“I am proud to announcethat the United States willdonate ventilators to ourfriends in India. We stand withIndia and @narendramodi dur-ing this pandemic,” Trump hadsaid. “We’re also cooperatingon vaccine development.Together we will beat the invis-ible enemy,” he said.

On Wednesday, the PMCARES Fund Trust had decid-ed to allocate ~3,100 crore forthe fight against Covid-19.

Out of ~3100 crore, approx-imately ~2,000 crore will be ear-marked for purchase of venti-lators, and ~100 crore tosupport vaccine development.

Congress leader Rahul Gandhion Saturday said an economicstorm faces India, and the ~20-trillion package of the gov-ernment would fail to fire up thecountry’s economic engine as ithas offered bank loans to thepeople instead of putting moneyinto their pockets. He appealedto the prime minister to “recon-sider” the package.

In a video conference,Gandhi said the package wasdisappointing as it addressedsupply side issues when theneed is to spur demand andconsumption.

“When a child is hurt, themother doesn’t offer aloan...today, when migrant work-ers are walking on the roads,money needs to be put in theirpockets. Bharat Mata (MotherIndia) should not act as a ‘mon-eylender’ (sahukar) to her chil-dren. Bharat Mata should givemoney to her children becausethey are in need,” Gandhi said.

Later in the evening, the for-mer Congress president took tothe road and interacted withdozens of migrant workers insouth Delhi’s Sukhdev Vihar.

In his conference earlier in

the day with journalists of region-al media, Gandhi said the gov-ernment should have put moneydirectly into the pockets of farm-ers, migrant labourers, and smallbusinesses, but it is worried moreabout fiscal deficit and country’scredit ratings by internationalrating agencies.

Gandhi said any rating wouldbe meaningless if the Indianeconomy does not restart, andthat can only happen if the mon-ey is put into people’s pockets.“It will be catastrophic if we donot. It will overshadow the (dam-age by the) disease,” Gandhi said.

Gandhi said his job as anOpposition leader was to createpressure on the government,and that is what he is trying to

do with his critique of the pack-age. In his recent press confer-ences, Gandhi has spoken ofproviding constructive opposi-tion, and that this was not thetime for finger pointing. “We arein the Opposition and canchoose to create pressure on thegovernment either with hatred,or with warmth,” Gandhi said.He said his approach is the lat-ter. On Maharashtra’s handlingof the crisis and whether he isputting pressure on that government as well, Gandhi saidthere is a difference between aCongress-run government andan alliance government.

He said he cannot put thesame kind of pressure on analliance government that he

can on a Congress government.He said Congress governmentsin states such as Chhattisgarhhave been aggressive in helping migrants, farmers, andthe poor by putting money intheir pockets.

Gandhi said all state gov-ernments, including those runby the Bharatiya Janata Party(BJP), have complained thatthe Centre is not providingthem with enough funds. Hesaid the strategy of the Centreshould have been decen-tralised, to be a manager andlet the states be at the forefrontof fighting this battle. “I haveheard the reason for not givingmoney to people is the govern-ment’s worry that an increasedfiscal deficit would downgradeIndia’s ratings by internationalrating agencies,” he said.

Gandhi said he would sug-gest the government to not payheed to the ratings at the cur-rent juncture, which would befine if India’s workers andfarmers start working. “Makepolicies with India in yourmind, not what foreignerswould think,” he said. He alsointeracted with a group ofmigrant labourers in Delhi andasked them about their prob-lems as they walked home.

Madhya Pradesh Chief MinisterShivraj Singh Chouhan onSaturday said that local circum-stances are likely todictate the next phaseof the lockdown as hespoke of the sufferingsof the poor andpitched for kickstart-ing economic activi-ties outside placeswhere the spread ofthe coronavirus infec-tion is high.

Huge numbers of migrantworkers have been walking hun-dreds of kilometres from severalbig cities towards their villages as

The Bharatiya MazdoorSangh (BMS), the trade unionarm of the RashtriyaSwayamsevak Sangh (RSS),termed Saturday’s announc-ements by Finance MinisterNirmala Sitharaman toincrease privatisation in sec-tors such as coal, defence,and six others as against“national interests”.

The BMS said it was “asad day for the nation andits people”. It said the gov-ernment was going in the“wrong direction” and it was“highly condemnable” thatit did not discuss the pro-posed changes with tradeunions and other stake-

holders.The BMS said, “corpo-

ratisation and PPP (public -private partnership) are theroutes for privatisation, andprivatisation is the route forforeignisation.”

It slammed the govern-ment for taking advantageof the crisis to push thesemeasures.

The BMS, which has alsoopposed the changes inlabour laws announced bysome of the state govern-ments, said the govern-ment’s plea that it has nooption but to privatise sec-tors such as coal, airspace,defence production, andothers shows a “dearth ofideas on economic revivalin times of crisis”.

India has surpassed China in thenumber of Covid-19 cases, withnearly 86,000 cases as of Saturday

morning, becoming the 11th countrywith the most Covid-affected people.

In the last 24 hours, 3,970 new cas-es were added, taking the total count to85,940. The toll on Saturday was 2,752,of which 103 deaths were registered ina single day, according to the healthministry data. The total number ofactive cases is 53,035, and more than30,152 have been cured.

China, which has dropped two spotson the global tally at the 13th position sofar, reported 84,038 Covid-19 cases,4,637 of whom have died.

Cases in Maharashtra are nearingthe 30,000-mark, with 1,068 deathsso far, the highest among all states.Covid-19 cases have seen a sharp risein Tamil Nadu, now reporting thesecond-highest number of cases inthe country with 10,108 positive cas-es and 71 deaths.

Gujarat, with a doubling time ofover two weeks, has 9,931 coronaviruspositive cases of whom 606 have died.

The third-highest number of casesare in Delhi with 8,895 testing posi-tive, recording 606 deaths so far.

India has ramped up its testingcapacity to nearly 100,000 tests perday. In the last one day, more than94,000 tests were conducted, takingthe total number of tests conductedso far to over 2.1 million.

Besides, the Council of Scientificand Industrial Research (CSIR) is work-ing with Intel India and InternationalInstitute of Information Technology(IIIT), Hyderabad to develop faster andless expensive Covid-19 testing andcoronavirus genome sequencing.

The health ministry has alsoissued guidelines for the safety ofhealth workers in Covid and non-Covid areas of the hospitals. It hassuggested a “buddy system” wheretwo of more members of the hospitalstaff will form a team and shareresponsibilities for their partner’ssafety in terms of safety gear andhygiene, among other things.

25 migrantworkers killed, 40 injured in UPAt least 25 migrant workers werekilled and 40 others injured whena trailer and a stationary truck, onwhich they had hitched rides,collided on a highway near UP’sAuraiya in the early hours ofSaturday, the latest in a string ofaccidents involving migrantsreturning to their states.

Most of the victims were sittingon sacks of wheat flour loaded onthe trailer, and were crushedwhen the vehicles overturned.

PMO announces ~2-lakhex-gratia for victims The Prime Minister’s Office (PMO) hasannounced an ex-gratia paymentof ~2 lakh each to the next of kin ofthe migrant workers killed in theroad accident. It also announced~50,000 each for those injured inthe trailer-truck collision.

Aviation minister reactsCivil Aviation Minister HardeepSingh Puri said he was deeplypained by the accident, andstressed that the incidentunderlines the necessity forstates receiving migrants toallow limited air, road, andrail travel.

Migrant workers a neglectedlot, says Madras HCThe Madras High Court (HC) has saidit is not only the duty of the nativestates of migrant workers but alsothe duty of the states where theywork to take care of them, but thishas not been the case.

The court, while observing thatthe migrant workers and agriculturalworkforce are a neglected lot in thecrisis, asked the central and stategovernments to file a report on suchworkers by 22 May.
