INTRODUCTION:

This R .I. Office is functioning in Govt. building in patrapada Area. This circle Consists of 16 revenue Villages out of which 6 mouza come under the jurisdiction of Bhubaneswar Municipal Corporation and 8 villages come under Patrapada G.P.& two Villages come under Tamando G.P. The total area of the circle is Ac. 7093 464 having its Boundary R.I. Circle Retanga in South, Paikarayapur in North and Old Town in East, Capital I and II in the West.

STAFF:

Sri Gopal Chandra Ray Revenue Inspector is in charge of the circle since 25.06.2007 prior to him Sri Lambodar Das R.I was incharge of this circle, Sri Trinath Barik, Collection peon Kishore Chandra Nayak, Chain man and Laxmidhar Barik ,Peon are working in this office to assist the R.I. Beside this circle is supervising unit of Bhubaneswar Revenue Supervisor Sashi bhusan Das.

PREVIOUS INSPECTION :

This circle was last inspected by the Sub-Collector , Bhubaneswar on 14.12.2009. The compliance report has already been submitted.

REGISTERS MAINTAINED BY THE CIRCLE OFFICE AS FOLOWS:REGISTER NO.1 (JAMABANDI REGISTER OR CONTINOUS KHATIANA)

The Revenue Inspector has received khatians after final publication by the settlement and consolidation Organization for 14 villages. The settlement operation in respect of 2 villages has not been completed. Verified the R.O.R. of mouza Bahadal Pur etc. and found the cess has not beer correct by the Revenue Inspector as 75% of the rent. R.I is directed to make it up-to-date and report compliance.

REGISTER NO.II (Tenant’s ledger)

This register is maintained for all villages in 95 volumes on the basis of entries made in the R.O.R and continuous khatian. The entries are attested by the R.S. at the initial stage and in also in the later stage as and when required. The D.C.B. in respect of each villages have been worked out at the last part of the tenant ledger correctly. In respect of rest 16 villages, D.C.B. should be completed by 1st week of December, 2007.

REGISTER NO.V A & V B – (Compulsory Basis Water Rate and Rabi Water)

This Register is maintained in manuscript from. There are four villages namelySuango, Hatasahi, Bahadal Pur & Sarakantara irrigated by Daya West Canal covering Aycut area, Ac. 394. 754 dec. & Tamando, Biji pur, Dumuduma, Sijua of Aycut area. Ac. 403. 193 dec. There is no Rabi Assessment area.

REGISTER NO. VI (Register of Land Temporarily Leased Out)

This has been opened and found blank as no such land available for lease in this circle.

REGISTER NO. VII (Register of permanent Sairat Sources)

This has been maintained in prescribed manuscript form under Rule 49 M.T.A. to show the number of permanent sairat sources not available in the circle.

REGISTER NO. VIII (D.C.B. of Sairat)

This has been maintained as required under Rule 52 of the M.T.A. to show the demand collection balance of Sairat sources. There are a sum of Rs. 4150.00 outstanding balance in this circle which has been covered under the Certificate cases.

REGISTER NO. IX (D.C.B. of MISC. Revenue)

This register has been maintained in the printed and prescribed form under Rule 57 of M.T.A. to D.C.B. account relating to misc. revenue. It is seen from the register that there is an outstanding arrear balance, a sum of Rs. 10,715.00. The R.I. should take prompt steps to collect the arrears cent percent during the current year.

REGISTER NO. XI (Stock Register of R.R.books)

This has been maintained in accordance with the Rule 66 of the M.T.A. to show the number of R.R. Books received and used. During the current year R.I. has received 95 nos. of R.R. books till data of which 77 nos. of R.R. books have been fully used and 18 books has been unused.

REGISTER NO. XII (R.R. Books)

This year Govt. has prescribed rent receipt under symbol No. ATVerified the book No. and found all the receipts have been accounted for in the Sader siha register and all the receipts issued by the R.I. bears seal of Tahasildar, Bhubaneswar and without prejudice.

REGISTER NO. XIII (Sadar Siha)

This has been maintained as per Rule 75 of the M.T.A. to show all the collections made by the R.I. though rent receipts. Register reveals that the daily collections made though the R.R. books has been duly accounted for in this register. The daily total figure has been correctly take into cash book on the same date. The Revenue Supervisor has checked each and every entries made in this register with reference to rent receipts. A sum of Rs.72,48,851.90 have been collected till 10.12.2009. Verified the collection made on 10.12.2009 for a sum of Rs. 2,92,773.70 through rent receipt No. 2617113 date 10.12.2009 of book No. 1483.

REGISTER NO. XIV (Village Wari Siha)

This register is maintained in prescribed printed form for each revenue villages 12 volumes separately as per Rule 79 of the M.T.A. All the collection made through R.R. Books up to 07.8 has been accounted for in this register. The R.I. is instructed to account for the collections for the remaining periods forthwith and report compliance.

REGISTER BO. XV (Cash Book)

This register has been maintained to show the total cash collection and deposited of the circle. Daily cash received through rent receipts has been noted in Sadar Siha and taken to this register correctly. Test checked the collection made on 10.12.2009 and found that the collected Rs. and taken to Sadar Siha as well as to cash book as on the same date. Physically verification cash amount Rs. 2,92,773.70 during the current year till date 10.12.2009.

REGISTER NO. 9 (Certificate Register)

This has been maintained as per the provisions of Para 75 of O.P.D.R. Act to show the number of Certificate requisitions filed by the R.I. Register shows that all the pending cases have been brought forward to the current year in red ink. All total 18 cases are pending as on 01.04.2009 amounting to 1,85,168.05 till date 8 Nos. CDRs has been deposited of an amount to Rs. 3,657.00 leasly a balance of 21 cases amount to Rs. 1,79,304.45 R.I. is instructed to contact CDRs and collect the amount.

RECEIPT AND ISSUE REGISTER

These register is maintained.

AND PASS BOOKS

All total 1714 nos of applications has been received by the R.I. from the land holders form issue of land passbook out of which the R.I. have prepared 27 land passbooks and placed before Tahasildar for signature. The Tahasildar has signed all 1687 land passbooks till date out of which land passbooks has already been distributed by the R.I. to land holders. The T.D.R/R.I. is instructed to see that all the eligible applicants get their land passbooks within a period of 30 days from the date of application.

DISPOSAL OF MUTATION CASES

Govt. have authorized the R.I. to dispose of uncontested mutation cases. The R.I. has opened 3 registers that is trial register, process register and peon book, on verification of these registers it is revealed that R.I. has so far received 2421 mutation cases from the Tahasil office out of which 54 cases have been returned to the Tahasildar for confirmation and Disposal cases 1603 and balance 764 is under process . The R.I. is instructed to dispose of the pending cases on priority basis.

GENERAL

The function of the R.I. circle is satisfactory

1. The R.I. should exert hard to achieve the collection target during the current financial year.

2. He should take steps for disposal of uncontested Mutation cases expeditiously.

3. Issue of land pass books should be expedited.
