pages, we’ll explain what the positions are,
who holds the key ones in your area – and
why they matter.
What are regional schools commissioners?Regional schools commissioners (RSCs)
are part of the government’s new “middle
tier” of accountability for academies,
including free schools.
An RSC has been appointed for each of
eight regions in a move that recognises
that as the academies programme grows,
decisions can’t all be made in Whitehall.
RSCs – described by some as mini-
secretaries of state – took up their
positions in September, and have a
number of responsibilities.
1. They are responsible for monitoring
the performance of academies and taking
action to tackle underperformance,
offering advice and challenge when
needed.
2. They have a role supporting the
academy programme by boosting the
number of sponsors in their region. It
is unclear at present how this will be
achieved, but it is thought outstanding
schools could be encouraged to become
sponsors.
3. the commissioners will make
recommendations on whether a free
school application should be approved
– though the decision still lies with
ministers.
Besides these roles, RSCs approve
changes to academies that are already
open (for example, where two academies
are to merge), and can give the thumbs-
up or down to local authorities’ choice of
sponsors for new academies.
RSCs currently have no role in tackling
underperformance in maintained schools.

Who are the regional schools commissioners?Some RSCs, such as Sir David Carter in the
south-west, have come from a background
of leading an academy trust, while others
have come direct from headship. One
came from the civil service. Only two of
the eight are women.
We’ll introduce each commissioner in

What are headteacher boards?The boards are the second part of the new
“middle tier”. Each region has one board
to support the RSCs in carrying out their
responsibilities.
There are three different types of
headteacher board (HTB) member, though
each has equal status.
Elected: Four heads were elected to each
board at the start of the summer. To stand,
heads had to lead an academy rated at
least good by Ofsted, with outstanding
leadership and management, or to have
done so in the past two years. All academy
principals in the region were eligible to
vote.
Appointed: Appointed members are
chosen directly by the RSC, who leads the
board. Some RSCs have used this freedom
to bring in people from outside the ranks
of heads and academy trust executives in
their region – businessmen and women,
for example.
Co-opted: All HTBs can co-opt up to two
members. Some have done this already,
while others are working out what skills
gaps might need filling.
Why do RSCs and HTBs matter?They are already having an impact and
are likely to become a firm fixture in
the education landscape in the coming
months. In October, for example,
Academies Week reported that the HTB
for the east Midlands and Humber region
vetoed a local authority’s choice of
sponsor for a new academy.
RSCs are the public “face” of academies,
charged with promoting their benefits.
Their profile is rising as they increasingly
give speeches or appear in the press.

Heading up the team of regional
schools commissioners is Frank
Green – who serves as the overall
‘schools commissioner’. His role is an
external facing one and includes promoting
the benefits of free schools and academies,
leading communications between the
Department for Education and the public,
nurturing potential school sponsors who
might work anywhere in the country, and
working closely with ministers to develop the
free schools and academies programme.
Mr Green has been in position since
February 2014 and was previously Chief
Executive of an academy trust for 5 years.
In June 2013 he was awarded a CBE for his
services to education.
In the past he headed one of the first
specialist schools, and pioneered one of the
first headteacher email networks. He has
written about educational innovation and
authored a book “The Head Teacher in the 21st
Century”.
In an exclusive interview with Academies
Week Mr Green said that he took the role
“because I could influence more children’s
lives than in my previous role. There would be
no other reason to do it”.
