REQUEST FOR PROPOSALS AND QUOTATION FOR E-LEARNING LEARNING MATEIRAL DEVELOPMENT

1. OVERVIEW

Transnet Engineering (hereinafter referred to as a “client”), an operating division of Transnet SOC Ltd, is the backbone of South Africa’s railway industry with three product-focused businesses, 132 depots, six factories and 13,000 employees countrywide. The organization is dedicated to maintenance, repair, upgrade, conversion and manufacture of freight wagons, mainline and suburban coaches, diesel and electric locomotives as well as wheels, rotating machines, rolling stock equipment, castings auxiliary equipment and services. Transnet engineering (TE) as an advanced manufacturing division of Transnet SOC Limited is renowned for its strategic approach to building human capital. The development of people through flexible learning pathways that support mobility, professionalisation remains core to our business operations. Hence, to ensure that we remain a step ahead of our competitors and expedite our positioning in terms of becoming an OEM it is required that, TE urgently develops and implement, the E-learning material in the form of online video material, that can be published on a central online video library same style as YouTube.

2. DESCRIPTION OF TRAINING NEEDED:

Transnet Engineering is about to embark on a change management journey in support of the 20 2 1 strategy which requires professionalization of our services. Transnet Engineering has identified the need to move away from reliance on traditional classroom training to e-Learning and blended training environments; in order to better service and assist in managing capacity issues. Over 1,000 activities/skills were identified that are required to fulfil our manufacturing, maintenance and support services operations. We took into consideration the benefits and advantages of e-Learning, since these skills sit in various competency levels. To date due to legislative requirements, changes in technology, company branding, policies and procedures requires that we update our training material (existing e-Learning modules and the conversion of the technical training material) to cater for other multimedia facets like audio and video streaming, virtual learning, customised reporting and mobility etc.

3. SCOPE

Provide training for Transnet Engineering employees on functional competencies to ensure effective and sustainable improvement and productivity in the sustainability of the project. Transnet Engineering will also dictate the reporting format and/or system in which be given access to for the duration of the contract for consistency and standardisation purpose.

Transnet Engineering requires tools to satisfy the following:-

1. The e-platform (front-end)- a. Learning Solution Management Tool (LSO- SAP compatible) and Authoring Tool

(SCORM compliant). b. Initiate an end-to-end solution for developing and delivering e-learning

programmes as well as online video material.

2. The e-development (back-end) - Design, Develop and Configuration.

3. Redevelop internal resources to build Transnet in order to provide and coordinate centralized support for e-learning.

4. EXPECTED OUTPUTS

1. Enable the end-user to optimally utilise the learning solution.

2. Enable system user to customise and provide first level technical support to the learner.

3. Design and develop learning content for e-learning.

4. Create an environment for the end user to carry out self-help training.

5. REQUIREMENT 1 ROLL-OUT

1. Critical Skills Videos - Produce 300 videos of 1 hour duration each: a. 100 Videos delivered by end April 2017. b. 100 Vides produced by end August 2017. c. 100 Videos produced by December 2017.

a. Videos must address but not limited to :

Outcomes of the required skill whick detailed including safety aspects and technical specificications.

Use still photographs and 4D animations of actual operations, reallife activities with clear narration and computer simulations (cutting, stripping, welding, bending, joining, assembly, testing, computer capturing ect) See Example 2 on page 9 of 12

Must have online functionality and compatibility with mobile devices connected to intranet, wifi and hotspot capabilities (Smartphone, Tablet, Laptop, Computer) See Example 2 on page 9 of 12.

The learning portal must be hosted within Transnet /TE hosted server environment and to be accessible country wide by SoE Practitioners and end users.

2. Apprentice and SAP Functional E-Learning Tool (Theorical)

Enable multi-media functionality. o Computer-controlled integration of font, graphics, drawings, still and moving images

(video), 4D animation, audio, and any other media where every type of information can be represented, stored, transmitted and processed digitally.

o Voice-over facilities.

o Video manufacturing facilities.

Tool to have gate-keeping and logging capabilities.

Tool to have selection of multiple Functional/Technical dictionaries, Annexures and Glossary embedded into the content and/or assessment tool.

The solution to withstand technology changes over time without costly redesign, reconfiguration or recoding. No modifications to the learning object will be required in order for it to function even as software systems and platforms are changed or upgraded.

A learning object to be developed to meet the minimum SCORM standards which should remain usable in any SCORM-compliant learning management system into the future; regardless of the changes to technology or developments within the SCORM standard itself

Tool to enable continuous version control. Transferred the necessary knowledge and skills from consultants to Transnet

Engineering to enable the business to take ownership of the usage of the Learning Solution.

Determine the maintenance strategy and process of the learning material.

Introduce full scale virtualised training and assessment.

Tool to update reporting data required within SAP environment. This tool should be hosted within Transnet /TE hosted server environment and to be

accessible country wide by SoE Practitioners and end users.

6. REQUIREMENT 2 ROLL OUT

Tool to design, develop and execute virtual training and assessments. Enable assessment moderation by the responsible Educational Training and

Development Practitioners (ETDPs) Enable customisation of learning material and assessments.

Reporting requirements. o Tool to be able to send feedback workflow to end-user (computer based and

non-computer users): Assessment Feedback to the Assessor. Assessment Feedback to the Trainer for remedial purpose. Feedback to the Assessment Designer. Tool to bookmark current chapter.

Implementation of Mobility Integration – the usage of tablets for assessments. 50 assessement questions per 100 hours of video time and must be randomised

Prior to the roll out of the programme it will be required that the service provider conduct the base-line assessment.

Progress reports as determined by Transnet Engineering

Support provided by the provider in ensuring that Transnet Engineering completes the project at required time with relevant competencies and effective implementation where applicable

8. TARGET GROUP

The targeted audience for these project are support services.

9. ELIMINATION PROCESS

Transnet Engineering will evaluate the documented proposals and conduct a short listing. The short listed provider/s will be required to make a presentation on their proposals at Transnet Offices in Pretoria at an agreed upon date. The successful provider will be informed as soon as practically possible thereafter. Transnet Engineering retains the right to withdraw the provider from the selection process at any stage it deems necessary without any legal obligations whatsoever to the providers that forwarded proposals. Transnet Engineering is under no obligation whatsoever to accept the cheapest proposal, or any submitted proposal for that matter. Since Transnet Engineering philosophy is to promote and support emerging and Black owned businesses, SMME and wholly owned BBBEE providers that comply to the above will be an added advantage. A site visit is the prerogative of the provider.

5. COMMENCEMENT

This kind of intervention is required by business urgently to drive its strategy of being -. Therefore the successful provider will commence with the intervention as soon as practically possible after the proposal deadline and providers are expected to deliver the services in terms of this specification within a short period upon adjudication date with tangible results.

6. COSTING STRUCTURE:

7. PAYMENT AND RETENTION FEE

Payment will be made in equal payments as agreed upon in the delivery contract and SLA with the final payment being the retention fee which will only be paid once the favourable post evaluation documents as per the measurement criteria and the accredited certificates of the successful candidates are completed and received from the selected provider.

9. DELIVERY CONTRACT
