1. For Private Unaided Schools (Non-Minority) Recognized under Delhi SchoolEducation Act & Rules, 1973.

In conlinuation of Ihis Direclorale's Circular no. 12430-35 dated 08-12-2016,Directorate of Education is facilitating admissions of EWS/DG category in PrivateUnaided Schools recognized under Delhi School Education Act & Rules, 1973 at theEntry Level Classes (Nursery/Pre-school. KG/Pre-Primary and Class-I) for academicsession 2017-18 from 10-01-2017 by making ONLINE SYSTEM. The list of suchschools is available on the departmental website under head EWS/DG ADMISSIONS2017-18 -> List of schools recognized under DSEAR, 1973, which will be a partof these online admissions.

Admissions of EWS (annual income less than one lakh rupees)/DG category(SC/ST/OBC Non-creamy layer/Physically Challenged/Orphan and Transgender)shall be made through Computerized Lottery System in the said schools against 25%seats reserved for them under the provisions of Right to Education Act. 2009. Fillingof Unique Identification Number (Aadhaar Number) or Enrollment 10 in rio of 'theEWS/DG category candidate for online registration has been made compulsory forthis session i.e. 2017-18.

All the Users/Applicants should visit Directorate of Education websitewww.edudel.nic.in and click the button EWS/DG ADMISSIONS 2017-18 for detailedinformation and instructions. Please read the instructions carefully before filling in thecomplete Registration Form/Application Form.

The online applications shall be accepted till 31-01-2017 (Tuesday).Further datelines of the online admission process will be issued time to time.

2. For Private Unaided Schools Recognized by this Directorate under Hight toEducation (RTE) Act, 2009 and Private Schools regulated by Local Authorities.

a) The schools up to Elementary Level recognized by Directorate of Education underRTE Act, 2009, schools up to Primary level recognized by Local Authorities andschools up to Primary Level recognized by this Directorate under RTE Act, 2009now regulated by Local Authorities are not the part of this Online AdmissionProcess for Academic Year 2017-18. These schools shall conduct admissions ofEWS/DG category seats manually as being done in previous years as perschedule given below:-

Admission Schedule:-Commencement of admission orocess. 10101/2017 rtuescav;Commencement of availability of 10101/2017 (Tuesday)application for admission.Last date of submission of application form 31/01/2017 (Tuesday)in schools.The date of displaying the first list of 28/02/2017 (Tuesday)selected candidates (lncludinq waitino list).The date of displaying the second list of 15/03/2017 (Wednesday)candidates (if anv) includina waitina list.Closure of admission process. 31/03/2017 (Friday)

b) 25% seats shall be filled with the children belonging to EWS/DG category asdefined in the provisions of RTE Act, 2009 in the manner as prescribed in thisDirectorate's Notification dated 07-01-2011 and other orders / instructions issuedin this regard form time to time.

c) Admissions of the children belonging to Economically yveaker Section &Disadvantaged Group Category shall be made by the private unaided recognizedschools on the following neighbourhood criteria.

(i) Admission shall first be offered to eligible students belonging to EWS andDisadvantaged Group residing within 1 KM of the specific school.

(ii) In case the vacancies remain unfilled, students residing within 3 KM of theschool shall be admitted.

(iii) If there are still vacancies, then the admission shall be offered to otherstudents residing within 6 KM of the school.

(iv) Students residing beyond 6 KM shall be admitted only in case vacanciesremain unfilled even after considering all the students within 6 KM area.

""'However, Schools shall accept forms from all applicants under EWS &Disadvantaged Group Irrespective of distance of residence from school, andthen segregate them slab-wise as mentioned above for draw of lots.

d) 25% admissions to children belonging to Economically Weaker Section &Disadvantaged Group ca~egory at entry level classes i.e. pre-school/nursery, pre-primary/KG and Class- I, wherever fresh admissions are made, shall be grantedby the Private Unaided Recognized Schools of Delhi. They shall ensure theadmissions of 25% children belonging to EWSIDG Category at all entry levelclasses on the existing strength of students in respect of entry level classesat any given point of time. (Copy of the circular No. 2393-2004 dated04/06/2012 Issued in pursuance of Delhi High Court's Order dated 24-05-2012 inWPC 8434/2011 enclosed as Annexure-II).

e) The Directorate of Education has devised a Common Registration Form foradmission under EWS & Disadvantaged Category and the same is uploaded inthe scroll on the official website of Directorate of Education i.e. www.edudel.nic.infor the benefit of such schools as well as the applicants. (Copy of the same isenclosed as Annexure-III). All such schools are directed to use the said formatonly by downloading the said form or using a printed version of the applicationform. Parents may get the Common Registration Form from the schools or maydownload the same from the above mentioned website. Every school shallensure that the Registration forms in the prescribed proforma are madeavailable free of cost to all applicants under EWS & Disadvantaged GroupCategory without any barrier/hindrance.

f} The school shall acknowledge the application for admission against free seatsthrough a proper receipt and shall assig~ each application a registration number.The Registration-Slip (Annexure-IV) shall also indicate the date(s) of display oflist of eligible candidates for draw, daters) of draw, daters) of display of list ofsuccessful candidates including waiting list and last date of admission.

g) In case, the application of any child is found not to be in order and is rejected, thereasons for its rejection shall be recorded and communicated to the parents.

h) Observers for draw of lots of EWS & Disadvantaged Group Category: -Directorate of Education will provide observers for draw of lots of EWS &Disadvantaged Group category only like, previous years. The instructions issuedin this regard vide Circular No. FDE.l15/PSB/2013/6621-28 dated 22-01-2013shall be followed strictly. (Copy of the circular enclosed as Annexure- V)

i) After completion of admission process, each school shall send information/detailsregarding the number of filled and vacant seats under EWS & OG category atEntry Level Classes to the Chairman of the District Admission MonitoringCommittee/Deputy Director of Education of district concerned by 1600 hours on07-04-2017. Simultaneously, the details shall also be provided on the onlinemodule available on this Directorate's website:- www.edudel.nic.in. All DOEs ofthe districts shall compile the said data (Number of filled and vacant seats ofEWS/DG Category) zone-wise and forward the same to Private School Branch(PSB) on 13/04/2017 for taking further necessary action.

j) The admission to such vacant seats of EWSIDG Category is an ongoing processwhich may continue throughout the academic year and the District AdmissionMonitoring Committee has been empowered to get filled such vacancies and cantake steps as per the direction contained in sub-clause (d) of this Directorate'snotification No. 15(172)/DE/Act-1/2010/69 dated 07/01/2011 and Rule 13 of DelhiRight to Education Rules, 2011 (Annexure-VI)

Any person residing in Delhi, having the residence proof of Delhi andrequisite Income Certificate (less than one lakh rupees annually) issued by theRevenue Department of GNCTD or BPLlAAY (ration card)/Food Security Cardholder are eligible for applying in these Private Unaided Recognized Schools foradmission of their ward under Economically Weaker Section Category. Thecondition of minimum residency period of 03 years in Delhi for applying toadmission under Economically Weaker Section & Disadvantaged Group Categoryhas been waived off. 3. Free seats for students belonging to weaker section and disadvantagedgroup:

(a) All Schools shall admit children in class one \0 the extent of at leastrwenry-nve per cent oflhe strength cf thar class, children belonging\0 weaker sections and disadvantaged groups in neighborhood andprovide free and compulsory elementary education till its

. completion: Provided that where such school imparts pre-schooleducation, tile provisions shall apply for admission \0 such pre-school educauon.

(b) No separate or exclusive class or shift shaH be arranged forimparting education \0 the students admitted against free seatsmentioned in sub-paragraph (a)

(c) No tuition fee or any other charges or fee or fund shall be chargedfrom the student admitted against the free seat.

4. Manner 01'admission agaiust free seats _ (a) The School shall displaythe total number of seats, the free seats available at entry level, the dateof submission of applications for admissions against free scats in entrylevel, UlC date(s) of display of list of eligible candidates for draw, date(s)of draw, date(s) of display of list of successful candidntea , date(s) ofdisplay of waiting list, d~ite(s) of deposition of fees, last dme of admissionus per prescribed proforma (Aunoxure-J enclosed) on the notice boardin the school and shall also notify the same to the concerned Dy. Directorof Education by tile io" Jnnuar-y 2011 und thereafter by ]1"December of the year proceeding the academic year for which suchadmissions art being made.

(b) Total number of seats at the entry level i.e. nursery or rsr Class as thecase may be shall not be less than the total number of seats in nnyother class of the school.

(c) No registration fee, including charges of prospectus, shan be chargedfrom the parents/children applying against free seat. TIle School shallprovide Common Admission Form (Annexure-II enclosed) free ofcost to parents/children as prescribed by the Directorate of Education.The application form would be available on the web-site of the DOE(www.edudcl.nic.iu). Parents nmy download the form and submit tothe school concerned.

(d) In case the number of applications for admission against the free seatsat entry level classes exceeds the number of seats available, admissionshall be made by draw of lots in the presence of parents of theapplicants and of II nominee of Educaflon Department, not below therank of Vice Principal.

(e) The School shan request the concerned District Dy. Director(Education) for the name of nominee of the department. Theeon';med District Dy. Director (Education) shall nominate an officernot below the rank of Vice Principal, who will work as an observer,during the process of admission. The entire proceeding of draw of lotsshall be video graphed and CDIDVD shall be submitted to 01.Director of Education along-with list of successful candidates on thesame day or latest by the neex 1day of the draw.

(f) TIle School shall acknowledge the application for admission againstfree seats through a receipt and shall assign each application aregistration number. The Registration-Slip (Annexure IIIenclosed) shall also indicate the datc(s) of display of list of eligiblecandidates for draw, d!lte(s) of dmw, datets) of display of list ofsuccessful candidates, date(s) of displny of waiting list, date(s) ofdeposition of fees, last date cf ndmission.

(g) In case, the application of any child is found not to be in order and isrejected, the reasons for its rejection shall be recorded andcommunicated to tile parents.

(h) List 01"children admitted in the first list along with waiting list to theextent of25% of scats under economically weaker sections quota shallbe displayed on the notice board of the school on the scheduled dale.

(i) The School shall display the list of children io be admitted, under Freeship and general category, commonly in alphabetic order indicating(0) against general category children.

G) In case the number of applications for admission against the free seatsis below the number of seats available, admission shall be made fromthe available applications and the vacant seats shall be re-notified forinviting funhe,r applications and also be notified to DAMC.

(k) The School shall furnish all such details as mentioned in paras (a), (c), (0, (g),(h) and (i) regarding free-ship seats on its website and alsoon official website of Directorate of Education giving all detailsthrough the link provided by the department 011 the same day orlatest by next very day of the such events.

5. Cenern! Coudmous.... (a) No screening procedure i.e. interview,counseling. written or oral test of any type of parents or child shall beconducted for the purpose of admission in violation of section \3 (I) ofRTEAC1,-2009 otherwise the School shall be penalized as per section 13(2) (b)ofRTE ACI-20Q9.

(b) Each school shall admit children from its neighborhood or extendedneighborhood area, as notified by the Directorate of Education fromtime to time.

(c) The admission against the free seats shall be regulated by the Head ofthe School as per the provisions of thc Delhi School Education Act,1973 and RTE Act, 2009 and the Rules frnmed thereunder, subject tothe provisions of this order.

(d) The Head of school shall be responsible for compliance of these ordersfor admission and will verify the list of students and other documents,so admitted.

(e) Any Authorized officer of Directorate of Education may verify suchadmissions and may call details! records of such admissions

(I) The school shall up-load the details of admitted child on official web-site or the department as already specified above and ~II unique 1Dshall be generated for every admitted child, which shall remain thesame during the stay of the child in the school.

(g) Free-ship benefit shall continue to be extended to each student admittedunder the Free Quota, till he/she completes elementary education in thatparticular school.

(a) For the admission ofchild belonging to weaker sections Income -Certifleate issued b)' arevenue officer not below the rnuk of Tehsildnr or J3I'L Rutten Curd(yellow C010111"Ci.I) or AAY Rntlcn Curd (Pink coloured) shall be consideredas proof 01' income:

Provided that the parents of the child belonging to weaker sectionshall submit a self declaraucn of annual income on an affid:wit every yurfor eontinuatian of free seat in the school once ndrnltted against free seat.However, no student shall be expelled or debarred from the school in case ofnon-submission of above mentioned documents without the prior approval ofDirector (Education), Dte. of Education, GNCTD.

(b) -For the admission of child belonging to disadvantaged group - acerurtcare issued by a revenue officer 1101 below the rauk ofTehsildar or auy other competent autbcrtry in the nwne of child orhislher parents shall be considered

(e) The school shall not consider any other document except anyone of thefollowing documents, ns proof of residence :-

(i) Ration card issued in the name of parents (mother/fatherhaving name of tile child)

(Ii) Domicile certificate of child or ofhislher parents.(iii) Voter l-card of any of the parents(iv) Electricity bilV MTNL telephone bill! water bill!

Passport in the name of any of the parents or child

7. District Admlsstou Monltortng Conuntnce: (a) There shall be a DistrictAdmission Monitoring Committee (DAMC) in each district and theconcerned Dy. Director (Education), Directorate of Education, GNCTD,shall be the Chairperson of the DAMC, concerned Education Officers lOy.Education Officers of Directorate of Education and concerned Educationofficer of MeD I NDMCI Delhi Cantt. Board as the case may be shall bethe member of DAr-IC

(b) Any parent, aggrieved by the action of the school may file 0 complaintin writing to the DAMC, nddresserl to the concerned Dy. Director ofEducation (Chairperson).

(e) The DAMC shall maintain the Register I database of grievances andwill take immediate appropriate action for their redresser. TIleinformation shall also be made available on the website of theDirectorate of Education by DAMC

(d) The DAJI,1Cshall prepare cluster lzone-wise vacancy data for free-searsand shall forward the names of childrenro schools where vacant searsare avnilable, for admission against Ieee-seats, following the principleof neighborhood school.

(e) The DAJI,1C may call for the details from any school under itsjurisdiction for ensuring the compliance of this order/notification.

(I) The DAMe shall establish a Help-Desk in the district office to helpparents / guardians regarding admissions under free ship quota andother procedures, during offiee hours manned by two well-conversantofficials of the DistrictlZone. The help desk shall be functional till theadmission process is closed.

(g) The School shall me annual return in the prescribed proforma{Aunexure-Jv enclosed) to the DAMC of the concerned districtregarding details of admissions made within 10 days of the closure ofadmission

8. The schools providing free and compulsory elementary education underRight of Children to Free and Compulsory Education Act, 2009 shall bereimbursed by the Government to the extent of per-child-expenditureincurred by the Slate Government and Local Authorities, or the actualamount charged from the child, whichever is less, as per section 12 (2) ofRTE Act, 2009 :

Provided further that where such school is already under anyobligation 10 provide free education 10 a specified number of children, onaccount of it having received any land, building, equipment or otherfacilities, either free of cost or at a concessionet rate, such school shall notbe entitled for reimbursement to the extent of such obligation.

9. The school shall open separate bank account for reimbursement in aScheduled Bank.

The Director (Education), Government of National Capital Territory ofDelhi may, if he is of opinion that in the interest or school education inDelhi, in general and in order to implement the provisions of this order inparticular, it is necessary so to do, may issue instructions/guidelines!clarifications from lime 10 time.
