Therefore, within this Global Refining Report, IIR hopes to shed some light on what is transpiring from a Refinery Operations perspective as the Global Refining Index (working with ADUs) illustrates what is happening to crude operationally available capacity and how refineries are de-rating and operating overall in these times. The Global Refinery Maps depict the COVID-19 Impact as well as the non-COVID-19 outages. Petroleum Refining Highlights May 22, 2020 Valero , today, May 22, 2020, restarted the 90,000 b/d Crude Combo unit that had been shut down since May 19, 2020, at its 180,000 b/d Houston, Texas refinery . Additionally, the 39,000 b/d Vacuum (Combo Unit) shut down for maintenance on April 30, 2020 and is restarting this weekend. The refinery continues at reduced rates due to the lack of fuel and product demand due to COVID-19 pandemic. May 22, 2020 Citgo Petroleum will continue with a planned maintenance turnaround, which started April 6, on the 100,000 b/d Crude (Sour) unit, associated Vacuum, 52,000 BBL/d Reformer C, and 60,000 b/d Delayed Coker 2 units at its 420,000 b/d Westlake, Lake Charles refinery through the first week of June. May 22, 2020 Bharat Oman Refineries Limited (BORL) continues to operate its 156,000 b/d Bina Refinery, India at approximately 60 percent, since May 16, 2020. Previously, since April 1, 2020, the refinery was derated by 15 percent due to low demand as a result of Covid-19 Pandemic. The units are expected to resume full throughput by June 3, 2020 (Previously Reported May 17, 2020). Major Units include lone Crude Distillation Unit, 15,250 b/d Reformer, 25,000 b/d Naphtha Hydrotreater, 7,800 b/d Isomerization, 42,500 b/d Diesel Hydrotreater, 51,000 b/d Hydrocracker and 35,300 b/d Delayed Coker Unit. May 22, 2020 IIR has confirmed Petrobras continues processing its 46,000 b/d Reman, Brazil refinery at 60 percent capacity due to Covid-19 pandemic. Units will remain at derate capacity until late June, 2020. May 22, 2020 Repsol Peru continues to run at lower rates its 110kbd La Pampilla, Peru refinery due to Covid-19 concerns. The 30kbd Distillation 1 and 24kbd b/d Vacuum 1 continue offline while the 80kbd Distillation 2 has been further reduced to 50kbd from the already 70kbd depressed rate level. IIR has learned that Repsol has also shutdown the 2,400 b/d Platforming and 2,800 b/d Unifining and will continue as such until the units planned turnaround which was accelerated from July and will now commence on June 15. The works are expected to last until late July. Separately, Repsol has decided to shutdown the 15,500 b/d FCCU and 36kbd Vacuum 2 units on June 15 due to the low demand and take advantage of the downtime to perform minor repairs during a 15-Day term. The remaining operational units are running at approximately 55 percent of normal capacity and Company expects to maintain those rates until early August. IIR continues to monitor and will issue an update when more information is available. May 22, 2020 Kar Group continues with unplanned derate at its 160,000 b/d Erbil Refinery, Iraq by 35 percent due to COVID-19 pandemic since March 28, 2020. Previously, it was reported to resume the normal operations by May 15, 2020, but now expects to reach full throughput tentatively by June 30, 2020. Major units in Kar Block 1 include the 20,000 b/d CDU 1, 20,000 b/d CDU 2, 9,000 b/d NHT 1, 6,000 b/d Reformer 1 and 2,500 b/d Isom 1. Major units in Kar Block 2 include the 30,000 b/d CDU 3, 30,000 b/d CDU 4, 9,000 b/d NHT 2, 6,000 b/d Reformer 2, 2,500 b/d Kerosene Hydrotreater Unit and 2,500 b/d Isom 2. While major units in Kar Block 3 include the 30,000 b/d CDU 5, 30,000 b/d CDU 6, 9,000 b/d NHT 3, 6,000 b/d Reformer 3 and 2,500 b/d Isom 3.
