the increase in hours to the Personnel Technician position and that the Personnel Commission was looking to increase the position from 3.5 hours per day to 5.5 hours per day.

Ms. Sabrina Lee, Personnel Commissioner, stated that the increase of 2 hours to the Personnel Technician position would be an increase of $16,714 per year. Ms. Lee pointed out that the discretionary budget is being reduced by $10,000 due to the District acquiring the classification and compensation study expense. Ms. Lee stated that the majority of the increase seen in the proposed Personnel Commission budget is due to the negotiated 2015 – 2016 6% on-schedule and 2016 – 2017 4% on-schedule salary increases, and the 2016 – 2017 6% off-schedule one time payment that were approved by the District.

Mr. Bixler confirmed that the District will be picking up the cost for the classification and compensation study. He stated that the District is pleased to work with CSEA and the Personnel Commission on gathering information from the classification and compensation study regarding salaries and job descriptions within the next twelve months.

Mr. Bixler questioned if the maximization of efficiencies had been looked into in regards to employment due to the number of new hires processed within the 2014-2015 and 2015-2016 fiscal years. Mr. Bixler stated that he believes that by looking into different structures in regards to Human Resources and the Personnel Commission, greater efficiencies can be achieved that would better serve the District and its students.

Ms. Stiegelmar stated that the Personnel Commission is as efficient as it can be with the current staffing and utilization of technology to streamline processes.

Ms. Dolores Guerrero, 3rd Vice President of CSEA, stated that conclusions about the Personnel Commission’s efficiency cannot be based off of one number and that there are many other factors that must be taken into consideration. Ms. Guerrero expressed that she is surprised that the Personnel Commission has not asked for more hours in the past. Ms. Guerrero noted that the Personnel Commission has been functioning the best they can with the reduction in staff it has experienced due to past budget cuts. Ms. Guerrero expressed her appreciation of the Personnel Commission’s work and recognized the enormous function it has within the District.

Ms. Lee explained that efficiency cannot be evaluated using only one number, and in order to fairly assess the efficiency of a department, you must evaluate the entire system. Ms. Lee explained the Merit system and the rules, regulations, and policies the Personnel Commission is governed play a major role in how long it takes for a new employee to be hired.

Ms. Sandra Willing, Personnel Technician, shared her concern over how the Human Resources department has taken on more responsibilities with less staff. Ms. Willing stated that the Human Resources department has taken on additional duties previously held by the Personnel Commission. Ms. Willing believes more hours are needed within Human Resources.

Ms. Lee wanted clarification on the additional duties that the Personnel Commission has given Human Resources. Ms. Willing clarified that her supervisor stated that Human Resources would be taking on the additional duties. Ms. Willing stated that if Human Resources is taking on Personnel Commission duties they should be able to increase their hours. Ms. Lee stated that an increase of hours within the Human Resources department would have to be implemented within the department of Human Resources.

Ms. Stiegelmar clarified that the reasonable assurance letters were taken on by the Human Resources Director. Ms. Stiegelmar stated that the Personnel Commission would have completed the classified reasonable assurance letters, but was told by the Human Resources Director that since their department was already sending out the certificated letters, they would send out the classified letters as well.

Ms. Judy Nieh, Personnel Commissioner, stated that if there is a concern with the work that has been allocated to Human Resources, employees should voice their concerns to their supervisor. Ms. Nieh pointed out that there seems to be confusion about the work and responsibilities that are allocated to Human Resources and the Personnel Commission. Ms. Nieh stated that there should be a very clear cut

line of what each department does. Ms. Nieh stated that the reason the budget reflects a 2 hour increase of a Personnel Technician position, is because the Personnel Director recognized the need for the increase of hours within the department.

Ms. Willing stated that she had gone to the Director of Human Resources about working with a smaller staff and taking on additional duties that were previously held by the Personnel Commission. Ms. Willing expressed that nothing had been done after she had voiced her concerns to her supervisor. Ms. Nieh pointed out that Ms. Stiegelmar does not make the decisions on what duties are assigned to Human Resources.

Ms. Stiegelmar stated that the Personnel Commission, since 2009, has functioned with one less 3.5 hour Senior Personnel Technician position and that she is requesting an increase of 2 hours for a Personnel Technician position. Ms. Stiegelmar stated that this would be an overall 2.16% increase to the budget.

Mr. Bixler clarified that the District has no issue with the proposed 2 hour increase to the Personnel Technician position. Mr. Bixler reiterated that he believes that there may be some efficiencies that need to be looked into in order to better serve the students.

Ms. Stiegelmar invited Mr. Bixler to meet with her and Ms. Landin to go over efficiencies that have been implemented within the Personnel Commission.

Ms. Landin pointed out that the numbers do not always reflect all the work that goes into recruitments that are carried out due to various reasons, such as a vacancy being put on hold. The position is not filled, therefore, the numbers do not accurately reflect the amount of work that goes into carrying out a recruitment.

The Public Hearing closed at 5:16 p.m.

PERSONNEL COMMISSION

A. Recommendation: To adopt the Personnel Commission Budget for 2016-2017.

Ms. Nieh stated that the Personnel Commission previously had two Senior Personnel Technician positions, one at 8 hours and one at 3.5 hours. Ms. Nieh stated that during the budget cuts, the Personnel Commission eliminated the 3.5 hour Senior Personnel Technician position and has never gained the position back. Ms. Nieh expressed her appreciation in regards to the effort put forth by each department and personnel with respect to being understaffed. Ms. Nieh stated that with the loss of the 3.5 hour Senior Personnel Technician position, the duties were allocated to different staff within the Personnel Commission, causing staff to work overtime to complete various tasks. Ms. Nieh shared that working continuous overtime hours can negatively impact a person’s life.

Ms. Stiegelmar commented on the date for the July 2016 meeting and noted that it is historically held the week after the July 4th holiday.

Ms. Guerrero stated that the April 4, 2017 Personnel Commission meeting is scheduled during Spring Break. Ms. Stiegelmar stated that the date can be changed due to the schedule being tentative.

Before the close of the meeting, Ms. Guerrero stated that CSEA has encouraged members to attend and speak at the Personnel Commission meetings to express their concerns. Ms. Guerrero stated that CSEA wants their members to know the Personnel Commission and appreciates that the Personnel Commission does not make individuals feel intimidated. Ms. Guerrero further stated that members should be able to express their concerns without fear of repercussions.
