Introduction In September of 2012, the City of Boise‘s Parks and Recreation Department asked the Department

of Community and Regional Planning to assist with a survey intended to be able to provide a glimpse of the use of the greenbelt on a typical week and weekend day.

Greenbelt users were interviewed at three different locations on the greenbelt on Tuesday,

September 18, and Saturday, September 22. The locations were chosen by Boise Parks and Recreation and represented downtown (Anne Frank Memorial), and respectively 2.5 miles east (Warm Springs) and west (Veterans Park) of downtown. At both Veterans Park and Warm Springs, the Idaho Transportation Department performed counts of bicycles and pedestrians during the two days. Figure 1 shows both the location of the survey sites and the location of the bike and pedestrian counts. The surveys were administered by volunteers from 7:00 AM to 6:00 PM, both electronically on iPads using the Survey Gizmo application and through a paper version of the survey. Those people that were not able to fill out the survey while on the greenbelt were provided with a business card containing a link to an on-line version of the survey.

On September 18, a total of 566 (100 filled out by hand) were completed on the greenbelt, another 42 surveys were filled out on-line by people that went directly to the survey from their computer at home. On September 22, a total of 587 surveys were completed on the greenbelt (142 filed out by hand), another 11 surveys were filled out on-line. Table 1 shows both the number of surveys that were collected and the actual amount of traffic for each survey point. While it is difficult to determine the exact percentage of greenbelt users that were surveyed (one person on a bike could easily encounter all three survey stations and be counted as “traffic” in both Warm Springs and Veterans Park), it seems that we sampled about 40 percent of greenbelt users on Tuesday and about 26 percent of the users on Saturday (most users are counted twice as part of actual traffic count).

Observations about users on the greenbelt Figure 2 shows four graphs that give more detail with regard to hourly traffic counts at Veterans Park. It includes a differentiation between eastbound and westbound traffic as well as pedestrian and bicycle traffic. The graphs show that with regard to both pedestrian and bicycle traffic, there is a clear difference in user activity between a Tuesday and Saturday. The figures show that there are clear differences between Tuesday and Saturday both with regard to the amount of users and the use throughout the day. On Tuesday, there is an indication of a bicycle commuter pattern with bicyclists going east in the morning (towards downtown Boise) and west in the afternoon. Pedestrian usage is fairly stable throughout the day with a spike in usage during the lunch hour. The use pattern on Saturday shows high usage by pedestrians in the morning and a much more limited use in the afternoon. The bicycle use patter is almost the exact opposite with a peak in usage in the early afternoon.

Figure 3 shows the same set of graphs for Warm Springs. Both the pedestrian and bicycle traffic on Saturday are very similar but the use pattern on Tuesday is different. First of all there is no clear bike commuting pattern on Tuesday, instead bike traffic increases steadily during the day. In addition, on Tuesday, there does not seem to be an increase in pedestrians during lunch time but there does seem to be an increase in activity in the early evening.

While the data is very limited, it does indicate that the use of the greenbelt during the weekend is not only higher but also distributed differently over the day and the intensity of use is the same at different places along the greenbelt. Potential conflicts between bicycle and pedestrian users on the weekend seem to be mitigated by differences in the time of day that bicyclists and pedestrians use the greenbelt. There does seem to be a difference between the use of the greenbelt at different locations during the week, both in amount of use and time of the day that the greenbelt is used.

Summary of Survey results A total of 1224 usable surveys were collected over the two day period. All descriptive statistics are included in the appendices to this report. In the next couple of pages, we will summarize the findings and highlight some of the results.

The clearest result is people’s overall happiness with the greenbelt. In the comment section of the survey, 212 respondents wrote “Love it”, another 83 respondents indicated that the greenbelt was “Great for Boise”, 30 people wrote “Thanks” and 13 wrote “I enjoy it”. 90 Percent of the people indicated that they felt safe on the greenbelt and if people felt unsafe it was typically related to periods

of heavy use and conflicts between different users (particularly Julia Davis Park). Meanwhile, the biggest concern that people had was the need for surface improvements with close to 50% of the respondents indicating this as an issue. The only other thing that came back occasionally was the desire to extent the greenbelt (22). There did not seem to be a clear consensus about other needs for improvement or change. While there were people that indicated they wanted more amenities (water fountains, bathrooms, bike pumps) the numbers were small and there were typically about as many people that did not want to see additional amenities.

Table 2 provides some general information about the respondents. The survey seems to provide a representative sample of those people that use the greenbelt, but based on the actual traffic counts at Warm Springs and Veterans Park (see table 1), we did oversample pedestrians. In addition, we potentially under sampled people that were in a rush to go to work and dedicated athletes. Neither one of these groups was likely to stop to take the survey. We tried to capture these respondents by providing them with an opportunity to fill out the survey on-line but a comparison of the surveys that were filled out on-line with those that were filled out on the greenbelt does not show any differences between the composition of the two groups.

Interesting enough, table 2 shows that 13 percent of the greenbelt users were visitors to Boise. There was a significant difference between the number of residents versus visitors between Tuesday and Saturday. This indicates that the visitors during the week were mostly tourists, while they were people from the region in the weekend. The table also shows that over 60 percent of the respondents were males. Based on our observations on the greenbelt, we think this is probably representative of the people that use the greenbelt. The table seems to shows that the greenbelt is not a particularly relevant resource for youth. Finally, there is a clear indication that the people that use the greenbelt during the week is different from the people that use it during the weekend.

What do people use the greenbelt for? Table 3 shows what respondents were using the greenbelt for the day they filled out the survey. It is important to realize that people could fill out more than one answer.

Table 4 shows the results for the same question for the two days separately. The table includes only those items for which there was a statistically significant difference in the response. As expected there was less use by commuters and BSU students on Saturday. In addition, there was a significant lower percentage of users involved in “active recreational” activities, such as fishing, working out, nature and sightseeing. Finally, there were less people on the greenbelt to have lunch or a picnic.

The results support the earlier notion that there is a difference between what people use the greenbelt for during the week versus during the weekend. The results indicate that about 40 percent of the bicyclists that use the greenbelt during the week are either commuting to work or school. Table 5 shows that over both sampling days, almost 30 percent of bicyclists are using the greenbelt for their commute and close to 10 percent of the bicyclists are BSU students. About another 19 percent of the bicyclists have another destination (event, restaurant, shopping), which further underlines the findings that the greenbelt serves both a recreational purpose (predominately pedestrian use) and a transportation purpose (predominately bicycle use).

Distance, time and frequency of use The survey included three questions that asked people about how often they used the greenbelt, how much time they spend on the greenbelt, and how far they travelled on the green belt. Figure 4 shows how far people indicated they would be traveling on the greenbelt. There were no significant differences between the responses on Tuesday and those on Saturday. The figure shows that there seem to be two distinct groups of users, a group that travels 2-8 miles on the greenbelt and “long distance users” that travel 10 miles or more on the greenbelt. That second group is relatively large and constitutes 30-35 percent of the users.

Figure 5 shows the amount of time respondents plan on spending on the greenbelt. The typical user spends 1-2 hours on the greenbelt. However, there is a significant difference between Tuesday and Saturday with people planning on spending more time on the greenbelt during the weekend.

Table 6 shows that 55 percent of the respondents use the greenbelt on a daily basis. An additional 34 percent uses it on a weekly basis. Given the difference between the responses on Tuesday and Saturday, it is clear that besides the group of daily users, there is a group that uses the greenbelt predominately during the weekends.

Potential improvements Table 7 shows the improvements that people would like to see on the greenbelt. The overwhelming number one on this list is improvement of the surface of the greenbelt with about 48 percent of the people raising this as an issue. The only other issue that was brought up by more than 10 percent of the respondents was restrooms.

Figure 6 shows only those improvements for which there was a significant difference in concerns between the respondents on Tuesday and Saturday. As mentioned before, it seems that there are two different user groups during the week and the weekends and it could very well be that these two groups have different needs. Most interesting is the fact that there is no difference for the two groups with regard to surface improvements. This is clearly universally seen as by far the most important improvement that people would like to see.

Figure 6 also shows that the people that use the greenbelt during the week are more interested than the weekend users in additional amenities and access points to both the river and the rest of the city.

Table 8 shows the difference between bicyclists and pedestrians with regard to greenbelt improvements. While surface improvements are the most important improvement for both groups, almost twice as many bicyclists are concerned about this. Of course bicyclists are more interested in additional bicycle racks but also in more access points to both the river and the city, and, somewhat surprising, in other additional amenities (including “animal waste dispensers”). It is unclear why we find this difference since, while the data shows that bicyclists travel longer distances on the greenbelt, they do not spend more time on the greenbelt, nor is there much difference in the frequency of use.

The greenbelt as a destination Table 8 shows what mode of transportation respondents used to get to the greenbelt. The answers are interesting since they show that almost half of the pedestrians that walk the greenbelt, drive their car to get to the greenbelt. It indicates that the greenbelt is a destination for walkers and runners

Conclusions and discussion It is clear that people that use the greenbelt see the greenbelt as a resource to themselves and the community. The majority of respondents use the greenbelt frequently and for a variety of different uses. They feel safe and their main concern is improvement of the surface. The results also show that there seem to be different user groups during the week and weekend. These user groups seem to have slightly different needs. In addition, there is some indication that different stretches of the greenbelt are used by different groups and for different purposes. The traffic counts also show that there are differences in user groups during different periods of the day.
