PROMULGATION STATEMENT South Plains College’s (SPC) mission is to provide educational opportunities that improve the lives of its
students by establishing a foundation for lifelong learning. To accomplish this mission, SPC must ensure
its operations are performed efficiently with minimal disruption. The goal of the Return to Campus Plan
is to ensure that mitigation, preparedness, response, and recovery actions exist so that public welfare
and safety are preserved.
The Return to Campus Plan and contents within are a guide to how South Plains College conducts re-
opening to the public during the COVID-19 pandemic. If necessary, the plan will follow the college’s
Emergency Operation Plans regarding pandemic response.
PLAN REVISIONS The Return to Campus Plan is a living document that is subject to change. Revisions to a specific section
will be noted in the title of the section and updated in the Table of Contents, on the cover page and with
notations at the end of the document. The most recent version will be posted on the SPC COVID-19
Resource page (https://www.southplainscollege.edu/emergency/covid19-faq.php). Historical copies of
the plan are available from the Office of the Vice President for Student Affairs.
COMMUNICATIONS TO THE COLLEGE COMMUNITY AND THE PUBLIC When communicating COVID-19 related information to students, employees or the public, SPC will
follow applicable policies and procedures from the SPC Emergency Operations Plan, as well as
recommendations from the Centers for Disease Control and Prevention “Guidance for Administrators of
U.S. Institutions of Higher Education” (www.cdc.gov/coronavirus/2019-ncov/community/guidance-ihe-
response.html). The Associate Dean of Marketing and Recruitment will be responsible for coordinating
all internal and external communications that are directed through various media. The Associate
Director of Health and Wellness will be responsible for coordinating communications with local and
state health officials and serve as the primary health advisor to the college community.
SPC will develop communications plans for the following types of public information:
• Steps that are being taken to return to campus for spring 2021 and thereafter;
• Changes in college operations designed to mitigate the spread of COVID-19;
• Changes to usual campus schedules and functions;

• Information the SPC community can use to protect themselves from infectious disease, including COVID-19;
• Steps that are being taken when a confirmed case has been on campus, regardless of community transmission. It is critical to maintain confidentiality of the student or staff members as required by the Americans with Disabilities Act and the Family Education Rights and Privacy Act, as applicable;
• Decisions about temporary class suspensions and event or activity cancellation.
It is critical that information related to college operations and response to COVID-19 be accurate and
timely, and the sharing of such information should be made without increasing fear and stigma. Keeping
the community informed with accurate information can counter the spread of misinformation.
GENERAL HEALTH AND SAFETY
CDC Guidelines The procedures put into motion by this plan are based on Center for Disease Control (CDC) guidelines
and recommendations for Higher Education institutions. Any questions regarding CDC guidelines should

Daily Health Screening – Rev. 9/21/2020 All students, employees and campus visitors will be required to do a self-screening prior to entrance into
any SPC building. Self-screening reminder signs will be posted on all exterior doors, office doors, and in
classrooms.
Beginning September 21, 2020, screenings will occur through the South Plains College Campus Shield app. If the Campus Shield app has been previously downloaded, a failure to load error may occur when connecting. If this occurs, uninstall/reinstall the app. Health information shared within the self-screening will not be shared with anyone other than the SPC Health Services department.

college A self-assessment is required each day prior to work or class. After completing the assessment, it must be renewed 24 hours later. It is best to renew early in the morning or just prior to 8:00 am daily. The renewal is not required when not on campus (i.e., weekends, vacation, etc.). For additional assistance with the Campus Shield app, contact Chief Castillo at 806-523-7039 or [email protected]. Any self-screenings that result in a red badge does not mean the student or employee must stay away from campus. Rather, the person should continue as normal. Ms. DeEtte Edens, BSN, RN will contact the individual to perform additional assessment to determine the next course of action.

Student Screening - Rev. 9/21/2020 Students will be on the honor system while on SPC property upon entering a building and based on a
quick question at the start of each class, or when asked by an SPC employee. This can also be
accomplished by showing the SPC employee the COVID Self-Assessment screen from the Campus
Shield App.
Health Science students will be required to provide a record of daily screening when attending lab
sessions on campus. Clinical daily screenings are program specific based on requirements of our
clinical affiliates.
Employee Screening - Rev. 9/21/2020 Employee daily screenings will be completed using the Campus Shield app. Supervisors may
continue to require employees to complete whatever procedure has been established in addition to
the Campus Shield method. Additional procedures are no longer required on an institutional level.
Faculty should continue to ask students to self-screen in the classroom. Any student who did not
receive a green badge or unsatisfactory assessment should excuse him/herself from the classroom
and complete the lecture or assignment online. Students should also contact Ms. DeEtte Edens,
BSN, RN for additional assessment. Any discipline issues with the student should be sent to the Dean
of Students on the Levelland campus and the dean, executive director, or director at the external
centers.

Personal Protective Equipment (PPE) – Rev. 8/21/2020 South Plains College policy requires a face mask during all interactions and does
not allow for an exemption based on health conditions. A face mask may be
made available to students and employees if needed. CDC does not currently
recommend use of face shields as a substitute for masks. The Americans with
Disabilities Act (ADA) regulations do not require or allow the college to alter
operating policy as an accommodation. Anyone with concerns regarding health
and the face mask policy may contact DeEtte Edens, BSN, RN at 806-716-2376 to
request a reasonable accommodation.
Student PPE Students will be required to wear a face mask while in SPC campus buildings or in outside areas if
social/physical distancing cannot be maintained.
Employee PPE Face shields may be utilized by faculty during a lecture where social distancing (6 feet) can be
achieved, but they should not be used as a substitute for a mask when interacting with students in
the classroom or throughout the day.
Employees will be required to wear a face mask when social distancing is not achievable.
Visitor PPE All visitors will be required to wear a face mask while in SPC campus buildings or in outside areas if
social/physical distancing cannot be maintained.
Personal Hygiene All students/employees are encouraged to implement good hygiene measures such as washing hands
regularly, using hand sanitizer, and covering coughs/sneezes. Hand sanitizing stations are available
across all SPC locations.
General Guidance for Testing of and Exposure to COVID-19 – Rev. 9/8/2020 If a person has been tested for COVID-19 and is awaiting results or believes he/she has been exposed to
COVID-19, they will be requested to remain off campus. Reporting should occur as follows:
• Employees – report to supervisor; supervisors will contact Jeri Ann Dewbre and DeEtte Edens,
BSN, RN. COVID-19 leave time will be used while awaiting results and instructions for isolation
or self-quarantine from the health care provider.
• Students – report to instructor or Health Services, DeEtte Edens, BSN, RN. Students will not be
expected to attend face-to-face courses and will continue with online instruction.
Recommendation for Testing Here is some information that may be helpful to make a decision about getting tested: • Most people have mild illness and can recover at home without medical care. Contact your
healthcare provider if your symptoms are getting worse or if you have questions about your health.
• Decisions about testing are made by state and local health departments or healthcare providers. • If you have symptoms of COVID-19 and are not tested, it is important to stay home.

IF YOU ARE TESTED POSITIVE, PLEASE CONTACT DEETTE EDENS, BSN, RN AT 806-716-2376 OR [email protected] FOR QUARANTINE GUIDANCE.
Asymptomatic Positive (Tested positive for COVID-19 but had no symptoms) - If a person continues to have no symptoms, he/she can be with others after 10 days have passed since positive test. Following the 10 days, the person is required to wear a face covering when in contact with anyone.

Social (Physical) Distancing Social, or physical, distancing is highly encouraged while at South Plains College. Students, employees,
and visitors will be met by standing markers at offices and signs as reminders of distancing practices.
Sanitation
Public Spaces Public areas will be sanitized multiple times per day. Furniture in public areas will be minimized to
encourage social distancing.
Instructional Spaces Classrooms and student areas will be cleaned and sanitized regularly. Disinfecting wipes will be made
available for students to wipe their classroom spaces.
Residence Spaces See Residence Life section on Sanitation.
Adhering to General Health and Safety Regulations To fulfill the vision of improving each student’s life, it is imperative that everyone on campus adhere to
the General Health and Safety regulations outlined. The College will use the 5 Rs as a progressive
resolution to ensure students, employees, and visitors practice safe health measures, specifically
including the wearing of face coverings.
Remind – If a person is not wearing a required face covering when appropriate, the person will
be politely reminded of the need to wear one and the mandates from the State of Texas and the
requirements outlined by South Plains College. If the person does not have a face covering, one
may be offered.
Request – After being reminded, a polite request will be made to put on a face covering. If the
person does not have a face covering, one may be offered.
Refuse – If the person refuses to put on a face covering, the person may be refused entry into
any building, classroom, office space, or SPC public area.

Reschedule – If a person refuses a face covering and has an appointment with an office/person,
the appointment will be rescheduled for another time or in an online format.
Refer – If the person continues to refuse, the person will be referred to the proper office
(employees to Human Resources and students to the Dean of Students or center dean/director).

INSTRUCTION To allow for adequate social distancing and to maintain campus safety, the number of students in a
physical class will be reduced to approximately 50% of classroom capacity. Classrooms may have to be
rearranged to balance this reduction with student enrollment, and the delivery of instruction will have
to be modified to limit student interaction. Classrooms and student areas will be cleaned and sanitized
regularly.
Course Options SPC will be offering multiple ways to deliver instruction safely to our students. All of these instructional
options are being discussed by the deans, chairpersons, and faculty. Each instructor might use different
strategies for implementing these modifications under consultation with their respective chair/dean.
Faculty and instructional leaders are preparing to provide the best resources within the classroom to
support this transition to multiple instructional formats.
Online Courses These courses have no face-to-face instruction and can be taken from anywhere at any time.
The number of fully online courses are being dramatically increased to accommodate student
demand.
Flex Courses These courses offer some face-to-face instruction with online instruction provided to supplement and enhance learning. These courses can take on many different formats. Some include:
1. Lecture online with lab components face-to-face 2. Flipped classroom with online lecture delivery and face-to face discussion.
3. Face-to-face lecture delivery with online discussion / course supplements / online
testing
4. Some face-to-face instruction supplemented with online instruction
5. Live-streamed instruction delivered as scheduled to students with no requirement of
face-to-face interaction.
Face-to-Face Courses These courses offer instruction completely face-to-face. Students will be expected to attend
courses on an SPC campus at a specific time and day. These courses will have reduced
enrollments to ensure a safe and responsible learning environment consistent with good social
distancing practices.

Face Covering Course Syllabus Statement – Rev. 1/4/2021 The following statement will be placed in all Face-to-Face and Flex-Course syllabi:
It is the policy of South Plains College for the Spring 2021 semester that as a condition of on-campus
enrollment, all students are required to engage in safe behaviors to avoid the spread of COVID-19 in the
SPC community. Such behaviors specifically include the requirement that all students properly wear
CDC-compliant face coverings while in SPC buildings including in classrooms, labs, hallways, and
restrooms. Failure to comply with this policy may result in dismissal from the current class session. If the
student refuses to leave the classroom or lab after being dismissed, the student may be referred to the
Dean of Students on the Levelland campus or the Dean/Director of external centers for Student Code of
Conduct Violation. Students who believe they have been exposed or may be COVID-19 positive, must
contact Health Services, DeEtte Edens, BSN, RN at (806) 716-2376 or [email protected].
Tutoring Services Additional information regarding this area will be made available closer to the start of the term.
Tutoring Services will be offering face-to-face tutoring one-on-one appointment, one-on-one live virtual
sessions with SPC tutors, as well as using services from tutor.com.

Library Resources Access electronic resources, chat with a librarian, get help with your citation, and find short videos to

Technology Resources
Computers for Checkout Chromebooks are available for students to checkout. Contact the Library for additional
information at Levelland (806-716-2330 or [email protected]) or at Reese (806-
716-4682 or [email protected]).
Wireless Internet Hotspots for Checkout Wireless internet hotspots are available for checkout from the Library on the Levelland campus
for students who do not have access to internet while off campus. The hotspots can be turned
in either at the library in Levelland or at the Reese Center. More information is available by
calling at Levelland (806-716-2330 or [email protected]) or at Reese (806-716-
4682 or [email protected]).
Computer Labs Computer labs usage may be limited due to volume of students, classroom use, and need for
sanitation and rotation of machines. Students and employees who need to use a lab should
contact the location prior to arrival to ensure there are adequate resources available.

STUDENT SUPPORT SERVICES Student support service offices will assist all visitors and students. Each office will have in place plastic
barriers for those with reception areas. Employees and visitors are required to wear a face covering in
these areas. The following offices and areas are following modified procedures during the pandemic.
Ask SPC Students are asked to use the AskSPC email and hotline as much as possible for general questions.
Using this system will assist with reducing loads in the specified offices. AskSPC can be reached at (806)
716-2000 or via email at [email protected].
Health & Wellness (Counseling) Services Students wanting to set up a counseling session will have an option to be seen face-to-face or
teleconference session via Doxy.me or Zoom platform. Both students and Health and Wellness
employees will wear a mask during face-to-face appointments. The number of people in an office will
be limited to allow for safe social distancing. Signs are posted on the front door advising students not
enter if they are showing signs of illness. Students will be escorted to an appropriate office to ensure
social distancing is maintained.
Disability Services Students who need to visit with Disability Services as a continuing session or intake session will have an
option to be seen face-to-face or teleconference session via Doxy.me or Zoom platform. Beginning in
the fall 2020 term, students and faculty will be able to access accommodation forms through a new
online platform which will expedite the accommodations and notifications back to the student and
faculty. Visitors to Disability Services will be required to wear a face mask. Students will be escorted to
an appropriate office to ensure social distancing.
Student Support Specialist – External Centers The Student Support Specialists at the SPC external centers are following guidelines prescribed by the
CDC including:
• Students are asked to queue on the floor markings.
• Plexiglass barriers have been placed above counter areas.
• Employees and students are required to wear face coverings (PPEs).
• High touch areas are sanitized multiple times a day.
Admissions & Records The Admissions and Records Office is allowing students to initially submit unofficial copies of transcripts
and Meningitis records via the student’s SPC issued email address. Official transcripts from institutions
are still required to complete the record.
Student initiated drops and withdrawals are being accepted via the student’s SPC email account to
Faculty can submit grade changes, drops, or conduct other business through their SPC email accounts.

International Students International Students are being served electronically as much as possible. Students who need to visit
with the College Registrar are encouraged to schedule an appointment and use electronic conferencing
systems.
International student athletes will begin required processes with their respective coach to ensure
communication is consistent between all parties.
Advising The Advising and Testing Center is currently working with students primarily via remote advising
sessions on phone and through video conferencing software such as Zoom and Blackboard Collaborate.
Students can select an advising appointment through our Advising web page at
http://www.southplainscollege.edu/admission-aid/advising/spcadvisors.php. Advisors are using a
scheduling/booking software to allow students the ability to select an appointment time that works best
for the student.
Students who connect with offices at all locations are guided to the site to make an appointment with
the first available advisor (advising is no longer limited to a specific location).
Only one student is allowed in an advisor’s office at a time. Both the employee and the student must be
wearing a PPE face mask. The office will supply the student a mask if the student does not have one.
The number of people in an office will be limited to allow for safe social distancing.
Testing Student testing is available. However, space is limited due to social/physical distancing requirements
and equipment sanitation procedures.
Students requiring testing accommodations through the Disability Services Office will have priority
during the term.

Financial Aid The Office of Financial Aid is adhering to the social/physical distancing and protection efforts. The
following are the modifications to the office in order to ensure the safety of the students and the
employees:
• Doorways have one-way entrance and one-way exit markings.
• “Stop” sign at front door asks student to wait there for next available Financial Aid Advisor to
help them. This allows the advisor to clean the surfaces from the prior student.
• Plexiglass has been installed at the front counter to separate students from staff.
• Face masks are worn by staff at the front counter when helping students.
• Staff that go to the lobby to help students at the lobby computer wear a face mask and distance
as much as possible as well.

• Front counter, pens, keypads, keyboards, mouse, door handles are wiped/sprayed down after
each use. Plastic wrap is on the monitor, keyboard, mouse, and front counter keypad and is
replaced after ease use.
• Students are not brought back to the staff offices unless necessary and face masks are worn by
student and staff member alike.
• As always, students are continually assisted by email and phone.
Business Office (Student Payments) The Business Office follows all procedures in order to be in compliance with social/physical distancing
and sanitation. The following are steps to assist students in a safe manner.
• Directing students to enter only one student/family at a time.
• One door is marked as entrance only and the other as exit only.
• Plexiglass has been installed at the front counter, and employees continue to wear masks when
helping students face-to-face.
• The current computer for student use has been taken out of commission due to social/physical
distancing in the office space. However, all payment functions can be done online or over the
phone with a Business Office employee.
• If the student needs assistance, printed instructions are available at the counter, as well as on
the SPC Business Office website. If necessary, the office can also assist a student through all
functions on their cell phone through the plexiglass.
• All surfaces touched by students and/or employees regularly throughout the day are being
cleaned as prescribed.
Student ID In order to assist with social distancing, students are requested to use contactless means of requesting
an ID card. Students will download TouchNet One Card ID app and submit their own photo. Instructions
for doing so will be sent out via email. Instructions will also be posted online.
Physical IDs will only be issued to students in the following student populations:
• Cosmetology
• Nursing
• Phlebotomy
• On-Campus Residents
Physical IDs will be batch printed and delivered to programs/residence halls.
Student Conduct Students are required to comply with directives of self-screening and wearing personal protective

FITNESS CENTER, NATATORIUM AND TEXAN DOME – REV. 7/21/2020 Fitness facilities at SPC are required to follow local and state mandates related to gyms.
• The weight rooms are limited to 55 people (total) at any given time.
• The Texan Dome will be open for walking during the fitness center hours. Walkers need to enter
through the north doors of the PE Complex. Each walker must assist with monitoring the
number of walkers in the Dome at any given time to ensure there are no more than 25 people
present.
• Reservations will be required for working out during peak hours (12-1pm, 4-5pm and 5-6pm)
beginning the fall semester. Members will have 50 minutes to complete their workout and then
we will ask everyone to exit the building while we clean and prepare for the next group.
• Some equipment will not be available for use to encourage distancing. Patrons are encouraged
to adhere to the rules posted on the signs.
• The staff will continue to follow the regular extensive cleaning schedule and will practice
additional sanitation as required by gym operation regulations outlined by the state and federal
mandates.
• Hand sanitizer and disinfectant cleaning solution have always been and will
continue to be provided.
• New memberships are not available until further notice.
Community Classes • Patrons will have their own assigned equipment for class and are asked then to leave items out
for cleaning.
• Class sizes are limited based on the room size and equipment availability. If numbers reach
capacity, the class will be moved to a different room or limit the number of participants.
• Yoga class participants are required to provide their own mat.
Intramurals and Recreational Sports – Rev. 7/29/2020 All intramurals and recreational sports participation will require temperature checks prior to the activity
and a signed waiver regarding risk of participation.
DINING SERVICES South Plains College contracts with Great Western Dining for food service in the Texan Hall (cafeteria)
and the Grill (aka, Snack Bar). Per Great Western policy employees will use the following procedure for
reporting to work:
• All employees will enter through the same door in the back of the cafeteria.
• All workers will have their temperature taken.
• Each person will complete the self-screening process.
• All employees will wear gloves.

• Workers will follow the face covering policy of South Plains College.
Procedures for service in Texan Hall and the Grill will follow CDC food service and hygiene guidelines.
• There will be NO self-serve items available (ice cream, self-made salad, deserts, etc.).
• All food service lines will be protected by plexiglass or glass shields to help with separation while
serving the food.
• All food will be served by Great Western employees. A customer's food selection (hot meal
and/or salad with toppings of their choice) will be placed in clam-shell boxes and given to each
student.
• All boxes, silverware, and cups will be disposable.
• Each customer will be given a paper cup and they must go get another cup if they want another
serving (i.e., no self-serve refills).
• Utilizing both dining halls for seating (including Sundown Room) will be critical for adequate
separation while eating. Peak eating hours will be monitored to ensure appropriate physical
distancing.
• Markers will be placed on the floor showing social distancing distances between customers
while waiting in food line.
Boxed meals that were available on the student meal plan at the Grill will be available in the Cafeteria as
Grab-and-Go (e.g., hamburger meals, chicken nuggets, etc).
STUDENT LIFE
Student Center and Game Room – Rev. 7/29/2020 The Student Center and Game Room will operate following CDC guidelines and recommendations. Hours
of operation will be from 8:00 AM to 4:00 PM, Monday through Friday.
• The Game Room will remain closed until further notice. No equipment will be issued to play pool, ping-pong or air hockey.
• The game room will serve as a “Wifi Hotspot” and with tables placed more than 6 feet apart throughout to create a seating area for students to do homework.
• Tables will be closely monitored and cleaned after each use following CDC cleaning guidelines
Student Clubs and Organizations – Rev. 7/29/2020 Student Clubs and Organizations Advisor Training will occur virtually. Agenda items will include
resources, risk management training, and club meetings. The meetings will be recorded for those who
cannot attend. All club advisors will be required to participate in the online meeting.
Student Club and Organization meetings will be encouraged to meet virtually for activities and limit
campus gatherings/events. If an in-person meeting is desired, the number of attendees will be limited
to 10 people. Only pre-boxed/packaged food will be allowed at the meetings.

The South Plains College Department of Athletics has developed a full COVID-19 Mitigation Plan
regarding events, student practices, and overall athlete health. Details of the plan can be found in
Addendum A.
SPC ATHLETIC EVENTS South Plains College will follow all NJCAA regulations and recommendations regarding COVID-19 and
athletic events. Information regarding athletic events will be made available as updates are received
from the NJCAA.
RESIDENCE LIFE
General Information • All rooms will only have double occupancy with no allowance for triple booking or overflow.
• Two buildings (8 apartments) at the Smallwood Complex are reserved for any quarantine housing needs.
• Social and educational programs will be formatted to follow health guidelines.
Sanitation • Residence Life staff will collaborate with custodial staff to ensure that buildings are consistently
cleaned and sanitized.
• Shared restrooms will be cleaned and sanitized multiple times per week.
• Common areas (lounges, kitchens, lobbies, etc.) will be cleaned and sanitized daily.
• Surfaces which are touched often (door handles, stair rails, etc.) will be sanitized numerous
times per day.
Health Signs and other educational materials will be posted throughout the residence halls to:
• Encourage social distancing, face coverings, and handwashing.
• Instruct residents to seek medical treatment if they experience COVID-19 symptoms.
Residence Life staff will collaborate with the Health and Wellness department to address health
concerns in the residence halls.

Spring 2021 Move-In Day – Rev. 11/30/2020 Prior to move-in, residents will be asked to schedule a time on either Thursday, January 14 or Friday,
January 15.
Upon arrival on campus to move in:
1. Please remember to wear a mask. Face coverings must be worn by all individuals participating in
Move-In Day. This includes SPC employees, incoming students, and their families.
2. Maintain social distancing.
3. Complete the COVID-19 screening at check-in. This form must be completed by ALL residents and
their family members. Please give these forms to the Hall Director upon move in.
If the student becomes ill and experience any of the following symptoms:
• fever;
• cough;
• shortness of breath;
• headache;
• muscle pain;
• loss of taste or smell;
• or, known exposure to someone diagnosed with COVID-19
please do not come to campus for Move-In Day. Arrangements will be made for a later date.
End of Spring 2021 Semester Expectations – Rev. 1/4/2021 At South Plains College, safety for all individuals is our first priority. Because of the recent spike in COVID-19 cases in our region many classes will be delivered primarily on-line after Thanksgiving and through the end of the spring 2021 semester. As a result of this decision, and in accordance with guidelines from the CDC concerning social distancing during a pandemic event, the Department of Residence Life strongly encourages any students who will not have face-to-face classes to remain at their permanent residence and not return to the residence halls after the Thanksgiving break. Please note that residence halls will remain open for any student who is enrolled in face-to-face classes or cannot find a suitable off-campus living arrangement. Any resident who chooses to not return to campus after Thanksgiving should contact their Hall Director so that he or she can accommodate a move out. As previously stated, any student with special circumstances that cannot find a suitable alternative to their residence hall or is enrolled in classes which are still meeting in person may return to the residence halls after Thanksgiving.
Visitors The Residence Hall visitation policy will be suspended until further notice. Students or individuals who
do not live in a residence hall will not be permitted to enter that building. This includes residential
rooms, restrooms, kitchens, and other common areas. Residents ARE permitted to visit other residents’

rooms and common areas in their own buildings but must try to maintain six feet of distance between
themselves and other residents at all times.
Quarantine Expectations – Added 9/8/2020
When a student residing in the residence hall is determined to need quarantine due to exposure to
someone who is positive for COVID-19, currently being tested for COVID-19 or having a positive test the
Associate Director of Health and Wellness informs Residence Life staff of the need to quarantine. The
student is given the option to quarantine at home away from campus until they are cleared for return or
to quarantine on campus in the designated quarantine housing. The student is given the SPC Smallwood
Quarantine Expectations and is required to sign these acknowledging they understand and agree to
follow the guidelines. Any resident who stays in quarantine housing and does not follow the quarantine
expectations is subject to removal from housing. (See Quarantine Expectation agreement on next page.)
Quarantine and Room Cleaning Procedure – Added 9/8/2020 When a student living in a residence hall is confirmed to have COVID-19 she/he will be given the option
to quarantine off campus or on campus in rooms set aside for quarantine. After the student temporarily
vacates their regular assigned room and bath are cleaned and sanitized by custodial staff after being
allowed to sit for at least 24 hours (per CDC recommendations). After students diagnosed with COVID-
19 move out of quarantine housing the room will be cleaned and sanitized by custodial staff after being
allowed to sit for at least 24 hours. After students who never developed symptoms or contracted the
COVID-19 virus have vacated quarantine housing the rooms can be cleaned and sanitized immediately.

Background
COVID-19 is a respiratory illness that can spread from person to person. The clinical spectrum of COVID-
19 ranges from asymptomatic infection, mild disease with non-specific signs and symptoms of acute
respiratory illness to severe pneumonia with respiratory failure and septic shock. Frequently reported
signs and symptoms include fever, cough, fatigue, and shortness of breath at illness onset. Less commonly
reported symptoms include sputum production, headache, hemoptysis, and diarrhea. The incubation
period may range from 2-14 days. Spread is thought to occur mostly from person-to-person via respiratory
droplets among close contacts.
The following action plan has been implemented by South Plains College Athletics in an effort to protect
the student athlete and its staff based on what is currently known about COVID-19, and the guidelines
and procedures set forth by CDC, NJCAA, NATA, state and local authorities, and South Plains College.
Failure to follow the recommendations can have a potential detrimental effect on not only one’s health
and well-being, but that of fellow student-athletes and staff.

Key Concepts
The athletics department has designed this plan with the assumption that COVID-19 will be existent into the foreseeable future, and with the understanding that the plan must be dependent on the virus spread and the availability of new/updated information. Thus, this plan must be received with the notion that it can and will be updated regularly as we learn more about the virus. It is our aim to be no more or less restrictive than the guidance and recommendations that are provided by both federal and state public health agencies. Our return to campus and athletics will be guided by these encompassing key concepts:
• South Plains College and the athletic department will continue to follow and update plans, as needed, with the guidance from the Centers for Disease Control and Prevention (CDC), the State of Texas Department of Health and Human Services (HHS), the National Junior College Athletics Association (NJCAA) and the Governor of Texas.
• Student-athletes will return to campus following the appropriate procedures as described in this
document in order to best ensure the health, safety and wellness of our students, faculty and staff.
• Campus functions will return to a new normal that emphasizes health and safety.
• South Plains College and the athletic department plans are designed to mitigate the risk of a
resurgence of the virus.
• South Plains College and the athletics department will provide for regular enhanced cleaning and sanitizing services including regular custodial cleaning and providing of sanitizing supplies for use as needed.
It is with these guiding principles that we can hope for a normalized return to campus life and athletic competition. With noncompliance, the primary penalty would be an increase of infections, with the possibility of canceled games, and the potential for loss of the entire season. By following the guidance and recommendations set forth to reduce the spread of COVID-19, athletes can return to class and athletic competition.

Phased Return to Athletics
With the NJCAA’s recent calendar adjustments (7/13/2020), all student-athletes will return to campus
and move into the residence halls during on the college’s normal move in dates beginning on August
20th. Athletic teams will begin practices following the NJCAA’s adjusted start dates which allows for a
phased return to athletics.
NJCAA MEN’S & WOMEN’S CROSS COUNTRY & HALF MARATHON Fall Championship Season
• Practice will be permitted to begin starting August 1, 2020.
• Competition will be permitted to begin starting August 20, 2020.
• Maximum of ten (10) competition dates combined for cross country and half marathon.
• NJCAA Division III Men’s & Women’s Cross Country Championship held November 7, 2020 at Stanley Park in Westfield, MA.
• NJCAA Division I and Division II Men’s & Women’s Cross Country Championship held November 14, 2020 at Iowa Central Community College in Fort Dodge, IA.
• NJCAA Men’s and Women’s Half Marathon Championship held November 17, 2020 at Iowa Central Community College in Fort Dodge, IA.
NJCAA MEN’S & WOMEN’S BASKETBALL Fall Practice Season
• Permitted 60 consecutive calendar days for practice and scrimmages within September 15, 2020 - December 15, 2020.
• Allowed five (5) scrimmage dates in total for the year, with a maximum of two (2) scrimmage dates allowed in the spring. Each scrimmage limited to no more than two outside opponents.
Spring Championship Season
• Practice will be permitted to begin starting January 11, 2021.
• Competition will be permitted to begin starting January 22, 2021.
• Maximum of 22 games.
• All regular season, region, and district championship competition completed by April 10, 2021.
• NJCAA Men’s & Women’s Basketball Championships beginning April 19, 2021. NIRA MEN’S & WOMEN’S RODEO TBD- as of 7/27/2020

Prior to Arriving on Campus
14 days prior to arriving on campus, student-athletes will begin self-monitoring symptoms daily. If any
student-athlete develops any symptoms and/or a fever of 100 F or higher, that student-athlete must see
a physician and be cleared by the individual physician’s protocols prior to leaving home for campus. In this
scenario, the physician’s medical clearance must be forwarded to the athletic trainers prior to leaving
home. Based on current plans, athletes will need to begin checks by August 7th.
If any student-athlete has tested positive for COVID-19, they must have recovered and have a physician’s
release specific to the COVID-19 illness. This release must be forwarded to the athletic trainer prior to
leaving home. DO NOT report to campus if you are currently ill with COVID-19, in the process of being
tested for COVID-19 or having had COVID-19 and recovered without having medical documentation
indicating you may resume normal athletic activities.
Any student-athlete who flies in will need to also wear a face covering the entire trip.
Coaches are to impress on their student-athletes the importance of being compliant and ensuring that
these procedures are followed.

Arriving on Campus
Students, and their family members participating in the move-in process will be asked to follow SPC
policies. This includes wearing a mask, maintaining social distancing, and completing a COVID-19 screening
at check-in. DO NOT report to campus on Move-In Day if you are currently ill with COVID-19, in the process
of being tested for COVID-19. Contact Residence Life to make arrangements for a later date.
International students will be quarantined in their rooms for one week upon arrival. Meal will be provided
in room, and students will undergo a daily symptom screening during that time. Students should not leave
their room or receive guest for any reason during the quarantine period. If a student arrives after the start
of classes the student will still be required to quarantine for one week. Arrangements will be made with
instructors for the student to receive lectures and assignments virtually.
As part of the pre-participation physical student athletes must complete a COVID-19 Screening Form.
The form can be located in the Appendix section.

Life on Campus
Student-athletes will be informed of, understand and abide by all procedures set in place by student
services including while in the residence halls, cafeteria, classroom and other areas on and off campus.
Student-athletes should plan and be prepared to wear face coverings while in public spaces and utilize
proper hygienic disinfecting practices recommended by the CDC such as frequent hand
washing/sanitation, not touching their faces and socially distancing themselves whenever possible.
Student-athletes will follow and adhere to all procedures set forth by South Plains College including in
the classroom, cafeteria and residence halls.
Student-athletes should plan on staying on campus as much as possible and in their designated rooms
until methods of containing COVID-19 become more sustainable.
Anyone meeting the criteria of a potential case of COVID-19 will follow campus procedures for handling
potential cases of COVID-19.
Team Activities
Practice
Once on campus, student-athletes will need to submit a daily symptom check prior to any physical
activity. The daily symptom check form will be accessible online, an example can be found in the
Appendix section.
• A positive symptom should be immediately reported to the athletic trainer and the school
nurse. The individual should then self-isolate and quarantine themselves until informed of
subsequent procedures.
• Anyone meeting the criteria of a potential case of COVID-19 will follow campus procedures for
handling potential cases of COVID-19 including anyone that individual who has recently been in
close contact with.
For low risk sports (cross country, rodeo, track), masks are not required while outdoors UNLESS social
distancing can’t not be met. Masked must be worn indoors unless performing physical activity.
For high risk sports (basketball), masks are required when not performing physical activity. A
temperature check will be performed when an individual enters the Texan Dome for practice.
Individual team sports coaches are to impress on their student-athletes the importance of being compliant and ensuring that these procedures are followed. Noncompliance may to lead to the spread of the virus, with the possibility of canceled games, and potential loss of the entire season.
Student-athletes who are healthy and do not present with any of the COVID-19 symptoms or a fever of
100F or higher are expected to participate in everyday planned team activities.

Weight Room/Fitness Complex
• Smaller groups of 15 or less are ideal when using the weight room to allow for social distancing.
• Equipment should not be used without being sanitized between users.
• Disinfecting spray will be made available for disinfecting equipment between uses.
• Hand sanitizer will be available for disinfecting of hands when needed.
Team Meetings/Study Halls
• Team meetings should be planned with 15 or fewer student-athletes at a time while utilizing
established social distancing procedures.
• The length of team meetings should be limited to decrease the amount of time individuals
spend indoors with each other.
• Face coverings should be worn during all team meetings and study halls.
Traveling to Medical Appointments
South Plains College provides transportation of an injured student-athlete to a medical appointment.
When this is the occasion, face coverings will be worn throughout the duration of the trip.
Hygiene and Sanitation
Hand sanitizer is readily accessible throughout campus and athletic facilities. It should be used often by
students and staff. Disinfectant will be available for disinfecting common use items and equipment.
Maintenance and custodial staff have begun and will continue enhanced cleaning and sanitation of
campus including all athletics facilities on a regular basis.
Water will continue to be provided at practices, but common use items such as team water bottles and
towels will not. Individual water bottles or disposable cups will be provided. Student athletes should
plan accordingly for their own towel should one be needed. Sharing of such items is prohibited.
Student-athletes are strongly encouraged to immediately leave when practices have completed and not
congregate in common areas such as hallway, or locker rooms.

Competitions
Home Events
• Student-athletes will be encouraged not to visit with spectators prior to games.
• Individual water bottles or disposable cups will be provided during games.
• Bench towels will not be provided. Student-athletes who desire the use of a towel during
competition should be prepared to provide their own. Sharing of towels is highly discouraged.
• Post-game handshakes will not occur to allow for proper social distancing protocols.
• Once game has concluded, student-athletes are recommended to leave facility as soon as
possible.
• It is requested that visiting teams perform a symptom and temperature check prior to leaving
their school and provide results upon arrival.
• Hand sanitizers are provided behind the benches in the gym and will be with the medical bags
for cross country and track for when needed.
Road Games
• Prior to leaving a symptom and temperature check will be conducted of all members of the
traveling group including staff, managers, athletic training students, and athletes.
• The symptom and temperature check form will be submitted to host team upon arrival.
• If any member of the traveling group, has a positive symptom that individual should then
quarantine themselves away from the rest of the traveling group and contact the athletic
trainer and school nurse.
• Once the team arrives at the game site, the host team’s procedures should be observed.
• Face coverings will be worn while traveling.
• Social distancing will be followed as much as possible.
• Buses will have enhanced cleaning and sanitation between uses.

COVID-19 Athletic Training Room Procedures
These procedures are put in place in order to limit the potential risk of COVID-19 infection and contamination among South Plains College athletic training staff, student trainers and student-athletes.
• Student-athletes must be seeking medical assistance to enter the athletic training room. DO
NOT enter unless you are seeking illness advice or injury evaluation, treatment or rehabilitation.
• If you believe you may have contracted COVID-19, DO NOT come to the athletic training room. Stay or return to your dorm room and contact the athletic trainer or school nurse for further instructions.
• Individuals must be wearing a facemask while in the athletic training room.
• Individuals must have completed their daily symptom check and undergo a temperature check before entering the athletic training room.
• Individuals will enter the athletic training room one at a time and wait outside for the previous individual to complete the entry procedures.
• Student-athletes may not touch any athletic training equipment without permission of the athletic trainer including the RecoveryPump and massage tools such as the HyperVolt.
• Student-athletes will need to come in, complete what needs to be done and then leave so that other student-athletes may obtain the services they need.
• Maximum athletic training room capacity will be capped to 6 student-athletes at a time.
• Tables and equipment will be cleaned and sanitized between uses. Common spaces and surfaces (door handles, countertops, ice scoops, etc.) will be cleaned frequently throughout the day.
• Use of the whirlpool tub will not be authorized unless permitted by the athletic trainer. The tub will be drained, cleaned and sanitized regularly.
• The athletic training room bathroom will not available to student-athletes. It is expected to be disinfected after each use by staff using disinfecting spray on all commonly touched areas (toilet seat, flush handle, faucet handle, doorknob, etc.)

COVID-19 ASSUMPTION OF RISK
The novel coronavirus, COVID-19, has been declared a worldwide pandemic by the World Health Organization.
COVID-19 is extremely contagious and is believed to spread mainly from person-to-person contact.
South Plains College and the Athletics Department has put in place preventative measures to reduce the spread of
COVID-19 based on recommendations of the Center for Disease Control (CDC), the State of Texas Health and
Human Services (HHS), the National Junior College Athletics Association (NJCAA) and the Governor of Texas in its
response to COVID-19. As new information becomes available in regard to COVID-19, SPC and the athletics
department will update its plans and procedures as needed.
Even while utilizing the recommended guidance, not all potential exposure to COVID-19 is entirely preventable. As
a result, the college cannot guarantee one will not become infected with COVID-19. With this in mind, student-
athletes, coaches, and staff should make a faithful effort to follow the set procedures. Noncompliance may lead to
the spread of the virus, and the potential loss of games or the entire season.
South Plains College provides insurance coverage to assist in paying for injuries sustained while participating in SPC
athletic activities. As such, this insurance coverage does not assist with illnesses of any sort including testing and
treatment of COVID-19. South Plains College and the Athletics Department will, to the best of its ability: identify,
isolate and assist with obtaining further care for any student exhibiting symptoms of COVID-19 following current
recommended guidance.
I understand that as a South Plains College student-athlete, I must follow all guidance and recommendations set
forth by the college and the athletics department to the best of my ability. I also understand the risk of associated
with participating in athletics during a worldwide pandemic, and DO NOT HOLD South Plains College and its
employees liable for any illness (including disability and death) associated to a COVID-19 infection while attending
SPC and participating in athletics.
