    1 Introduction

    The FG/LPG produced at top of 321-C-003 (absorber topping) contains about 10 % H2S and

    44 % vol C3+C4. The purpose of this project is to purify gas via overhead reflux drum of

    debutanizer 321-V-002 and sent the fuel gas to amine treatment in FCC or HDS to reducerefinery SOx emissions, in accordance with IPPC directive. The condensed LPG will be

    processed to Merox 5.

    Removal of hazardous gases from the atmosphere is one of priorities of the Rijeka refinery.One of the unsolved source of loading the atmosphere is fuel gas from Topping-3 which

    cannot be refined with existing processes.

    Gas from the top of absorber column 321-C-003 contains a high percentage of H2S. Because

    of H2S combustion emissions of SOx are high and the air quality is poor (III category).

    The gas from 321-C-003 will be processed through new built refining of topping absorber

    column overhead gases on CDU to debutanizer C4 overhead (between control valve and E-

    017), separated in V-2 and the Fuel gas to amine plant on FCC and HDS plant (gas) and UNP

    to Merox 5. A secondary objective is to increase utilization of C3 and C4 fractions of gas

    which will instead in fuel gas end up in commercial LPG product.

    4.2 Products

    The first part of the project is to compress 321-C-003 overhead gas to condense and separate

    it in 321-V-002 (8 bar g). Tie-in will be between 321-PC-020 valve and 321-E-017

    (normal/min/max pressure : 8,5/6/9,5 bar g). The second part of the project is piping to route

    fuel gas from 321-V-002 to amine treatment in FCC or HDS. Liquified LPG from 321-V-002will be routed to Merox 5 as previously.

    The positions of the tie-in of fuel gas from 321-V-002 to amine plants are:

    1. Amine plant on FCC complex, feed to 329-V-004 (5,3 bar g) and 327-V-003 (1,3 barg) ~1000 m from CDU

    2. Amine plant on HDS/BHK plant, feed to 326-V-001 (6,3 bar g), ~400 m from CDU

    Preliminary technical and commercial information for supply of Basic engineering document

    package for project based on the following technical scope and specifications and commercial

    conditions.

    The should be able to process both feeds.

    The required guarantee conditions for the project :

    - Optimized energy consumption, reliability and efficiency- Material and thermal capacities.- Pressures at B.L. of other units.- Secure liquid free gas to compressor (winter ambient design temp. = -15C)

    4.4 Battery limits for the design

    One compressor only.Split range control valves to 1. compressor or 2. blowdown system in case of compressor

    failure is included in scope of work.

    New flowmeter for overhead gas of 321-C-003 in scope of work (Max range 3000 Nm3/hr).Desulphurization is not part of the design.

    5 Content of Basic Engineering Design and Extended Scope

    The BEDP contains the all data and information of the project in accordance with the

    industrial standards and practices (Process description, PFDs, P&IDs, H&MB tables,

    equipment and instrument datasheets, definition of utility demands, distillation trayspecifications, pressure limitations, control and ESD-philosophy, etc.).

    Checking of exchanger 321-E-017, 321-E-030 and reflux drum 321-V-002 will be enclosed in

    the Basic engineering design.

    As an Extended Scope in the Basic Engineering Documentation, INA would like to have theRequisition for Quotation (RfQ) documentation for the compressor as a special Long Lead

    Item in the technical scope of the project. In the required RfQ documentation the details and

    materials to be specified in sufficient detail suitable to solicit Vendor bids shop drawings and

    specifications.

    The document shall include scope of supply, mechanical documentations, calculations and

    specifications, detailed mechanical drawings, data and information requirements as well as

    inspection and requirements.

    6 Content of the informative offer

    Having the informative offer INA is going to receive the following information:

    1. Simplified PFD of the proposed solution.2. Short presentation of Bidders experiences or owned know-how in similar projects

    in topping unit.

    3. Reference list of similar projects designed, installed or main contracted by theBidder.

    4. Estimate of volume requirement for compressor.5. Estimated contract price for supply the Basic Engineering Design Package (BEPD)

    +/-30%.

    6. Estimated delivery time of the BEDP.7. Any other special commercial conditions regarding the supply of BEDP.

    7 Miscellaneous

    The content of the informative offer will be handled as confidential material.

    All information will be used for project preparation only. There are no engagement to theBidder from INA side regarding any possible future cooperations and issues.

    Exclusions and deviations from this call to informative offer are allowed, but must be clearly

    indicated and justified.
