2. Narrative.

January lst, 1989 found USS THEODORE ROOSEVELT (CVN-71) underway in t h e f i r s t days of he r maiden Mediterranean deployment. Embarked in TR was RADM (L) David B. Robinson, Commander Cruiser-Destroyer Group EIGHT, who served as Commander Task Force 6 0 during t h e Mediterranean deployment. T o prepare t h e c r e w for t h e upcoming six months, TR held a sa fe ty standdown (3 & 7 Jan), a security standdown (5 Jan) and a chemical warfare standdown (6 Jan). On January 5th, TR conducted t h e f i rs t of 70 fueling at-sea evolutions when USS FARRAGUT pulled alongside fo r over 96,000 gallons of JP-5. During t h e cruise, TR pumped more than 21,957,000 gallons of JP-5 t o ships in t h e ba t t l e group.

The cruise also marked t h e maiden deployment of t h e Navy's f i r s t and only "TRV1 o r ten-squadron a i r wing, Carr ier Air Wing EIGHT. This new line-up adds one squadron of A- 6's and one e a c h additional E2C & EA6B a i r c r a f t t o t h e tradit ional line-up, giving TR more power projection capabil i ty than ever before.

TR en te red t h e SIXTH F l e e t on January 1 l t h and welcomed t h e f i r s t of more than seventy f lag off icers t h e nex t day when VADM J. D. Williams, Commander U.S. SIXTH Fleet , f lew aboard f o r a familiarization visit along with VADM R. M. Dunleavy, Commander Naval Air Force, U.S. At lant ic Fleet. During his visit, VADM Dunleavy presented TR with t h e Engineering "Red El1 and Communications "Green Cw for CY 1988. Fur ther deta i l i s provided in enclosure (6).

The USS THEODORE ROOSEVELT Bat t le Group relieved USS JOHN F. KENNEDY as Task force SIX ZERO in the Mediterranean on January 15th. Briefers from COMSIXTHFLT embarked TR t o update c r e w and off icers o n political and operational e v e n t s in t h e Mediterranean. TR then joined JFK for t h e f i r s t exercise of t h e cruise, National Week 1A.

USS THEODORE ROOSEVELT1s Sailor of t h e Year was a lso se lected on 15 January. Master a t Arms (Surface Warfare) F i r s t Class won t h e honor.

TR enter ta ined t h e Chairman of t h e I tal ian Joint Chiefs of Staff , Admiral Mario df Ugo Por ta for a n overnight embark on 21 January 1989, t h e f i r s t of more than f i f ty embarks hosted by TR during t h e cruise.

The f i r s t liberty p o r t a f t e r 24 days a t sea, Palma De Mallorca, offered many TR sailors thei r f i rs t visi t t o foreign soil. Crewmembers took advantage of offered tours t o jousting tournaments, t h e scenic countryside and t o t h e many surrounding beaches. Traveling t o t h e town of Pe t ra , bir thplace of Juniper Sera, founder of California, crewmembers enter ta ined children a t a local school with songs and games. Sailors part icipated in goodwill visi ts t o schools a n d hospitals throughout t h e cruise, singing songs, playing games and distributing toys donated by t h e Hasbro Company.

Departing Palma on 31 January, TR headed t o Marseille, France. T R hosted t h e f i rs t of 12 media embarks when representatives from t h e Associated Press, ABC television and Cable News Network f lew aboard 4 Feb. The resulting s to r ies were broadcast worldwide. In ear ly February, TR joined forces with t h e French Navy in t h e f i rs t joint exercise of t h e cruise, Phinia '89. CV W-8 a i r c r a f t f lew missions in support of amphibious operations, including a n opposed landing and a non-combatant evacuation. A t t h e conclusion of Phinia '89, VADM Tripier, Commander of French Naval Forces, praised the ship's performance saying, "It was a g r e a t privilege and a real pleasure t o work together during th is exercise. Your professionalism and devotion has been impressive and appreciatedv1. During Phinia '89, t h e ship enter ta ined visi ts from ADM J a m e s Busey, Commander in Chief, U.S. Naval Forces Europe and Gen Schmitt , Chairman of t h e Jo in t Chiefs of Staff for France.

Following completion of t h e exercise and o n e day prior t o TR1s nex t por t call, t h e ship enter ta ined t h e Honorable R. Susan Wood, Consul General of t h e U.S. in Marseille, F rance on 9 Feb. The nex t day TR dropped anchor in Marseille fo r wha t was scheduled as a six day

por t call. However, unexpected Mistral winds forced a n emergency sor t ie on 14 Feb. Members of TR's Reac to r and Engineering plants were manned, ready a n d s teaming in six minutes during very adverse conditions. The ship returned t o Marseille on 16 F e b t o pick up crewmembers and depar ted t h e n e x t day.

Underway from 17 - 24 Feb, USS THEODORE ROOSEVELT (CVN-71) hosted a visi t from Houston radio s ta t ion KRBE who broadcast live from t h e TV studio. The visi t was taped and rebroadcast o n I1Entertainment Tonight" and "Navy News This Weekw. TR also hosted a Bat t le Force Warfare Commander's Conference. COMSIXTHFLT f lew aboard t o supervise operations north of Libya on 21/22 Feb.

An experience of a dif ferent kind awai ted TR in Alexandria, Egypt as crewmembers learned abou t Moslem culture. While at anchor in Alexandria, TR hosted fif ty-three distinguished visitors fo r lunch and tours. Guests, including four Egyptian cab ine t members and t h e U.S. Ambassador t o Egypt, f lew t o t h e ship by helo from Cairo and Alexandria. TR crewmen took advantage of t h e shor t visi t t o par t ic ipate in tours t o t h e pyramids, the sphinx and Egyptian Museum of Ancient Cultures.

Underway from Alexandria on 27 February, members of the Naval Propulsion Mobile Training Team embarked TR t o test her Reac to r and Engineering Depar tments in preparation f o r t h e upcoming Operational Reac to r Safeguards Examination. Also during t h e t ransi t from Alexandria t o Antalya Bay, Turkey, TR enter ta ined t h e Honorable William K. Perrin, U.S. Ambassador t o Cyprus on 1 Mar and General Necip Turumtay, Chief of t h e Turkish General Staff on 2 Mar. General Turumtay, hosted by VADM J. D. Williams, Commander SIXTH Fleet , was a n observer during successful barricade recovery of a VS-24 S-3 a i rcraf t . The following day, TR dropped anchor in Antalya Bay.

Following a por t c a l l of seven days, T R headed West via t h e S t r a i t s of Messina t o Naples, Italy for a five day p o r t visit. During her visi t members of t h e Swiss Guard, t h e Italian Red Cross and U S 0 Naples toured TR. On 19 March, Michele Cardinal Giordano, Archbishop of Naples, became t h e highest ranking church member t o visit TR. He confirmed nine TR crewmerrtbers during a Palm Sunday Mass held in t h e ship's hangar bay.

Prior t o anchoring in Tangier, Morocco, t h e ship hosted thirty-six distinguished visitors including fo rmer Prime Minister Mohammed Krim Lamrani, who f l ew aboard t h e ship on March 23 for a fl ight demonstration and tour. This marked t h e f i r s t Moroccan visi t t o a U.S. warship in more than five years. During t h e shor t two-day anchorage, TR hosted t h e Honorable Mr. Amrani Abdelhay, Secretary General of Tangiers. TR celebrated Easter Sunday with a sunrise service held o n t h e ship's f l ight deck enroute t o anchorage in Augusta Bay, Italy. While at Augusta Bay Secretary of t h e Navy William H. Ball, Jr. embarked and praised t h e TR/CVW-8 Team in a speech t o t h e crew. "You a r e halfway through a n extremely successful deployment and t h a t sends o u t a strong signal t o our fr iends and a l l ies in th is p a r t of t h e world...we will defend our basic in te res t s a n d we'll do whatever i s necessary t o ensure our goals and objectives a r e m e t and t h e values we cherish a r e protected and defended here in t h e Mediterranean." Secretary Ball's visi t was t h e f i rs t of two cabinet level embarks hosted by TR during t h e cruise. In mid-April, Samuel Skinner, Secretary of Transportation, embarked fo r a day-long look a t TR's operations. Secretary Skinner was accompanied by e igh t o the r members of t h e Depar tment of Transportation and VADM J a m e s Busey, Commander U.S. Naval Forces Europe. TR reached t h e halfway point of t h e cruise in Augusta Bay. Crewmen ce lebra ted with a "steel beacht1 picnic complete with t a len t show a n d concer t by t h e ship's band. During the two day anchorage, TR hosted Commanders from CTF-60/61/62/63/66/67 and 6 9 for a conference.

TR hosted more than 600 local dignitaries in h e r nex t port ca l l of Toulon, F rance for her f i r s t "Sunset Parade." Guests were t r ea ted t o a flawless tlsilent drillt' presented by t h e ship's Marine Detachment. Also during h e r por t visit, TR hosted t h e Master Chief Pe t ty Off icer of t h e Navy, AVCM(AW) Duane R. Bushey (former TR CMC) f o r a o n e day visit.

Enroute t o Monaco, more than 30 distinguished visitors including General Herve G. Navereau, Military Governor of Paris, embarked TR for a day-long display of firepower. A list of part icipants and a l l visitors c a n be found in enclosure (6).

A routine t ransi t between por t ca l l s in Toulon and Monaco became drama on t h e high

seas for USS THEODORE ROOSEVELT. Aircraf t from Helicopter Anti-Submarine Squadron NINE (HS-91, embarked with CVW-8, aided by TR a n d USS SOUTH CAROLINA (CGN-37), rescued f i f t een British yachtsmen from four sailboats foundering in hurricane- like seas. The sailboats were p a r t of a 16 boat flotilla sailing from Toulon t o Corsica. Search and rescue swimmers from HS-9 en te red t h e chilly wa te r in waves es t imated a t 3 5 f e e t and winds clocked a t 70 knots. One survivor, who suffered a broken leg, was a i r l i f ted t o Toulon fo r t r e a t m e n t while t h e o thers walked ashore t h e following day when TR arr ived in Monaco. The rescue was broadcast on television in France, Italy and the United Kingdom, and reported in newspapers around t h e world. Details on t h e rescue c a n be found in enclosure (7).

The operational t empo of t h e deployment was t es ted for a third t ime during exercise Dragon Hammer '89. TR joined with NATO all ies from Italy, the Netherlands, Turkey and t h e United Kingdom along with non-NATO forces from France and Spain fo r t h e exercise from 20 April - 2 May. This large-scale live exercise involving air , land and sea operations took place in Italy, Turkey and t h e Aegean, Ionian and Tyrrhenian Seas. The exercise was designed t o improve c o m b a t effectiveness, readiness, coordination and interoperability of allied sea, amphibious and a i r forces while demonstrating t h e capabil i ty t o defend and reinforce t h e southern region of Europe. TR and CVW-8 supported amphibious landings in Sardinia, as well as naval warfare exercises and a i r c o m b a t operations in Italy and Turkey. Details on t h e exercise c a n be found in enclosure (8).

During t h e exercise, P e t e r Sommer, U.S. Ambassador t o Malta embarked TR with t h e Commander of t h e Armed Forces of Malta, a Senior Advisor t o t h e Prime Minister, Foreign Minister, and a Special Assistant t o t h e Pr ime Minister. This visi t was t h e f i r s t visi t t o a U.S. Navy vessel in several years by representa t ives of th is strategically important island nation and was covered by t h r e e members of t h e Maltese media. The importance of t h e visi t was emphasized during a news conference held on board. VADM J. D. Williams, Commander SIXTH Fleet , remarked, "As long as the re is wate r in t h e Mediterranean, Malta will have s t ra teg ic value ( t o the United States)." Captain R i t t echoed those words, ''1 consider t h e Maltese visi t every bi t as important as t h e visi t of t h e Marshal of t h e Soviet Union l as t year."

TR completed Dragon Hammer '89 on 2 May and t w o days l a te r ar r ived in Haifa, Israel for some well ea rned liberty. More than 3,000 crewmembers took advantage of tours offered t o Jerusalem, Galilee and t h e Dead Sea during t h e ship's two visi ts t o Haifa. During a special t r ip t o t h e Jordan River conducted by TR1s Baptist Chaplain, 11 crewmembers were baptised in t h e holy waters. The ship also hosted tours by members of t h e Israeli Defense Force and a visi t from t h e Israeli Minister of Transportation.

Between t h e two Haifa visits, TR conducted a three-day a i r c o m b a t exercise. A second t r ip t o Palma d e Mallorca proved t o be t h e crew's favorite. With warm

weather and tour is t season in peak, crewmembers ra ted th is second s top as thei r favorite port. More than 300 men viewed thei r f i rs t bullfight.

TR depar ted Palma 3 June, joining with uni ts from Italy, France and Spain in Exercise Sardinia '89. During t h e exercise, CVW-8 a i r c r a f t f lew missions t o p ro tec t convoy ships, low level bombing runs t o support a n amphibious landing, and a i r patrols t o guard agains t opposing a i r a t tacks . USS THEODORE ROOSEVELT (CVN-71) a lso hosted several visi ts during this exercise including ADM J a m e s R. Hogg, U.S. Representa t ive t o NATO Military Commit tee, and Air Chief Marshal Sir Michael Knight, United Kingdom Military Representative t o NATO.

TR turned over dut ies in t h e Mediterranean t o USS CORAL SEA (CV-43) on 15 June and l e f t the SIXTH F l e e t on 20 June.

As TR outchopped, VADM Williams commented on t h e ship's performance during t h e cruise saying, llI1ve been qui te pleased with t h e performance of the TR ba t t l e group, THEODORE ROOSEVELT in part icular ... There's nothing you (TR) can' t do... You're the largest and newest of our c a r r i e r s but t h a t does n o t make you a good ship. People make it a good ship ... Theodore Roosevelt would be qui te proud if h e saw t h e performance o f the maiden voyage. You have done t h e name well.11

Returning home t o a hero's welcome, USS THEODORE ROOSEVELT (CVN-71) pulled pierside t o t h e cheers of thousands of anxious wives and girlfriends o n 30 June. VADM J. K. Ready, Commander Naval Air Force, U.S. Atlantic F l e e t f lew t o TR prior t o h e r ar r ival and praised TR's performance in t h e Med. The ship also enter ta ined members of a l l t h e local television stations, and the resulting publicity was used extensively throughout t h e Tidewater area. A period of standdown followed t h e ship's return from deployment. During the standdown, TR enter ta ined General Duane Cassidy, Commander in Chief, U.S. Transportation CommandJCornmander in Chief Military Airl if t Command and a group of four on 17 July and Ambassador Yuriy V. Dubinin, Soviet Union Ambassador t o t h e U.S. and t h e Captains of th ree Russian ships visiting Norfolk o n 24 July. The visi t was hosted by VADM J. K. Ready, COMNAVAIRLANT and RADM D. B. Robinson, Commander Cruiser- Destroyer Group EIGHT.

Following standdown, TR headed up t h e Elizabeth River t o Norfolk Naval Shipyard fo r a th ree and a half month availability period. The $26 million Selected Rest r ic ted Availability resulted in over 2000 completed jobs. Major work included modification t o t h e EA-6B facil i ty t o accommodate vans upgraded t o ECP-390 configuration and work t o remove six KY-8 communications antennas and install t e n KY-58s. Enclosure (10) deta i ls AIMD changes. During 1989, TR completed 17 K a l t e ra t ions and 41 D & F alterations. Three-hundred seventy-eight (378) controlled jobs were accomplished by ship's force.

Af te r a t w o day F a s t Cruise, USS THEODORE ROOSEVELT (CVN-71) depar ted NNSY 24 November for sea trials. In December TR landed her f i rs t fixed wing airplane in f ive months during F l e e t Carr ier Qualifications held off t h e Virginia Capes. During both at-sea periods TR continued in her role of hosting distinguished visitors with visi ts from MGEN Ryan, USAF, Deputy Commander in Chief, U.S. Atlantic Fleet ; BGEN Huey, Deputy Commander, F lee t Marine Force Atlantic; and six congressional s t a f f members during TR's December at-sea period.

The end of 1989 found USS THEODORE ROOSEVELT (CVN-71) spending t h e holidays in Norfolk following a very successful year.

A t t h e s t a r t o f business 1 January 1989, USS THEODORE ROOSEVELT (CVN-71) had a n enlisted c r e w of th ree thousand six hundred fifty-four (3654), a t close of business on 31 December 1989 the re were 2733 enlisted crewmembers aboard. On 1 January 1989 173 of f i ce r s were assigned t o T R and a t close of business 31 December 1989 the re were 175 off icers assigned.

During 1989, 1092 crewmen graduated from t h e t w o week School of t h e Ship held bi- weekly f o r newly reporting personnel. During 1989, TR conducted 10,600 ca tapu l t launches and 10,600 a r res ted landings, and CVW-8 a i r c r a f t f lew a lmos t 22,000 fl ight hours.
