(A) TRANSACTION TECHNICAL ASSISTANCE NOT EXCEEDING $5,000,000 1. PROJECT PREPARATORY 1. TA 9826-AFG: Water Resources Sector Development Executing Agency : Ministry of Finance TA Amount ($'000) : 1,500.0 Business Opportunities Listing : 21 October 2019 Date Approved : 17 October 2019 The TA will prepare the following outputs for the ensuing project: (i) project design; (ii) compliance with safeguard and social policies; and (iii) assessment of implementation capacity. The project will support Afghanistan to strengthen water resources management in rural areas. Its expected outputs are: (i) community-based irrigation schemes modernized; (ii) small-scale rainwater harvesting structures for sustainable land management constructed; and (iii) water and energy efficiency technologies for local water management applied. These will result in improved water productivity in rural areas. The project will be aligned with the following impacts: improved livelihood opportunities for rural communities and increased agricultural production. Support will include policy support and technical assistance to strengthen operation and maintenance and rural asset management, and to promote innovation. Status of Consulting Services : Recruitment of consultants is being processed. 2. TA 9821-BAN: Support to Tertiary Education Development Executing Agency : Ministry of Education TA Amount ($'000) : 700.0 Business Opportunities Listing : 10 October 2019 Date Approved : 9 October 2019 The transaction TA facility will provide project preparation support and capacity building to a series of ensuing projects as follows: (i) Improving Computer and Software Engineering Tertiary Education Project; (ii) Digital University Development Project; (iii) Innovations in Tertiary Education for Competitiveness (Advanced Agriculture) Project; and (iv) Innovations in Tertiary Education for Competitiveness (Garments and Textiles) Project. All ensuing projects are in the tertiary education subsector where the Ministry of Education, the University Grants Commissions, relevant universities, and industry partners will be key stakeholders in project design and implementation. The project preparation will require a set of due diligence in technical, safeguard, poverty, social, gender, fiduciary management and economic assessment. Using a TA facility is suitable as it will enhance project preparation efficiency, strengthen incorporation of lessons in new project designs, and improve project implementation readiness by: (i) allowing the same experts and consultants to be mobilized for similar due diligence activities; (ii) facilitating learning on project processing and implementation across different projects; and (iii) providing technical inputs and capacity development opportunities to accelerate project readiness and initial implementation processes. The major outputs are: (i) capacity in innovative approaches in tertiary education project design process enhanced; (ii) project management capacity strengthened; and (iii) due diligence for ADB financing completed. Status of Consulting Services : Consultant has been fielded.

3. TA 9869-BAN: Additional Financing for Bangladesh Power System Enhancement

and Efficiency Improvement

Executing Agency : Bangladesh Rural Electrification Board TA Amount ($'000) : 450.0 Business Opportunities Listing : 22 November 2019 Date Approved : 20 November 2019 The TA will prepare the additional financing to the ongoing Bangladesh Power System Enhancement project. The project’s outcome is improved access to efficient and reliable electricity supply in Bangladesh. The main project outputs are: (i) national transmission network in southern Bangladesh strengthened; (ii) distribution network improved; (iii) distribution network in rural areas improved; and (iv) capacity in power sector agencies enhanced. These will lead to the following outcome: access to efficient and reliable electricity supply in Bangladesh improved. The project is aligned with the following impact: 100% access to power by 2021 and power sector sustainability improved in Bangladesh by 2030. The additional financing for Bangladesh Rural Electrification Board will further improve access to efficient and reliable electricity supply in rural areas in Khulna division (western Bangladesh). It aims to enhance the primary distribution network capacity of the rural electrification network and rehabilitate and improve sections of the network that are over 20 years old using wooden distribution poles with low-capacity conductors. These investments are needed to deliver increased power requirement and meet customer demand in an efficient and reliable manner. Status of Consulting Services : Consultant has been fielded. 4. TA 9879-BAN: South Asia Subregional Economic Cooperation Integrated Trade Facilitation Sector Development Program Executing Agency : Asian Development Bank TA Amount ($'000) : 1,500.0 Business Opportunities Listing : 2 December 2019 Date Approved : 28 November 2019 The TA will help the government of Bangladesh prepare the investment part of the ensuing program and coordinate the development and modernization of customs facilities at the land customs stations (LCSs) with the countries adjacent to Bangladesh. Its major outputs are: (i) feasibility study of the ensuing program prepared; (ii) engineering design and cost estimate prepared; (iii) safeguard and gender documents prepared; (iv) procurement plan and bidding documents prepared; and (v) coordination with the adjacent countries achieved. The ensuing program will help improve Bangladesh’s border infrastructure and trade facilitation environment, thereby contributing to the national goals of promoting a favorable industrialization and trade policy regime. The policy reform part of the program will help speed up clearances, improve customs compliance, focus essential resources on higher-risk cargo, and lead to better administration of customs laws and regulations. The investment part of the program will: (i) develop modern LCSs, expand the capacity of land ports, and improve 2–5 kilometers of roads as well as railway cargo handling facilities at selected border-crossing points; and (ii) construct a central customs laboratory and regional training center in Dhaka. Electronic cargo-tracking systems will be introduced at the LCSs to register and monitor international transit cargoes. These solutions will result in the following outcome: faster, cheaper, more predictable, and more secure

cross-border trade in Bangladesh achieved. The program will be aligned with the following impact: region’s trade and commerce expanded. Status of Consulting Services : Recruitment of consultants is being processed. 5. TA 9927-BAN: Climate and Disaster Resilient Small-Scale Water Resources Management Executing Agency : Asian Development Bank; Local Government

Engineering Department TA Amount ($'000) : 1,250.0 Business Opportunities Listing : 24 December 2019 Date Approved : 24 December 2019 The TA will have the following major outputs to prepare the ensuing project: (i) relevant policy and regulatory frameworks assessed and proposal for improvements identified; (ii) agricultural market analysis conducted to select key commodities and value chain analysis for key commodities prepared; (iii) subprojects selected, and feasibility of representative sample sub-projects appraised; (iv) draft loan documentation produced, and project implementation start-up facilitated. The ensuing project will improve agricultural productivity and profitability through effective, participatory, and sustainable small-scale water resources management within the selected geographic areas which are prone to climate and natural hazards risks. It will support the small-scale water resources subsector by: (i) drawing lessons from previous investments; (ii) incorporating climate and disaster resilience features in infrastructure and facilities; (iii) promoting climate and disaster tolerant crops and cropping practices; and (iv) introducing agricultural value chains. Its outputs are: (i) participatory subproject development improved; (ii) small-scale water resources infrastructure with climate and disaster resilient features developed or enhanced; and (iii) Upazila and water management cooperative associations-level value chain development activities prepared and implemented. These will result in the following outcome: climate resilient agricultural productivity and profitability in selected geographic areas increased. The project impact is food security and rural livelihoods resilience to climate change-induced disasters among project beneficiaries increased. Status of Consulting Services : Recruitment of consultants is being processed. 6. TA 9820-PRC: Preparing Sustainable Development Projects

Executing Agency : Asian Development Bank TA Amount ($'000) : 1,800.0 Business Opportunities Listing : 9 October 2019 Date Approved : 4 October 2019 The TA facility will provide project preparation support to a series of projects, initially comprising of: (i) Gansu Rural Vitalization and Integrated Industry Development; (ii) Shanxi Low-Carbon and Beautiful Villages Development; (iii) Guangxi–Guilin Comprehensive Ecological Rehabilitation; and (iv) Heilongjiang Regional Economic Cooperation. Its major outputs are: (i) technical feasibility assessments conducted and opportunities for cofinancing explored; (ii) procurement plans formulated; (iii) economic and financial analyses and social, environment, resettlement and indigenous people safeguards due diligence and gender mainstreaming completed; and (iv)

sector and social assessments prepared. The ensuing projects involve investments in green and low carbon infrastructure, rural vitalization and regional integration. Their outputs include: (i) green and bankable infrastructure projects developed; (ii) increased participation of financial institutions (FI) in sustainable projects; and (ii) capacity development of government and Fl to screen, appraise and support sustainable projects. The projects’ outcome will be enhanced green, low-carbon and sustainable infrastructure sector development in the Government of the People’s Republic of China while their outcome will be increased investment to promote green growth through air-, water-, and land-quality improvements as well as lower greenhouse gas emissions. Status of Consulting Services : Consultant has been fielded. 7. TA 9813-IND: Enhancing Capacity to Design and Implement Energy Sector Projects

Executing Agency : Department of Economic Affairs TA Amount ($'000) : 1,000.0 Business Opportunities Listing : 4 October 2019 Date Approved : 3 October 2019 The TA facility will help the executing and implementing agencies meet government and ADB financing by supporting project preparation, increasing project readiness, building capacity in project implementation and overall portfolio management in India. It will support the following projects: (i) Uttarakhand Transmission Strengthening and Distribution Improvement Project; (ii) Meghalaya Power Distribution Sector Improvement Project; (iii) Tripura Generation Upgrading and Distribution Strengthening Project; and (iv) other projects to be proposed by the Department of Economic Affairs, Ministry of Finance for ADB financing. The TA facility is suitable as it will: (i) support ensuing projects in the energy sector in low-income states in India with similar due diligence requirements; (ii) enhance project preparation efficiency and improve readiness of projects that have limited processing resources; (iii) promote sharing of experiences among different states working with the same team of consultants; and (iv) strengthen coordination in project preparation. This modality will reduce transaction costs and time through minimizing the resources of stand-alone transaction TAs. The outputs are: (i) network planning and detailed technical assessment supported; (ii) procurement, financial and economic assessment supported; (iii) environment and social safeguards due diligence completed; and (iv) safeguard capacity of implementing agencies improved. Status of Consulting Services : Consultants have been fielded. 8. TA 9828-IND: Bengaluru Smart Energy Efficient Power Distribution

Executing Agency : Asian Development Bank TA Amount ($'000) : 225.0 Business Opportunities Listing : 22 October 2019 Date Approved : 21 October 2019 The TA will: (i) conduct technical and safeguards due diligence to enhance readiness of the ensuing project; and (ii) support building capacity of Bengaluru Electricity Supply Company Limited in (a) distribution network management system and business practices, and (b) environmental safeguard monitoring. The TA outputs are: (i) due diligence on ensuing project conducted; (ii) bidding documents prepared; (iii) technical capacity of implementing agency

The ensuing project will have the following outputs: (i) smart and disaster-resilient power distribution system established in seven districts in urban areas of Bengaluru; (ii) and knowledge of implementing agency in modern power distribution system improved. The outputs will result in the following outcome: energy efficiency, reliability, and safety of power supply system in Bengaluru urban areas improved. The project will be aligned with the following impact: livable Bengaluru urban areas developed. Status of Consulting Services : Consultants have been fielded.

9. TA 9844-IND: Supporting Education and Skills Development Facility

Executing Agency : Department of Economic Affairs TA Amount ($'000) : 1,000.0 Business Opportunities Listing : 5 November 2019 Date Approved : 4 November 2019 The TA facility will support project preparation, capacity building, undertaking due diligence, and increasing the readiness of the following pipeline projects in India: (i) Supporting School Education Program in India; (ii) Kerala Skills Development Project; and (iii) Supporting State-Level Skills Development Project (for Assam). These projects are all in the education sector, including technical and vocational education and training subsector, and have similar due diligence requirements. These innovative features respond directly to the needs of Chingeltei residents identified through consultations including persons with disabilities, women, and the elderly. The outcome of the project will be improved quality and safety of, and access to, public transport services for residents in ger areas demonstrated. The impact will be access to safe and comfortable transport services that meet customers’ demand improved. The TA will complement interventions under project outputs 1 and 3, including addressing issues related to the quality of public transport services by: (i) improving the public transport mobile application and customer feedback mechanisms; (ii) developing and conducting training on bus driver behavior, including bus driver etiquette, accessibility features, and customer service; (iii) improving the capacity of the Public Transport Service Department and bus companies related to sustainable public transport operations and improving public transport standards; and (iv) ensuring active community engagement and development of measures to implement necessary behavior changes among the key stakeholders to fully achieve the project objectives. Resettlement due to the project will impact the following eight communities along the railway line of the project: Manila, Malolos, Calumpit, Apalit, Sto. Tomas, Angeles, San Fernando, and Mabalacat. Under the project’s resettlement action plan (RAP), compensations and transitional assistance will be provided to mitigate lost housing, assets, and income. The RAP facilitates integration of the project affected persons’ (PAPs) access to various government services and local livelihood opportunities, by means of entitlements and support measures aimed at enabling them to at least restore their living standards. The TA will assist the PAPs to navigate the resettlement process and effectively access services and benefits under the RAP and its integrated Livelihood Restoration and Improvement Program. It will establish a system of mentoring by case workers and develop an online monitoring system to enhance the resettlement intelligence and data analytics to enable targeting of tailored interventions. The TA will also apply the “Graduation Approach” to address vulnerability and improve resilience and financial stability of the communities resettled under the project. Collective decision-making within neighborhoods also helps build resilience in the urban communities. The TA will help the MFP continue to address market gaps while strengthening financing for upgrading housing and access to water supply and sanitation through the provision of loan loss guarantees targeting these micro-home improvement loans. It will target disaster-prone peri-urban settlements in Bangladesh, Indonesia, Myanmar, Nepal, the Philippines, and Viet Nam. It will also provide MFP with funds to conduct institutional strengthening of participating MFIs that will include knowledge dissemination, beneficiary training, formulation of enabling policies, and progress monitoring. Given the existing limitations in the national safeguards’ expertise, this TA will supplement the recently approved knowledge and support TA for infrastructure projects and support the capacity development of national experts whose skills need to be brought up to ADB safeguards requirements. Many of the transboundary river basins face similar issues to the Yangtze River Economic Belt (YREB) in the PRC, characterized by growing regional and rural–urban disparities which create economic imbalance and development tensions and have placed growing pressure on the ecology and water quality. The YREB represents a particularly valuable testbed for developing and applying new approaches and piloting innovative applications to (i) better capture the value of ecosystem services and identify sustainable financing mechanisms for natural capital investment, and (ii) mainstream ecosystem services within economic planning and management frameworks. The TA will develop an initiative to establish additional partnerships based on ADB’s collaboration with the China Council for International Cooperation on Environment and Development’s Special Policy Study to share knowledge from ADB’s YREB program. This knowledge sharing in effect reflects valuable regional and global public goods for the DMCs, which are priorities under ADB’s Strategy 2030. Through these partnerships, an open platform and knowledge hub will be established to capture and share two-way flow of knowledge between the PRC and partner DMCs. Promoting cooperation in education and skills development is one of the operational priorities under CAREC 2030, which seeks to expand the horizons of economic cooperation in the region by connecting people, project and policies for shared and sustainable development. Improved cross-border labor mobility will lead to possible enhanced TVET skills and cross-border labor migration in the CAREC region. During the 2018 country programming mission, the government of the PRC and ADB agreed to provide a knowledge and support TA as a platform for gathering and sharing ADB’s operational knowledge and policy. The TA will focus on distilling ADB’s operational knowledge in TVET, where ADB has supported the PRC through lending and TA projects since 2006. Government of India in 2018 launched its flagship healthcare program, Ayushman Bharat Yojana (Scheme for Healthy India). The government’s National Health Authority (NHA) has partnered with a number of state governments for scheme implementation. States have to make suitable budgetary allocations as per the prevalent center-state sharing pattern. Cognizant of the challenges faced by NHA, the TA will conduct the analysis to support the scheme’s implementation. The TA will examine the possibility of creating a finance window for financial institutions through a health financing intermediary, either through a new or an existing institution, which would target improving lending to private hospitals, based on a set of pre-defined selection criteria, willing to expand and upgrade their infrastructure, particularly in second and third tier cities and districts. In most instances, electricity services are provided by state-owned vertically integrated natural monopolies, with sector regulatory decisions driven by political imperatives on an ad hoc and unpredictable basis. The government of several countries in the Pacific have recognized the importance of modern utility regulation and have established dedicated regulatory bodies to perform regulatory functions. In December 2016, the heads of energy regulatory bodies in Tonga, Samoa and Vanuatu founded an Alliance of energy regulators in the Pacific Region and adopted a constitution for this Alliance. However, this Alliance was not established as a legal entity in any jurisdiction and exists solely as an informal association. To date, the Alliance has expanded to include regulatory bodies in the Cook Islands, Fiji, Palau and Papua New Guinea. The TA will advance the Alliance’s members, the Secretariat of the Pacific Community, and prospective development-partner contributors. The PDIA approach focuses on solving locally nominated and defined problems in performance and seeks to create: (i) an environment for decision-making that encourages experimentation; (ii) tight feedback loops that facilitate rapid experiential learning; and (iii) encourages broad sets of agents to ensure that reforms are viable, politically feasible, legitimate, relevant and supportable. The outputs of the TA are: (i) PFM reform experiences in selected Central and West Asia DMCs completed; and (ii) knowledge products and events for a PDIA-inspired approach to PFM reform produced. A critical element of sustainable ocean management is sustainable management of exclusive economic zones (EEZs). An EEZ is a concept adopted at the Third United Nations Conference on the Law of the Sea (UNCLOS) in 1982, whereby a coastal State assumes jurisdiction over the exploration and exploitation of marine resources in its adjacent section of the continental shelf, taken to be “the area beyond and adjacent to the territorial sea, extending not more than 200 nautical miles from the baselines from which the breadth of the territorial sea is measured. The EEZs of ADB’s 14 Pacific DMCs encompass an area of nearly 20 million square kilometers, or approximately twice the total land area of the United States. They provide Pacific countries sovereign rights to exploration and exploitation as well as responsibilities to conserve and sustainably manage these resources. The future development of Pacific DMCs is inextricably linked to sustainable management of EEZs, both at the country and regional levels. The TA will provide these major outputs: (i) the importance of EEZs in the Pacific, including economic, social, environmental and cultural benefits of sustainable management assessed; (ii) framework and approach for undertaking a benchmarking study on sustainable management of EEZs in ADB’s 14 Pacific DMCs established; (iii) consultations to share the TA’s initial findings and to assess interest among Pacific DMCs to participate in an EEZ benchmarking study achieved; and (iv) final report to be presented to stakeholders including a regional conference or meeting on oceans in 2020 (possibly “Our Oceans” conference hosted by Palau) provided. dispatch center, Energiya, which coordinates power flow between the national electricity grids of the Central Asian power system (CAPS), to enhance its technical capacity; (ii) identifying the technical obstacles to power trade for CAPS, and proposing and coordinating solutions to overcome them for each country; and (iii) supporting the expansion of CAPS membership and seeking new markets. CAPS countries include Kazakhstan, Kyrgyz Republic, Tajikistan and Uzbekistan. Subproject 3 will have the following outputs: (i) list of infrastructure investments for CAPS expansion identified; and (ii) alternate energy markets identified. Current CAPS membership is envisaged to be expanded to include Afghanistan and Turkmenistan, who have expressed wish to join CAPS. Afghanistan wishes to join CAPS in order to increase the reliability of its domestic electricity grid while at the same time gaining access to more energy sources. Turkmenistan, who is a former CAPS member, wishes to join CAPS in order to diversify its electricity trade from Iran. Subproject 3 will have the following outcome: regional energy trade and cooperation enhanced. The identified infrastructure projects, which are necessary for connection of Afghanistan, Turkmenistan and other potential new electricity markets to CAPS will be submitted for endorsement of the CAPS governments at Central Asia United Power System Council Meeting. TA 9871-REG: Capacity Development for the Supply Chain Finance Program (Phase 2) (Subproject 2) Type of Technical Assistance : Transaction – Capacity Development Executing Agency : Asian Development Bank TA Amount ($'000) : 1,166.67 Business Opportunities Listing : 22 November 2019 Date Approved : 22 November 2019 The capacity building and knowledge-sharing and collaboration activities under the TA demonstrates ADB’s role as a knowledge institution and knowledge provider. The strategic direction of the Supply Chain Finance Program (SCFP) has widened from large global banks to include banks in DMCs. Pipeline development is ongoing with DMC-based partner financial institutions (PFIs), with initial candidates identified through ADB’s Trade Finance Program partner bank relationships. SCFP is also assessing the extension of debt financing directly to corporate and SME obligors without the involvement of a PFI and working with third-party supply chain finance (SCF) platforms. These are expected to further widen SCFP’s reach both geographically to focus on more challenging markets, and with SMEs. Subproject 2 outputs will include: (i) SCF availability in DMCs expanded; (ii) SCF knowledge in DMCs through in-house capacity development, as well as seminars and trainings, deepened; and (iii) gender initiatives for SCFP implemented. Participants will include supply chain finance operations and credit risk personnel from DMC banks and PFIs, as well as representatives from target DMC companies and relevant government agencies. TA 9930-REG: Olam International Limited: Inclusive, Sustainable, and Connected Coffee Value Chain (Subproject 3) Type of Technical Assistance : Transaction – Capacity Development Executing Agency : Asian Development Bank TA Amount ($'000) : 300.0 Business Opportunities Listing : 27 December 2019 Date Approved : 27 December 2019 The TA is designed to complement the approved loan to Olam International Limited (OIL) and two of its subsidiaries. The loan is supporting the capital expenditures and expansion plan of OIL and its subsidiaries (Olam) over the 2017–2019 period and invest in Olam’s midstream processing assets and permanent working capital for smallholder farmer supply in Indonesia, Timor-Leste, Papua New Guinea, and Viet Nam. The project will promote inclusive and sustainable agricultural value chains with higher local value addition in Southeast Asia and the Pacific. Subproject 3 will complement the loan by providing capacity building support to 3,500 smallholder coffee farmers that Olam sources from in Viet Nam. Major outputs from Subproject 3 include: (i) inclusive coffee supply chain established; (ii) environmentally sustainable and climate resilient coffee supply chain established; and (iii) smallholder coffee farmer access to information and services expanded.

Subproject 3 will help smallholder coffee farmers in Viet Nam fully benefit from their inclusion in the coffee value chain by improving the productivity and quality of crops, and by meeting international certification standards. It will also ensure that these farmers are better prepared to cope with the negative consequences of climate change. The impacts and outcome of the Subproject 3 are in line with the following: (i) agricultural productivity and incomes of small-scale food producers through inputs, knowledge, markets, and opportunities for value addition and non-farm employment doubled; (ii) sustainable food production systems ensured and resilient agricultural practices that increase productivity and production, that help maintain ecosystems, and strengthen capacity for adaptation to climate change implemented; and (iii) exports of developing countries significantly increased. The TA and its first subproject are part of the ADB Management approved 2019 results-based workplan of ADB’s Economic Research and Regional Cooperation Department. Subproject 1 will comprise of two main outputs: (i) the conduct of at least five IE study phases/surveys applying various methodologies and survey instruments; and (ii) the development of IE awareness and capacity among the DMCs.
