organisations, NHS departments and education institutes now run a purchasing cardprogramme of one size or another. During the past decade however the procurement

scene has changed extensively and “competition” to cards has become less expenseand more common. This session provides a personal view on some of the

factors that should influence the decision to start or continue using cards and where their future in the public sector may lie.

They have succeeded in their purpose, yet theyhave failed to win overwhelming popularity.The industry’s mindset is as polarised as ever.

Back in the late 90’s we saw the launch ofPurchasing Cards in the UK.

Much has changed and much has stayed the same.

Since the introduction of Purchasing Cards in theUK, there was Visa, then MasterCard, Amex andArval following suit. We had summary VAT, thenLID and VGIS.

Lloyds (Cardnet) became Lloyds TSB:Streamline (NatWest) became Streamline (RBS)which became RBS WorldPay. Midland Bankbecame HSBC then Global Payments. HMCEbecame HMRC. The Government of the day haschanged from Conservative to Labour to Coalition.

Even the cards themselves changed namesdepending on who was marketing them. Pcard,Onecard, WPC, CPC, GPC. One of the successesbeing the Welsh Purchasing Card (WPC) easilyidentifiable by the logo of the Welsh Dragon. It latercaused concern and laughter when ‘chips’ wereintroduced. The location of the chip was originallyvery close to the rear end of the dragon.

Technology rapidly changed too. Many paymentsolutions moved from traditional desktops to theWeb. Expectations changed with it. End usersbecame more sophisticated as they grew up withtexting, Google, Facebook, creating their ownwebsites, i-phones, i-pods etc. They were comfortable and switched on to ‘messaging’ in allits forms which included making payments.

E-catalogues, E-Invoicing, E-Commerce, E-this,E-that, E-by-gum. A whole range of paymentmethods and systems were created (much to thedelight, and pockets, of consultants) and somewere even implemented. Purchasing Card wasonly one of them.

Speed was becoming more essential for next daydelivery challenges. Real time usage such as taxifares needed addressing. More and more back endmonitoring and control services such as SDOLbecame available. On-line data management systems

evolved to deal with the vast number of transactions being carried out daily.

Card security measures evolved; chip & pin,3Dsecure, Verified by Visa, Address Verification,Card validation, PCI (DSS) which were all keysecurity requirements (another consultant’s payday?). All cost time and money to develop andimplement. Payment solutions evolved to addressthe requirements. Lodged cards and tokens wereintroduced to protect card identity.

Spend hasn’t been restricted to low cost high volume items like stationery, it moved to wholenew sectors including; building suppliers, civilconstruction, DIY, MOD, Armed Forces, universities, charities, emergency services, catering, education, housing trusts, central andlocal government and recruitment being one ofthe largest and highest value. The first £1mPurchasing Card transaction was carried out fornew I.T equipment by a local authority. A JCBwas hired on a Purchasing Card. Totally dispellingthe myths of what it should be used for.

In short, everything moved on – or did it?

I have written many articles and given countlesspresentations over the years. When I reviewedthem prior to writing this one – hardly anythinghas fundamentally changed in the PurchasingCard industry other than names and technology.

There are still thousands of credit card terminalsbeing used for Purchasing Cards. Cardholders stillmake telephone calls and give out their details.Invoices are still produced on paper. Paper statementsare still being produced and sent out. What hap-pened to ‘green’ policies and eco footprints?

Today’s Government has made it very clear thatsavings have to be made. Efficiencies have to befound, accountability and value for money areessential. Purchasing Cards tick all those boxes.So why is it that there is such a huge dividebetween the have’s and have not’s?

Where Purchasing Cards have been successfullyintroduced, it was not by accident. It was down topeople who had the vision, believed in it andmade it work. The industry is littered with manyPurchasing Card programmes that were introducedand stalled. They invested in their time and identi-fied the benefits, went down the path, but didn’tmaintain the momentum and reap the rewards.

Some, like Manchester City Council, put theirefforts firmly into supplier recruitment. A ‘Champion’ drove it forward. The results havespoken for themselves with this probably beingthe best scheme in the UK. Case study after casestudy refers to the Manchester experience.

In Wales, they too had a ‘Champion’ who managed to get up to 90% of all Welsh PublicSector Organisations using the Welsh PurchasingCard (WPC) and was committed through dedicatedon-going awareness campaigns to increase thecard capable supplier network. The WPC systemserves to significantly improve the efficiency ofthe procurement process for Welsh Public Sectororganisations and their suppliers that have enjoyedconsiderable cost savings.

The most common reason for failure or stagnationof any Purchasing Card programme, Public orPrivate sector, is getting the suppliers onboard,getting them to see that there are benefits for themas well. Engaging with suppliers is crucial.

Not a new revelation by any means, but talk ischeap. Actions speak louder than words.

I am actually thrilled (sad as that might sound),that Adflex not only recognise the problem, buthave proactively done something about it.Hallelujah, something new, something creativeand constructive. Not just marketing words,Adflex are currently using it with a Global mega-company in several different countries for theirsupplier recruitment. We are using it for UK basedcompanies, we are using it for a bank’s field salesforce and we have Local Authorities lined up whowant to use it. Sounds like flexibility to me!

Adflex has created a Supplier Onboarding systemthat is web based. Given logon details, any stakeholder (issuer, acquirer, corporate, localauthorities, project managers, and implementationmanagers etc.) can access and update the status ofeach supplier, taking them from initial contactthrough to the buyer signing off that the data is inthe correct format. All via secure access androbust security.

From now on, those deploying this tool managedby Adflex have a greater than ever chance to successfully recruit their suppliers. We are bridgingthe gap between Buyers, Banks and Suppliers.Somebody had to bring new momentum to the ageold problem. This could well be it.

Looking back over the years in this industry, somuch opportunity has been lost through lack ofknowledge, lack of resource, lack of enthusiasmand lack of ‘Champions’.

Yet, I do still come across ‘Champions’ andorganisations who want to succeed. However,when you do not have the in-house skills, experience or knowledge, you should outsource itjust like you would any other service. This is whatwill make the difference for the future. Using theright people for the right job.

The next few years, will see further fall-out from the recession; job cuts, spending cuts,Government policies and tighter budgets beingimposed. The growing requirement for VAT information, details of spends and the continuousdrive for sustainable efficiency will promote theuse of Purchasing Cards like never before.

Some things never change – but they can improve.

Polarised mind sets or not, it is people, like you orme, that will determine the future of this market.

People make companies. People make organisations. People make banks. People makeGovernments. People make success or failure.People make a difference.

Anything can be achieved with enthusiasm.
