TOWN MANAGER

The Position The Town of Clarkdale’s next Town Manager will have the opportunity to work in a historic, close-knit community in the heart of the scenic Verde Valley. Clarkdale’s history of political stability and its team of sta� who work tirelessly to ensure the delivery of excellent services make the Town one of Arizona’s �nest destinations to work, play, and live. The Town Manager is retiring after 21 years of service.

As the Town’s chief administrative o�cer, the Town Manager oversees all administrative functions, supervises all professional and clerical sta�, develops and recommends the annual operating budget, and implements the Council’s policies and decisions. The Town Manager currently has four direct reports, including the Administrative Services Director, Community/Economic Development Director, Police Chief, and Utilities/Public Works Director.

The Town provides residents with an array of municipal services including planning, permitting, and zoning; economic development; special events; parks and recreation; public safety; utilities; and public works. The organization also provides �nancial, human resources, risk management, information technology, and emergency management functions for the Town.

Experience & EducationRequirements for this position are a bachelor’s degree in public administration, political science, business management, �nance or a closely related �eld and at least �ve (5) years of progressively responsible experience in a local government or an organization of comparable complexity.

Preferred quali�cations include ten (10) years of managerial and administrative experience in a municipal government, county, school district setting, or working for an elected governing body; including �ve (5) years’ experience in a senior management (department head) position; a master’s degree in public administration or related �eld; ICMA-Credentialed Manager designation; strong �nancial management and budgeting skills; grants management; and management of a capital improvement plan (CIP).

ResidencyIn accordance with Section 3-2-1 of the Code of the Town of Clarkdale, the Town Manager must become a resident of the Town of Clarkdale within 90 days of appointment, unless residency is speci�cally exempted through an employment contract.

The Ideal CandidateThe Town of Clarkdale is seeking an experienced, hard-working local government professional who has a collaborative management style and is comfortable engaging with sta� and the community. The next Manager will bring fresh and innovative ideas, best practices in local government, be responsive, and provide informed and thoughtful recommendations to the Town Council. The ideal candidate will be a respected leader within the region and profession with a high level of integrity, who adheres to the ICMA Code of Ethics.

The Manager will be actively involved and invested in the Clarkdale community. He or she will be dedicated to the Town’s continued success and have a desire to make the Verde Valley their home. He or she will work e�ectively with the Council and will have a proven track record in successfully implementing and carrying out Council priorities and policies.

The successful candidate will be a skilled local government professional who is a strong communicator, approachable, open to new ideas, �exible, and a demonstrated team player. The ideal candidate will provide excellent customer service to Town residents while having the ability to multi-task and balance numerous concurrent responsibilities.

The Town Manager will lead a team of skilled sta� and will be fully invested in the organization’s continued success. He or she will have the ability to empower sta� and evaluate the Town’s sta�ng needs to ensure the e�cient and successful operations. This individual will adeptly address personnel issues when necessary and have demonstrated success in retaining, recruiting, and hiring professional and quali�ed sta�.

The ideal candidate can balance everchanging priorities and solve complex administrative issues. The next Manager will have a proven track record of success in economic development and be able to skillfully balance the need for business development and growth while protecting the natural resources of the region and preserving Clarkdale’s history, culture, and unique sense of community.

The ideal Town Manager will have �nancial expertise including developing and managing budgets, analyzing revenue trends, evaluating investment strategies, and �nancing/implementing capital improvement programs. He or she will also have experience crafting successful grant applications, overseeing support services contracts, developing bid documents, and negotiating contract awards. This individual has project management experience, works well with a diverse population, and has demonstrated skill in sta� development.

The OrganizationIncorporated in 1957, the Town of Clarkdale operates under the council-manager form of government. The Town Council consists of the Mayor and four Council Members, all elected to serve staggered four-year terms. A Vice Mayor is chosen internally by vote of the Council every two years. The Town Manager is appointed by the Town Council.

The Town of Clarkdale employs approximately 43 employees and its Fiscal Year 2019 budget is $21.9M. Services provided by the Town include Administrative Services, Police, Magistrate Court, Finance, Community Development, Community Services/Parks and Recreation, Human Resources, Public Works, Water, Wastewater, and Cemetery.

Located in the heart of the Verde Valley in Yavapai County, the Town of Clarkdale is a small, historic community with endless recreational amenities and a historic Downtown Business District that serves as the Town’s cultural and governmental center. Its unique charm and character can’t be found anywhere else in Arizona. Founded as a smelter town in 1912 by Senator William A. Clark, the Town served as the �rst master planned community in the State of Arizona and remains a model of good urban planning today.

Clarkdale’s favorable location near the geographic center of Arizona, approximately 40 miles southwest of Flagsta� and 90 miles north of Phoenix, allows residents to take advantage of the urban amenities o�ered by some of Arizona’s largest metro areas without compromising the bene�ts of small-town living.

The area is perfect for the outdoor adventurer. The water lover will �nd that the Verde River, which �ows through Clarkdale’s Town limits, is perfect for kayaking, canoeing, rafting, picnicking and �shing. The region attracts thousands of tourists annually due to its proximity to the Grand Canyon, Coconino National Forest, and Prescott National Forest. In addition, the Sycamore Canyon Wilderness Area and the Tuzigoot National Monument lie just outside the borders of Clarkdale. The Verde Canyon Railroad operates on the rails initially built to serve the copper mines in nearby Jerome. This scenic excursion train departs from its Clarkdale depot and carries visitors along the curves of the Verde River and the Verde Canyon.

Clarkdale is composed of various historical landmarks, from the original town site and the Clark Memorial Clubhouse to Historic Route 89A, which connects Clarkdale to the neighboring communities of Cottonwood and Jerome. The entirety of the original town site is recognized as a historic district on the National Register of Historic Places. Today, the leading industries in Clarkdale are education, public administration, retail, and information. Additionally, the Town is home to several successful manufacturing companies, including a multi-national injection and rotomolding company with 100+ employees.

The residents of Clarkdale are well educated, and the majority of the population has some college education. The Yavapai College’s Verde Campus is located in Clarkdale, which o�ers a wide range of associate degree programs and professional certi�cations. Further educational opportunities are available through the University of Arizona, Northern Arizona University, and several other colleges and universities all located within 50 miles from Clarkdale. High school students in Clarkdale attend Mingus Union High School, and the Clarkdale-Jerome Elementary School boasts an excellent reputation for educating students from kindergarten through eighth grade.

The Verde ValleyThe Verde Valley region occupies over 715 square miles. The area is unsurpassed in its variety of physical beauty, with the red rocks and Mogollon Rim to the north and east and the Black Hills and Mingus Mountain dominating the western and southern portions of the valley. The Verde Valley region includes �ve incorporated municipalities, numerous unincorporated communities, parts of two counties, two national forests, �ve state park facilities, three national monument facilities, a large amount of State Trust land, Native American lands, mountains, canyons, and the Verde River with its equally impressive tributaries. Almost half the population of the Verde Valley lives in incorporated cities and towns, with the rest living in unincorporated portions of Yavapai County and in Coconino County near Sedona. The �ve incorporated communities found in the Valley are the Town of Clarkdale, City of Cottonwood, Town of Camp Verde, Town of Jerome, and City of Sedona. In addition, one of the Yavapai-Apache Nation’s �ve reservations lies within the corporate boundaries of the Town of Clarkdale.
