The meeting was called to order at 4:00 p. m.

Pledge of Allegiance was given by all.

Agenda additions/changes - Controller Fuentes requested the addition of three itemsunder the Miscellaneous of the Agenda for support of an expenditure recommendation

of the Homeland Security Grant Local Planning Team and three Resolutionsrecognizing Corrections Officer Week, Law Enforcement Officers Week, andEmergency Medical Service week.

Prosecuting Attorney Lloyd stated, regarding item 8 of the Agenda, he would bediscussing the Legalization of Non- Medical and Recreational Marijuana but would likethe committee to table consideration of the Resolution until the next meeting.

Chairman Commissioner Austin made a motion to approve the additions to the agenda,as amended. Commissioner Droscha seconded the motion. Motion carried.

Approval of Minutes —Vice Chairman Commissioner Ridge made a motion to approvethe minutes of the April 5, 2018 meeting, as presented. Commissioner Whitacreseconded the motion. Motion carried.

Prosecuting Attorney Doug Lloyd explained remarks expressed at the April 5, 2018,meeting regarding Windsor Township' s request to fund an 80- hour per pay periodDeputy to patrol their Township. He stated that he is not opposed if the additional costis covered by the Windsor Township contract. However, he is opposed if the expensesare more than the revenue. Discussion held.

SHERIFF' S OFFICE UPDATE

Sheriff Reich had no update but did apologize for not attending last month' s meeting.He reiterated that the addition of a Deputy paid for by Windsor Township would notchange the case load for the Prosecutor's Office or the courts. He reported that

currently Deputies report to Windsor and Oneida Townships and the city of Olivet, pickup their patrol vehicle, and leave from there, but they are not specifically assigned to anarea, and respond to calls in the County. He felt that a position needs to be added to

fulfill the contract without affecting service elsewhere in the County and be reduced ifWindsor Township discontinues the contract. Discussion held.

Sheriff Reich introduced Chief Deputy Morris who is the replacement for Chief DeputyJungel who recently retired; and Captain Mark Wriggelsworth who is replacing ChiefDeputy Morris as Captain of the Administrative Services Division. Captain

Wriggelsworth was the Lieutenant at the Delta Substation and will remain in that

position until his replacement is named.

Chief Deputy Morris described a plan to sponsor an Eaton County Corrections Officer inthe Lansing Community College Mid- Michigan Police Academy. There would be no

cost for this Academy because the Department has sufficient teaching credits to cover atuition. Chief Deputy Morris stated the desire to pre- fill the Corrections Deputy vacancythis would leave while the candidate is in the Academy, but there would be nobudgetary impact in this budget year because of saved vacancies. Controller Fuentes

will work with the Sheriffs Office to develop a Letter of Agreement with the Union,formulation of selection criteria, and retention requirement. Discussion held.

Consensus was given to proceed with development of the necessary language.

MONTHLY REPORTS

Reimbursement Report— Controller Fuentes reported that the number of housed WRAPprogram participants continues to trend upward. To date $42,000 has been reimbursed

by the State for the program. The program is successful and being utilized.

PROSECUTING ATTORNEY— RESOLUTION OPPOSING THE LEGALIZATION OF

NON- MEDICAL AND RECREATIONAL MARIJUANA

Prosecutor Lloyd distributed photos of how Marijuana is being marketed to children.Prosecutor Lloyd expressed concern over the lack of science available to test for drivingunder the influence at the present time. Prosecutor Lloyd requested the committee

table consideration of the Resolution opposing this legalization next month.

CENTRAL DISPATCH UPDATE

Committee members received the Eaton County Central Dispatch Annual Report.Assistant Dispatch Director O' Brien noted a 99.6% quality assurance rating with twoless Dispatchers.

Controller Fuentes presented a draft 9- 1- 1 Millage Renewal fact sheet. Distribution will

occur through social media and Township Meeting attendance by Director Armitageafter legal review. A budget for wider distribution of printed materials will be presented

to the Ways and Means Committee for consideration.

STATE DISASTER CONTINGENCY FUND GRANT RESOLUTION

Controller Fuentes requested approval of a Resolution authorizing completion of anapplication for State Disaster Contingency Funds to cover flood damage in EatonRapids that occurred during February 2018. The maximum amount the County wouldbe eligible for is $ 100,000, the County' s total eligible expenditures are being determinedand the amount of the grant request will be included in the Resolution presented to the

Board. Chairman Commissioner Austin made a motion to recommend approval of the

Resolution to the Board of Commissioners. Commissioner Droscha seconded the

motion. Motion carried.

MISCELLANEOUS

Controller Fuentes requested approval of a Resolution recognizing May 13- 19, 2018, asNational Police Officer Week. Chairman Commissioner Austin made a motion to

recommend approval of the Resolution to the Board of Commissioners. Commissioner

Pearl-Wright seconded the motion. Motion carried.

Controller Fuentes requested approval of a Resolution recognizing May 20-26, 2018, asEmergency Medical Service Week. Chairman Commissioner Austin made a motion to

recommend approval of the Resolution to the Board of Commissioners. Commissioner

Whitacre seconded the motion. Motion carried.

Controller Fuentes requested approval of a Resolution recognizing May 6- 12, 2018, asNational Correction Officers Week. Chairman Commissioner Austin made a motion to

recommend approval of the Resolution to the Board of Commissioners. Commissioner

Pearl-Wright seconded the motion. Motion carried.

Controller Fuentes requested approval of the use of Homeland Security Grant funds forthe purchase of radio ear pieces for law enforcement officers. This expenditure is in

accordance with Local Planning Team recommendations. Chairman Commissioner

Austin made a motion recommending approval of the use of these funds.Commissioner Pearl-Wright seconded the motion. Motion carried.

LIMITED PUBLIC COMMENT

Helen Schneider asked for the committee' s recommendation on who she would address

a letter to further expressing her disagreement with the comments made by ProsecutorLloyd at the April meeting with the proposal by Windsor Township to fund one Patrol

Officer in the Township. The committee' s recommended Ms. Schneider contact

Prosecutor Lloyd directly.

Helen Schneider expressed her appreciation for the professionalism displayed by anEaton County Deputy recently when she and her husband were involved in an accidentwith a motor coach bus.

Larry McNair, Countryside Towing and Recovery, reported that he is in the planningstages of organizing a Mass Casualty incident scheduled for the end of September orfirst part of October. He also expressed that he is not in favor of a reduction in the

police force.

Chairman Commissioner Austin thanked Commissioner Eakin for discussing andreviewing the Windsor Township proposal. His efforts send a strong message andpositive effects overall.

Commissioner Austin adjourned the meeting at 5:20 p. m.

SUBJECT: Police Academy Sponsorship

Due to the increasing challenges of recruiting new Road Patrol candidates, the Sheriff is recommending sponsoring a Corrections Deputy into the upcoming Mid-Michigan Police Academy at Lansing Community College (LCC) in August of 2018. There are many benefits to hiring a current employee because of the knowledge of the employee and their work history. The Sheriff’s Office has enough accumulated credits through LCC that the cost of sponsorship would be free of charge for one candidate. Being that the LCC Mid-Michigan Police Academy is within our County borders, we will continue to work with the Academy to foster that relationship.

Here is the timeline that would take place for selection and the Academy:

Internal posting will take place on May 7, 2018, with a 1-week window to apply

Internal interview with a panel designated by the Sheriff the week of May 21, 2018

Advise LCC who the candidate is no later than August 1, 2018

Academy begins August 22, 2018, and concludes December 14, 2018

The Sheriff plans to back-fill the position of a new Corrections Deputy to replace the sponsored Deputy with hiring/training beginning in June 2018.

RESOLUTION OPPOSING THE LEGALIZATION OF NON-MEDICAL AND

RECREATIONAL MARIJUANA

(This resolution does not relate to the use of marijuana approved for medical purposes in compliance with current state law)

Introduced by the Public Safety Committee

WHEREAS, proposals to legalize the general use of marijuana are being placed on the ballot in communities across Michigan; and WHEREAS, there is significant evidence demonstrating that non-medical or recreation use of marijuana has a profoundly negative impact on our youth, particularly teenagers; and WHEREAS, Eaton County youth report, via the 2016 Michigan Profile for Healthy Youth (MiPHY) study, that only 37.9% of 11th grade students thought marijuana use was risky, 60% of 11th grade students surveyed reported that it would be easy or very easy to get marijuana, and 20.8% of 11th graders reported that they have used marijuana in the past 30 days; and WHEREAS, nationwide there is a decrease perception of risk of marijuana use; and WHEREAS, The National Institute on Drug Abuse reports that one in six teens who use marijuana become addicted to its use; and WHEREAS, Monitoring the Future, 2013 reports that in states where medical marijuana use has been legalized, about one third of 12th graders reported access to another person’s medical marijuana supply; and WHEREAS, National Highway Traffic Association reports that driving under the influence of marijuana is associated with an increased risk of car crashes, especially fatal crashes; and WHEREAS, the University of Colorado, Denver, reports that marijuana-impaired driver related fatalities have risen 114% in Colorado since that State legalized the use of marijuana; and WHEREAS, MATFORCE, the Yavapai County Substance Abuse Coalition in Arizona reports that drug related school expulsions spiked 45% in Colorado, a state which has legalized medical and recreational marijuana use, in the years after legalization; and WHEREAS, youth use will have a negative impact on adolescent brain development; including areas that influence pleasure, memory, thinking, concentration, sensory and time perception, and coordinated movement and an increase in risky decisions; and

WHEREAS, marijuana use can lead to poor academic performance, increased drop-out rates and enrollment gaps in college; and WHEREAS, Join Together reports that the active ingredient in marijuana, Tetrahydrocannabinol(THC), has increased significantly from an average of 1% in 1970 to 30% in 2013, making today’s marijuana an alarmingly more potent drug; and WHEREAS, we believe legalization will have a negative impact on our State’s workforce and productivity as well as cost our State more money in social, safety and health(such as treatment) issues as other substances have done; and WHEREAS, general marijuana use and possession is not permitted by Federal and State law; and WHEREAS, it is not possible to foresee and mitigate all the associated risks and impact to our communities through the legalization of marijuana for general use; and WHEREAS, the Eaton County Community Corrections Advisory Board, appointed by the Eaton County Board of Commissioners, opposes the legalization of marijuana for general use; and NOW, THEREFORE BE IT RESOLVED, that the Eaton County Board of Commissioners hereby opposes the legalization of marijuana for general use; and BE IT FURTHER RESOLVED, that we support public education on the harms of marijuana and proven prevention interventions for youth and others. BE IT FURTHER RESOLVED, that the Eaton Board of Commissioners encourages other communities to oppose the legalization of marijuana for general use including the adoption of similar resolutions in opposition to the legalization of non-medical marijuana.

Leadership Team

Mr. Michael Armitage, ENP was named Director of Eaton County Central Dispatch in October of 2016. Mr. Armitage previously worked for the Michigan State Police in the State 911 Office. Prior to that, he has 12 years of public safety telecommunication experience, most recently at the University of Michigan. Additionally, Mr. Armitage has an M.P.A. from Northern Michigan University and a B.S. in Public Safety Administration from Eastern Michigan University.

Mr. Armitage is married to Colleen and they have two children, Landon and Reagan.

Leadership Team

Ms. Lara O’Brien, ENP has 18 years of 911 telecommunicatorexperience, 16 of them with Eaton County Central Dispatch. She has held the positions of Telecommunicator, Certified Training Officer, Supervisor and Training Coordinator. Lara became Deputy Director in November of 2015.

Ms. O’Brien has an Associate’s degree from Lansing Community College and the title of Emergency Number Professional.

Radio Project

Voters approved a surcharge of up to $1.75/month per device (63% yes) for a simulcast subsystem on the Michigan Public Safety Communications System (MPSCS). This project also includes new user radios for all public safety agencies, a battery replacement program, and communication system upgrades for outdoor warning sirens. The system is expected to be fully operational in late 2019.

RAVE Alerts

Eaton County 911 discontinued the use of Nixle at the end of 2017. Nixle began charging a fee to select users, which included Eaton County. The county already had a contract with Rave Mobility Safety for internal Emergency Management alerting. Rave Alerts was also capable of handling the public opt-in notifications similar to the service we received from Nixle. After evaluating the two systems, including the integration capabilities of Rave Alerts with Smart911, we chose to consolidate alerts to one system, Rave Alerts.

Here are some frequently asked questions:

WHO ACTUALLY SENDS OUT THE ALERTS?

Typically it is the shift supervisor working in dispatch. The 911 Director, Deputy Director, or Emergency Services can also send alerts.

WHY DO SOME MESSAGES SEEM VAGUE?

This can happen for a couple reasons. The 911 supervisor is also answering 911 calls and speaking on the radio, so we are balancing alerts with many other emergent tasks. For example, during a snow event we can get overwhelmed quickly with 911 calls. We may send a message out advising motorist to be careful, but do not have the time to immediately list every impacted roadway. Other times we want to notify the public of an incident quickly, but first responders are still collecting the details. We strive to send follow-up messages as appropriate and as our resources allow.

We have expanded our Facebook presence in 2017. Our ‘likes’ grew by 102% in 2017, going from 3,854 to 7,782.

We were pleased to join many of our local Fire Departments for their annual Fire Open Houses’ again this year. Our staff also works with local schools to teach children the importance of how and when to call 911.

The ballot question seeks to continue funding (in place since 1988) of the county

911 emergency operation and system at the current rate of .9500 of a mill for the next five

years. The 911 millage provides funding for the staffing, training, facilities, technology, and

equipment needed to answer emergency calls and quickly send appropriate

emergency services.

Is this different from the 911 phone surcharge? Yes.

The 911 phone surcharge approved in 2017 is designated by the ballot language to solely

pay for the radio system for first responders. The surcharge money cannot be used for the

general operations of the 911 center, which is funded by the 911 millage.

What services does the 911 millage support? Processing of emergency calls. The employees of Central Dispatch

answered 143,295 phone calls and dispatched 97,232 incidents in 2017.

Next Generation 911 (summer of 2018) and text-to-911. Eaton

County Central Dispatch answered 127 text-to-911 sessions in 2017.

Quality service and pre-arrival instructions, including CPR over the

phone. Central Dispatch employees received a quality assurance

accuracy score of 99.6% in 2017.

Panic Button in schools. Through a grant, a panic button

application was provided to school district employees. Central Dispatch

administers and trains on the program with local school districts.

Data devices (computers and tablets) for police, fire, and EMS to

more efficiently share critical information. There are 103 devices in

vehicles and 80 additional devices are connected to the system.

Training for dispatchers that meets or exceeds state standards.

Central Dispatch employees received 1,014 hours of training in 2017.

Emergency alerts and Smart911 to help keep our communities safe.

Smart911 profiles increased by 124% in 2017. You can register at

Smart911.com.

Maintain address and location information to help first responders

locate those in need. There were 243 address were issued in 2017

WHEREAS, Eaton County, Michigan, is a political subdivision within the State of Michigan with an official emergency operations plan in compliance with Section 19 of the Emergency Management Act, 1976 PA 390, MCL 30.419, as amended; and WHEREAS, Eaton County sustained severe losses of major proportions brought on by the flooding resulting in the following conditions: road and culvert collapses; and WHEREAS, the Eaton County Board of Commissioners certifies that the Eaton County Emergency Operations Plan was implemented at the onset of the disaster on February 19, 2018 and all applicable disaster relief forces identified therein were exhausted; and WHEREAS, as a direct result of the disaster, public damage and expenditures were extraordinary and place an unreasonably great financial burden on Eaton County, totaling $XX,XXX. NOW, THEREFORE BE IT RESOLVED, that Eaton County requests the Governor authorize a grant to Eaton County from the State Disaster Contingency Fund pursuant to Section 19 of the Emergency Management Act, 1976 PA 390, MCL 30.419, as amended. BE IT FURTHER RESOLVED, John Fuentes, Controller/Administrator is authorized to execute for and in behalf of Eaton County the application for financial assistance and to provide to the State any information required for that purpose.

RESOLUTION TO RECOGNIZE NATIONAL POLICE WEEK

May 16, 2018

Introduced by the Public Safety Committee WHEREAS, there are more than 900,000 law enforcement officers serving in communities across the United States, including the dedicated members of the Eaton County Sheriff’s Office; and

WHEREAS, there have been 58,627 assaults against law enforcement officers in 2016, resulting in approximately 16,677 injuries; and

WHEREAS, since the first recorded death in 1791, more than 20,000 law enforcement officers in the United States have made the ultimate sacrifice and been killed in the line of duty, including three members of the Eaton County Sheriff’s Office;

WHEREAS, the names of these dedicated public servants are engraved on the walls of the National Law Enforcement Officers Memorial in Washington, D.C.; and

WHEREAS, 360 new names of fallen heroes are being added to the National Law Enforcement Officers Memorial this spring, including 129 officers killed in 2017 and 231 officers killed in previous years; and WHEREAS, the service and sacrifice of all officers killed in the line of duty will be honored during the National Law Enforcement Officers Memorial Fund’s 30th Annual Candlelight Vigil, on the evening of May 13, 2018; and WHEREAS, the Candlelight Vigil is part of National Police Week, which takes place this year on May 13-19; and WHEREAS, May 15 is designated as Peace Officers Memorial Day, in honor of all fallen officers and their families and U.S. flags should be flown at half-staff. NOW, THEREFORE, BE IT RESOLVED the Board of Commissioners formally designates May 13-19, 2018, as Police Week in Eaton County, and publicly salutes the service of law enforcement officers in our community and in communities across the nation.

WHEREAS, emergency medical services is a vital public service; and WHEREAS, the members of emergency medical services teams are ready to provide lifesaving care to those in need 24 hours a day, seven days a week; and WHEREAS, access to quality emergency care dramatically improves the survival and recovery rate of those who experience sudden illness or injury; and WHEREAS, emergency medical services has grown to fill a gap by providing important, out of hospital care, including preventative medicine, follow-up care, and access to telemedicine; and WHEREAS, the emergency medical services system consists of first responders, emergency medical technicians, paramedics, emergency medical dispatchers, firefighters, police officers, educators, administrators, pre-hospital nurses, emergency nurses, emergency physicians, trained members of the public, and other out of hospital medical care providers; and WHEREAS, the members of emergency medical services teams, whether career or volunteer, including those in Benton Township EMS, Delta Township EMS, Eaton Area EMS, Grand Ledge EMS, Vermontville EMS and Windsor Township EMS engage in thousands of hours of specialized training and continuing education to enhance their lifesaving skills; and WHEREAS, it is appropriate to recognize the value and the accomplishments of emergency medical services providers by designating Emergency Medical Services Week.
