1.0 Introduction

Indian Regional Navigation Satellite System (IRNSS) named as NavIC is ISRO’s

initiative to build an independent and regional satellite navigation system based on

a constellation of GEO and GSO satellites. The satellites are placed in two different

orbital planes; 3 satellites in the Geo-stationary orbit (GEO) and 4 satellites in the

Geo-synchronous orbit (GSO) with an inclination of 29º . One of the important

elements for NavIC is the NavIC User receivers. User Receivers are dedicated for

finding user position using NavIC satellites signals. Space Application Centre (SAC)

is responsible for development of NavIC user receiver. The technology for this is

already available with SAC in larger form factor. This is based on ZYNQ 7000 series

device. For the mass applications like vessel tracking, vehical tracking etc. needs a

small factor, low power and low cost receiver. SAC has already developed

prototyping units for these kind of receiver. SAC wants to develop small form factor

hardware for the same. As per different applications two different kinds of hardwares

are required. The only difference between both receiver is inclusion of GPRS/GSM

module for GSM connectivity. SAC invites capable Designers / Manufacturers of

similar products for development of the miniaturised NavIC User receiver. This

document provides primary level details and proposed basic components. The

vendors are required to provide their proposals for development and realization

plan/schedule of the receivers. It is mandatory for the Vendor to provide the

complete point-by-point technical and terms/conditions details in this format. The

vendors can provide their additional terms/conditions if any separately and clearly

2.0 Scope of work

The primary level scope of work is inclusive of the following :

REQ-1 Development of the NavIC receiver hardware for two types based on SAC

requirements.

REQ-2 Development of the NavIC receiver hardware based on SAC requirements, which

includes component selection, schematic capture, PCB layout, procurement of

components, fabricating of PCB and mounting components and test the receiver.

The block diagram of NavIC receiver is given in figure 1.

REQ-3 Design and fabrication of suitable and compact enclosure for Receiver. It should

provide proper RF shielding and EMI/EMC performance.

REQ-4 Preparation of FAT/ATP document, to carryout FAT in presence of ISRO officials

REQ-6 Development of NavIC receiver firmware is responsibilty of SAC

3.0 Functionality Description

The receiver is designed for two RF bands viz. L5 frequency, which is NavIC

frequency and L1 frequency which is GPS frequency. A Common phase centered

dual band patch antenna is connected to two RF inputs of the board. For GPS, L1

RF front end is available from maxim as max2769B which takes L1 frequency input

and gives ADC samples. It has inbuilt down converter and amplifier to provide

required gain including AGC. For L5 the RF chain is shown in figure 1. RFMD’s

RFFC2071 is used as up converter from L5 to L1 and given as input to max2769B.

A TCXO and clock buffer is used to provide reference clock to all three RF ICs. The

base band section consists of Xilinx’s ZYNQ7000 series XC7Z020 SoC. the device

has FPGA fabrics and two Cortex A9 ARM processors. It has QSPI flash, UART to

USB converter. Both RF sections are configured through FPGA over SPI lines. The

2-bit ADC samples are captured in FPGA section at 16.369 MHz clock from both

GPS module ICs. The acquisition and tracking of 7 NavIC and 12 GPS satellites is

achieved in FPGA section in conjunction with ARM processor. The PVT is

calculated in ARM processor and send to UART in NMEA format which is converted

to USB using CP2102/9 device. The board can be powered from USB if requirement

is less than 2.5W. The receiver should also take 5V DC from external DC supply in

case of battery operated mode. The receiver will be connected to MSS terminal for

vessel tracking which will transmit the position obtained on USB to centralized HUB

via satellite.

The second type of receiver will be used for land vehicle tracking. Sim800

GSM/GPRS module is included for GPRS connectivity for tracking of vehicle.

Remaining hardware will remain same.

SAC is working on a concept called eXecute In Place (XIP). In this the ZYNQ device

is booted from QSPI flash in eXecute In Place (XIP) mode. So that LPDDR can be

removed from the design. In this case the digital section will be without LPDDR2.

This will reduce complexity, size and power of receiver which in turn results in cost

reduction. Since this option is not yet proven SAC will like to go ahead with both the

options for development. Vendor has to provide quotation for both the options. The

decision will be taken at the time of placing purchase order.

REQ-8 Power supply

Total hardware should operate on single DC supply of 5V and all necessary supplies

to be derived on card. The card should also have an option to connect to battery.

REQ-9 Antenna

Antenna for GSM/GPRS Module is to be provided by vendor. For RF, SAC is

developing dual band small size active patch antenna with around 20 dbi gain. This

will be used with receiver. However, Vendor must quote antenna as optional item.

3.2 Functional Requirements :

REQ-10 Vendor has to use the ZYNQ device specified in RFP and for other parts vendor has

to select appropriate parts, which meet the specification.

REQ-11 The size, power and cost of receiver are of main concern. Vendor has to provide the

estimated size along with the offer.

REQ-12 JTAG interface and QSPI boot options for configuration.

REQ-13 FPGA and ARM processor programming has to be demonstrated.

REQ-14 Vendor has to demonstrate the performance of RF Section meeting the specifications

REQ-15 Vendor can proposed alternative RF section which meets performance and reduce

size and cost of receiver

REQ-16 For Type 2 GSM module with antenna and MicroSD card of 4GB (min) is to be

provide by vendor. Sim card is not the scope of this RFP.

REQ-17 The receiver must be packaged using suitable material.

3.3 Other Requirements

REQ-18 Vendor must be a reputed engineering company in existence for a minimum period of

5 years, with necessary technical facilities and experience. Provide details

REQ-19 Vendor must have experience to handle similar job for reputed clients. Provide

details.

REQ-20 Vendor has to demonstrate prototype within 10 weeks ARO at SAC

REQ-21 FAT/ATP document should be generated by vendor and approved by SAC

REQ-22 Vendor has to quote separately for supply of Schematics, PCB layout, Gerber files

etc. under design files title.

4.0 SAC/ISRO’s Responsibilities

REQ-23 SAC shall clarify vendor’s queries if any.

REQ-24 SAC shall review and clear all the stages of development i.e. components selection,

schematic, PCB, test results etc.

REQ-25 SAC officials will review ATP document prepared by the vendor and provide

feedback if any for finalizing the ATP document.

REQ-26 SAC officials may participate in FAT at vendor’s site / place before shipment and the

vendor shall communicate the schedule in advance to SAC/ISRO

5.0 Vendor’s Responsibility

REQ-27 Vendor has to capture schematic as per suggested configuration, using mandatory

parts and select other parts and get it approved from SAC

REQ-29 Procure all the components

REQ-30 Design and Fabricate the enclosure, approved from SAC

REQ-31 Deliver assembled receivers tested with mutually agreed test vectors

REQ-32 Vendor should have sufficient experience in the field of Mixed signal board

development and documentary evidence for the same should be provided in their

response. These details are inclusive of project team hierarchy with experience, in-

house test facilities related to development activities, details of requisite Test &

Measuring equipment, infrastructure, heritage, company profile etc. Vendors have

to provide all these details with valid & proper supporting documents.

REQ-33 Vendor has to prepare comprehensive FAT/ATP tests plan document and has to

submit to SAC/ISRO for review. Vendor has to carry out necessary

editing/modifications based on SAC suggestions/feedback after review for finalizing

ATP document. Vendor has to carry out all the tests as per the final ATP document

in presence of officials of SAC

REQ-34 After successful FAT, vendor should deliver PROTO receivers of both types for

further evaluation & qualification at SAC Ahmedabad. If any deviations in the

performance with respect to specifications if any found than vendor should

incorporate necessary modifications in the HW & SW design to meet the intended

specifications/performance. The units shall be delivered as per schedule given in

Table 2

REQ-35 Vendor Should test all the receivers as per ATP document and provide test results

for each receiver along with delivery of receivers

REQ-36 Vendor should strictly comply with the legal agreement of the contract, terms and

conditions laid down by ISRO in this RFP document for maintaining secrecy of all

the technical & non-technical materials, correspondence, hardware/ software details

etc.

REQ-37 During the evaluation of bids, ISRO at its discretion may seek any clarification from

the vendors of their bid. The request for clarification and the response shall be in

writing, if the response to the clarification not received within the stipulated period

then ISRO reserves the right to make its own reasonable assumptions/decision at

the total risk and cost of the vendor.

6.0 Development Plan

REQ-38 Following table 1 shows typical development plan. Vendor may agree / suggest their

development approach and milestones. Estimated delivery time is 16 weeks.

REQ-42 Format of Commercial Bid

It is mandatory for the vendor to submit Two part bid in the format specified below,

in two separate sealed envelopes, duly super scribed as follows:

Part 1: TECHNICAL AND COMMERCIAL BID

All the optional items should be separately listed and must be quoted.

Vendors must mention in this bid, all the items offered at cost, with the prices

masked.

Vendors must confirm that quotation submitted by them is as per specified

format

Vendor must provide the point-by-point compliance for all RIDs’ clearly

stating ‘Comply’ or ‘Non-comply’. Quote is liable to be rejected without

complying these requirements.

Part 2: PRICE BID:

Notes:

1. Each supplied item shall be warranted for 1 Years from the date of

acceptance.

2. Only one of the option will be selected at the time of placing the order.

7.0 Terms and Conditions

REQ-43 Vendor should quote cost for receivers and design files separately

REQ-44 All the software offered under this tender shall be provided with the original licensed

media, complete operating manuals as hard copies in English language

REQ-45 The vendor may seek/request for any clarification, if required before the submission

of the offer.

REQ-46 Validity of the offer shall be at least for 120 days from the date of opening of tender.

REQ-47 Any logistics support shall not be provided by SAC/ISRO to the vendor for

acceptance test at SAC Ahmedabad.

REQ-48 If the products are delivered beyond the time stipulated in the Order, the Purchaser

shall recover from the Contractor as Liquidated Damages a sum of one-half of one

percent (0.5%) of the Contract price for each calendar week of delay or part there-

of. The total Liquidated Damages shall not exceed 10% of the Contract price. The

Product shall be deemed to have been delivered only when all its component parts

are also delivered. If vendor does not deliver certain components in time, SAC will

consider the Product as delayed until such time the missing parts are also delivered

and accepted.

REQ-49 Vendor shall go through all the sections of the RFP document and provide a point-

by-point response for technical and commercial matters in compliance matrix along

with supportive documents. The vendor should bid after carefully examining all the

instructions, terms, conditions, requirements and specifications as mentioned in

RFP and tender notice. The bid should be precise and complete in all respects as

per the requirement of RFP/tender.

REQ-50 Since this is a specialized and new technological development activity and

considering criticality of requirements, ISRO reserves the full right to accept

or reject the commercially lowest or any other offer in whole or in part without

assigning any reason based on their technical competency, past experience

in this field, Infrastructure needed for such development work, company

profile, commercial offer, response in terms of point-by-point complied/non-

complied statement of each parameters reflected in this RFP, delivery

schedule and many other technical, non-technical & legal criteria laid down by

ISRO. Failure to furnish full information or submission of a bid not responsive

to this RFP and tender in any or every respect will be at the vendor’s risk and

may result in rejection of bid/offer. The Purchaser/ISRO is not bounded to

provide any reason or justification for the same. Selection of vendor will be

based on compliance of technical specifications and consideration of all

above criteria.

REQ-51 If found necessary then ISRO may invite selected or all the vendors for the

presentation/discussion including technical and commercial matters to assess the

technical competency related to this RFP/Tender, ISRO officials may visit vendor’s

site to verify vendor’s capability in all respect. ISRO may invite suitable vendor(s) to

provide Best And Final Offer (BAFO) within stipulated time

REQ-52 All the payments including advance payment (if any) will be made subject to

Performance Bank Guarantee issued by the Vendor valuing 10% of the total

contract value in the prescribed form issued by first class National or International

bank acceptable to State Bank of India towards bank guarantee with proper

validation period

REQ-53 The warranty, AMC , rejection, replacement, delivery schedule, on sites delivery,

liquidated damages, payment terms and rest all other terms and conditions laid

down in RFP & Tender must be applicable and binding to the vendor
