HOW TO USE THIS DOCUMENT

RAIL IRC SKILLS FORECAST

The IRC Skills Forecasts focus on the prioritisation of the skill needs of the industry sectors each IRC has responsibility for. They are developed and reviewed annually and submitted on behalf of the IRC to the Australian Industry and Skills Committee (AISC) for approval.

The document is deliberately brief, it does not seek to capture every issue within every sector. It is a snapshot of a continually evolving story that is intended to alert and inform a wide audience and enhance their capacity to act.

IRCs are required to consult broadly with stakeholders to ensure a whole-of-industry view about the opportunities and challenges for the workforce and the Training Package review work necessary to meet industry needs. The information is then used to develop the four-year IRC Proposed Schedule of Work.

This Four-Year IRC Skills Forecast has been submitted by the Rail Industry Reference Committee (IRC) to Australian Industry and Skills Committee (AISC) for approval.

The IRC Skills Forecast identifies the priority skill needs of the Rail industry following a research and stakeholder consultation process conducted by Australian Industry Standards on behalf of the IRC.

Once approved by the AISC the IRC Skills Forecast informs the development of a four-year rolling National Schedule for development and review work of the Rail specific components of the TLI Transport and Logistics Training Package.

The Rail industry underpins Australian business as it carries people and commodities on over 33,000km of track across the country. It has an estimated annual revenue of $22.94 billion, adding $9.44 billion to the Australian economy in 2016. The industry employs more than 55,500 people across 932 companies comprising private and public operators, passenger and freight operators, track owners and managers, manufacturers and suppliers that operate in urban, regional, and rural areas of Australia.

INDUSTRY CHALLENGES AND OPPORTUNITIES

TECHNOLOGICAL CHANGEThe advent of ‘driverless trains’ and other forms of autonomous operation are key focal points across the industry. In January 2017, the Federal Government announced a $12 million grant for a two-year program testing Satellite Based Augmentation Systems (SBAS). The program will investigate the benefits of increased accuracy and availability of Global Navigation Satellite System (GNSS) signals with respect to the four transport sectors – Rail included. While several positioning technologies are already entrenched in the Rail industry, an intended outcome of this program relates directly to the development of automated management systems for trains in particular4.

Australia is following European models and implementing European Train Control System (ETCS). This international trend has identified that specific skills are required to implement and maintain these systems. Communications technology and big data are also contributing to workplace and job design through rapid changes to workplace systems such as wireless signalling and sensors developed to capture data for use in predictive condition monitoring and maintenance systems.

Wireless delivery of mission-critical rail communications has already been implemented by some rail operators to increase efficiency5. Technological advances are supporting improvements in integration across modes in station precincts, high capacity rolling stock and signalling systems6. As these new technologies emerge, they bring consequent demands on the Rail workforce. Upskilling will be required to ensure the right skills are developed to meet flexible job demands and realise the full productive capacity of the investments the industry is making.

SAFETYThe rail industry focus on improving track safety, worker skills and safety critical communications is ongoing, with the regulator highlighting this area as a key priority in their 2016 annual report.7 The Office of the National Rail Safety Regulator has recommended more work to develop an enhanced understanding of the factors leading to track worker safety risks, as well as the development and maintenance of systems and processes to mitigate those risks8.

HIGHER-ORDER SKILLSHigher-order leadership, management and problem solving skills remain an area of interest for the Rail industry. Skills in safety management leadership in particular, are becoming highly regarded within the industry. Safety critical communications will become a higher priority as the industry embraces technology and needs to provide a level of comfort to the public who are likely to have reservations about the safety of the technology.

Training in Human factors in Rail industry roles will assist with the implementation of new technology for rail workers and will also assist in providing a level of comfort to the wider community.

The long term decline of the Rail workforce was arrested from 2006-2012, perhaps reflecting the increased rail freight task of the mining boom. The increasing share of “Not further defined” (nfd) is contributing to the apparent continued decline in Passenger and Freight workforce since.

EXPLANATORY NOTESWorkforce The size of an industry’s workforce is established by the Australian Bureau of Statistics (ABS) using two different approaches. The Labour Force survey, which provides a 30-year view of the industry, assigns each industry category based on the main job of the respondent. The Australian Industry dataset (which the Workforce Projections charts are based on), uses a top down approach where industries are primarily classified by the single predominant industry class associated with a business’ ABN. An industry’s workforce therefore is bounded in the first instance by the occupations of workers and in the second by the primary business of an enterprise. The different approaches can therefore result in quite different workforce figures.

AIS has chosen to distinguish these approaches using the terms Workforce – Occupation based and Workforce – Employer based.

Enterprise size Industry definition by ABN also applies to the Counts of Australian Businesses data (size and distribution). Furthermore, low level values in these tables are subject to perturbation to anonymise the data. This may result in some areas with a low level value being perturbed to zero.

ExemptionsThe scope of the Labour Force Survey is limited to the civilian population of Australia and therefore members of permanent defence forces are excluded from the survey.

RAIL SKILL SHORTAGES83.8 per cent of employers reported experiencing a skills shortage in the last 12 months9. The occupations reported as being in shortage were:

AGEING WORKFORCEWith 52 percent of the entire rail workforce aged over 4510, the challenges presented by an ageing workforce are likely to persist long-term. These challenges are compounded by the impact of other health-related conditions which can be associated with ageing and other lifestyle factors. These can have specific impacts in the rail industry, for example, sleep apnoea and diabetes may impede a train driver’s ability to pass the stringent medical tests associated with the role and which may lead to early retirement. Career options for these drivers can be limited, as most have very little training in other areas and consequently few transferrable skills. At 4 per cent, effort is required to expand the demographic of employees aged under 2511 and develop the skills necessary to prevent organisational ‘brain drain’ due to a generational shift.

ATTRACTION OF SUITABLY QUALIFIED AND EXPERIENCED TRAINERSThere is growing demand for trainers and assessors who have exceptional systems understanding and e-learning development capability, as well as the ability to deliver high quality training within a simulator learning environment. Advances in the development of new full cab, driving console, motion and engineering learning environments12 require trainers that are able to harness the potential of this technology and facilitate effective skills transfer to the rail operating environment.

Attraction of suitably experienced trainers is an ongoing challenge for the rail industry, as the remuneration and other benefits for those working as drivers or as operational staff are often more favourable than for trainers.

QUALIFICATION UPTAKEIndustry report high levels of satisfaction with the rail units of competency in the Training Package, with many employers aligning their learning and development systems and training course delivery directly to these requirements. For a variety of reasons, including perceptions of an administratively burdensome VET system and existing workforce industrial relations arrangements, this use is not translating to the issuing of qualifications or recording of learner achievement in the national VET data collections.

INTERNATIONAL/NATIONAL WORKPLACE TRENDSNew positioning technologies are being developed, such as Satellite Based Augmentation Systems. This is likely to influence the advancement of autonomous operations – including driverless trains – which remains a point of focus for the industry. Technological advances are also driving improvement in signalling systems, high capacity rolling stock and the integration across modes in station precincts. It will be necessary to upskill the workforce if the benefits of these new technologies are to be fully realised.

Additional capabilities will be required as the European Train Control System (ETCS) and wireless delivery of mission-critical rail communications are adopted more widely. This is equally the case for safety critical communications, where systems and processes are rapidly being confirmed in order to reduce risk. Communications technology and big data are also contributing to workplace and job design by affecting workplace systems, such as the wireless signalling and sensors developed to capture data for use in predictive condition monitoring and maintenance systems. Skills that support the technical knowledge required for these developments will prove to be highly beneficial.

The Rail industry is fundamental to Australia’s transport network, and a major contributor to the national economy. It employs over 55,500 people and has an estimated annual revenue of $22.94 billion, adding $9.44 billion to the Australian economy in 2015-16. The Rail industry comprises private and public operators, passenger and freight operators, track owners and managers, manufacturers and suppliers that operate in urban, regional, and rural areas of Australia.

The Rail industry is supported by the Rail-specific components of the TLI Transport & Logistics Training Package consisting of qualifications for rail infrastructure, rail operations management, light rail, train/tram driving, signalling and safety management. Total VET activity enrolments have greatly increased over the past two years, although this increase may be due to changes in the reporting requirements for enterprise RTOs after 2014.

Nearly 70 percent of training is delivered with State or Commonwealth funding. Industry report high levels of

satisfaction with the Rail units of competency. Many employers have aligned their learning and development systems, and training course delivery directly to the Training Package as a result.

A high proportion of the Rail workforce are based in New South Wales and in Queensland. Queensland also has the largest number of enrolments per capita for the Rail units of competency. The workforce numbers for passenger rail and rail freight will see growth through to 2022, with a significant increase in the rail infrastructure workforce forecasted to take place over the next two years. Women now account for 20 percent of the total Rail workforce.

The 2017 IRC Skills Forecast survey for the Rail Industry found that 83.8 percent of employers have experienced a skills shortage in the last 12 months, with a shortage of train drivers and signalling technicians in particular. The key reasons for the shortages that were identified by industry included a lack of qualified personnel, and an ageing workforce. 52 percent of the entire Rail workforce

is aged over 45 and strategies to attract new entrants to the Rail industry would provide additional benefit if they also targeted a younger cohort as a priority. This would address both the skills demand and workforce ageing challenges.

Alongside leadership and management skills, stakeholders have rated technology skills as highly important generic skills for the workforce. Technology has had a major impact on the Rail industry, which is also becoming increasingly automated. The workforce will require additional training and skills as driverless vehicles and automated management systems become more widespread. Further to this, specific skills are required to implement and maintain the European Train Control System (ETCS).

Communications technologies are continuing to evolve. This can be seen in the changes to wireless signalling and delivery of mission-critical rail communications. Technological advances are supporting improvements in integration across modes in station precincts, high

capacity rolling stock and signalling systems. Industry have indicated that electrical and signalling skills are their highest priority within the next three to five years. It will be necessary for the workforce to receive training that supports the skills required for these new technologies.

Safety remains a major focus for the Rail industry and skills in safety management leadership are becoming highly regarded. The Office of the National Rail Safety Regulator has also recommended more work be done to develop and maintain systems and processes to reduce risks to track worker safety. Workplace health and safety was identified by industry as another priority skill for the workforce and further integration of rail compliance and regulations into the Training Package will become increasingly important.

EXPLANATORY NOTESTraining Enrolments Charts The Training Enrolments charts compare two datasets; the National VET Provider Collection and the Total VET Activity (TVA) dataset. The primary distinction between the two is that Total VET Activity data is collected from all types of providers and not only those in receipt of Commonwealth or State funding. TVA data collection commenced in 2014.

Exemptions Where the submission of training data to TVA conflicts with defence or national security legislation, or jeopardise the security or safety of personnel working in defence, border protection, customs or Australian police departments, an exemption from reporting training data is available.

Organisations that deliver training for vital services to the community (such as emergency, fire, first aid and rescue organisations) may have received an exemption to submit data to TVA. From 1 January 2016 however, the exemption from reporting applies only in respect of training activity not delivered on a fee-for-service/commercial basis.

RAIL IRC PROPOSED SCHEDULE OF WORK

REVIEW PLAN – TIMING AND PRIORITISATIONThe IRC Proposed Schedule of Work identifies review and development priorities for the rail specific components of the TLI Transport and Logistics Training Package. It has been structured to prioritise the current and emerging skills needs of the rail industry. Industry uptake of new technologies will require on going Training Package review and development across this four-year period and into the future.

The Rail IRC does not anticipate any of the rail qualifications, skill sets or units of competency contained within the Training Package will be required to be reviewed more than once in the four-year period. The exception will be if there is regulatory or legislative change, or industry driven change due to safety

requirements or specific technology advancement. At this point in time the Rail IRC has not identified any training product that is expected to be contentious or lengthy in development.

2017 – 2018The implementation of autonomous trains continues to gradually grow across the Rail industry and will impact on the skills required for train drivers. Skills development has been identified for the preparation and transitioning of trains at the start and completion of journeys, while it will remain necessary to maintain on route driving skills in the event of an emergency or incident. These additional skills will be addressed through the development of units of competency and a skill set. New on-board systems will be deployed to support the implementation of autonomous trains therefore changing the practical and technical skills of drivers and network controllers. Skills addressing fault rectification, safety management systems and signalling will also be incorporated into the development of units of competency and a skill set. These new units of competency may also have potential application in other industries such as road transport, maritime and aviation

A skills need has been identified for the management of human factors for rail safety workers, and has been extended to encompass customer service staff and network controllers. Rail safety work is dangerous, particularly for those working on track, or those responsible for track work and train movements on the rail corridor. Training Package development proposed for 2017-18 includes new units of competency and skill sets for:

• Train / rail vehicle automation• Management of human factorsThe previously identified need for the development of a new skill set/unit of competency in this period for safety critical communications and control skills in the rail industry was approved in advance by the AISC in February 2017.

2018 – 2019As the use of autonomous trains will continue to become more commonplace and the associated operational roles will continue to evolve. Further review and development of qualifications and units will be necessary for workers in front line control, train driving and network control to

further support skills development in safe and efficient pre-journey, in journey and post journey autonomous train operation. To further support the implementation of new technologies and systems, there will be a need to develop off site or remote fault support skills. The provision of immediate fault support to network control operators will expedite the rectification of various faults, providing productivity gains and financial savings to industry. These skills will be addressed through the development of a skill set and units of competency.

Training Package review and development proposed for 2018-19 includes:

2019 – 2021The qualifications, skill sets and units of competency that have not been subject to review or development between 2016-2019 will be reviewed in 2019-2020.

The review will examine stakeholder feedback and involve consultation with stakeholders, including regulatory bodies, on the appropriateness of the current qualifications.

LEGISLATIVE /REGULATORY REQUIREMENTSThe TLI Transport and Logistics Training Package encompasses the rail industry and contains units of competency that are specified in the requirements of the National Rail Safety Legislation. Rail enterprises must

ensure that each rail safety worker, who is to perform rail safety work in relation to its railway operations, has the knowledge and skills necessary to enable the worker to carry out the work safely.Requirements are set out in s117 of the Rail Safety National Law (RSNL) and r30 of the Rail Safety National Law National Regulations.

Should legislative or regulatory requirements change, this review or development would take precedence over other reviews planned as these are often associated with a higher workplace risk.

INTERDEPENDENCIESThe Rail specific qualifications within the TLI Transport and Logistics Training Package include imported units of competency, within core and elective qualification packaging rules. Industry sector interdependencies that will potentially initiate future Rail qualification reviews include imported units of competency from fourteen separate Training Packages (inclusive of predecessors).
