Allegany County SWCD September 2019 Resource Management Committee Report

We have completed cleaning off the Belmont Dam. Not everything was able to be removed

due to it being buried in silt and gravel.

We have completed the following projects so far this summer:

o 3,200’ of fencing in the Town of West Almond

o 5,500’ of fencing in the Town of Cuba

o A pasture water supply system in the Town of Alfred

o 3,600’ of diversion ditches in the Town of Allen

o 1,600’ of diversion ditches in the Town of Independence

o 4,200’ of diversion ditches in the Town of Independence

o A roofed barnyard in the Town of Hume

We are currently working on completing the following projects:

o A manure storage in the Town of Rushford

o A manure storage in the Town of Allen

o A pasture laneway system in the Town of Burns

o Barnyard projects in the Towns of Rushford and Friendship

o Fencing systems in the Towns of Birdsall, Amity, and Cuba

o A salt storage barn in the Town of West Almond

The no till grain drill that we have for renting to farmers has been used to plant 150 acres of fall

seeded crops. By planting the fields without tillage we estimate that farms are able to prevent

a half ton of soil per acre from eroding from their fields.

We have finally received our contract extension from FEMA for the Genesee River Stabilization

project in Belfast. We are finishing up the final designs and working on the permitting.

A Resolution is requested continuing Agricultural District Number Three with modifications pursuant to Section 303-A and 303-B of the Agriculture and Markets Law. Agricultural Districts are reviewed every eight years to consider the modification and continuation of the district. The review process will be completed on September 23, 2019 and a Resolution is requested to modify the existing Agricultural District 3 to include an additional 1,148.43 acres of predominantly viable agricultural land at the request of landowners and a deletion of 44.69 acres due to either parcels being split or acreage being adjusted on parcels The anniversary date for Agricultural District Number Three is October 7, 2019, and the entire statutory review process must be completed prior to that date.

Youth Bureau Report August 16, 2019 – September 15, 2019

Youth – On 8/21 – Hosted the quarterly Youth Bureau Board meeting. We discussed the direction of programming and the makeup of the board. Previously the interpretation of the required members of the board (3 from each district) did not include the Youth members, only the adults. Moving forward we include the youth members in the count for required, so the make-up of the board should be 2 adults and one youth from each district. Members also discussed more ways to get involved in the programming. Youth – On 8/23 I attended the 21st Century Community Learning Center meeting at Andover Central School. This committee meets to evaluate the after school and community programs offered through the school under the 21st Century grant. Youth – On 8/29 I attended the back to school open house at Andover Central School where I was asked to come with information about bike safety and our program. I took plenty of material and a few bike helmets to give away. I was also able to have some great conversations with parents and students about riding safely. Youth – On 9/9 attended the PPAC Family Matters committee meeting to discuss upcoming events and initiatives. Including the upcoming SADD Conference which is being planned. Youth – On 9/11 Attended the WNY Association of Youth Bureaus and Youth Boards. We were joined by Matt Newman, Youth Development Specialist from the Division of Youth Development and Partnerships for Success. Livestock, Ag Economic Development and Natural Resources:

• Pasture Walks – August 21st Dairy and Livestock 7 and 15 attendees.

• Farmer Neighbor Dinner mailing – September 25th at Lake Lodge

• Developing online Poultry Processing training – ongoing

• Grading feeder cattle for Board Sale at Empire Livestock Bath - September 14th

• Advertising/prep Cover Crop Field Day for Sept. 10.

• GVPA Growers Meeting – September 11th

• Sexual Harassment training for farm operators – September 18th Rushford – with Katelyn Walley-Stoll

• Beginning Successful Small Farm Operation training – Tuesday evenings 6-8:30pm October 15th- November 5th

• Planning Grass Field Day – October 18th

• Working with 2 new beginning farmers (livestock); continuing assistance with 7 from prior months.

• Highlight of top topics addressed with individual 1-on-1: land leasing, agricultural grants, soil testing, pond maintenance, algae/mold (everywhere), plant ID, late blight, tree decline, weed management.

• CCE Annual Meeting – November 12, Belmont American Legion – Introduction of SWNY Dairy, Livestock, Field Crops team.

• Maintain updates for CCEAC website and Facebook page, enrollment mailing, updating database, track contacts from web and association email account, newsletter articles, deposits - ongoing.

• Staff Development: Agronomy Scout School: Crop Scouting Fundamentals – online class; Teachable Training (new online course platform of Cornell); Soil Health Specialist training

Horticulture/Master Gardener Program:

• Master Gardener Program oversight – Hotline and radio program ongoing, planning fall pH clinics (Sept. 21st Wellsville & 28th Alfred).

• Orientation for Ag Community Educator - ongoing

• 3-day Andover Gardening Program Covered propagation, soil, different garden plants, pollinators 50 Students

• Editor for Master Gardener Articles

• Developing soil presentation for Fall Gardening Program in early Oct

EFNEP/Nutrition:

• Presented for recruitment to two SNAP/TANF/DSS staff at their monthly meetings. • DSS has requested 1000 EFNEP brochures to be added to the SNAP applications and all

applications moving forward. • Met with Genesee Valley School Parent Liaison to offer a parent cooking class. • Working bi-weekly Mobile Pantries at Cuba Cultural Center for recruitment. • Continuing to present workshop series for home and group sites. • Ongoing recruitment agency visits.

4-H and Youth Development:

4-H is busy wrapping up the 4-H year that officially ends on September 30th and planning for the ‘New Year’. State Fair was an exciting time, with three members receiving Best in Show ribbons for their exhibits in the 4-H Youth Building. Additionally, many more ribbons were received by members showing animals. This year the 4-H End of the Year Trip will be to the Challenger Learning Center in Allegany. This will take place on October 19th. The 4-H Achievement Night will take place on November 8th. This is a special time in which members can be recognized for their accomplishments and we can celebrate our successes as a group. Some of the planning that includes exciting new workshops as well as some returning popular ones.

• In October alone we have two Feed Bag/ Tote Bag sewing clinics and a nitrate-free sandwich meat making clinic.

• We once again will be hosting the Pumpkin, Paperwork and Pizza Party/Open House in October. This continues to be popular event were members and those interested in becoming members can meet, learn about what is new and have assistance with filling out paperwork, decorate a pumpkin and enjoy some pizza!

Job and Life Skills Boot Camp (now Adulting Boot Camp (ABC)):

• Friendship, Genesee Valley and Bolivar Richburg interested in ABC for Fall of 2019

• Collaborating with AC Youth Bureau to fund a volunteer coordinator position

• Fileve Palmer, AmeriCorp VISTA position ended 8/29

Administration:

• Assisting CCE Wyoming as Interim Executive Director while search for new ED is ongoing • Regional SNAP Education Funding approved ($300,000) for Allegany, Cattaraugus and

Chautauqua counties – dealing with hiring to fill positions. • FT administrative assistant position posted • Planning for Belmont Tractor Show/Sport and Home Show

• Acting as Lead ED for Shared Business Network (9 counties sharing IT, HR and Finance oversight)

• Executive Leadership Conference September 25-26. Farm-to-School:

GRANTS • Not awarded: Grant proposal for $20,000 to hire a composting coordinator that will assist

Allegany County public schools and Allegany Arc with organic food waste management techniques. This grant is through the New York State Pollution Prevention Institute (NYSP2I) and is due on May 31.

CONFERENCES • Gave presentation for the 2019 Erie1 BOCES summer teacher conference. This was

held at Cuba Rushford CSD from August 6-8, and had a focus on agriculture. Description of sessions:

Dig Art! Cultivating Creativity in the Garden - 9 in attendance Do the Rot Thing: A Teacher’s Guide to Compost Activities - 9 in attendance Garden based STEAM successes in Allegany County - 13 in attendance

Cafeteria Manager’s perspective on Farm to School & Agricultural Education - 5 in attendance

• Farm to School Summer Training Session that was hosted by Farm to School Coordinators of CCE Allegany, Niagara and Erie Counties at Cornell Cooperative Extension of Erie County in East Aurora. 39 were in attendance at this training.

CAFETERIA MANAGERS • Developed a local procurement roadmap with Immaculate Conception School. This

incorporates purchasing from six Allegany County farms.

REGIONAL OUTREACH • Met with new Farm to School / Ag in the Classroom Coordinator for Cornell Cooperative

Extension of Cattaraugus County, Jesse Meeder and Franklinvile CSD Cafeteria Manager, Jeff Colburn to provide input on their farm to school plans.

• Allegany County Sheriff’s Department updates: Contractors for installing electricity and pouring a concrete pad for the outdoor freezer at the Jail have been chosen. The outdoor freezer has also been quoted and finalized. New York State Dept. of Ag and Markets have approved the changes to the original budget that were requested by Wellsville CSD. A new flash freezer, available through grant funding, was quoted and chosen by the Allegany County Jail. This order has been processed. Approximately 2,500 pounds of vegetables have been processed as of August 30 2019.

• Compiling a Year One publication for the Allegany County Farm to School program. Will distribute and publish online when completed.
