    Consider approving a special permit event for the Carmel-by-the-Glass event atDevendorf Park on Thursday, September 12, 2013 between the hours of 5:00 and8:00p.m.This will be the second Carmel-by-the-Glass wine tasting event at DevendorfPark. The first event on December 13, 2012 was very successful and filled thepark on a typically slow Thursday night in town. Richard Pepe, the organizer ofthe event, has requested the use of Devendorf Park for a second wine tastingevent and expects to have approximately 300-500 people in attendance.As proposed, the event will feature tables serving wine from approximately sevento 10 local wine tasting rooms; light classical music or soft ambiance backgroundmusic; lighting will also be installed for safety and ambiance; and small foodsamples from local restaurants will be provided.In accordance with Department of Alcohol Beverage Control regulations,attendees must be 21 years of age; all guests will be given a rubber stamp on theirwrist upon entering and must show stamp upon entering the venue each andevery time.Two parking stalls on Ocean A venue will be designated as drop-off and pick upof equipment and supplies for vendors. The event organizer will provide asecurity plan addressing all security issues at this event.The event organizer will assume all costs for city staff and other city relatedservices.Approve the event on the conditions that all permits are obtained and all otherrequirements are met; and authorize staff to issue the permit in accordance withCity policies and procedures. Ensure that applicant submits a letter of approvalfrom ABC. Should any of the conditions not be met, the event will not be held.

    Important Considerations:The City Council encourages events on Thursdays at Devendorf Park in order todraw visitors into town to extend their weekend stays. The first Carmel-by-theGlass brought lOO's of people into the City and provided a unique eveningexperience for attendees.

This event wouldhave each tasting room have a 12-foot table to have guests taste their wines, then hopefullyencourage the guests to visit their wine shops in person and purchase wines for take homepurposes. There will be soft live or recorded back-ground music playing as well as soft lightingfor safety. Mr. Pepe will make arrangements for continual trashlreycyle pickup as well asprovided restroom monitors and paper products.Guests will sign in and buy a tasting glass and have their hand stamped with proof of over 21required. All ABC licenses will be applied for and approved. Also, fencing will be placed atvarious entrances and exits of the park within the guidelines of the ABC. Security will beprovided by Mr. Pepe and identified as such.Small bite foods will be offered for guests. This will encourage guests to visit other restaurantsafter the event is over.
