Whereas the Government has notified a“Scheme to provide Grant to the institutionfor Long Term Project in the field of Art &Culture (Sarjansheel)” vide notification dated15-04-2008 & 14-01-2009 and published inthe Official Gazette, Series I No. 5 dated02-05-2008 & Series I No. 43 dated 22-01-2009,Series I No. 18 dated 31-07-2014 & Series INo. 15 dated 09-07-2015.

And whereas Government desires to amendClause 1 (ii) of the “Scheme to provide Grantto the institution for Long Term Project inthe field of Art & Culture (Sarjansheel)” inpublic interest.

Now therefore the Clause 1(ii) of the“Scheme to provide Grant to the institutionfor Long Term Project in the field of Art &Culture (Sarjansheel)” is amended to readas under:

“1(ii) This scheme shall come into forcefrom the date of its publication in the OfficialGazette and shall remain in force upto31st March, 2018”.

4(72)/2013/Bill for TSP/SCSP Scheme/341

The Government is pleased to formulate the“Scheme for Empowering Scheduled Tribe//Scheduled Caste (ST/SC) Communities usingInformation and Communication Technology(ICT) Tools through 40 IT Knowledge Centres”operated by M/s Infotech Corporation of GoaLimited (ITG) under Tribal Sub Plan (TSP) andScheduled Caste Sub Plan(SCSP). The schemeshall be under Administrative Control of theDepartment of Information Technology,Porvorim. The scheme is annexed herewithas Annexure–I.

The above scheme had come into forceduring the Financial Year 2010-2011 and thevalidity of the scheme was initially for a periodof 3 years w. e. f. Financial Years 2010-2011to 2012-2013. However, the scheme wasimplemented by M/s ITG w. e. f. June, 2011.Further, the Government had extendedits implementation for fur ther period of3 years w. e. f. Financial Years 2013-14 to2015-2016.

Now, the Government has extended itsimplementation for a further period of 3 yearsw. e. f. Financial Years 2016-17 to 2018-19.

The Grant-in-aid shall be released toM/s ITG as per the scheme, immediately afterissue of this Notification.

This is issued with the approval bythe Hon’ble C.M./Minister (IT), vide U. O.No. 600/F dated 01-03-2016 and also hasthe concurrence of the Finance Departmentvide their U. O. No. Secy. Fin/236/F dated01-03-2016. The Cabinet has also approved thescheme vide decision taken in its XXXIstCabinet Meeting of the Council of Ministersheld on 20-05-2016.

ANNEXURE–I

Scheme for Empowering ST/SC Communitiesusing ICT tools through 40 IT

Knowledge Centres

1. Objective.— The objective of this scheme isto “Empower ST/SC Communities using ICTtools” by providing IT skilled based trainingprogrammes in the State of Goa which will helpto acquire desirable IT skills.

2. Scope.— The Department has set up 40 ITKnowledge Centres (ITKCs) through M/s Info TechCorporation of Goa Limited (ITG), located at variousUrban, Semi-Urban and Rural areas which providevarious IT related courses right from BasicComputer Course to Diploma Courses which willhelp citizens to acquire desirable IT skills.

This scheme will be applicable in all the aboveIT Knowledge Centres where the studentbelonging to Schedule Tribe and Schedule CasteCommunity shall be eligible for taking up anycourses of their choice available in the ITKCs.

The Department of IT will provide a Grant-in--aid to M/s ITG on yearly basis for providingtraining to ST/SC Communities and M/s ITGwould submit Utilization Certificate and otherrelated documents as per enclosed form.

3. Coditions for scheme.— (1) The scheme isapplicable for the courses offered by the 40 ITKCCentres set up by ITG.

(2) A student will not be considered to availthe benefit for same course in multiple ITKCs.

(3) The applications from the student will besubmitted to ITKC Centres through which theywould like to take the courses.

(4) The candidates can choose any of thecourses from the list of courses available inITKC.

(5) The annual income of the parent or guardianof the student shall no exceed Rs. 1.50 lakhfrom all sources.

(6) 15 years Domicile Certificate or ResidenceCertificate issued by competent authority.

4. Procedure for applying.— (i) An applicationof the student should comprise:–

(a) One copy of application form as prescribed.

(b) One copy of passport size photographwith signatures of the student thereon.

(c) An attested copy of Caste Certificate/Social Status Certificate issued by the DeputyCollector, in case of student belonging to SC/STCommunities.

(d) An attested copies of EducationalQualification.

(e) Birth Certificate.

(f) 15 years Domicile Certificate or ResidenceCertificate issued by Competent Authority.

(g) Income Certificate issued by CompetentAuthority.

5. The list of courses to be taken is Annexed,however, as and when the courses in ITKC areadded, the same will be made available underthis scheme.

6. Relaxation and Interpretation.— TheGovernment through Department of InformationTechnology shall relax/interpret any of theclauses/condition in the scheme and the decisionof the Government shall be final and bindingon all parties.

Procedure for applying for the TSP/SC SPScheme:

An application for admission for Computercourses conducted by IT Knowledge Centersshould comprise.

1. One copy of the application in the prescribedform.

2. One copy of the passport size photographwith signature of the student thereon.

3. An attested copy of caste certificate/socialstatus certificate issued by the Deputy Collector.

4. One attested copy of certificates, diploma,degree etc. in respect of all examinationspassed.

5. Birth certificate/proof of Goan origin.

6. 15 years domicile certificate or residencecertificate issued by competent authority.

1. Introduction.

1.1 Goa, has had a history of numerous rulerswho ruled from the third century onwards upto 1961. The rulers included the Bhojas, theMauryas, the Yadavas, the Bahamanis, theMarathas and the Portuguese. In 1961, Goawas liberated from the Portuguese rule and bythe 12th Amendment Act of 1962 to theConstitution, Goa, along with Daman and Diubecame a part of the Indian Union. Withnumerous rulers changing in Goa, the local selfGovernment institution did not undergo anymajor changes.

Goa has a unique history of institutions oflocal self government dating back to ancienttimes. Descendents of ancient settlers ofthe villages, called Gaunkars, organizedthemselves into “Communidades” or“Communities” which functioned as anautonomous unit of village administration. TheGovernment was vested in the assembly of

elders of each clan or Vangor. Members ofCommunidades consisted of (i) Zoneiros (ii)Acsaocars (iii) Gaonkars. The primary activityof the Communidades was leasing out theircommonly held agricultural land, orchards,ponds, through auction. The income wasutilized to fund common services for the villagelike those of priests, barbers, construction andmaintenance of markets, halls, etc. This villagegovernance was allowed to exist alongside thePortuguese administrative machinery.

1.2 Nature and context of decentralizedplanning in the state: Goa has a population of14.58 lakhs as per Census 2011. Goa has hada history of decentralized form of localgovernment which existed for hundreds ofyears known as the gaunkari system.

1.3 Goa, Daman & Diu Gram PanchayatRegulation, 1962: Goa along with Daman & Diuwas liberated on 19-12-1961 from Portugueserule. After liberation, the President of Indiapromulgated the Goa, Daman & Diu GramPanchayat Regulation, 1962 under Article-240of the Constitution of India. The said Regulationprovided for setting up of a single tierPanchayati Raj system in the Union Territoryof Goa, Daman & Diu. Thus, for the first time,the Panchayati Raj Institutions (PRIs) came intoexistence in the Union Territory of Goa, Daman& Diu in the year 1962. As per the saidRegulation, one seat was reserved for womanin every six Gram Panchayats.

There were three types of Panchayats having5, 7 and 9 members depending upon thepopulation. The term of the Panchayat was forfour years. The Panchayati Raj (PR) systemwas functioning well since its inception andelections were held regularly in Goa.

1.4 The Goa Panchayat Raj Ordinance 1994:In terms of Article 243-N of the Constitution ofIndia, every State was required to amend thelaws relating to PRIs within one year of the73rd Constitutional Amendment. Therefore, tocomply with the said mandatory provision ofthe Constitution the State of Goa promulgatedan Ordinance namely, The Goa Panchayat RajOrdinance, 1994 on 20-04-1994. The Ordinance

was converted into Bill, namely the GoaPanchayat Raj Bill, 1994 and the same wasintroduced in the Goa Legislative Assemblyon 25-05-1994.

1.5 The Goa Panchayat Raj Act, 1994: TheGoa Panchayat Raj Act, 1994 was assented toby the Governor of Goa on 09-07-1994. Thesalient features of this Act are:

! Adoption of a two tier system at theDistrict and Gram Panchayat level.

! Empowerment of Gram Panchayats andGram Sabhas.

! Imposition of collection of taxes for financialsustainability of Gram Panchayats.

! Compulsory elections to PRIs once in fiveyears.

! Reservation of seats and executivepositions for Scheduled Castes/ScheduledTribes (SCs/STs)/Other Backward Classes(OBC).

! Reservation for Women.

! Constitution of Goa State FinanceCommission.

! Constitution of the Goa State ElectionCommission.

! Constitution of the District PlanningCommittees (DPC).

1.6 Two tier system of Panchayati Raj in Goa:Goa has a two tier of local bodies, at the Districtlevel and the Gram Panchayat level. There aretwo Zilla Panchayats and 190 Gram Panchayatsin Goa. The State has two districts and twelvetalukas. The Gram Panchayats are located incoastal areas, middle semi developed areasand hilly areas.

1.7 Population at the Gram Panchayats:The Gram Panchayats comprises ofrevenue villages and are constituted andclassified in four categories as per thepopulation in the villages. The classificationis as under:—

1.8 The Goa Panchayat (Constitution, Powersand Functions of Ward Development Committeesand preparation of Annual Development Plan)Rules, 2008: The Directorate of Panchayatsnotified The Goa Panchayat (Constitution,Powers and Functions of Ward DevelopmentCommittees and preparation of AnnualDevelopment Plan) Rules, in 2008 to enableGram Panchayats prepare their GramPanchayat Development Plans by consoli-dating the sectoral/ward plans.

Under these rules, each Gram Panchayat hasto constitute Ward Development Committee(WDC). Under these rules, it was provided toidentify the areas/sectors in the villages suchas agriculture, health, etc.; study the status ofthese sectors and suggest projects. Similarlyit was also provided to identify the sourcesof funding of these activities needed andalso the agency which would undertake thework. This would be a comprehensive planfor five years and break up of activitiesyear wise had to be projected.

1.9 The Fourteen Finance Commission (FFC)Award:

1.9.1 Basic Grant: As per the FourteenthFinance Commission, the local bodies arerequired to spend the grants only to the basicservices within the functions assigned to themunder relevant legislations. The grants thatwill be released under FFC shall go to GramPanchayats without any share for other levels,that are directly responsible for the deliveryof basic services such as including watersupply, sanitation including septage

management, sewerage and solid wastemanagement, storm water drainage,maintenance of community assets,maintenance of roads, footpaths and street--lighting, and burial and cremation grounds.The earmarked basic grants for GramPanchayats shall be distributed across theentities using 2011 Census population witha weight of 90% and area with a weight of10%.

1.9.2 Performance Grant: The PerformanceGrant will be provided based on receipts andexpenditure received through audited accountsand improvement in own revenues. ThePerformance grants shall be released the nextyear based on the following criteria:

(i) The Gram Panchayats shall utilize 80%of the Basic grants and shall submit theUtilization Certificates along with the list ofactivities performed and such other reliabledata as may be required.

(ii) In case 80% of the Basic grants are notutilized, then 80% of the physical activitiesshall be completed.

(iii) The Gram Panchayat shall enhancethe revenue collection at least by 5%every year.

(iv) Every Gram Panchayat shall updatedata in the IT enabled software.

(v) The Gram Panchayat shall submitaudited annual accounts of preceding yearin which they seek to claim performancegrant. (Example: to claim performance grantfor the year 2016-17, audited accounts forthe year 2014-15 are required to besubmitted).

1.10 The need and rationale for a GramPanchayat Development Plan throughparticipation: The Global Human DevelopmentReport 1993 states that ‘We have to weavedevelopment around people, not people arounddevelopment. And we have to ensure thatdevelopment cooperation focuses directly onpeople, not just on nation-states’.

The Constitution Amendment relating toPanchayats for greater participation of thepeople and more effective implementation ofrural development programmes mandatespeople centered and people oriented planning.Therefore Gram Panchayats shall prepare theGram Panchayat Development Plan byparticipatory planning process, as is requiredunder Fourteenth Finance Commission.

1.11 Strategy for Gram Panchayat Planning:The mandate for all the Gram Panchayats is toprepare their respective Gram PanchayatDevelopment plans. The Gram Panchayats shallutilize the funds available under the resourceenvelop for improving the quality of basicservices such as health, drinking water,sanitation. The focus of Gram Panchayat willbe on maintaining cleanliness and sanitation(liquid or solid waste management) andimproving delivery of basic services. In orderto achieve this, the following steps are requiredto be undertaken at various levels:

1.11.1 Gram Panchayat level: (a) ConstituteStanding Committees as mandated under theGoa Panchayat Raj Act, 1994.

(b) Activate the functional committeesalready constituted at the Panchayat level.

(c) Constitute the Village DevelopmentCommittee to prepare Gram PanchayatDevelopment Plan.

1.11.2 At Block level: (a) The BlockDevelopment Officer shall take steps toconstitute the committees as required underpara 1.13.1.

(b) He shall submit the compliance ofconstitution and functioning of the committeesin the Gram Panchayats to the Directorate ofPanchayats by 5th of every month.

1.11.3 At the State level: (a) Capacitybuilding of all the stakeholders in participatoryplanning process and thereby assist theGram Panchayats in preparation of theGram Panchayat Development Plan incollaboration with Goa Institute of PublicAdministration and Rural Development.

(b) Strengthen the monitoring mechanismsat the Gram Panchayat and Block level forimplementation, execution and completion ofplans.

1.12 Intensive cum universal roll out approachto preparation of Gram Panchayat Developmentplans at Gram Panchayat:

1.12.1 An extensive as well as intensive rollout approach to Participatory planning will beundertaken in the process of preparing GramPanchayat Development Plans.

1.12.2 The State Institute for Training i.e.GIPARD will create the environment forintensive and extensive approach ofparticipatory planning through capacitybuilding.

1.13 Livelihood support: The Central andState Sponsored Schemes shall form animportant component of Gram PanchayatDevelopment Plan for promoting livelihoodsupport in rural areas.

1.14 Legal empowerment of the GramPanchayats: The Goa Panchayat Raj Act, 1994gives powers to the Gram Panchayats.

(a) Section 6 lays down the functionsof Gram Sabha.

(b) Section 60 to section 115 provides thefunctions, duties and powers of the GramPanchayats, Sarpanch and Dy. Sarpanch.

(c) Section 47, 47B and 113A provides forexecutive powers, functions, duties andresponsibilities of the Gram PanchayatSecretary.

(d) Section 47A provides executivepowers of the Sarpanch.

(e) Functions are attached to the Actin Schedule–I comprising of para 28 andpara 29 which empowers them to performfunctions as may be entrusted.

(f) Section 60 provides the functionsspecified in Schedule–I to be performed bythe Panchayat.

(g) Section 62 provides that thePanchayats shall have powers to do all theacts necessary for or incidental to thecarrying out of the functions entrusted,assigned or delegated to it, to exercise allpowers specified under the Act withoutprejudice to the other powers.

1.15 Definitions: (i) ‘Act’ in these guidelinesrefers to the Goa Panchayat Raj Act, 1994.

(ii) “Standing Committee” means theStanding Committee constituted in terms ofsub-section (1) of section 63 of the Act.

(iii) “ward” means the ward of a Panchayatformed in accordance with the provisions ofsub-section (3) of section 7 of the Act.

Words and expressions used but are notdefined in these guidelines shall have thesame meaning respectively as assigned tothem in the Act.

2. Identifying Resource Envelope of theGram Panchayat.

2.1 Mapping administrative capabilities ofthe GPs:

2.1.1 Functionaries under the GramPanchayats: Chapter–IV of the GPRA, 1994contains the staff of the Panchayat.Government has specified the staffing pattern,the scales of pay and mode of recruitment ofstaff of Panchayat. The Panchayat may alsoappoint other employees of the Panchayatwith the prior approval of the Chief ExecutiveOfficer of the Zilla Panchayat.

State Government provides technicalsupport by appointing Junior Engineers atblock level exclusively for panchayat works.Besides this a Gram Rozgar Sahayak fromMGNREGS and Talathi from RevenueDepartment are appointed.

At the block level, there is a BDO, Extensionofficer for Gram Panchayats in a Block andother supporting staff for administration

work. (Head clerk, UDC, LDCs and peons) atthe District level there is one Dy Director ofPanchayats and support staff.

2.1.2 Classification of Staff Strength: (a) AClass Panchayats three clerks and one peon.

(b) B Class Panchayats two clerks andone peon.

(c) C and D Class Panchayats one clerkand one peon.

In addition to above staff the Panchayatmay appoint:—

(i) One pound keeper in case ofestablishment of a cattle pound by thePanchayat;

(ii) One driver for the vehicle, (if thePanchayat is in possession of the vehicle);

(iii) One Librarian and one LibraryAttendant, in case of establishment ofVillage Library by the Panchayat.

2.1.3 Understanding the gaps in theexistence of functionaries and functions:Presently the line department staff such as theAnganwadi worker, health worker, agricultureextension officers, Programme Officers ofDRDA, etc. are under the control of therespective departments. These functionariesshall assist in preparing the Gram PanchayatDevelopment Plan and execution of projectspertaining to line departments. Hence thepanchayat has no role to control or to monitorthe nature of activities of these departmentsin the village.

2.2 Financial powers of the Gram Panchayatto impose and collect taxes:

2.2.1 Under the Goa Panchayat Raj Act,1994, section 153 empowers the VillagePanchayat to levy taxes, rates, etc.

2.2.2 Section 154 of the Act empowersto Panchayat to recover taxes and otherdues.

2.2.3 The Government has also framed thefollowing rules to impose taxes, fees and otherdues and its recovery.

(a) The Goa Panchayat Raj (Impositionof taxes, fees and other dues) Rules, 1998.

(b) The Goa Panchayat Raj (Recovery oftaxes, fees and other dues) Rules, 1999.

2.3 Financial Resource Envelope:

2.3.1 Gram Panchayat wise extent ofFinances available: The following finances areavailable with the Gram Panchayat.

(a) Own Source Revenue (taxes).(b) Fees.(c) Garbage Menace Tackling grants.(d) Grants in Aid released by State

Governments.(e) Matching grants.(f) Grants to Gram Panchayats with SC

dominated population.(g) Grants to Gram Panchayats with ST

dominated population.(h) Grant in lieu of octroi.(i) MGNREGS funds.(j) Any other funds from Centrally spon-

sored and State sponsored schemes.

2.3.2 Besides above, the Gram Panchayatswill receive grants under the FourteenthFinance Commission.

2.3.3 Funds from various schemes throughconvergence.

2.3.4 The major portion of own sourcerevenue, fees and State Finance grants areutilized for infrastructure development ofvillage.

2.3.5 The entire resource envelope shall beshared into Part-I, Part-II and Part-III of theGram Panchayat Development Plan.

The taxes and non taxes at the Panchayatlevel will comprise of:

(1) Taxes;

(i) Property tax reform, (ii) Advertisement tax,(iii) Entertainment tax,(iv) Enhanced ceiling on profession tax, (v) Betterment tax.

(2) Non taxes; (i) Revenue from productive assets, (ii) Sharing income from royalties,(iii) Compensation to local bodies for civic

services provided to governmentproperties,

(iv) Service charges.

2.3.6 Resource Envelope of Part-I shallconsist of:

(a) Garbage Menace Tackling Grants.(b) MGNREGS funds (permissible projects).(c) Own Source Revenue (percentage to

be determined by Village DevelopmentCommittee).

(d) Fourteenth Finance Commission funds.(e) Contributions received exclusively for

Part-I of the Gram Panchayat Develop-ment Plan.

2.3.7 Resource Envelope of Part-II shallconsist of:

(a) Own Source Revenue (Percentage tobe determined by Village DevelopmentCommittee).

(b) Fees.(c) Grants in Aid by State Government.(d) Contributions received exclusively for

Part-II of the Gram Panchayat Develop-ment Plan.

2.3.8 Resource Envelope of Part-III shallconsist of:

(a) Funds made available by line depart-ments, such as tribal sub plan, etc.

(b) Contributions received exclusively forPart-III of the Gram Panchayat Develop-ment Plan.

2.4 Communication of relevant flows:

2.4.1 The resource envelope will becommunicated to Village Panchayats byadministrative orders.

2.4.2 The funds received under theFourteenth Finance Commission Grant will bemade available to the Village Panchayatswithin fifteen days from the date of receipt bythe State Government.

2.5. The Fourteenth Finance Commission(FFC):

2.5.1 The grants are earmarked underFourteenth Finance Commission over aperiod of five years beginning from 2015-16to 2019-20.

2.5.2 The basic grants i.e. 90% of total grantsearmarked for each Gram Panchayat for theyear 2015-16 will be released on approvalof the Gram Panchayat Development Planfor the year 2015-16.

2.5.3 The Performance grant i.e. 10% of totalgrants of the year 2015-16, will be released inthe financial year 2016-17 on fulfillment ofcriteria for release of performance grants.

2.5.4 The basic grants i.e. 90% for the year2016-17 will be released on approval ofGram Panchayat Development Plan for theyear 2016-17. The Gram Panchayats arerequired to prepare and get approved theGram Panchayat Development Plan for2016-17, by 20th March, 2016.

2.5.5 The release of Basic and Performancegrant for the five year period from 2015-16to 2019-20 will be based on the preparationand approval of Gram Panchayat DevelopmentPlan and fulfillment of criteria for release ofPerformance grants.

3. Environment Generation.

3.1 The environment generation shallconsist of two levels:

(a) At the State level;

(b) At the village level.

3.1.1 Overall awareness generation in theState:

Awareness generation about participatoryplanning process shall be undertaken with theassistance of the Department of Informationand Publicity for wide dissemination.

3.1.2 A detailed media plan will be preparedwith the assistance of the Department ofInformation and Publicity.

3.1.3 Plan of activities and responsibilitymatrix is annexed to these guidelines.

3.1.4 Specific Gram Panchayat level capacitybuilding: The overall awareness about theparticipatory planning process at GramPanchayat shall be through the following:

(a) Sensitization to all ElectedRepresentatives – both the Gram Panchayatsand the Zilla panchayats.

(b) Sensitization to all Gram Panchayatsand related line department functionaries.

(c) Sensitization of all committees at theGram Panchayat level.

(d) Awareness in villages throughhoardings, banners, pamphlets, brochures,announcements in Churches and Temples.

(e) Skits, plays and folk art with the helpof art and cultural groups, students, NSSand academic institutions.

(f) Awareness sessions in all educationalinstitutions.

(g) Use of technology and socialnetworking sites wherever possible.

(h) Awareness of the youth and womenthrough Self Help Groups, Mahila Mandals,Yuvak Mandals.

3.2 Letter and advisories:

3.3.1 The funds received under theFourteenth Finance Commission Grant willbe made available to the Gram Panchayatswithin fifteen days of the receipt by theState Government.

3.3.2 The Gram Panchayats shall constituteStanding Committees as provided in the GoaPanchayat Raj Act, 1994 under section 63of the Act, if not already constituted, viz;

(a) Production Committee.(b) Social Justice Committee.(c) Amenities Committee.

3.3.3 The Gram Panchayat shall constituteVillage Development Committee consisting offollowing members:

1. Sarpanch … Chairman

2. Dy. Sarpanch and all other elected and co-opted members of Panchayat …Members

3. All the members of Standing Committees constituted as per the Goa Panchayat Raj Act, 1994 … Members

4. All the members of any other Committee constituted by the Panchayat under any other Act/ /Scheme … Members

5. Eminent persons from the concerned Gram Panchayat such as Senior Citizens, Doctors, Teachers, Youth Mandals, Mahila Mandals, Educationists, Lawyers, Artists, Social Workers, NSS Students or any other persons having interest in Village Development Plan (not exceeding 25) … Members

6. V. P. Secretary … Member Secretary

7. Member amongst them other than the Elected Representatives and officials .... Convenor.

3.3.4 The tenure of the Village DevelopmentCommittee shall be as prescribed.

3.4 Activating the Functional Committeesat Gram Panchayat level:

3.4.1 The Gram Panchayat shall activatethe existing functional committees suchas the Village Water Sanitation Committee,the Village Education Committee, WardDevelopment Committee, Garbage

Management Committee and such othercommittees constituted by Gram Panchayatunder any other Act /Scheme/Guidelines.

3.4.2 The functionary of the line departmentshall be the member of the committeeconcerned.

3.4.3 The Gram Panchayat shall convenea special Gram Sabha to discuss theparticipatory planning to prepare GramPanchayat Development Plan in assistancewith Village Development Committee.

3.5 Specialized agency to facilitateparticipatory planning:

3.5.1 The Goa Institute of PublicAdministration and Rural Development(GIPARD) shall be the nodal agencyfor capacity building for participatoryplanning.

3.6 Constitution of an Co-ordinating andMonitoring cell: A Co-ordinating andMonitoring cell comprising of IT personnel andsupport staff shall be constituted at theDirectorate of Panchayat for coordinating thepreparation and implementation of the GramPanchayat Plan by the Gram Panchayats.

4. Situation Analysis.

4.1 The VDC as constituted in para 3.3.2shall be responsible for the preparation ofthe Gram Panchayat Development Plan everyyear.

4.1.2 The GPDP shall be prepared by theVDC through a participatory planning processin every Gram Panchayat.

4.2 Data collection through Surveys andother reports:

4.2.1 Initially survey will be conducted fora period of at least five days prior tocommencement of the village level planningprocess by a team comprising of VDCmembers and other functionaries.

4.2.2 Predesigned format as prescribedwill be used to collect household and GramPanchayat data.

4.2.3 The data available as per the recordsof Gram Panchayat, Planning and StatisticsDepartment, Census office and such otherrelevant authenticated records and dataavailable in other departments/offices shall beconsidered to assess the village situationbefore commencement of the village planningprocess.

4.2.4 Departments/offices shall furnish dataavailable with them to the Gram Panchayatsas requisitioned by the Gram Panchayat.

4.2.5 Data will be analyzed in the formatsas prescribed.

4.2.6 Based on the data collected themembers of the VDC along with the resourcepersons/teams shall prepare the status reportof each sector prior to the commencement ofvillage participatory planning process.

4.3 Situation analysis in Gram Panchayats.

4.3.1 An integrated approach to villagelevel planning process will be initiated for aperiod of three days in the Gram Panchayat.This process will include rapport buildingactivities, situation analysis of various sectorssuch as education, women and childdevelopment, social welfare, health, sanitation,cleanliness, livelihood, etc.

4.3.2 The village level planning processusing Participatory Rural Appraisal (PRA)tools will identify the gaps, list the shortfallsin services and deficiencies in humandevelopment, identify the problems in eachsector and social development, as well asidentify the potential areas of improvementand such other activities from point of GPDP.

4.3.3 GIPARD shall conduct trainingprogrammes to the resource teams, volunteersand VDC members.

4.3.4 The resource team and VDC membersshall facilitate in situation analysis, reportpreparation and documentation of the villageplanning process.

4.3.5 Projects/works identified throughthe village planning process will becategorized as per para into Part–I, Part–IIand Part–III.

4.3.6 The Gram Panchayat shall encourageto look at developing their villages in theareas such as 100% garbage free village, 100%enrollment of Adhar Cards, coverage ofInsurance/financial inclusion schemes, 100%EPIC cards, 100% enrollment of pregnantwomen, renewable energy, 100% opendefecation free village, etc.

4.3.7 A detailed situation analysis andPRA tools and techniques may also beconducted in Gram Panchayats to showcasethem as beacon Panchayats in planningprocess.

4.4 Visioning

4.4.1 The vision of the GPDP is “PlannedVillage-Clean Goa” through ParticipatoryPlanning Process, with State slogan “NiyojitAmcho Gaon, Nitol Amchem Goem” (OurPlanned Village–Our Clean Goa).

4.4.2 All Gram Panchayats shall strive tomake their villages garbage free, beautifuland clean to boost tourism for economicdevelopment.

4.4.3 Each Gram Panchayat will identifyits potential for the socio-economic, livelihooddevelopment as well as environment andimprovement of governance at village level.

5. Projectisation and finalization of GramPanchayat Development Plan.

5.1 Yearly budget provision:

5.1.1 Each Gram Panchayat shall makebudgetary provision for the works/projects

to be taken under FFC in Form No. 11 ofthe Goa Panchayats (Accounts, Audit andCustody of Funds) Rules, 1997.

5.2 Preparation of the Gram PanchayatDevelopment Plan:

5.2.1 The proposals shall be prepared byadhering to the provisions of the GoaPanchayat Raj Act, 1994 and the Rules framedthereunder, as per the guidelines and thecirculars issued by the government from timeto time.

5.2.2 The proposals shall be prepared asper the situation analysis report andgaps identified during the village planningprocess.

5.2.3 Similarly the projects proposed in theareas of Agriculture, Nutrition, Health,Sanitation and Cleanliness, DisasterManagement, Tourism and allied activitiesshall also form the part of GPDP.

5.3 Constitution of the Project ApprovalCommittee:

5.3.1 The Village Development Committeeas constituted at para 3.3.3 shall be theProject Approval Committee.

5.3.2 The VDC shall appoint a memberamongst them to be the Convener of VDC.The Convener shall be a person other than amember of Gram Panchayat. The powers,functions, duties and the responsibilities ofthe Convener shall be as prescribed.

5.3.3 The projects proposed and preparedby the Village Development Committee alongwith the resource envelope as per para 2.3will be placed before the Gram Sabha.

5.3.4 The Gram Sabha shall prioritize theproposals as per the situation analysisvis-a-vis the available resource envelope andpropose the GPDP for estimation.

5.3.5 All projects/works proposed andapproved by the Gram Sabha shall be classified

and details shall be provided in the prescribedformats.

(i) PART – I (ii) PART – II(iii) PART – III(iv) Projects/works that have no cost.

5.3.6 The technical wing shall prepareestimates and accord technical sanction of theprioritized works of GPDP and put up beforeVDC for approval.

5.4 Preparation of estimates:

5.4.1 The project proposals should beprepared for a ward or for more than one ward.

5.4.2 The estimates of the projects shall beprepared by the Junior Engineers of thePanchayat or by the other functionaries of theline departments.

5.4.3 Any changes in the projects alreadyestimated and approved shall be put upbefore the VDC for approval, the decision ofthe VDC shall be binding.

5.5 Prioritization of projects:

5.5.1 The Village Development Committeeshall give priority to projects in the followingareas:

(a) Gaps identified through situationanalysis during the planning process.

(b) Cleaning of drains, tanks, wells, springs,roads, other public places, bus stops, markets,crematorium.

(c) Tackling garbage menace.

(d) Management and control of washing andbathing places.

(e) Development of waste and uncultivableagricultural lands.

(f) Repairs and maintenance of drinkingwater wells, tanks and ponds.

(g) Promotion of public awareness andpoverty alleviation programmes and creationof productive assets.

(h) Awareness related to public health andfamily welfare.

(i) Participation in implementation ofwomen and child development, SC and STprogrammes.

(j) Cleanliness of public toilets, publicparks, gardens, crematoriums and play-grounds.

(k) Projects for the operations andmaintenance of assets from hygienic andcleanliness point of view.

(l) Income Generation programme andvocational training for self employment.

(m) Painting of public buildings.

(n) Operations and maintenance

(o) Maintenance of public toilets, publicparks, gardens, crematoriums and playgrounds.

(p) 10% of the FFC grants can be utilized formeeting administrative expenses.

5.5.2 The sequence of prioritization of worksshall be decided by VDC.

5.5.3 The VDC should consider feasibility,time frames, well being of the inhabitants inthe Panchayat area and sustainability of theprojects.

5.6 Finalization, execution and implemen-tation:

5.6.1 The GPDP approved by VDC shall beplaced before the Panchayat for approval.Panchayat shall not alter the GPDP preparedby VDC.

5.6.2 In case of any discrepancies arisingbefore the VDC for approval of GPDP at para5.2.4, the same shall be put up before GramSabha for approval.

5.6.3 The GPDP so approved shall beexecuted and implemented by the GramPanchayat after following due process oftendering/quotations. Each Gram Panchayatshall maintain a tender register in theprescribed format.

5.6.4 Administrative and technical sanctionshall be obtained by February of the yearpreceding the proposed implementation.

6. Technical and administrative approval.

6.1 Appraisal of projects:

6.1.1 The Junior Engineers attached to theOffice of the Block Development Officer aredesignated as Assisting Engineers for thepurpose of issuing technical sanctions uptoRs. 2.00 lakhs under these guidelines.

6.1.2 The proposals will be sent to theoffice of the Block Development Officer. TheBDO shall split the plan into three parts asindicated below:

(i) Proposals upto 2.00 lakhs, (ii) Proposals above 2.00 lakhs and(iii) Proposals requiring works to be under-

taken by line departments.

6.1.3 Technical sanctions for the proposalsupto Rs 2.00 lakhs will be approved andexecuted by the Junior Engineers afterobtaining administrative approval andexpenditure sanction from the BlockDevelopment Officer. Such proposals shall beprepared by Junior Engineers within week’stime.

6.1.4 The Engineers shall be givenassistance by the Panchayat and the VDC.

6.1.5 Administrative approval and financialsanction for the projects/works exceedingRs. 2.00 lakhs and upto Rs. 5.00 lakhs shall beobtained from Director of Panchayats, afterobtaining technical sanction from theconcerned Executive Engineers of ZillaPanchayats/DRDAs/PWD/WRD.

6.1.6 The administrative and financialapproval of the Government shall be obtainedfor the works exceeding Rs. 5.00 lakhsafter obtaining technical sanction as perpara 6.1.5.

6.1.7 The proposals related to GarbageMenace shall be executed as per the GoaPanchayat (Grants to Tackle Garbage Menace)Scheme, 2014.

6.1.8 The works involving collection anddisposal of garbage and cleaning of publicplaces on day to day basis may be executedby the Panchayat as provided at Serial No. (16)of the Goa Panchayat Raj (Applicationof Panchayat and Zilla Panchayat Fund)(Conditions and Limitations) (FirstAmendment) Rules, 2015. The statement ofexpenditure shall be submitted to the BlockDevelopment Officer every week.

6.1.9 The Gram Panchayat shall be theimplementing agency for GPDP.

6.1.10 The above guidelines may be modifiedwholly or partially through instructionsissued by the Director of Panchayats fromtime to time.

6.2 Timeframe for Administrative andFinancial approval:

6.2.1 The administrative approval andfinancial concurrence to the proposalsunder Part–I of GPDP shall be accorded byend of January of the preceding year ofimplementation.

6.2.2 The administrative approval andfinancial concurrence to the proposals underPart–II of GPDP shall be accorded as per theprevailing procedure.

6.2.3 Proposals relating to line departmentsshall be forwarded to the concerned linedepartment for execution and implementationof projects/works from the funds madeavailable with line departments.

6.2.4 V. P. Secretary shall forward thecomplete consolidated GPDP to the office ofBDO within three days from the date ofapproval of the GPDP by the Gram Panchayat.

The availability of fund certificate shall beenclosed along with the GPDP.

6.2.5 The Block Development Officer shallverify the GPDP in all respects and:

(a) accord administrative approval andfinancial sanction to Part–I of the GPDP andconvey the same to the Gram Panchayatwithin seven days, from the date of its receiptfrom the Gram Panchayat, under intimationto the Director of Panchayats.

(b) Forward Part II of the GPDP to theDirector of Panchayats, duly verified in allrespects, within seven days from the dateof receipt of the GPDP from the GramPanchayat.

(c) Forward Part III of the GPDP to theconcerned line departments, within sevendays from the date of receipt of the GPDPfrom the Gram Panchayat, under intimationto the Director of Panchayats.

6.2.6 In case of any flaws * in any of theprojects/works of Part–I of GPDP, the BlockDevelopment Officer shall return the sameto the Gram Panchayats within seven daystime from the date of receipt for complianceand resubmission.

6.3 Disputes arising between Panchayatand appraising authority:

6.3.1 Any dispute regarding the viabilityor admissibility of any project/work of GPDPshall be referred to the Director of Panchayatswhose decision shall be final.

6.3.2 Any dispute regarding the viability oradmissibility of GPDP shall be referred to theBlock Level Empowered Committee. Thedecision of the Block Level EmpoweredCommittee shall be final.

*Note: The ‘flaws’ means and includes:

(a) Projects/works which do not fit within theprescribed guidelines, schemes.

(b) Projects/works which do not adhere to thelaid down prescribed rules and circulars issued byDirectorate of Panchayats.

(c) Projects/works which have not been approvedby VDC.

6.4 Maintenance of records:

6.4.1 The Gram Panchayat Secretary shallmaintain registers as prescribed in Form No. 9separately for Part–I, Part–II and Part–III ofGPDP for the grants available/received asResource Envelope during the year ofimplementation.

6.4.2 The Gram Panchayat Secretary shallintimate to the VDC, the quantum of fundsavailable/received as Resource Envelope forPart–I, Part–II and Part–III of GPDP duringthe year of implementation.

6.4.3 The Gram Panchayat Secretary shallalso maintain Asset Register containing the

name of the project/work, ward number andlocation, estimate, amount sanctioned, dateof its forwarding the proposal to the office ofBDO, date of sanction received, date ofcommencement of the project, amount incurredfor its execution and savings, if any, name ofthe agency/persons to whom the work isawarded, date of completion of the project//work, total amount paid to the agency//persons, date of social audit, and such otherdetails required from time to time.

1. Works Register: This register shallcontain details such as name of the project,location of implementation, details ofimplementing agency, starting andcompletion dates, total project cost, actualexpenditure incurred, for every project

6.4.4 The Asset Register shall be maintainedseparately by VDC for Part–I, Part–II andPart–III of GPDP.

6.4.5 The BDO shall maintain registersPanchayat wise as under:

(a) The Register containing details ofproposals received and sanction ordersconveyed to Gram Panchayats of Part–I ofGPDP.

(b) The Register containing proposalsreceived and forwarded to Director ofPanchayats, approvals received thereto andconveyed to the Gram Panchayats of Part–IIof GPDP.

(c) The Register containing proposalsreceived and forwarded to line departmentsof Part–III.

6.5 Mode of payment:

6.5.1 The mode of payment shall be donethrough Bank to the executing agency or to thepersons engaged in execution of works directlyto their bank account against the payments,bills, vouchers, acquaintance rolls prepared asthe case may be.

6.5.2 The bills, vouchers, acquaintancerolls shall be prepared, approved and signedby the V. P. Secretary and Sarpanch.

6.5.3 The V. P. Secretary shall monitorproper accounting system of receipts andpayments as is prevailing and as laid downby the Director of Panchayats.

7. Post plan arrangements.

7.1 Constitution of Committees: There shallbe Empowered Committees and othercommittees constituted for co-ordination,

supervision and monitoring of GPDP Plansat different levels.

7.2 Constitution of Empowered Committees:

7.2.1 There shall be Empowered Committeesconstituted for the co-ordination, supervisionand monitoring of GP Plans at different level.

7.3 State Level Empowered Committee:

7.3.1 The Chief Secretary shall be theChairman of the Empowered Committee atState level.

7.3.2 The other members of the Committeeshall be as under;

(i) Secretary, Panchayats.(ii) Secretary, Revenue.

(iii) Secretary, Rural Development.(iv) Director–General, GIPARD/SIRD or his

representative not below the rank ofAsst. Director.

(v) Chief Executive Officer – Zilla PanchayatNorth Chief Executive Officer – ZillaPanchayat.

(vi) Project Director, DRDA North and South.(vii) Director of Health Services.

(viii) Director of Education.(ix) Member–Secretary, Goa Pollution

Control Board.(x) Director of Women and Child

Development.(xi) Director of Social Welfare.

(xii) Principal Chief Engineer – PWD or hisrepresentative not below the rank ofChief Engineer.

Functions of the SEC:

(a) To ensure inter departmental co-ordina-tion and support for VPDP.

(b) To issue instructions on convergenceof schemes, resources and manpowersupport.

(c) To monitor the entire process of GPDP.(d) To decide on the resource envelope

available for GPs.(e) To ensure that the departments make

available all secondary data to thepanchayats for preparing the GPDP.

7.4 Block level Committee:

7.4.1 The Block Development Officer shallbe the Chairman of the Committee.

7.4.2 Other members of the Committee shallbe as follows:

(i) Block President of Mahila Shakti Abhiyan.

(ii) Executive Engineer of line departmentsor his representative not below the rank ofAsst. Engineer and the functionaries of linedepartments to be appointed/nominated bythe Block Development Officer.

(iii) The Extension Officer of GramPanchayats shall be the Member Secretary ofthis Committee.

Functions of the Block level Committee:

(a) To ensure departmental co-ordinationat the block level.

(b) To ensure that the manpower andtechnical support is provided to panchayatsin time.

(c) To ensure that all secondary dataavailable with the block level functionariesis provided to panchayats.

(d) Monitor the progress of VPDP.

7.5 Panchayat Level Empowered Committee:

7.5.1 The Sarpanch shall be the chairpersonof this Committee.

7.5.2 The Village Development Committeeshall be the empowered committee at theGram Panchayat level.

7.5.3 The Convener of the VDC shall be the Member Secretary of this Committee.

Functions of the committee:

(a) To prepare the VPDP through aparticipatory approach.

(b) To assist the panchayat in conductingthe initial gram sabha, also present the plans.

(c) To monitor the progress of the VPDP.

7.6 Constitution of Co-ordination, Supervisionand Monitoring Committee (CSMC):

7.6.1 Co-ordination, supervision andmonitoring committee at the Panchayat levelshall be constituted by the VDC amongst themembers themselves, comprising of membersnot exceeding eleven.

7.6.2 The Dy. Sarpanch shall be the Chairmanof the CSMC.

7.6.3 The co-opted member of the GramPanchayat shall be the member of CSMC.

7.6.4 Elected Representatives may also bethe members of CSMC not exceeding twoexcluding Dy. Sarpanch.

7.6.5 There shall be at least four womenmembers of CSMC (including the co-opted andelected members).

7.6.6 The powers, functions, dutiesand responsibilities of CSMC shall be asprescribed.

7.7 Meetings of Committees for review,supervision and monitoring of VPDP:

7.7.1 The State Level Empowered Committeeshall meet once in three months.

7.7.2 The Block Level Empowered Committeeshall meet bi-monthly.

7.7.3 The Panchayat Level EmpoweredCommittee shall meet monthly.

7.7.4 The Panchayat Level CSMC shall meetfortnightly.

7.8 Reporting system:

7.8.1 Each Gram Panchayat shall furnishmonthly reports as per existing proformasprescribed by Director of Panchayats and asmay be prescribed from time to time.

7.8.2 Each Gram Panchayat shall also updatereports through Management InformationSystem (MIS) regularly.

7.8.3 The release of funds shall be basedon proper and timely reporting system.

7.9 Availability of Funds:

7.9.1 The funds shall be made available forthe year as per the Resource Envelope as perpara 2.3.5.

7.10 Release of funds:

7.10.1 The funds at Gram Panchayat shallbe released in two installments each year inJune and October.

7.10.2 50% of the basic grants for theyear will be released as first installment ofthe year.

7.10.3 The remaining basic grant and fullperformance for the year will be released asthe second installment for the year.

7.10.4 The grants shall be released to GramPanchayats within fifteen days of its beingcredited to the State Government by the UnionGovernment. In case of delay, the StateGovernment must release the installment

with interest at the rate of 6% p.a paid fromits own funds to the Gram Panchayat.

7.11 Transparency and Accountability:

7.11.1 The existing Garbage/WasteManagement Committee shall conduct socialaudit of garbage/waste projects/worksquarterly.

7.11.2 The existing committees constitutedby the Gram Panchayat under any of the Act//Scheme/Rules/Regulations/Notification, etc.shall conduct social audit quarterly in theirrespective sectors.

7.11.3 These committees shall submit theirreports to VDC.

7.11.4 The VDC shall conduct social auditsof GPDP quarterly.

7.11.5 The Gram Panchayat shall maintainphotographs of projects undertaken duringthe process of execution of projects.

7.11.6 Each Gram Panchayat shall displaythe list of works/projects to be executed inthe different areas in detail the village onthe notice board.

7.11.7 Each Gram Panchayat shall displaythe list of completed works/project executedin the village.

8. System Support for Participatory planningin Gram Panchayats.

8.1 Support System:

8.1.1 Guidelines will be issued to all GramPanchayats on preparation of VillageDevelopment Plan under the FourteenthFinance Commission.

8.1.2 The Director of Panchayats andGIPARD shall create the necessaryenvironment and awareness various meanssuch as organizing workshops, distribution ofIEC material and also through print andelectronic media, Doordarshan and localchannels.

8.1.3 The Director of Panchayats shallappoint the charged officer for each GramPanchayat.

8.1.4 The Director of Panchayats shallissue guidelines time to time on all areas//issues relating to the preparation of GPplans.

8.1.5 The Government shall constitutethe committees at different level forimplemen-tation, execution and monitoringof GPDP.

8.1.6 The funds under FFC shall be releasedto the Gram Panchayats by the StateGovernment immediately on receipt fromMoPR, Government of India.

8.1.7 The grants/support under StateGovernment will be released by Director ofPanchayats.

8.1.8 The Director of Panchayats shallrelease funds to GIPARD to conducttraining and related activities for capacitybuilding.

8.2 Human Resource Support:

8.2.1 A pool of resource persons fromNGOs, Women’s groups, youth groups, andacademicians shall be identified as resourcepersons by GIPARD.

8.2.2 Gram Panchayat will be assigneda team of resource persons to act assupport teams to prepare village develop-ment plans.

8.2.3 Each team will further be assistedby a Charged Officer.

8.2.4 Gram Panchayat shall also identify agroup of 15 volunteers to assist the resourceteam and VDC in the participatory process.

8.2.5 State Resource teams will beconstituted at the State Level and their roleand functions shall be as prescribed.

8.3 Role of District level Panchayat (ZillaPanchayat):

8.3.1 Technical support:

8.3.1.1 The services of the existing Asst.Engineers deputed at the respective ZillaPanchayats, Department of Rural Development,from technical line departments will be utilizedfor preparing estimates and granting technicalsanctions for the projects under FFC.

8.3.1.2 The services of the existing JuniorEngineers and Assistant Engineers from theDRDAs will be utilized for preparing estimatesand granting technical sanctions for theprojects under FFC.

8.4 Technology support:

8.4.1 Computer applications alreadyavailable such as the Plan Plus, E-FMS, assetmapping, GIS applications shall be used forlocal asset mapping and also linkinghouseholds to services available in thevillages.

8.4.2 Management Information System(MIS).

8.5 Knowledge support:

8.5.1 GIPARD shall provide the capacitybuilding and training support the participatorytraining process.

8.5.2 Handbooks, manuals, checklists fortrainers as well as for trainees shall beprovided by GIPARD. Each Gram Panchayatshall be provided with a tool-kit onparticipatory planning.

8.5.3 GIPARD will help refine trainingmaterial.

8.5.4 It will act as an expert resourceagency.

8.6 Role of line departments in supportingGPDP:

8.6.1 The Chief Executive Officers of ZillaPanchayats, Project Directors of DRDAs andHeads of line Departments shall extend theirsupport in the process of preparation andexecution of GPDP.

8.6.2 The Block Development Officer shallmonitor, co-ordinate and supervise theoverall planning process of the GPDP atblock level.

8.6.3 The Block Development Officershall be responsible for according theadministrative approval and financialexpenditure sanction.

8.6.4 The technical section in the Officeof the BDO and the line departments shallbe responsible for providing technicalsupport.

8.6.5 The Gram Panchayat and the VDC shallbe responsible for environment generation,participatory planning, plan formulation,projectisation, prioritization of GPDP andimplementation, monitoring and social auditof the projects/works executed.

8.7. Approval of Projects:

8.7.1 The projects/works will be approvedas per existing schemes, rules, guidelinesand instructions in force and as may beprescribed.

8.7.2 The projects/works shall be approvedby the authorities as per para 6.2.5.

8.8 Institutional support for Capacitybuilding:

8.8.1 Training support shall be provided bythe Goa Institute of Public Administration andRural Development (GIPARD).

8.9 Transparency and accountability:

8.9.1 The social audit shall be conductedperiodically by the committees as per para 7.9.

8.9.2 The Gram Panchayats shall use ITbased software such as Plan Plus, Priasoft, etc.

8.9.3 The Gram Panchayat shall maintainphotographs of projects/works undertaken andexecuted under GPDP.

8.9.4 Projects/works undertaken shall beproactively displayed by the Gram Panchayatson their notice boards and other public places.

8.10 Grievance redressal mechanism:

8.10.1 Any query arising with regard topreparation and implementation of any project//work of GPDP shall be addressed to theDirector of Panchayats and the decision of theDirector of Panchayat shall be final.

8.10.2 The Director of Panchayats shalldispose such query within a period of thirtydays by affording reasonable opportunity ofbeing heard to the parties concerned.

8.10.3 The hearing of any issue arising at8.7.1 and 8.7.2 shall not affect the preparationand implementation of GPDP.

8.10.4 Any query arising with regard topreparation and implementation of the VPDPshall be addressed to the Block LevelEmpowered Committee and the decision ofthe Block Level Empowered Committeeshall be final.

8.10.5 The Block Level EmpoweredCommittee shall dispose the query at 8.7.4within a period of fifteen days.

8.10.6 The preparation and implementa-tion of GPDP shall not affect merely becausethe query is pending before the Block LevelEmpowered Committee.

9. Capacity Building.

9 Training and capacity building:

9.1 Awareness and environment buildingshall be taken up at all levels of preparationand implementation of GPDP.

9.1.2 GIPARD will be the nodal institutionfor awareness generation, providing trainingand capacity building.

9.1.3 GIPARD shall develop annualschedule of training and capacity buildingprogrammes for all the ElectedRepresentatives, all committees and thefunctionaries involved in preparation andimplementation of GPDP.

9.1.4 Campaigns, state workshops,discussions, meetings and necessaryguidelines, notifications, shall be issued bythe Director of Panchayats and GIPARD.

9.1.5 GIPARD will prepare manuals, trainingmodules, reading material and shall also trainresource teams, master trainers at all levels ofpreparation with the assistance of seniorofficers from line departments, NGOs, academicinstitutions, etc.

9.1.6 GIPARD will carry out researchstudies in the area of participatory planningand development process and publishthe same.

9.1.7 GIPARD will document the bestpractices in participatory planning process atGram Panchayat level.

9.2 Third party evaluation of trainingprogrammes:

A third party evaluation of the trainingprogrammes conducted by GIPARD.

ANNEXURE–II

Activities to be undertaken during the threeday village level planning process:

(a) Day–I: Rapport building through MASHALFERY, public announcements, general discussions,transect walks, resource cum social map in thevillage.

(b) Day–II: Focused group discussions with thevarious sections of people such as the youth, seniorcitizens, farmers, artisans, adolescent girls, womengroups, marginalized sections, etc.

(c) Sector wise data collection through visitsand discussions with the staff of the ICDS, healthcentre, PDS, primary school, etc. Similarly areassuch as tourism, drug menace, disaster

Visits to health centres,anganwadis, PDS will be conducted in groupsconsisting of the elected representatives,cit izens, and standing and functionalcommittee members. These activities willhelp to verify the secondary data, identify thegaps and throw possibilities for addressingthe same.

(d) Day–III: Discussion with line departmentssuch as Agriculture, Animal Husbandry, Womenand Child Development, Health, Water Resources,etc. These discussions will help to givesuggestions on the proposals identified bythe people based on the gaps identified,providing rough estimates, feasibility, timelines,etc.
