Crossroads Hollywood Project WSA Scope Questions and Responses

General

1 General Plan: Please confirm Proposed Project will not require a General Plan amendment.

Yes, the Project would not require a General Plan Amendment.

LADWP: Crossroads Hollywood Project does not require a General Plan Amended based on the Hollywood Community Plan (CP) adopted in December 1988. When is the revised Hollywood CP expected to be adopted, and will Crossroads Hollywood Project still not require a General Plan Amended if the revised Hollywood CP is approved before Crossroads Hollywood WSA is adopted?

Response: The City expects final approval of the revised Hollywood Community Plan Update in late summer/early fall 2017 subsequent to the anticipated completion of the EIR for the Project. In addition, the Project would not require a General Plan Amendment under the existing Hollywood Community Plan or the revised Hollywood Community Plan.

2 Is the Proposed Project consistent with the growth projection in the most updated SCAG/RTP?

Yes, the Project would be consistent with the growth projections of the most updated SCAG RTP/SCS.

LADWP: Is the Project consistent with the 2016 RTP or the 2012 RTP?

Response: The Land Use Section of the EIR discussed both the 2012 RTP and the 2016 RTP and determined the Project to be consistent with both.

Existing to be removed scope

3 Does Table 1 of the WSA Request Letter (dated 3/31/16) include all existing uses, including existing uses to be retained?

Yes, Table 1 of the WSA Request Letter includes all existing on-site uses, which total approximately 172,573 square feet of floor area.

4 Please describe rehabilitation work to be done to existing Crossroads of the World. Will all areas in Crossroads of the World that have plumbing fixtures (restrooms, kitchen, etc.) be rehabilitated, or will some areas be left as they are now? If any areas are to remain unchanged, please indicate uses and square footage for each unchanged area.

No rehabilitation or upgrades to the existing plumbing fixtures at Crossroads of the World would be conducted as part of the Project. All plumbing fixtures at Crossroads of the World buildings that would be retained would be left as they are now. Approximately 50,000 square feet of building space are proposed to be retained.

LADWP: What is the current use of the 50,000 sf to be retained (for example, 20,000 sf of

LADWP: Is the 50,000 sf to be retained included in Table 2 of the WSA Request Letter (dated 3/31/16), and if so, included in which land use (for example, 50,000 sf to be retained is included as part of 3,037 seat restaurant)?

Response: The following provides an approximate breakdown of the existing Crossroads square footage (50,000 sf) to be retained:

• Office space = 41,725 sf • Retail space = 5,000 sf • Recording Studio = 3,275 sf

However, the Project would convert this space to retail and restaurant uses; exact square footages for each use have not been determined at this time, but the restaurant use has already been counted in the seat numbers (see response to Question #8), and the overall 50,000 square feet are included in the 185,000 square feet of total commercial uses.

5 Currently, is there a cooling tower in use? If so, will it be completely removed, or will it be used in any part of the proposed new development and/or renovation?

There are no existing cooling towers on-site.

6 Please provide, as much as possible, existing Meter Numbers, Customer Access Numbers and Water Use information of existing development per the table below. For the “Water Used For” column, indicate landscape, cooling tower, etc. Also, if available, please provide Customer Name and Address. Does the information in the table below include all existing water uses to be removed, including but not limited to, landscape irrigation, any parking water use, and cooling tower (if cooling tower exists)?

LADWP: Attachment B: Provide a breakdown of 6,953 sf Nightclub for Dancing Area (SGF #47) and Bar (SGF #11, in # of seats and/or SGF #14 in sf)

LADWP: Attachment B: What type of lounge is 2,500 sf of indoor lounge and 4,225 sf of outdoor lounge in area A1? (SGF #32 cocktail lounge, in # of seats, or SGF #78 lobby lounge, etc.)

Response: Upon further consideration, we have removed the night club and lounge from the amenities as they have been counted in the seat numbers for the overall restaurant use (see response to Question #8).

LADWP: Attachment B: Can the Interior Amenity (total of 11,800 sf for areas B1, B2, B3, B4, D1) be broken down into x sf of fitness center and x sf of rec rooms? If no, we will assume all 11,800 sf will be fitness center. If yes, what is the SGF use closest to the rec room use (SGF #48 dance studio, etc.)?

LADWP: Attachment shows total of 75,123 sf of deck use. Provide sf breakdown of uses that have water demand using SGFs.

Response: This is all the specificity we have at this point; the fitness center, recreation rooms, and decks are ancillary to the residential uses. Please make conservative assumptions to estimate the water usage for these ancillary uses.

Response: Please see revised Attachment B, which now includes meeting rooms and excludes the night club and lounge (counted towards restaurant seats). All food-related services (e.g., banquet hall, hotel café, hotel restaurants, lobby bar, etc.) have been counted towards restaurant seats identified in Response to Question #8 above.

11 Swimming pools (not associated with a gym or health club): Please provide the size (length x width x depth, or area x depth if irregularly shaped) of the pools.

Response: The calculations have been verified, and no errors were found.

14 Parking: What is the total square footage of the proposed 2,596 space subterranean parking?

The total gross parking area is 1,234,257 square feet, as measured to the outside of the perimeter retaining wall. The total net parking area, as measured to the inside of the perimeter retaining wall is 1,191,339 square feet.

15 Cooling towers: If cooling towers are proposed, please provide the chiller capacity of the proposed cooling towers (in tons) and the hours of service (x hours/day, x days/week, x weeks/year). If the chiller capacity information of proposed cooling tower is not available, we will make the conservative assumption that cooling tower will be used for all proposed uses except for landscaping and parking. Please confirm this assumption.

Based on approximately 1.4 million square feet of proposed development (including Crossroads of the World to be retained) and an assumption of 250 square feet per ton of cooling, the cooling towers would require 300 GPM capacity (approximately 7,200 tons of cooling).

16 Remaining Uses: Using the SGFs table, please provide a breakdown of all remaining uses not included above (opens space, green space, recreational space, amenities), if any, and include relevant units, such as sf, etc., required to estimate water consumption.

There are no remaining uses beyond those identified above (i.e., 50,000 square feet of Crossroads of the World to be retained).

17 Will the proposed project pursue LEED certification? If so, list level of certification pursued.

Yes, LEED Silver or equivalent.
