SINCE November 2009, female employees of thePeard Real Estate Group have raised nearly $30,000through its Exclusive Ladies Affair for Breast CancerCare WA.

“ELA was established to empower, educate andbring women together in a positive and fun way toraise awareness of breast cancer and generate fundsfor the vital work of the Breast Cancer Care WA,”group marketing and design co-ordinator Katie Bulliedsaid.

She said 86 women attended last week’s Gold-classscreening of Bridesmaids, which raised $11,000 and

brought to $28,000 the total amount ELA had raisedfor the organisation.

“Our special guest speaker for the evening was Jo Kirk-er, who moved us with her inspiring story about her per-sonal journey with breast cancer,” Ms Bullied said.

Urgent call for stimulus measures to boost home building levels THE winter edition of the Western AustraliaState Outlook – the Housing Industry Associa-tion’s quarterly report card on the WA residen-tial sector – signals further deterioration forthe new home building market in 2011.

“It is clear WA’s new home building levels in2011 will be even more disappointing than wethought, and unfortunately WA is now runningsecond only to Queensland as the weakest newhome building market in Australia,” HIA’s WAexecutive director John Dastlik said.

“The new home building sector has been hit

hard by interest rate increases, not to mentionthe persistent rhetoric suggesting the need formore hikes, the ongoing credit crunch and arange of ongoing supply side obstacles, the fore-most being residential land supply.

“Conversations with WA HIA members con-firm what is being observed in the leading indi-cators for new home building; that is, the tra-jectory towards weaker building levels in WA isset to continue.”

Mr Dastlik said the WA Government neededto consider stimulus measures to boost build-

ing levels in the State, as well as address theissue of inadequate land supply.

“We now expect the volume of housingstarts in 2010-11 and 2011-12 to just scrape inabove the GFC-induced downturn in starts in2008-09,” he said.

“The post-GFC housing stimulus has goneand we are now looking at housing starts vol-umes returning to that same dangerously lowlevel only two years on.

“In calendar year terms, after a healthy24,550 starts in 2010, HIA forecasts that WA’s

dwelling starts will fall by 24 per cent in 2011 toa level of 18,700 before an improvement of 8per cent in 2012 to 20,160.”

Mr Dastlik said the outlook for renovationsinvestment in WA was healthier than the out-look for housing starts.

“Total investment in renovations in WA isexpected to grow by 4 per cent in 2010-11,off theback of a 16 per cent increase in 2009-10,” he said.

“This would take the value of renovationsinvestment in WA to $4.9 billion in annualterms – the largest result on record.” ■

Lacklustre market butone sector bucks trendREALMARK’S Scarborough and Floreat officesare flourishing despite the current lacklustrestate of the market, thanks to high demand forexecutive rental properties.

Realmark managing director John Percudanisaid an influx of people to Perth had contributedto the demand for rental properties in theseareas.

“The current market has actually increased thedemand for qualityrental properties,” hesaid.

“Scarborough andFloreat are always pop-ular with professionalcouples who are look-ing for rental propertiesthat offer a greatlifestyle and are stillonly a short drive tothe city.”

Mr Percudani saidthe Realmark team was expanding, with the addi-tion of new property managers for both the Scar-borough and Floreat teams.

This would allow Realmark to tap into

A COLLECTION of data is compiledand recorded to provide lenders with astatistical profile – a credit score – thatcould make or break a loan application,Smartline Personal Mortgage AdvisersState manager David Devenish says.

“Credit scoring could best bedescribed as a statistical judgement.

“Over many years of collecting datafrom file records, lenders are able toclearly see the type of loans that go intodefault – these statistical references showpatterns of account conduct that help thebanks to avoid risky lending.

“Credit scoring is one of the many pol-icy innovations we have seen in the lend-ing environment in recent times and theneed for advice and guidance from amortgage adviser comes to the fore.”

Mr Devenish said every field on a loanor credit application is recorded, collatedand scrutinised, so borrowers need toensure they complete the loan applicationthoroughly and understand what they are

doing. “Only a very select few within abank’s credit department know what goesinto determining how that bank deter-mines borrowers’ credit scores,” he said

“Literally, it can be a case of ‘computersays no’ – for borrowers who have hadtheir loan declined based on their creditscore. However it can be difficult to iden-tify the reason why. Mortgage advisers seethis all the time, so they can look at pat-terns and make a call about why thatmight be the case.”

Mr Devenish said that while the creditscoring formula was a tightly held secret, abenefit was that it was less exposed tomanipulation. “However, borrowers whoreceive decline notices will want to knowhow they can improve their credit score.

“Borrowers can consider a few funda-mentals such as ... maintaining a goodlength of employment or continuousemployment.

“And, with every field of an applicationunder such heavy scrutiny by the lenders’systems, it’s important to seek the adviceof an expert who is familiar with lenders’requirements to ensure you have the bestchance of securing finance.” ■

DESPITE a fluctuating market,Pindan project sales manager,Nick Shinner has gathered someadvice for investors to make themost of the current conditions.

Mr Shinner said that the funda-mentals of the Perth marketremained strong. “Taking advan-tage will take some skill andnerve, but I have a few importanttips for investors looking to capi-talise on their existing propertiessafely and sensibly.”

1. Formulate a strategy Many of the successful propertyinvestors have gotten away with-out a strategy, but a solid plancan help boost returns andreduce stress, particularly in asofter market.

Essentially, you need to workout what you want, or need, toachieve and then work out howto get there.

2. Sort your finances out Start with what you want to do,but realise you may have to reviseyour plans as property investinggenerally requires some savingsor usable equity in another prop-erty, the ability to service the

loan(s) and – a big trap many for-get about – meeting the cost ofany shortfall in maintaining theproperty.

3. Decide where to buy Look for areas where there aregrowth drivers such as strongpopulation and employmentgrowth, solid infrastructureinvestment, good amenities,lifestyle attractions and supplyconstraints.

4. Decide what to buyThe key to minimising risk in thecurrent market is to buy aroundor below the median price (forthe city rather than a particular

suburb as that indicator can fluc-tuate wildly).

For those with the time andinclination, superior profits canbe derived by renovating and/orsubdividing but higher income ortime-poor investors may be bestto buy new property with betterdepreciation benefits.

5. Decide when to buyIf you’ve done your strategy andfinances allow, go for it now asthere are some fantastic oppor-tunities. If the future follows thepast, buying something for$375,000 now should net you again of $375,000 in 10 years and$1,125,000 in 20 years. ■

Check that houseis legally built

THE vast majority of homebuyers have noknowledge of their legal liabilities or the finan-cial implications of purchasing a home withillegal building, Archicentre, the building advi-sory service of the Australia Institute of Archi-tects has warned.

According to Archicentre statistics, 29 percent of Australian homes inspected by Archi-centre Architects have some form of illegalbuilding.

Maureen Letter, Archicentre WA manager,said in extreme cases homebuyers could beforced to pull down or rectify illegal structuresand become legally liable for any injuriescaused to visitors or tradespeople.

“Most dangerous situations are where peo-ple have undertaken illegal wiring, plumbing,structural changes or the construction of bal-conies and decks on the property,” she said.

Ms Letter said that the harsh reality of theimpact of illegal building hit home when peo-ple went to sell their homes and found pur-chasers were requesting the appropriatepaperwork, including building permits, anddocumentation from licensed plumbers andelectricians certifying work done.

“Even if the home is sold to an unsuspectingbuyer with illegal wiring or illegal plumbing, anaccident caused as a result of the unregisteredand illegal work could place the buyer in courtfacing huge legal damages,” she said.

Ms Letter said the illegal building, whichcould cost the homeowner thousands of dol-lars, was a false economy because it coulddevalue the home and make it difficult to sell.

"If there is an accident at the home, such asa balcony collapse or a death by electrocution,investigations by authorities will ultimatelyturn up if the building work does not have theappropriate certification.”

Ms Letter said that, all homebuyers shouldask to check the paperwork and permitsbefore purchasing a home. ■

Celebrating a garden of togetherness

AT the intersection of Karrinyup and Huntrissroads, City of Stirling residents are sowing theseeds of community spirit and reaping therewards.

The Gwelup Crossroads Community Garden isa labour of love for the many locals and volun-teers who have forged friendships while workingtirelessly to transform Scarborough Church ofChrist’s land into a vibrant community food gar-den.

Their dedication, co-operation and passionhave ensured its success, with the garden’s recentexpansion from 11 plots to 64 allotments cele-brated during a festival.

Assistance from the City of Stirling, HealthDepartment, Now Green and Outcare alsoenabled the addition of a community meetingarea, pizza oven, fruit trees and art work, addingeven more life and colour to the 1400sq m organ-ic garden.

The project is the brainchild of Senior PastorPaul Sanders’ wife Dianne, who’s proven on morethan one occasion that she’s not afraid to get herhands dirty.

“I’d been involved with establishing a ‘garden-to-kitchen’ vegie garden when I was the Parentand Children’s Liaison Officer at NewboroughPrimary School and I loved the idea of peoplejoining together with a common purpose,” shetold Residential.

Mrs Sanders, who heads the garden’s commit-tee of community and church members, said theproject united people of all backgrounds and abil-ities, with the garden beds raised high to cater forpeople who use wheelchairs.

“The aim of the garden is to bring peopletogether and provide a place where they canshare their love of gardening and community,” shesaid.

“It is also a place of education, where we learnabout our environment and our impact on it.

“We believe it is important to acknowledge theland’s indigenous history and we will soon be

planting bush tucker plants.”While the new allotments have yet to yield

produce, some of the corn, silverbeet, carrots,potatoes and other vegetables grown in the origi-nal plots have been donated to the church’s com-munity cafe, which provides residents with a freemeal every Thursday night during the school term.

Mrs Sanders said many locals preferred to growfruit and vegetables in a Crossroads CommunityGarden allotment than their own back yard.

“Some people have little room on their prop-erty for a vegie patch, while others like to sharethe experience and meet people who enjoy gar-dening,” she said.

“For someone who’s not sure how to growvegetables, they may like to be where they canaccess the advice and experience of others.

“Some retirees like to socialise while enjoyingtheir hobby, and people from playgroups andschools like to teach children about the joys ofgrowing vegies and what they look like.”

Mrs Sanders said future garden plans included acompost system and food forest of bush tuckerplants and edible fruits.

Blossoming with community spirit, there’s littledoubt the Gwelup garden is one of the most valu-able pieces of land in the City of Stirling. ■

Progress noted on issue of pets EIGHTY per cent of renters in therecent rent.com.au survey (see storyabove) said they would own a pet ifallowed and 60 per cent said pet-friendli-ness affected their choice of rental.

Real Estate Institute of WA propertymanagement co-chair Michelle Aslandersays there is evidence of progress on theissue of pets.

She said advertisements of relevantproperties as pet-friendly were increas-ing.

“Communication between tenants and

agents is at the heart of most of the relat-ed issues,” she said.

“Tenants should contact agents, whooften know landlords individually, at theoutset with their wishes so that thesecan be passed on.”

The Australian Bureau of Statistics cal-culates that renters make up about 28per cent of the population.

More than 55 per cent of surveyrespondents said they rented because ofhousing unaffordability and more than 80per cent thought housing was unafford-

able, indicating most renters would pre-fer the stability and flexibility home own-ership provided.

Rent.com.au chief executive officerMark Woschnak said there would beincreasing pressure on landlords to pro-vide homes, rather than just bricks andmortar, for people. This would benefitboth industry and tenants.

“Having a good, long-term tenant willprovide many benefits and ensure aninvestment with a sound, reliable return,”he said. ■

Renters vent their frustrations in website survey

RENTERS want more for their money thantraditional rental arrangements provide, a newsurvey has revealed.

The website Rent.com.au, a national data-base of rental properties and related services,completed the Renters Unite and Have YourSay survey of 878 renters last month.

It showed renters felt frustrated with hous-

ing viewing, application, approval and rentingprocesses and their inability to personaliseproperties for longer-term tenancies.

Sixty per cent rated the open-house viewingsystem as “hard to very hard”, with more than68 per cent of respondents taking 9-12 weeksor longer to find accommodation.

Reasons included weekday inspections thatworking applicants or their partners could notattend, or that were too short and overcrowd-ed, preventing proper examination and consid-eration of the housing.

Renters also felt penalised by applicationfees, which they forfeit if their applications are

approved but then withdrawn even thoughthere is generally no provision for a secondinspection after approval.

They complained of lack of respect fromagents who did not return calls.

Real Estate Institute of WA property man-agement network co-chair Michelle Aslandersaid agents tried to be accommodating but hadto consider security issues when they madeviewing appointments.

She defended application fees, saying agentsspent time evaluating applications to ensureapplicants were genuine.

She understood the desire for second

inspections after approvals but doubted thesystem would change.

“It’s always been that way,” she said.She said discourtesy could work both ways;

her agents often made individual viewingappointments for people who never turned upor phoned to apologise.

The survey also highlighted the importanceof homeliness to renters, with 85.4 per cent ofrespondents saying they wanted more informa-tion on how to make their house into a “home”without involving the landlord or agent. Thisincluded being able to display art and photos,have a pet, and create or modify a garden.■
