Purpose of Study• Conduct a detailed analysis of the grid of streets and

determine– A finalized grid of streets– Number of lanes between and at intersections– How to best accommodate transit, bikes, and pedestrians– Right-of-way needs

• Assign urban street types and modal emphasis based on Department of Rail and Public Transportation design guide lines

• Examine four specific locations in detail

Need for Study

Department of Transportation 7

• The Reston Phase I Comprehensive Plan Amendment was adopted by the Fairfax County Board of Supervisors on February 11, 2014.

• The Board follow on motion from the adoption directed staff to: “conduct a detailed evaluation and operational analysis of the enhanced street network shown on the Reston Master Plan, prioritize these improvements, and develop an implementation strategy.”

Reston Phase I Plan AmendmentTransportation Analysis

Department of Transportation 9

• Transportation study was done to determine what transportation improvements are needed to support the planned development in the TSAs

• Specific recommendations were made to enhance the transportation network

• Phase I recommended, but did not analyze and optimize the conceptual grid of streets

Page 10: Reston Network Analysis - Community Kick-Off: Feb. 1, 2016

Reston Phase I Plan AmendmentMajor Transportation Recommendations

Department of Transportation 10

• Maintain a Balance between land use and transportation• Ensure pedestrian mobility throughout the TSAs• Bike Master Plan for County, including the TSAs has

been adopted• An enhanced RIBS and Fairfax Connector service to

support rail• Strong Transportation Demand Management (TDM)

program in the TSAs

Page 11: Reston Network Analysis - Community Kick-Off: Feb. 1, 2016

County of Fairfax, Virginia

Reston Phase I Plan AmendmentMajor Road Transportation Recommendations

Department of Transportation 11

• An enhanced street network to increase connectivity

• Soapstone Drive Overpass• Town Center Parkway

Underpass • South Lakes Drive Overpass• Grade Separate Fairfax

County Parkway/Sunrise Valley Drive

Page 12: Reston Network Analysis - Community Kick-Off: Feb. 1, 2016

Reston Phase I Plan AmendmentGrid of Streets

Department of Transportation 12

• Conceptual grid of streets was a result of the Reston Task Force

• The three TSAs were examined and had conceptual grids developed by task force members

• These grids were refined by FCDOT staff• The conceptual grid was then included in the

comprehensive plan

Page 13: Reston Network Analysis - Community Kick-Off: Feb. 1, 2016

Why a GridA grid of streets allows for more options when going from

point A to point B, reducing the demand on streets

• LOS measures peak hour delay at an intersection or how well traffic moves along a roadway.

• LOS E is the standard for the Reston Transit Station Areas

Mitigation Measures• Mitigation reduced delays experienced at intersections• Mitigation reduces vehicle congestion • Mitigation improves the reliability of travel times

through an area (for both buses and vehicles)• Mitigation will be the way we achieve LOS E in the

Transit Station Areas

Mitigation Options• Mitigation Measures - Tiered Approach

– 1st Tier: No right of way impact – 2nd Tier: Some right of way impact– 3rd Tier: Large scale mitigations if needed

– Consultation with Advisory Group and Stakeholders

• Each grid link is initially assumed to be one lane in each direction

Department of Transportation 25

Page 26: Reston Network Analysis - Community Kick-Off: Feb. 1, 2016

Mitigation Measures1st Tier: No Right of Way Impact

•Intersection Reconfiguration– Optimized signal timing and phasing– Lane configuration modification

Mitigation Measures2nd Tier: Some Right of Way Impact

• Turn lanes– Left and Right turn lanes– Add storage– Reduces queuing on to through movement

• Additional through lane• Additional grid link

Page 29: Reston Network Analysis - Community Kick-Off: Feb. 1, 2016

County of Fairfax, Virginia

Mitigation Measures3rd Tier: Alternative Intersection Treatment

• Median U-Turn/Superstreet– Eliminate left turn movement for side streets– Increases thru movement green time– Additional needed ROW to provide turn radius

Department of Transportation29

Page 30: Reston Network Analysis - Community Kick-Off: Feb. 1, 2016

County of Fairfax, Virginia

Mitigation Measures3rd Tier: Large Mitigation Measures

• Underpass/Overpass– Provides for an uninterrupted thru movement

• Only done in close coordination with Advisory Group and Stakeholders after all other mitigation measures have not worked

Reston Funding Plan

Department of Transportation 33

• The Reston Phase I Comprehensive Plan Amendment was adopted by the Fairfax County Board of Supervisors on February 11, 2014.

• The Board follow on motion from the adoption included the Planning Commission recommendation to conduct: “an inclusive process to prepare a funding plan for the transportation improvements recommended in the Reston Master Plan and report with its recommendations. The funding plan should include arrangements for financing the public share of Reston infrastructure improvements and facilitate co-operative funding agreements with the private sector. The PC strongly believes that public and private investment in Reston is both critical and responsible for ensuring Reston’s future success”

Page 34: Reston Network Analysis - Community Kick-Off: Feb. 1, 2016

Reston Funding Plan (Cont.)• The plan focuses on how to best fund projects in the

Reston Transit Station Areas • Projects included in the plan are those recommended in

the Reston Phase I Plan Amendment • The plan will span 40 years (FY2015 - FY2054)• The plan will build on priorities identified as part of the

Network Analysis • The plan will determine funding allocation for projects

Shared Funding• Public and private investment in Reston is necessary to

ensure Reston’s future success. • Public Sector funding will come from federal, state, local,

and regional sources.– Multiple Sources for each type

• Private sector funding can come from:– Proffers– Contributions to a Road Fund (per square foot/per dwelling unit)– In-kind Contributions
